At the rebranding ceremony held at the Sheraton Fiji Resort, Attorney-General and Minister for Civil Aviation Aiyaz Sayed-Khaiyum applauded the efforts of the Fiji Airways team for this successful transition, which has been in line with the rebranding of Fiji. Tonight, we say goodbye to Air Pacific after 42 years. Losing Skilled Workers


LABOUR mobility has evolved over the years with highly skilled workers leaving our shores for greener pastures. Between the years 1987 to 2001, about 75,800 people emigrated and 11 per cent of those were highly skilled workers including healthcare professionals. Speaking at the opening of a workshop on public sector partnership to create employment opportunities in the global labour market in Suva, Minister for Labour Jone Usamate said this was a great loss to Fiji because those professionals were trained in Fiji and migrated later. "This is like planting dalo and when it is matured, you take the dalo and give it to someone else. This is what happens in this country. Just when they reach the age where they should be giving you nutrition and benefit to the country, they go offshore," he said. "Government has done a lot of things in providing expenditure in terms of education and health, reducing taxation rates for people so that they can have more money to spend and reducing taxation rates for companies so they can invest. "All of that is designed to produce a healthy environment for people can be employed and highly skilled people can stay in Fiji. "In the short-term, we are not there yet and we need to find the opportunity for people to be employed offshore." With a population of more than 850,000 and three universities, he said the equation did not match. "We are producing so many people that are highly skilled but there are not enough opportunities for them. Right now we are giving opportunities for people offshore." On the issue of brain drain, Fiji Commerce and Employers Federation CEO Nesbitt Hazelman said it was frustrating when businesses were unable to retain local professionals. "Our ability to grow as a nation is largely dependent on our ability to retain quality skilled professionals within Fiji. The reason is that we are not competitive in terms of professional opportunities, career development and on salary levels. Our people are highly sought after and that shows we have commodity in our human resources that is highly marketable this provides Fiji with a unique opportunity to continue to improve on our training capability to enable us to attract opportunities abroard for Fijians." He said this would improve remittance inflows and reduce unemployment which had a direct correlation to reduction in poverty.

PM In Russia For Historic Talks


The Prime Minister, Commodore Voreqe Bainimarama, left Fiji as the head of the first ever official Fijian Government delegation to visit the Russian Federation. The visit, which begins later this week, will see the Prime Minister hold talks with his Russian counterpart, Dmitry Medvedev, at his official residence outside Moscow. While the Prime Minister meets senior Russian officials, other members of the Fijian delegation will hold side meetings designed to foster relations in the areas of trade, education and other areas of cooperation. The Government says the meetings underline Fijis robust foreign policy, which is aligned with other Pacific island nations and seeks new opportunities beyond its traditional regional partners. The visit it says also demonstrates the expanding relationship between Fiji and Russia since the two countries established diplomatic relations in 1974 and especially since an exchange of ambassadors in 2010. Fijis resident Ambassador to Japan, Isikeli Mataitoga, is accredited to the Russian Federation as Fijis non-resident Ambassador. The relationship has also strengthened since the Russian Foreign Minister, Sergei Lavrov, visited Fiji in February 2012. Following the Prime Ministers official visit, Fijis Defence Minister, Joketani Cokanasiga, and two senior officials will attend the International Maritime Defence Show 2013 to be held in St Petersburg from July 3rd to July 7th.

New Tax Initiatives Announced


Businesses will now be given blanket tax clearance for twelve months. Fiji Revenue and Customs Authority chief executive Jitoko Tikolevu announced this new initiative for businesses around the country. The beneficiary of this exemption would be banks, insurance companies and the 38 gold card holders of Fiji Revenue and Customs Authority. Hotel managements would also be able to make the most of this initiative. However, to begin with the initiative, the 38 gold card members would be one of the first beneficiaries of this exemption, before it is rolled out for other businesses. Mr Tikolevu explained that instead of providing tax clearance for 12 months would allow them to free up their resources to be utilised elsewhere and would also allow business houses more ease. Warning not to abuse Making the announcement at Westin Denarau Island Resort and Spa, Mr Tikolevu warned that people should know better than to try to abuse this new exemption. Just to reinforce our need to service stakeholders more efficiently, we had decided to launch this initiative, he said. All gold card members, banks, payment for superannuation, payment of various fees all would be given a blanket tax clearance. Meaning, these people would need to visit us every month or every six months. They will only visit us once in 12 months. Under this scheme, tourists who shop in the country are eligible to get their VAT charged on the purchase reimbursed, before they leave the country. Currently, tourists are refunded their VAT amount manually, where they have to pick their returns from the ANZ Bank tellers at Nadi International Airport and before departing from Suva Kings Wharf. Mr Tikolevu said now, when any tourist would make a purchase from the licensed retailers, the details would be loaded up with the authority. When they leave the country, the money would be deposited into their bank accounts. This would mean that tourists would not need to queue up and wait for their refunds. Mr Tikolevu also said they had come across some instances where this scheme was abused. However, with the software that has been bought would ensure that cases of fraud are a thing of the past. The initiatives come into effect from next month.

Controversial former Minister of State for Youth and Sports Rajesh Singh says he will come back to Fiji when the time is right. He said: If the people want me to run in the election I will come back. But for the time being, the 2014 elections are the last thing on his mind, claimed Mr Singh. His focus is on business, he said. Mr Singh has an interesting political background. He ran unsuccessfully for the National Federation Party in the 2001 elections and successfully for the Soqosoqo ni Duavata ni Lewenivanua in 2006. He was a member of the Soqosoqo ni Duavata ni Lewenivanua party when he won the Cunningham Open seat in 2006. The Laisenia Qarase led-government was ousted in the 2006 takeover but by then Mr Singh had already lost his minister of state position. It followed his repeated questioning of the accounts for the 2003 Pacific Games in Suva. Mr Singh currently resides and works in New Zealand, where he founded a chapter of the so-called Fiji Democracy and Freedom Movement. Current occupation Speaking from New Zealand, Mr

Singh said: I am a business director and Im working with some investors to do some projects in Fiji. We have sent our proposal to the Prime Minister. Mr Singh is one of five directors of Majestic Fiji Corporation, a New Zealand-based consortium. The consortium is especially interested in fostering tourism and the international profile of Fiji to enhance commercial outcomes and opportunities in Fiji. Mr Singh said the consortium plans to establish a Community Development Fund that will provide funding for a diverse range of community programmes. He added: I can still serve people through my business. Fijian elections Mr Singh also said that Fijians living in New Zealand have yet to register under the Electronic Voter Registration (EVR). The Elections Office is currently working on a system to register Fijian citizens living overseas. Registration of overseas voters is expected to take place this year. The Elections Office will begin overseas registration after Phase III of voter registration ends this Saturday. To date 525,756 voters have registered.

The launch of the Fijian Crafted brand, is focused on empowering Fijian citizens said Permanent Secretary for Industry and Trade Saheen Ali. He highlighted this as the ministry took to the streets to launch the brand as part of the Governments brand of Fiji Made-Buy Fijian campaign since 2011. It is focused on empowering our citizens, especially the grassroots, and providing them with an avenue for income generation, Mr Ali said. Our artisans and crafters form part of the micro, small and medium enterprises sector, which contributes approximately 10 per cent towards the Fijian economy. But the exact contribution of this segment has not been fully captured in the national statistics. And in doing so the campaign and the launch of the Fijian Crafted logo will provide the platform for crafters to be mainstreamed and share in Fijis economic growth, he said. Fijian Crafted is a brand that identifies and benchmarks Fijian quality, standards, skilled craftsmanship, he said. The logo differentiates our authentic Fijian crafts and contemporary pieces from handicraft made in other countries. The brand represents authentic Fijian crafts, made by Fijian crafters with Fijian materials. Tourism benefits The brand would enable our small and micro entrepreneurs to benefit from the tourism market he added. For the first time, visitors to our shores will be able to identify authentic Fijian made arts and crafts by looking for the Fijian Crafted logo before purchase. The success of the Fijian Crafted brand is dependent on the support from all stakeholders, especially from the private sector and Fijian public at large. These areas can be from construction sector and interior designers could once again revive the authentic Fijian motif in their designs and construction he added.

FIJI'S overall trade performance improved marginally in 2012, as the merchandise trade deficit (excluding aircraft) narrowed by 2.2 per cent to more than $1.87billion. And according to the Reserve Bank's 2012 annual report, domestic export earnings rose by 3.7 per cent to more than $1.04b. "This was underpinned by higher earnings from sugar, mineral water, timber, ginger and textiles which more than offset the decreases in fruits and vegetables, gold, garments and other domestic exports," the central bank said. "Earnings from re-exports rose significantly by 26.2 per cent to more than $1.14b while total exports (excluding aircraft) grew by 12.1 per cent in 2012 compared to 19.2 per cent growth in 2011. "Over the same period, growth in imports (excluding aircraft) slowed to 4.9 per cent to more than $4.02b compared to a growth 10.8 per cent in 2011." It said all broad categories of imports noted increases. Meanwhile, RBF said the continued improvement in the investment climate should sustain credit growth and support broad economic activity into the mediumterm.

Laisenia Qarase Discharged In NLTB Case


Fijis former Native Land Trust Board chairman Laisenia Qarase who with two others were charged with abuse of office and fraudulent conversion has been discharged. Qarase was discharged when the Fiji Independent Commission Against Corruption (FICAC) filed a nolle prosequi after considering several factors including Section 49 of the Criminal Procedure Decree. He was charged alongside former NLTB general manager Kalivati Bakani and former NLTB director Keni Dakuidreketi who appeared before Justice Janaka Bandara. Dakuidreketi was represented by Wylie Clarke whilst Filimoni Vosarogo represented Bakani. The case has been adjourned to July 18 to check on the status of subpoenaed documents for the defense.

8.6 Per Cent Unemployed In Fiji


Fijis Labour Ministry plans to send Fijians to work overseas as part of efforts to reduce the unemployment rate. Minister for Labour Jone Usamate said they hope to decrease the unemployment rate to 4.2 per cent in two years. The unemployment rate increased during the period 1996-2007 from 3.7 per cent to 8.6 per cent (Fiji Bureau of Statistics, 2009), Usamate said. This is a substantial 43 per cent increase in a span of 10-11 years. As I speak, there are 28,006 unemployed persons registered with the NEC which is approximately 99 per cent of unemployed captured in the 2007 census, he said. Speaking at workshop on public sector partnership for overseas employment creation for Fijians in Suva, Usamate said over the years many skilled workers have left the country and created a lot of gaps for other people to join. He said there was a huge demand for Fijian workers in the United Emirates and this brought a lot of economic benefit for the country. Between the years 1987-2001, Fiji saw about 75,800 people emigrate and 11 per cent of these people were highly skilled workers, which included healthcare professionals, Usamate said. Over the years economic development has grown to encompass many aspects of the global economy. A by-product of economic development in expanding economies is the influx of migrant workers from underdeveloped to developing nations. As these industrialised economies developed and flourished, their developments created gaps for unskilled, low-skilled or semi-skilled workers - workers which the domestic labour markets were not able to supply. The exodus of skilled workers is also linked to higher earnings opportunities, prospects of career development or simply the quest of a better lifestyle, climate and general conditions. Usamate further said they continue to encourage and promote the circular migration policies especially for highly skilled professional workers who can contribute to economic growth when they return. Meanwhile, more than 25 participants from various ministries and statutory organisations attended the workshop. American celebrity, Mel Gibson, was at the Department of Fisheries and Forests last week. He was discussing agriculture and fisheries-related proposed projects he wishes to undertake on his Island, Mago. Mr Gibson, a frequent visitor at the Takayawa building in Toorak, discussed his interests with Minister for Agriculture, Fisheries and Forests, Lieutenant-Colonel Inia Seruiratu. In early 2005, Mago Island was purchased by the Hollywood actor/ director Mel Gibson for $15 million from Japans Tokyu Corporation. Lieutenant-Colonel Seruiratu said the involvement of private sector companies whether overseas or local that wish to drive the industry forward is highly valued. The ministry appreciates the fact that private sector players like him are involved and can be drivers in the industry, Lieutenant-Colonel Seruiratu said. And in the hope that more of such investments can be attracted through governments investment initiatives. Areas of interest Areas of interest in the sectors which Mr Gibson talked over with the minister were native forest species and in the fisheries department, in particular, clam breeding. Mr Gibson visits the ministry as often as he can, Lieutenant-Colonel Seruiratu said. He does visit the offices of Agriculture, Fisheries and Forests whenever he comes into Fiji for discussions on the activities and projects undertaken at his farm on Mago Island, he said. The Fisheries, Forests and Agriculture are all involved in their respective areas assisting in the coconut replanting program, sheep and goats and pig controls.

69 Yr Old Woman Released On $1000 Bail


A 69 year old woman charged with 103 counts of obtaining money by false pretence and obtaining advantage by deception and 11 counts of making false declarations and other false statements without oath has been released on a $1,000 bail by the Suva Magistrates court. Unaisi Marama Yavala of Namadi Heights allegedly obtained a total of $61,061.88 cents from the Ministry of Finance between February 2005 to January this year. The case has been adjourned to the 30th of August.

$4M For Ginger Export


KAIMING Agro Processing Limited (KAPL) continues to improve its solid reputation as one of Fiji's leading agricultural exporters. And with export sale of processed ginger and root crops totaling about $4million, the company has come a long way from its initial sales figure of $600,000 in 2006 when it began operations. Managing director Kaiming Qiu said the Secretariat of the Pacific Community, through its European Union-funded increasing agricultural commodity trade project, played a big part in the success of his company which now employed more than 100 workers at its Navua-based processing factory. "Through IACT's assistance, we ventured into producing finished ginger products like ginger confectionery from the semi-processed ginger that we used to supply. "This has helped us make bigger profits, as finished ginger products don't need to be processed further and are ready to be sold directly on the export markets," he said in a statement yesterday. He said about 350-400 farmers in the Central Division benefited from the company's operations. Mr Qiu, who came to Fiji from China in 1996, fell in love with the 'untouched' beauty of the environment in Fiji. He spent close to $2m for the upgrade of his factory which now supplies markets in New Zealand, Australia and the US. "Fiji's ginger is renowned for its low fibre content and spectacular taste. "We expect to export to other regions in the near future," he said. Meanwhile, the main aim of the IACT project was to strengthen the export capacity of Pacific countries and territories in the primary industries of agriculture, forestry, aquaculture and livestock. Project team leader Samu Turagacati said expansion would increase the number of Fiji farmers producing for those huge export markets, and hence consolidate the ginger industry in the country.

Fiji Presents Credentials To Nepal


Fiji strengthened its bilateral relationship with Nepal through the presentation of credentials by Fijis High Commissioner to India and Ambassador to Nepal, Mr Yogesh Karan to the President of Nepal. The official ceremony was held in the President's Office in Kathmandu. The President, His Excellency, Right Honorable Dr Ram Baran Yadav in accepting Mr Karan as Fijis Ambassador to Nepal, said both countries could work together to further strengthen its diplomatic relations. Mr Karan, while conveying his message on behalf of the Fijian Government said Fiji is keen to work closely with Nepal. During the meeting, Mr Karan also briefed Dr Yadav on Fijis political and economic development and international relations. Mr Karan also had meetings with top leaders of Nepals private sector and discussed investment opportunities available in Fiji. Mr Karan said economic power is shifting to Asia and Fiji needed to capitalise on such opportunities competitively. He invited the Nepalese entrepreneurs to invest in Fiji as the Government has provided attractive incentives for investments. Mr Karan further explained that Fiji is open for foreign investments and has efficient systems in place for business registrations. He also discussed with Dr Yadav the possibility of establishing an agreement on development Cooperation between Fiji and Nepal.

Mr Goundar said for Lomaiviti Princess, which has been carrying the burden of a number of routes, it will now concentrate only on Savusavu and Taveuni.

16 Year-Old Tells Of Rape


A 16-year-old rape complainant told the High Court in Suva that she agreed to accompany the accused after a night out because they were from the same neighbourhood. The teenager appeared before Justice Salesi Temo and gave evidence of events leading up to May 6, 2012 when she alleged she was raped by the accused at his home. The accused is charged with a count of rape and an alternative count of defilement. On the evening before the alleged incident, the complainant told the court that she went to Village 6 cinema with her aunt and cousins to watch a movie. Later, the court heard that the complainant then went to several Suva nightclubs in search for her cousin whom she never found. At about 12:15am the complainant exited the former Deep Sea nightclub to find the accused standing outside. He offered to give her a lift home that early morning and she agreed so they boarded a taxi which took them to the accusers Kalabu home. At Kalabu housing the complainant said they got off the taxi near the accusers home and he told her to accompany him to his home. The complainant told Justice Temo that as soon as they entered the bedroom the accused pushed her onto the bed and forcefully removed her clothes before he allegedly raped her. Defense lawyer Seremaia Waqainabete questioned the complainant if she had been drinking that night at the nightclub to which she said she had a few drinks. Mr Waqainabete then questioned her if she had lied to the Police in her caution interview on May 7, 2012 when she said she met the accused at the Village 6 ticket booth and not outside the nightclub. The complainant responded saying she did not lie to Police. The trial continues.

Bus Catches Fire Near Suva Bus Stand The National Fire Authority is investigating
the cause of a fire that engulfed a Raiwaqa Buses Company Limited near the Suva Bus Stand.

The bus caught fire a little before midday on Monday just outside the Suva Flea Market and witnesses said there were a few passengers in the bus, but they all escaped unhurt.

Levuka Country's First World Heritage Site


The announcement that Levuka Fijis first capital has been listed as the countrys first World Heritage Site has been described as historic and a wonderful day for Fiji. Levuka is among 14 new sites declared by the World Heritage Committee of UNESCO the United Nations Educational, Scientific and Cultural Organisation at its current meeting in Cambodia. The committee described Levuka with its low line of buildings set among coconut and mango trees along the beach front as a rare and outstanding example of late 19th century Pacific port settlements. It said the combination of development by the indigenous community and integration of local building traditions by a supreme naval power Britain had led to the emergence of a unique landscape. At a press conference held at the Attorney-Generals office, the Minister for National Heritage, Filipe Bole, and the Attorney-General and Minister for Tourism Aiyaz Sayed-Khaiyum, said it took only two and half years for Fijis application on Levuka to be successful. Mr Bole said they lodged the application in 2011. The announcement on last Saturday night is the beginning of Fijis application for other sites around Fiji to be declared a World Heritage site, Mr Bole said. As Minister for National Heritage, Mr Bole said a large part of the credit for the listing rested with the National Trust of Fiji and he thanked the chairman, Robin Yarrow, who was in Cambodia for the announcement. This has been a wonderful example of co-operation between the citizens of Levuka, the National Trust and the Bainimarama Government, which has supported this nomination from the start. institutions of European colonisation in the 19th century. It is a rare example of a late colonial port town that was influenced in its development by the indigenous community which continued to outnumber the European settlers. Thus the town, an outstanding example of late 19th century Pacific port settlements, reflects the integration of local building traditions by a supreme naval power, leading to the emergence of a unique landscape. Qatar and Fiji had their first World Heritage sites inscribed during the afternoon session of the World Heritage Committee last Saturday, as the intergovernmental body added six properties to UNESCOs World Heritage List.

This means that Levuka in its present state will remain as a snapshot, frozen in time, of a crucial part of our nations development and a permanent reminder of our unique history. Former Minister for Education, Pratap Chand A former Labour Government minister and one time leading trade unionist says count him out of next years elections. Hes had his time, he says, and there are plenty of other people now who can run. Former Minister of Education Pratap Chand said: For politics, there are many people who can do the job. I retired in 2006 Im almost 69. Mr Chand, who now lives in Australia, added: With a lot of time on my hand, I walk a lot, play tennis before my knees gave up on me and swim. Now Ive got time to do the things I missed. A lot of people are asking me, what about the next election? I say No. There are dozens who can step into my place. For my family and children there is only me, only I can be their father and grandfather. So thats the principle I think about, so I might as well do what Im doing now. Mr Chand ran on the Fiji Labour Party ticket and contested in the Nasinu Indian Communal Constituency during the 1999 and 2001 general elections. In 2006 he did not contest the elections because his wife had become seriously ill. Mrs Bira Chand passed away in 2008. Before entering politics Mr Chand served as a primary and secondary school teacher, teachers college lecturer and a curriculum development adviser. He served in various positions in the Fiji Teachers Union. He became its General Secretary in 1980. He also served as the National Secretary of the Fiji Trades Union Congress. As National Secretary, Mr Chand was successful in uniting the trade union movement, which successfully forced the then government to revoke its unilaterally imposed wage order. After the 1999 election, he was appointed the Minister of Education. He escaped being taken hostage during the 2000 coup because he was on a visit to Australia. Pratap Chand continues to maintain an interest in education and the unfolding events in Fiji. But he stresses it is from a distance these days.

The Australian High Commission said they are still in talks with the Fijian Government on the confirmation of the new Australian High Commissioner to Fiji. Acting Australian High Commissioner Glenn Miles told the reporter that there are ongoing discussions regarding the Australian Governments nominee Margaret Twomey. Miles said once it is worked out, hopefully the new high commissioner will arrive. Australia and Fiji agreed last year to exchange high commissioners.

THE Nadi International Airport received two unscheduled flights that were caused by emergencies over the past two weeks. Airports Fiji Limited general manager Lawrence Liew confirmed that on June 16, an Air Canada Boeing 777 aircraft was diverted to Nadi while en route from Sydney to Vancouver after flight crew detected an electrical burning smell in one of the washrooms. The aircraft with 263 passengers and 18 crew landed at 5.49pm. "The aircraft was declared grounded after the crew had run out of flight time limitations," Mr Liew said. "After a lengthy series of checks, New

Zealand engineers and flight crew did a run-up around 2am on June 17 checking the aircraft out and declaring it serviceable." Mr Liew said the flight departed for Vancouver at 9.57pm on June 17. In a separate incident, a Royal Australian Air Force Lockheed Orion PC3 landed safely at 11.18am on June 24 after experiencing an electrical malfunction on the number three engine. The aircraft, which had 17 military personnel on board was en route to Adelaide from Faleolo in Samoa. The aircraft will depart after a new engine is refitted later this week.

Fijis Ambassador to the State of the Arab Republic of Egypt, Mr Robin Nair last week paid a courtesy visit to Egypts Agriculture and Land Reclamation Minister, Dr Ahmed Mahmoud Ali El-Gizawy in Dokki, Cairo. The visit was a day after Mr Nair presented his credentials to the President of Egypt at the Presidential Palace in Cairo. Kevin Rudd Sworn In As Australian Prime Minister After Overthrowing Gillard


Kevin Rudd was sworn in as Australian prime minister for the second time on Thursday, a day after toppling Julia Gillard and three months out from scheduled elections with polls suggesting the ruling Labor Party is staring at a devastating defeat. Rudd's resurrection as prime minister comes after three years of bitter infighting within the Labor leadership and as the world's 12th largest economy faces challenges from a slowdown in top trade partner China. Late on Wednesday Rudd, a Mandarinspeaking former diplomat, highlighted the difficulties associated with "the end of China's resource boom" and said he would work to rebuild the government's strained relations with the business community. He made no mention of whether he would change policy or bring forward elections due on September 14. Australian business was scathing of the political instability and called on Rudd to abandon laws which strengthen trade union access to the workplace and which tighten rules for temporary skilled immigration. "Our tolerance factor with instability in the leadership of Australia's government is at breaking point, matched only by a swathe of antibusiness policies which have brought business frustration to boiling point," said Australian Chamber of Commerce and Industry chief executive Peter Anderson. "The economic challenges facing Australia, especially our declining competitiveness, high cost structure and low confidence, are serious." "I think it's very improper that the restaurant contacted the police to handle the matter in this isolated case," a spokeswoman for McDonald's Taiwan told reporters on Wednesday in the southern Kaohsiung city where the incident took place. "I apologise that this caused an unpleasant dining experience for Ms Wang and I thank Ms Wang and her family for accepting our apology,'' she said in footage aired by TVBS cable news channel. The US state of Texas has executed its 500th convict since the death penalty was reinstated in 1976, a record in a country where capital punishment is in decline elsewhere. Kimberly McCarthy, 52, was declared dead by lethal injection at 6:37pm (local time) in the Walls Unit, a red brick prison in the small town of Huntsville, prison officials said. After 14 years on death row, time stopped for the former drug addict who was condemned to death for the savage murder of 71-year-old retired college professor Dorothy Booth in 1997. McCarthy, who is black, received two last-minute reprieves in January and April due to allegations of racial discrimination during the selection of what became her all-white jury. But after a Texas appeals court refused to reopen the case, she ran out of both options and time. "If there was something to appeal, I would," her attorney Maurie Levin said shortly before the execution. "For procedural reasons, the claims were never reviewed on the merits." Some 1,336 people have been executed across the United States since the Supreme Court lifted a moratorium on the use of the death penalty in 1976. More than a third of the executions were carried out in Texas. "It's very sad, horrific - like in the middleages," Gloria Rubac of the Texas Death Penalty Abolition Movement said. "At some point, Texas has to come to the 21st century, the world is watching us." Ms Rubac was among around 30 death penalty opponents gathered outside the prison for a vigil as McCarthy's execution time approached. Investigators, FBI Probe Theft After $US1.2 Million In Cash Missing From Flight At New York's JFK Airport
The theft was discovered after the plane arrived, the New York Post reports. It was not disclosed who the money was meant for or why it was being sent. But when representatives for the recipient opened the exterior of a cargo container, they found that a smaller receptacle had been emptied, a source familiar with the probe said. It was not immediately clear if the cash vanished before the jet left its point of departure, which was not disclosed, or if it was stolen after the airplane landed in New York City. The exterior cargo container - the receptacle holding the smaller container that should have been holding the $1.2 million - showed no signs of being compromised, which suggests the theft might have occurred at the original departure point, a source said. But investigators were also probing whether local mechanics, flight-crew members or other airport personnel had somehow gotten inside the inner container to swipe the dough and then placed the smaller and now-empty cargo container back inside the larger one. Whoever took the money probably didnt have too much trouble making off with it. The weight of $US1 million in $100 bills, for example, is estimated at 22 pounds (10 kilograms), according to the US Treasury. The largest cash heist in JFK Airport history occurred on December 11, 1978, when an estimated $US5 million was swiped at the Lufthansa Airlines terminal. It was, at the time, also the largest cash theft on US soil and was later portrayed in the movie Goodfellas.

A woman has told of how a man accused of murder was sad and angry when she admitted having a sexual relationship with his alleged victim. Mudiyanselage Viraj Wasantha Alahakoon, 34, is one of two men on trial in the High Court in Christchurch charged with the murder of Sameera Madurangana Manikka Bathtalage, 28, who the woman admitted having a relationship with. The other man charged with murder is Thuvan Prawash Sawal, 24. The woman continued to give evidence on the fourth day of the trial before Justice Christian Whata and a jury. Alahakoon and Sawal are said to have killed Bathtalage in Oxford, North Canterbury, on February 23 last year. They also face a joint charge of arson of a house in Domain Rd, Oxford, on the same date. Alahakoon, a jeweller from St Albans in Christchurch, also faces charges of assaulting the woman and assaulting her with a pair of scissors on two dates in December 2011. The woman has name suppression. The men deny all charges and are accusing each other of having carried out the murder and arson. The Crown alleges that the two men caused multiple stab or cutting wounds to Bathtalage's neck and then set his body alight with petrol at his Oxford house on February 23, 2012. A family friend contacted police on Monday, saying they could "no longer live" with the secret of the body in the freezer. Qantas pilots are outraged that a ground worker dressed up as a pilot and sat in the cockpit of A380 super jumbos on a return flight from Sydney to Dubai. "At the company's direction, they put a person on the flight deck dressed as a pilot who is not a pilot. It is not appropriate under any circumstances. The pilots are all up in arms." In the event of an emergency, he said the flight attendants on the A380s would have looked to her for direction because she was dressed as a pilot. Mr Woodward said the plane's captain was placed in a difficult position when she turned up for the flight in Dubai because he had to make a snap decision about whether to leave her behind or allow her on board. B.C. Daycare Operator Guilty Of BC Hydro Overbilling Drives Out $350K Fraud Burnaby Condo Residents
A former daycare operator on Vancouver Island has been found guilty of bilking the provincial government out of more than $350,000. Victoria Ann Rutenberg operated three daycare programs out of Cumberland, Royston and Courtenay elementary schools in 2009. She closed two of the programs in July of that year, but continued to bill the Ministry of Children and Family Development for the next two years. The centre in Courtenay remained open, but Rutenberg overbilled the ministry for the number of children and the number of hours of operation. As a result, she received $20,000 dollars a month under B.C.'s Child Care Operating Funding Program, which is supposed to help licensed childcare providers with the cost of providing care. An RCMP investigation was eventually launched after a suspicious bank employee reported unusual transactions. Crown lawyer Bruce Morrison said the fraud wasn't difficult to perpetrate. He plans to ask the Supreme Court trial judge to focus on deterring others, when deciding Rutenberg's sentence. "Considering the amount of the fraud and the nature of it, the Crown will be seeking a term of imprisonment," he said. A date for sentencing will be set next month.

CBC News uncovers the corporation blaming customers for its own 'clerical error'
A CBC News investigation has discovered BC Hydro has been massively overcharging several tenants in a Burnaby condo tower after installing smart meters, forcing some of them to move out. When tenant George Sayed got his combined January and February electricity bill, he couldn't believe it. His usual charge of around $100 had skyrocketed to more than $500 for his small 900-square-foot condo. When the 24-year-old student called to complain, BC Hydro told him it was his fault, and suggested he switch off his heat, fireplace and other appliances at the circuit breakers in his electrical panel. "BC Hydro told me to turn it off. And I just thought it was crazy," he told the reporter. Sayed said he never used the electric fireplace and barely heats his place. But, following BC Hydro's advice, he began unplugging his appliances at night to conserve power. When his March and April BC Hydro bill came, he expected a drop. Instead, he was hit with another $500 charge a total of more than $1,000 in just four months. "I felt like I was played. I felt like I was scammed. I was lied to. I was manipulated," he said. "When the big bills started hitting me, I just told myself, how am I going to pay for this? I mean how? I'm a student." Sayed wasn't alone. His neighbour Sedi Minachi has seen her latest hydro bill more than double from the same time last year, to $348. And she was also unable to get BC Hydro to admit there was something wrong with it. "Very frustrating, It's going on and on and it seems like we don't get anywhere," Minachi told CBC News. Bills spike for 9 residents In all, CBC News found nine residents of the Burnaby condo complex, near the corner of Lougheed Highway and Holdom Avenue, that had seen their bimonthly hydro bills spike since January. Some were even taking out loans to cover the unexpected cost. And still, BC Hydro didn't admit any error or any problem on their side, and maintained that all the residents were at fault. But once CBC News took up their cases with BC Hydro, the Crown corporation soon admitted the customers were being overbilled. It turns out BC Hydro had installed smart meters in the building, but they had not been hooked up yet to the billing system. So instead of billing the tenants for the energy they were using, it was guessing at their power consumption but the estimates were based on past consumption during the coldest months of the year. Jim Nicholson, the director of customer care, called it a "clerical error." "That was an error and we've corrected it now and customers will be receiving their correct bills," he said. Systems in place, says BC Hydro Nicholson says BC Hydro uses estimates regularly when meters are not working, but says it has systems in place to ensure mistakes are caught and customers are eventually billed for the energy they actually use. But Nicholson admits this might not be the only condo building where the clerical error might be leading to serious overbilling. "There could be, but I wouldn't say that it's widespread," he told CBC News. As a result of CBC's investigation BC Hydro is now issuing refunds and apologizes for the mistake, but for some of the residents it all comes too late. "I finalized my decision, I finally decided to move," said Sayed. CBC News has learned Sayed is just one of several residents who have either given notice to their landlords or put their condos up for sale because they feared they would be unable to pay anymore BC Hydro bills.

The 20-year-old was trying to make it home a week ago but didn't have quite enough money left on her pre-paid BC Ferries Experience card. Kathy Ramsey says her daughter had a small amount of cash on her, but BC Ferries requires a minimum of $60 to reload the Experience card, and the attendant wouldnt make an exception. They never asked, you know, Are you going to be okay? Do you have somewhere to stay? It's shocking, Ramsey said. She couldn't do anything so she was stuck in Nanaimo for 24 hours until the bank opened the next day ... over 10 cents." Ramsey says the situation was completely unnecessary. "I had some pretty choice words for the ferry terminal worker, that's for sure, and for BC Ferries." But BC Ferries spokesperson Deborah Marshall says the rules are the rules. It is unfortunate, she said. I know it was a small amount but we do need to have a policy in place to draw the line somewhere."

Old Age Security Benefit Amounts Increase For July To September 2013
Human Resources and Skills Development Canada announced the quarterly benefit amounts for Old Age Security (OAS) for July to September 2013. The maximum basic OAS pension benefit paid to people 65 years of age and older will increase from $546.07 to $549.89 per month from July 1 to September 30, 2013. This represents an increase of 0.7% from the previous quarter. Payments under the Guaranteed Income Supplement (GIS), the Allowance and the Allowance for the Survivor will also increase by the same percentage. The OAS program consists of the basic pension, the GIS and the Allowances. The GIS and the Allowances provide additional benefits to eligible lowincome pensioners and their spouses or commonlaw partners, as well as to eligible survivors. OAS benefit amounts are reviewed quarterly (in January, April, July and October) and revised as required to reflect increases in the cost of living, as measured by the Consumer Price Index (CPI) set by Statistics Canada. The last time OAS benefit amounts increased was in January 2013, when benefits were raised in response to an increase in the averageCPI. Since then, the averageCPIhad initially decreased, but increased again in the last quarter. The Old Age Security Act guarantees that OAS benefits do not go down, even when there is a decrease in the CPI. If the average CPI surpasses the previous level in the future, OAS benefits will go up again. However, if the average CPI goes down, OAS benefits will remain the same. The OAS program is funded through general tax revenues and enhances the quality of life of Canadian seniors by providing a modest base upon which to build additional income for retirement. In 20122013, it provided 5.2 million seniors with an estimated $40.4 billion in benefits.

Boy, 2, Dies After Being Left In Car


Police say a two-year-old Milton, Ont., boy died Wednesday after he was left for a "significant portion of the day" in a family member's car. Police responded to the call just after 5 p.m. Wednesday in a residential area in Milton. Halton Regional Police say the toddler's parents were at work, and the car had been driven by an extendedfamily member. It's not known whether heat was a factor in the boys death. Outside temperatures on Wednesday afternoon exceeded 30 C with high humidity. No criminal charges have been laid. The red car, which had been parked just outside the garage of a home, was towed away late Wednesday by police. The official cause of death will be determined after a coroner's examination. Halton police say the homicide squad is mandated to investigate the death of any child under the age of five.

The Canadian government is looking at whether to expand the use of satellite technology to monitor asylum seekers or potential immigrants who would otherwise be detained, and is upgrading the equipment that would allow it to do so. Ottawa served notice this week that it plans to sign a contract with the U.K. firm Buddi Ltd., used by police forces there to track criminals through electronic bracelet devices that the British media have dubbed Chav Nav tags. The technology provides realtime tracking using the same spacebased Global Positioning System that drivers rely upon for in-car navigation. Right now the Canadian Border Services Agency says it is monitoring just four people via electronic bracelets. But it said its examining a broader use of the technology. The CBSA is currently studying other alternatives to detention, including the potential for making greater use of electronic monitoring as a viable, costeffective alternative to detention, agency spokeswoman Amitha Carnadin said. Officers always consider the impact that releasing someone into the community would have on the safety of Canadians. Vancouver Man Convicted Of Human Trafficking In Filipino Nanny Case

A BC Supreme Court jury found a Vancouver man guilty of human trafficking, which is believed to be the first such conviction in B.C. Orr was also found guilty of employing a foreign national, specifically his Filipinio nanny Leticia Sarmiento, illegally and making a misrepresentation that could induce an error in the administration of the Immigration and Refugee Protection Act. However, the jury acquitted his partner, Oi Ling Nicole Huen, of human trafficking and employing a foreign national illegally. "My clients are in shock, frankly, they're stunned," said defence lawyer Nicholas Preovolos outside of court, noting the jury apparently believed the allegations against Orr but not Huen. "It's odd, and it's frustrating for them." The Crown declined to comment on the verdict. Sarmiento, 40, had worked for Orr and Huen, taking care of their three children since 2007, first in Hong Kong and then, starting in September 2008, in Canada. During the trial, Sarmiento testified that she was told by the couple that her working conditions would be the same as in Hong Kong, where she had two days off a week and regular hours, and that she would become a permanent resident in Canada after two years. Sarmiento said that unlike in Canada, she was also allowed to socialize with other people, had her own cell phone to make frequent calls to the Philippines and took the children under her care out of the home on her own. But she said all that changed when she arrived in Canada, where she was forced to work 16-hour days, seven days a week and also clean the house. "When they see that the (other) nannies

are talking to me, Mr. Orr would approach me and he would tell me there's no need for you to talk to the nannies," she said, describing her past experiences visiting a local community centre. In June of 2010, Sarmiento called 911 and told responding police officers she needed help, testifying she called the police after an altercation over the type of milk she fed one of the children turned physical when Huen pushed her. She packed her things under the watch of police officers and was then taken to a women's shelter, the trial heard, but the six-month work visa she travelled to Canada on had long-since expired. She now works as a cleaner. During cross-examination, Preovolos pointed to inconsistencies between her testimony at a preliminary inquiry and trial, and in one case noted she said she was never left alone in the house but then remembered being left alone once. "I struggle to understand how it is that the jury was able to find beyond a reasonable doubt that her evidence was reliable," he said outside court. Orr is expected to return to court July 10 to set a sentencing hearing and will remain on bail. Preovolos said the maximum sentence on the human-trafficking charge is life and five years each for the two remaining charges but he'll ask the judge to impose a conditional sentence. His client is 50-years old, has three daughters under the age of 10, has never been in trouble with the law, is a respectable citizen and is not a danger to the public, he added. Preovolos said his client will likely ask him to explore whether there are grounds for an appeal. Preovolos said he, too, was surprised and disappointed by the verdict.

Alberta is handing out pre-loaded debit cards to displaced people and pledging $1-billion in reconstruction cash to affected communities after the worst flooding in the provinces history. Premier Alison Redford said Monday the commitments mean the province wont balance its budget as originally planned. The province will offer preloaded debit cards $1,250 per adult and $500 per child to help flood-affected households manage immediate costs. Eligibility criteria for the scheme and distribution plans are still being finalized, the province said, though it hopes to have the cards in place by mid-week. The world changed on Thursday, Ms. Redford told reporters Monday, four days after the deluge began. This is like nothing weve ever faced before and were going to respond to the challenge. Ms. Redford said money would be available in very short order within 10 days to two weeks, she said. The premier spoke at a press conference that overlapped with a regularly scheduled media briefing held by Calgary Mayor Naheed Nenshi, who was joined by federal Immigration Minister Jason Kenney, the MP for Calgary-Southeast. Much of southern Alberta has been under a state of emergency since last week, when record water levels from the Bow and Elbow rivers steamrolled through Calgary and other municipalities. But I suspect that number will have to go higher, he told reporters Under existing disaster relief programs, the federal government repays up to 90% of eligible costs. Estimates of flood-related damages remain preliminary, but the tally could climb into the billions of dollars. BMO Capital Markets analyst Tom MacKinnon put the figure between $3-billion and $5-billion. Losses after insurance could reach $3.75-billion, he said in a note to clients. With 23 communities still under a state of emergency across southern Alberta, Mr. Kenney said its too early to predict how much the federal share of costs would be. I dont think we should be rushing to some kind of dollar figure, he said at the briefing. The economic fallout from the flood is unlikely to be fully understood for weeks, perhaps months. But it is liable to be hefty.

'Abcd 2' To Be Shot In US


Choreographer-director Remo D'Souza will closely work with the Disney team to make "ABCD 2", the sequel to his directorial project "ABCD: AnyBody Can Dance", a truly global franchise. A major chunk of the film will be shot in the US starting early next year. "I always wanted to make a splash with 'AnyBody Can Dance', and I'm happy to say we managed to do that. With the sequel, I would like to make a bigger wave and I'm heading to Disney Studios in Los Angeles to start the groundwork for it, " said Remo D'Souza. "ABCD: AnyBody Can Dance", India's first 3D dance film, features choreographers like Prabhudheva, Ganesh Acharya and Salman Yusuff Khan. The sequel will be bigger, says Rucha Pathak, senior creative director, Studios, Disney-UTV. "We're looking forward to making a bigger dance film with the 'ABCD' sequel and it's natural that we take the story to the next level on international shores. Remo has a fabulous idea and we're looking forward to making a technically bigger film that will have a beautiful story at its core that Remo is already started working on, " said Pathak.

Unfortunately for him, his next is going on the floors in September but by then, Big B's dates will be clashing with Kaun Banega Crorepati and his other films. Although, Bachchan was very keen to be a part of the film, he had to opt out at the last minute.` And apparently that's when Sajid picked Ram, whom he noticed in his recent films like Mere Dad Ki Maruti. Many visitors to the island of Staffa in Scotland refuse to believe that the phenomenon of its pillared stone formations is natural. The symmetry and design of the hexagonal basalt columns, created by volcanic activity make the walls of the island's caves look like the interiors of a Gothic cathedral. Similar formations can be found in Giant's Causeway in Northern Ireland, on the island of Ulva and Ardmeanach on the Isle of Mull.

The Honda Fit is brand's go-to choice when you don't need quite as much space as the Civic provides. It's a subcompact hatchback that's nearly Civic-sized, but with a few touches that earn it even more respect in the small-car universe. The Fit is roughly what the Civic Wagon used to be a decade or so ago. Its pert styling belies lots of interior space, with the added convenience of flip-and-fold seats. Fuel economy is routinely excellent. If anything, the Fit's sole falldown comes in features, where some common conveniences aren't even offered. Even so, as Honda's entry-level model, it covers the bases that the Civic used to; and it has a lot of the simple, smart Honda small-car charm that, frankly, is missing from the current Civic. And really, thanks to a phenomenally good, space-efficient design, the smaller Fit manages to feel nearly as roomy thanks to its tall, upright body style and still-best-in-class 'Magic Seat' seat-folding arrangement. The functionover-form approach is obvious in the way that the 2013 Honda Fit interior tends to make much better design sense than its exterior. Just don't expect even a gram of sex appeal; from some angles, the Fit looks a bit like a scaled-down minivan on the outside. Inside, the Fit has an airier feel than in some other small cars, with a relatively low beltline and a vast expanse of dashboard ahead, due to the rakish windshield. Packaging, seating, and cargo versatility are phenomenally good in the 2013 Honda Fit. If you're crossshopping many small cars, you'll have no problem picking out the Fit's key differences, in that it manages to fit (yes, the name's appropriate here) a lot more usable space into a parking footprint that's strictly subcompact. In back, there's enough headroom and legroom for two adultsor three kidsand the so-called Magic Seat folds flat by lifting a single lever and pushing the seatback forward, with no need to remove rear headrests in the process. Factor in a low cargo floor, and even under-seat storage, and you get the sort of vertical space to fit the

sorts of things, like loveseats, potted plants, or in some cases bikes. The Fit isn't quite the highest-rated subcompact for safety, but it remains one of the better picks in its class and includes a respectable roster of safety features. It's been an Insurance Institute for Highway Safety (IIHS) Top Safety Pick, although in federal NCAP testing it hasn't fared as well--with a four-star rating overall. Whether or not the 2013 Honda Fit satisfies with respect to features could depend a lot on your expectations surrounding connectivity. On one hand, it's definitely no strippeddown small car, and you won't find manual windows or have to skip air conditioning. But on the other hand, you won't find satellite radio on offer at all, and Bluetooth connectivity is reserved for top Fit Sport models optioned with the navigation system-stickering over $20k.

How To Drive Safely In The Rain


Driving in the rain can be a scary thing, and in the night, it is even worse. It is difficult to see out of the window and the other car's lights seem to make it worse. Especially when you begin to hydroplane! Here are some tips to avoid getting into an accident while it's raining. 1. Keep both hands on the steering wheel at all times! Keep all distractions, such as cell phones or even the radio, off and away from you. 2. Turn on your headlights. Many provinces require headlights when it is raining, even in broad daylight. This will make it easier for you to see what is in front of you; thus, preventing any accidents. 3. Keep a minimum of a good five car length from the car in front of you. You never know what other drivers are going to do or what could happen to you! If that feels too close or too far a rule of thumb is 1 second of following distance per 16 kilometers per hour. That holds true especially in bad weather. 4. Drive at or below the speed limit to the extent that you are comfortable with, and can see far enough in front of you to appropriately make driving decisions. 5. Be aware that the maximum speed at which you can drive is DIRECTLY related to your tires. Be sure to know what their condition is in. Radial tires have better traction than the old bias ply polyester tires, but even they lose their ability to grip wet pavement and channel water out as the tread wears out. 6. Be aware of hydroplaning. This is where your vehicle travels on top of the water and has NO or very little contact with the ground. Your traction is reduced significantly. To safely get out of a hydroplaning situation let off the gas and steer straight or slightly in the direction you must go. Do not make sudden motions and remain calm. 7. Avoid flooded roads. Never drive through standing or flowing water in a road way unless you have no choice or you are able to follow someone else to judge the depth of the water. Flooding the engine of your car can cause the engine to stall, and deep water can actually float your car and take it off the roadway. 8. Turn on the defroster if the windshield begins to fog. In hot, muggy weather, air conditioned air (which cannot contain as much moisture) will usually clear the inside of the windshield faster than non air conditioned. 9. Be aware that brakes can be affected by water. Wet drum type brakes are especially prone to decreased stopping power after driving through deep water. 10. Watch for splashing from potholes and pools of water that accumulate at clogged storm drain pipes and low areas of the pavement. Highways also develop "ruts" where the heaviest traffic tracks and you may be able to position your vehicle while remaining in your lane to avoid these. 11. Use a rain repellent product on side windows and mirrors to clear standing raindrops 12. Beware of driving in the rain, especially at night. Motorcycles or even other dark-colored cars can be camouflaged amongst glistening raindrops on side windows and mirrors. It's best to have a light colored car that isn't easily camouflaged in the night.

Now that new coach John Tortorella has been hired, Vancouver Canucks general manager Mike Gillis can try to complete a long-delayed project in conjunction with Sunday's NHL draft trading goaltender Roberto Luongo. "We're going to try and accomplish that goal," Gillis said this week. "We'll see what happens." If other teams do not find the nine years remaining on Luongo's US$64-million contract onerous, his trade could help the Canucks acquire a veteran or some young talent in the form of prospects or draft picks. But Gillis will not be dealing from a position of strength. Although Luongo's contract has a reasonable annual salary-cap hit of $5.3 million, clubs have to reduce their cap maximum to $64.3 million from about $70 million as part of the new collective bargaining agreement. The Canucks will also be missing a key bargaining chip if they want to move Luongo, who must agree to waive his no-trade clause. "I think it's a strong draft," said Gillis. "I think there's opportunity, but we don't have a second-round pick, because we traded it at the trade deadline to try and get stronger for the playoffs. That's a practice that I don't like, and I haven't liked, and I'm not sure what we can do with that." The Canucks sent their second-round pick and minor-league defenceman Kevin Connauton to the Dallas Stars for centre Derek Roy. Roy produced just one point in the playoffs as the Canucks were swept in the first round by the San Jose Sharks. NHL clubs head into this year's draft with significant change looming when the 2013-14 season begins. Gillis said the Canucks will continue their practice of drafting "the best player that fits the profile that we like." That means they will not necessarily base their top pick on a specific positional need. Until recently, the need to acquire another goaltender, in case of Luongo's departure, was one of Vancouver's most pressing concerns. But Gillis signed former Swedish Elite League netminder Joacim Eriksson, potentially allowing for fellow Swede Eddie Lack to be promoted from the minors and serve as Cory Schneider's backup. With Roy expected to move and Max Lapierre slated to become an unrestricted free agent next week, the Canucks could use more centres. When it comes to dealing veterans to package with or without Luongo, Gillis is in a position of some strength. With the exceptions of Henrik and Daniel Sedin, who are entering their option years and hope to re-sign this summer, most of Vancouver's core players are under contract for at least three years. So other teams would have some financial certainty while acquiring proven NHLers. However, all of Vancouver's core players have no-trade clauses that must be waived before a deal could occur. Whether he is traded or bought out, Luongo expects to leave the Canucks. After Vancouver was eliminated by the Sharks, he said he does not think the club will keep both him and Schneider for another season. Doing so would result in a $9.3-million salary-cap hit. Note: Tortorella will not sit at the Canucks table during the draft. Coaches, he said, just get in the way of scouts while they are extremely busy.
