ollowing a stunning admission
Tuesday (June 25) that the
Department of Consumer Affairs
flags inspectors failing to meet a
threshold for issuing fines, Public
Advocate Bill de Blasio called for
DCA Commissioner Jonathan
Mintz to step down and announced
new legislation to eliminate quo-
tas, protect the integrity of
appeals, and add new oversight of
small business fines.
Reports of internal DCA doc-
uments and interviews with
employees in recent days have
brought to light a 25 percent
threshold, meaning inspectors are
expected to issue one violation for
every four businesses they inspect.
Those same accounts also
confirm agency staff pressured
Administrative Law Judges to rule
against small businesses appeals.

comes after years of denying the
existence of a secret quota system.
As recently as last week, Mintz
responded to an investigation of
Public Advocate Bill de Blasio by
writing, DCA does not place or
impose on its enforcement person-
nel any quotas or numerical mark-
ers when issuing notices of viola-
tion.
De Blasio labeled those
denials a complete breach of the
public trust. A quota is a quota.
There is no other word for setting
targets for inspectors and making
clear theyll face added scrutiny if
they fail to meet the threshold. The
people of this city have been lied
to, and now the truth is finally
coming to light. There have to be
consequences. We need new lead-
ership and new oversight to pro-
tect small businesses, said Public
Advocate Bill de Blasio.
Many of our small business-
es are barely making it and apply a
lot of blood, sweat, and tears just
to keep the doors open for busi-
ness. It is wrong and unfair to indi-
rectly install a system that puts
people out of business, said City
Council Member Andy King.
Small businesses are the back-
bone of our communities. Why is
the administration trying to break
their back?
Small businesses in our
community have been reeling
from petty tickets that are aimed at
raising revenue for the city. The
Department of Consumer Affairs
should be helping educate busi-
nesses on what the laws are and
arentthey should be there to
support these businesses, which
are the lifeblood of our communi-
ty. Instead, these businesses are
being shaken down. We have long
suspected a quota system was in
place, and now its finally clear
that this shake down of small busi-
nesses is being mandated from the
top, said Assemblyman Dov
Hikind.
De Blasio demanded that
DCA Commissioner Mintz step
down in order to restore the
agencys mission and to repair the
publics trust. He also announced a
plan to right the agency by putting
forward new legislation to estab-
lish more effective oversight of the
DCA, beginning with ongoing
monthly reporting of its inspec-
tions, violations and fines to the
City Council, Comptroller and
Public Advocate. Mr. De Blasio
was forced to sue the Department
to secure this data in 2012.

ublic Advocate Bill de Blasio, revealed
in a report last week that the
Department of Consumer Affairs (DCA),
flags inspectors failing to meet the
agency's violation quotas.
According to documents from and
interviews conducted with the agency's
employees, inspectors have a 25 percent
threshold ticket quota to maintain. That
means every inspector is expected to issue
one violation for every four businesses they
inspect.
Small businesses including restaurants,
nightclubs, bars, the local corner stores are
owned and operated by ordinary resource-
ful citizens who are subjected to paying
millions in fees and penalties because of the
agency's deceptive practices.
I am aware of several small businesses
that went into bankruptcy as a result of
increasing operational cost because these
owners were unaware when putting a budg-
et together of the agency's unfair and
unconstitutional practices.
These practices have been hurting
small businesses for years and the people
who we elect to represent our interests have
failed miserably.
It is always very hard to operate any
business. Small business failure rates vary
depending on where the statistics are com-
ing from, however most people agree that
generally 50 to 70 percent fail within the
first 18 months of operations.
Unfortunately, we are now learning
that the Department of Consumer Affairs
could be a contributing factor by issuing
false inspection violations that push up
operating expenses or shut down business-
es that fail to comply with the City's regu-
lations.
We were always of the opinion that the
City was tough on inspection of business
places especially restaurants and other food
vending outlets to protect consumers.
We know now that it is more about
quotas and making money.
Mayor Bloomberg and Christine
Quinn the current Speaker of the New York
City Council must take full responsibility
for cheating these businesses.
They should apologize to these owners
and enact new legislation to eliminate quo-
tas, protect the integrity of appeals, and add
new oversight of small business fines as
Mr. De Blasio suggested.
We also support the urgent calls for the
resignation of Jonathan Mintz, who heads
the Department of Consumer Affairs. He
has lost his credibility with the community.
A
n unemployed teacher acquired an
opportunity to teach English to corpo-
rate employees in Seoul, Korea. Not work-
ing for a few months, she quickly accepted
employment.
However, within two months of being
there, the situation in North Korea became
tense and she was told that she had to leave
immediately and return to America. When it
was time for her employers to pay her, she
received her check with a much lower
amount than the contract.
She was extremely disappointed, espe-
cially to find that her employers did not
breech the contract. The contract stated that
if you terminate your contract without giv-
ing a months notice you will be penalized.
Thousands of teachers every year seek
employment in what they hope to be green-
er pastures. Some are lucky that the get a
good compensation package, but even with
that you dont know what will happen when
you reach your destinations.
Some receive horrible accommoda-
tions, some employers hold on to passports,
some work three to four times as hard
because the employers lack resources to
provide a proper education. I even recall a
teacher resigning from her job to take what
she believed to be a better opportunity.
Within the first month of employment
the employer terminated her contract. She
was informed that the salary agreed upon
was not correct and therefore if she wanted
to stay she would have to accept a lower
amount.
With all this negatives why do teachers
still take employment outside their country
of origin even thou the law may not protect
them? Simply, they need an income and a
hope for a better life. Regardless of your
profession, you need to do your homework
by reviewing your contract.
You also need to review your future
employers reputation. There are always
ways on finding out information on employ-
ers. Teaching is an honorable position, but
not everyone is honorable with your best
interest at heart.

ronx District Attorney Robert T.
Johnson announced on Monday (June
24) that a 40-year-old elementary school
teacher has been indicted for allegedly
raping one of his 5th grade pupils on sev-
eral occasions.
The Grand Jury charged Anthony
Criscuolo, of 833 Kinsella Street, the
Bronx, with two counts of Predatory
Sexual Assault Against a Child, a Class A-
II felony offense, two counts of Rape in
the first degree, a Class B felony offense,
three counts of Sexual Abuse in the first
degree, a Class D felony offense, and
Endangering the Welfare of a Child, a
Class A misdemeanor.
Criscuolo is facing a maximum sen-
tence of up to 25 years to life imprison-
ment if convicted of the most serious
crime, Predatory Sexual Assault Against a
Child.
The charges filed by the Grand Jury
are merely accusations and the defendant
is presumed innocent unless and until
proven guilty.
It is alleged that the crimes against the
10-year-old female victim occurred
between April 1, 2013 and June 18, 2013,
at Public School 386 where Criscuolo had
been assigned as a teacher and also in the
defendants car.
The defendant is scheduled to be
arraigned on the indictment on Friday,
July 26, 2013 in State Supreme Court, Part
H 96. He is being held in lieu of $750,000
bond or $500,000 cash.
The case is being prosecuted by
Assistant District Attorney Gina Torres of
the Child Abuse / Sex Crimes Bureau.

hirty-five-year old
Carl Ragland of a
Mount Vernon address
was last week appre-
hended in connection
with the recent shoot-
ing of a local woman.
Ragland is accused
of shooting the 24 year
old woman outside of
215 South 9th Avenue on Tuesday. The vic-
tim sustained a chest wound and remains
hospitalized. She is expected to recover.
Ragland was found hiding in an apart-
ment belonging to Lashinda Washington,
age 32, at 105 Washington Street in New
Rochelle. Robinson also faces charges of
Obstruction of Governmental
Administration and Hindering Prosecution.
Ragland, who faces charges of 2nd
Degree Attempted Murder.
He has an arrest history dating back to
1994 that includes twenty arrests, ten on
felony charges. Included in these arrests are
eleven open charges, six of them felonies.
He has been convicted of four felonies and
seven misdemeanors.

Woman stabbed to death
Brooklyn
A 57-year-old woman was discovered
stabbed to death in a Crown Heights
apartment buildings stairwell, authorities
said. The body was found in a building on
Park Place near Classon Avenue at about
5 p.m. Thursday, cops said. The woman,
who did not live in the building, had been
stabbed several times in the chest and arm
and was pronounced dead at the scene,
cops said. Investigators said they hope
area surveillance videos will help ID a
suspect.
Man stabbed by robber
Queens
A man walking down a Jackson Heights
street just before dawn was lucky to sur-
vive being stabbed in the chest during a
botched robbery, police sources said. The
28-year-old was on Roosevelt Avenue
near 88th Street at about 5:30 a.m. when
a stranger approached and demanded
cash, sources said. Before he could
respond, the victim felt a sharp pain as a
knife punctured his left lung, the sources
said. He was in stable condition last night
at Elmhurst Hospital, officials said.

ito C. Grippo, 58, Jackson, New Jersey,
and Frederick Freddie Grippo, 32, Old
Bridge, New Jersey, a father and son who ran
a mortgage loan fraud scheme that succeeded
in obtaining $4.4 million in mortgage loans
while masquerading as a foreclosure rescue
operation were both sentenced to prison.
Vito Grippo, the president of Morgan
Financial Equity Shares and Vanick Holdings
LLC, based in Holmdel, New Jersey, was
sentenced to 96 months in prison. He previ-
ously pleaded guilty before U.S. District
Judge Kevin McNulty to an indictment
charging him with one count of conspiracy to
commit wire fraud, two counts of filing a
false tax return for the years 2006 and 2007,
and one count of aiding and procuring the fil-
ing of a false tax return for the year 2008.
Frederick Grippo, formerly a loan offi-
cer at Worldwide Financial Resources and an
officer of Vanick Holdings, was sentenced to
41 months in prison. He previously pleaded
guilty before Judge McNulty to an informa-
tion charging him with one count of conspir-
acy to commit wire fraud.
Judge McNulty imposed both sentences
in Newark federal court recently.
According to documents filed in this
case and statements made in court: Between
January 2008 and February 2010, Vito
Grippo held Morgan Financial out to the pub-
lic as a company that could help homeowners
who faced foreclosure on their homes
through something Grippo called the Equity
Share Program. As described by Grippo and
his associates, the Equity Share Program
involved creating a limited liability company
(LLC) in the name of the homeowners
house, in which the homeowner would sup-
posedly own a 90 percent interest with the
rest to be owned by one or two private
investors.
In reality, the so-called investors invest-
ed nothing and were instead straw buyers
recruited by Vito Grippo or his son, Frederick
Grippo, because they had good credit. The
Grippos and their associates then applied for
mortgages in the names of the investors for
the purchase of the properties owned by the
homeowners in distress.

ickets and fines for bike-related offens-
es have reportedly spiked since the pro-
gram launched late last month.
The Daily News reports tickets have
increased 81 percent from last year in
Brooklyn areas with docking stations.
Tickets in Manhattan areas with Citi
Bikes are up seven percent.
Infractions include running red lights,
and riding the wrong way or on the side-
walk.
Fines can run from $25 up to as much
as $190. One official told the News officers
could just be giving more tickets because
there are so many more people on bikes.
It's unclear what percentage of the
tickets are being given to Citi Bike users, as
opposed to people on their own bikes.
Meanwhile, new numbers show New
Yorkers are pushing the pedals and trim-
ming their waistlines.
The Department of Transportation esti-
mates 50 million calories have been burned
by riders since the bike share program's
launch a month ago.

T
he livelihood of over 500
Jamaican/African American bar and
nightclub owners and their staff are being
threatened with closers because of severe
penalties and fines imposed on owners and
operators by New York City and State regu-
latory agencies.
Fifteen representatives from the recent-
ly formed Bronx Nightlife Business
Association and Street Hype newspaper
publisher, Patrick Maitland met with
Councilman Andy King at Country Kitchen
Diner, in Pelham on Monday, June 24 to dis-
cuss their grievances and to seek his support.
According to the Convener, Patrick
Maitland, over 300 violations have been
issued in recent months to ten operators by
the New York Police Department (NYPD),
New York State Liquor Authority (NSLA),
NY Department of Consumer Affairs (DCA)
and the NY Fire Department.
These excessive violations including
frequent raids on properties, have resulted in
loss of incomes and costly legal fees. It is
becoming extremely difficult for us to oper-
ate profitable in this kind of environment.
We are complying and observing the laws,
but everyday they come with different tac-
tics or trap to put us out of business,

The loss of income, legal fees, penalties
and fines per company have been estimated
at $10,000-$15,000 annually.
The predominantly Jamaican/African
American operators claimed they are being
unfairly targeted and harassed most time for
minor or petty offenses including
Disorderly premise or obstructed view into
premise and or a lack of supervision of
establishment, Maitland noted.
They explained that agents would visit
their respective business sometimes twice a
week and during peak operating hours and
openly interrogate owners and their staff
before patrons.
The owners also alleged that their busi-
ness counterparts in some parts in the
Woodlawn area are not harassed by the
NYPD. Smoking and other activities take
place freely in these white businesses
because they are not frequently monitored
by the cops, an African American bar
owner observed.
In some cases the NYPD officers try to
bribe the clubs security staff and the bar-
tenders to sell liquor to underage patrons and
other criminal activities. Club owners gener-
al want to be in compliance with the various
City and State regulations, but these kind of
deceptive behavior is rendering it more dif-
ficult for club owners, Barry Morrison of
Xpression Club said.
Councilman King said he was very sur-
prised to learn about the plight of the owners
and promised to discuss the issues with the
relevant City and State agencies.
He further stated that any closure of
business would affect the social and eco-
nomic well being of the community. We
need to do all we can to ensure that our small
businesses continue to serve the community
and provide employment opportunities,
King adds.

elson Mandela, the former South
African president's condition has
worsened over the last couple of days.
Well-wishers and supporters continued
Wednesday to gather outside of the
Pretoria hospital where the former South
African president has been receiving treat-
ment for nearly three weeks and the South
African president canceled a Thursday trip
amid worry about his health.
On Sunday, President Jacob Zuma
said the 94-year-old former leader is
"well-looked after and is comfortable" but
the South African government has been
relatively tight-lipped regarding
Mandela's health status.
The South African president canceled
a Thursday trip to Maputo, the
Mozambican capital, where he was to
attend a meeting on regional investment.
CBS News Debora Patta reports that
500 miles away from Pretoria, in
Mandela's ancestral village of Qunu, there
was a lot of activity on Monday.
Family members were observed
inspecting a burial site in the area and
CBS sources told Patta the meeting was
called to resolve a bitter family feud over
the removal of graves of other relatives
from the site by Mandela's grandson.
South Africans were torn on
Wednesday between the desire not to lose
a critically ill Nelson Mandela, who
defined the aspirations of so many of his
compatriots, and resignation that the
beloved former prisoner and president is
approaching the end of his life.
The sense of anticipation and fore-
boding about Mandela's fate has grown
since late Sunday, when the South African
government declared that the condition of
the statesman, who was rushed to a hospi-
tal in Pretoria on June 8, had deteriorated.
A tide of emotional tributes has built
on social media and in hand-written mes-
sages and flowers laid outside the hospital
and Mandela's home. On Wednesday,
about 20 children from a day care center
posted a hand-made card outside the hos-
pital and recited a poem.

olice have detained nine people in the
western part of the island as they contin-
ue investigations into money laundering and
lottery scamming activities.
The joint operation involving members
of the Major Organised Crime Anti-
Corruption Task Force (MOCA) and the
Financial Investigation Division (FID)
swooped down on the communities of
Norwood, Paradise and Johns Hall in St.
James as well as the community of Welcome
in Hanover.
The police said the six men and three
women are being questioned in the presence
of their lawyers, and that formal charges will
be laid at a later date.
The police said they were also warning
people against helping others involved in the
illegal money laundering and lottery scam
activities.

inals) use you to facilitate or conduct transac-
tions on their behalf, as you will find yourself
on the wrong side of the law, said MOCA
communications officer, Inspector Dahlia
Garrick.
Many people have been fleeced of a sig-
nificant amount of money by scammers who
call unsuspecting persons, mainly in the
United States, informing them that they have
won millions of dollars. The victims are told
that in order to receive prize, they need to
make a cash payment to the criminals.
The police say more than 200 Jamaicans
have been killed due to disputes between lot-
tery scammers.
The Jamaica government says it hopes
the new Lottery Scam Bill, the Law Reform
(Fraudulent Transactions) (Special
Provisions) Act, 2013 will help to eradicate
the scam, for which the US Federal Trade
Commission (FTC) reportedly received about
30,000 complaints from American citizens in
2011.

The investigation was
initiated based on several
calls to the Justice
Departments Office of
Special Counsel for

Practices (OSC) worker
hotline regarding potential
immigration-related unfair
employment practices.
Based on the investigation,
the department determined
that Macys engaged in
unfair documentary prac-
tices against work-author-
ized immigrant employees
during the employment eli-
gibility reverification
process and that some
employees suffered eco-
nomic harm through lost
work or seniority as a
result. The INAs anti-dis-
crimination provision pro-
hibits employers from
treating workers differently
in the employment eligibil-
ity verification or reverifi-
cation process by demand-
ing more or different docu-
ments, or by limiting the
workers choice of docu-
ments, based on an individ-
uals immigration status or
national origin.
According to the set-
tlement agreement, Macys
agrees to revise its employ-
ment eligibility reverifica-
tion policies and proce-
dures and to provide train-
ing to its human resources
personnel across the coun-
try on the INAs anti-dis-
crimination provision.
Macys also agrees to pay
$175,000 in civil penalties
to the United States, and to
create a $100,000 back pay
fund to compensate any
individuals who suffered
lost wages or loss of sen-
iority as a result of its prac-
tices. Under the agree-
ment, Macys employment
eligibility verification
practices will be subject to
monitoring by the depart-
ment and reporting require-
ments for a period of two
years.
Employers must
ensure that they follow cor-
rect procedures during the
reverification of employ-
ment authorization of non-
U.S. citizens, said
Gregory Friel, Deputy
Assistant Attorney General
for the Civil Rights
Division. Given the size
of their workforce, national
employers are particularly
encouraged to evaluate
their policies and practices
and make use of the divi-
sions no-cost technical
assistance to ensure com-
pliance with the INAs anti-
discrimination provision.
Macys employs approxi-
mately 180,000 employees
in the United States.
OSC is responsible for
enforcing the anti-discrim-
ination provision of the
INA.

amaica's twice Olympic 200 metres
champion Veronica Campbell-Brown was
suspended by her national federation on
Tuesday following a positive test for a
banned diuretic at a meeting in May.
"The Jamaican Athletics Administrative
Association (JAAA) can now confirm that a
case concerning Mrs Veronica Campbell-
Brown is currently ongoing," the Jamaican
governing body said in a statement.
"She has been provisionally suspended
from competition awaiting the outcome of a
disciplinary panel that will be empanelled to
hear this case."
The JAAA said Jamaica's most success-
ful female athlete had voluntarily withdrawn
from competition and accepted the provi-
sional suspension. "There are two things that
are unmistakable about Veronica Campbell-
Brown," her manager Claude Bryan said in a
statement. "On the one hand she has had
good success on the track and on the other
she has always stood for and carried herself
with dignity."
Bryan said that being accused of
infringing anti-doping rules was a shock to
Campbell-Brown. "Veronica is not a cheat,
she has via hard work and dedication accom-
plished a record on the track which is
absolutely remarkable," he said.
The 31-year-old, who was the first
Jamaican athlete, male or female, to win a
global 100 metres title, tested positive for a
diuretic, which can be used to mask the use
of performance-enhancing drugs, at the
International Invitational World Challenge
on 4 May.
The JAAA had not previously identi-
fied Campbell-Brown but said it would
allow a disciplinary team to carry out a hear-
ing as soon as it received notification of the
B sample.
Sources close to Jamaican athletics said
the banned diuretic was contained in a cream
which Campbell-Brown was using to treat a
leg injury and which she had declared on her
doping control form.
They said an important factor was
whether or not the diuretic appeared on the
label of the cream. The World Anti-Doping
Agency has a strict liability policy under
which athletes are held responsible for any
drug found in their body.

the tri-nation cricket series at Sabina Park
on Friday afternoon.
Gayle stroked an exciting 109 from
100 balls with 9 fours and 7 sixes as the
Windies made 209-4 in 37.5 overs to easi-
ly overhaul the 208 made by Sri Lanka.
Top scorer for Sri Lanka was the cap-
tain, Angelo Mathews, with 55. Sunil

Overturned
A
Judge in Tampa, Florida has over-
turned the gun possession conviction
against Dancehall star Buju Banton.
The Grammy winning artiste whose
real name is Mark Myrie, had returned to
court to get a new trial following revela-
tions that a juror had researched an aspect
of the law during the trial.
On Wednesday, James S. Moody Jr.,
the U.S. District Judge,. ruled that the gun
charge be overturned as there was a case of
jury misconduct. He also recommended the
filing of criminal contempt charges against
the juror.
Moody's ruling follows allegations that
juror Terri Wright conducted improper
research during the 2011 trial. A South
Florida newspaper, Miami New Times,
reported that Wright who was the jury fore
woman,admitted to doing independent
Internet research during the trial.
Defense attorneys for Banton, argued
that such research would be grounds for a
new trial.Wright testified that the reporter
misunderstood her, and that she conducted
the research after the trial concluded.
The government has the option of
refiling the gun possession charges against
Buju who was convicted in 2011, of trying
to set up a deal to buy 11 pounds of cocaine.
He's serving a prison sentence of 10 years.

he award-winning and globally
acclaimed British reggae band Steel
Pulse and singer Half Pint have now been
added to the lineup of the Groovin In The
Park concert taking place on Sunday June
30 at Roy Wilkins Park in Queens, New
York City.
Steel Pulse, a Grammy award recipient
for Best Reggae Album takes the place of
reggae icon Toots Hibbert who, unfortunate-
ly, had to withdraw from the lineup due to
continuing medical issues resulting from
being hit in the head with a vodka bottle at
a concert in Richmond, Virginia on May 19.
This unavoidable decision was made
by Toots medical team as it has been deter-
mined that any performances at this time
could seriously compromise his health and
well-being, a statement from Toots
Hibberts management team said.
Toots has also canceled a planned six
week European tour from July to August,
the statement continued. Chris Roberts,
CEO of Groovin Inc. said he was deeply
disturbed to learn of the bottle throwing
incident in Virginia.
I have the highest regard for Toots
Hibbert as an artist. All of New York City
joins me in my condemnation of this inci-
dent and in the disappointment of not hav-
ing Toots on Groovin as was planned. We
wish for him a speedy recovery and we cer-
tainly look forward to having him on the
event as soon as he is able to perform
again, Roberts said.

In individual Q&A sessions with reporters and
editors from the community and ethnic press,
organized by the Center for Community and
Ethnic Media (CCEM) at the CUNY Graduate
School of Journalism, mayoral candidates
answered questions about how their adminis-
trations would handle the current dearth of
advertising dollars spent by the city on the
more than 270 ethnic and local media outlets
in New York.
CCEM released a report in March that
found the city spends $18 million every year
in newspaper ads that promote issues such as
health and education. Only $3.2 million of
that, or about 18 percent, is earmarked for
community and ethnic publications, which
together, have a total circulation of 4.5 mil-
lion, or 55 percent of the citys population.
Bill Thompson-Democrat Bill
Thompson was the first to sit down with the
media sector. Following the release of the
report back in March, the former city comp-
troller wrote a column that criticized the poli-
cies of the Bloomberg administration for
depriving communities of important informa-
tion and access to their government.
Bill de Blasio-Public Advocate Bill de
Blasio did not offer an exact number but did
say he would support an increase in advertis-
ing spending, given that organizations and
newspapers support and nurture people in
their communities. I am a believer in expand-
ing the amount of advertising because I think
it is one of the ways we reach more people and
reach people more effectively, the
Democratic candidate said.
Joe Lhota-Republican candidate Joe
Lhota described the report as eye-opening.
We should use those publications, and as
mayor I will look at ways to do it more effi-
ciently, the former MTA chairman said.
Seeing advertising as a vehicle to reach the
public, the mayoral candidate also tied the
issue to job creation.
Adolfo Carrion-The former Bronx bor-
ough president and Independence party candi-
date, Adolfo Carrion, would distribute city ad
dollars to newspapers according to their read-
ership. He acknowledged that the city is
severely lopsided towards the mainstream
dailies which are facing declining readership
while ethnic and local newspapers see
tremendous growth. In terms of shifting the
money to smaller newspapers, Carrion called
it a common sense answer.
John Liu-Like Thompson, Democrat
John Liu responded to the CCEM report after
its release in March: We must do much, much
better, he said at the time.The city comptrol-
ler elaborated during his Q&A session, saying
that the issue of inequities of city spending
had never left his mind after first engaging in
the subject four years ago. Like his rivals, Liu
looked at the bigger picture of the importance
of transmitting information out to New
Yorkers.
Anthony Weiner- Former Congressman
Anthony Weiner came out in support of
increasing the ad money the city spends in
community outlets but took issue with the
question. I would direct more towards ethnic
newspapers but I dont know if reporters
should care, he said, explaining that he
believed the question crossed the line that
divides the business and editorial side of jour-
nalism.
Christine Quinn-Democrat Christine
Quinn drew from her experience as City
Council speaker when it came to addressing
the importance of using newspapers to bridge
the gap between the public and their govern-
ment.If were not using newspapers that real-
ly get into the depth and diversity of New York
City, then were going to be less likely to have
diverse New Yorkers come in and testify about
rules changes or tell us what they need, she
said.
John Catsimatidis-Republican candi-
date John Catsimatidis said he had experience
on the subject since he has owned the Greek-
American publication Hellenic Times since
1977. His wife runs the English-language pub-
lication. I feel for the people with ethnic
papers and I want to help more, he said,
adding that he wants the he wants the papers to
prove they deserve that help. The problem is
you have to have the credibility to be able to
justify somebody saying, lets give them a
chance, he added.

Every day I wake up, I thank God that I

unique and different people every day. Im

Education and Continuing Education
Dr Smith attained his Bachelor of Science
degree in Chemistry at Trinity College in
Hartford, CT. He then graduated from
Tufts School of Dental Medicine in 2001
with his DMD. In 2004 he received his
Certificate in Orthodontics, also from
Tufts University Dental School. In
between dental school and orthodontic
school, he did a general practice residency
at Long Island Jewish Medical Center.
Although his formal education is
complete, Dr. Smith attends several con-
tinuing education workshops every year.
He also attends a great deal of Invisalign
lectures. These courses and seminars help
him to keep up with the latest technologies
and procedures, which benefit his patients.
Dr Smith has been practicing in the North
Bronx since 2005 at Optimum Dental
Care. He also maintains a private practice
in Smithtown, Long Island. Over the past
8 years Dr Smith have treated hundreds of
patients in the North Bronx and is known

Becoming Board Certified
To become board certified, an orthodontist
has to have passed a rigorous set of written
and clinical examinations, as well as a
comprehensive review of their credentials.
The initial process of becoming board cer-
tified can take anywhere from five to ten
years. Once certified, the orthodontist
must become recertified every ten years to
maintain board certified status.
What does it mean to

A board certified orthodontist, also known
as a Diplomate of the American Board of
Orthodontics, has been voluntarily exam-
ined by his/her peers according to knowl-
edge and clinical skills. Becoming board
certified signifies the orthodontist's pursuit
of continued proficiency and excellence in
orthodontics.
What is orthodontics and how
important are braces to a childs
development.
Orthodontics is the branch of dentistry that
specializes in the diagnosis, prevention
and treatment of dental and facial irregu-
larities. Braces are appliances or devices
used to make these corrections.
Braces use steady, gentle pressure
over time to move teeth into their proper
position. The two main components of
braces are the bracket and the arch wire.
The bracket is the metal or ceramic placed
on each tooth, the arch wire threads
through the brackets and at each visit to
the orthodontist the wire is bent and as the
wire tries to return to its original shape it
moves the teeth. At each visit the ortho-
dontist evaluates the teeth and bends the
wire in a specific way to achieve the tooth
movement that is desired.
Rubber bands and elastics contribute
a lot to straighter teeth. Attached to the
braces, elastics exert the force that creates
the right amount of pressure to move teeth
in directions that the braces alone cannot.
Signs that a child might need to see
the orthodontist
1. early or late loss of baby teeth
2. difficulty chewing or biting
3. crowding, malpositioned, or blocked
out teeth
4. jaws that shift or make sounds
5. biting the cheek or roof of the mouth
6. teeth that do not meet at all
7. jaws and teeth that are out of proportion
to the rest of the face
8. finger sucking or pacifier habits contin-
ued beyond the age of six.
The American Association of
Orthodontists recommends an initial con-
sultation no later than age 7. A child can
see the orthodontist at an earlier age if any
of the previously stated problems exist
especially for finger sucking or tongue
thrusting, these conditions can be treated
by certain appliances that can be custom
made for the child. Early treatment can
eliminate the need for more drastic and
complicated treatment in the future,
including avoiding the need for corrective
surgery in some cases.

Socialization
S
ocialization is the gradual ways that all
living beings learn the rules of their
society. This process is also described as
guidance and discipline. This process
starts at an early age.
Children depend on the adults that
care for them to guide and discipline them
in order for them to become socialized to
their societal norms and in doing so will
become positive contributors to their soci-
ety.
When children are taught guidance
and discipline they will learn how to self-
regulate; which is the ability to control
their bodily functions, manage powerful
emotions, and maintain focus and atten-
tion.
You must be a good observer. When
guiding children you must: give them lim-
its based on their age, create a safe envi-
ronment, develop trust and avoid punish-
ment, shame fear or belittling.
We need to ask ourselves how we help
young children to learn acceptable behav-
ior through discipline and guidance. How
do we determine the best method that is
goodness of fit for each child?
Discipline is a positive constructive
way of teaching. True discipline is not
punishment. These two are often confused
by being defined as the same they are both
different in approach and results.
Punishment usually gives bad feelings, has
a negative effect.
Spanking, shaming, yelling, criticiz-
ing or lacking the child in a room.
Punishment may lead to defiance, lying, or
sneaking behaviors. You may express your
anger with the child but this behavior does
not teach the child the social lesson that
you intended.
For example when you slap a child on
the hand as she reaches for the hot stove,
the child focus on the pain the limit that
you are trying to set is lost. Research
shows that toddlers who are slapped do not
remember why they were slapped.
Discipline teaches compliance by
affirming the childs dignity. Discipline
focuses on the rule that you need the child
to learn and the good reasons for the rule
not on the childs wrong doing. This
does not raise feelings of anxiety and the
child rejection.
Positive discipline the childs growing
confidence in the world around her. The
objective of discipline is to have the child
obey rules when you are not around to
enforce them. The aim is to build the
childs inner controls, to develop in the
child a long habit of governing his or her
behavior. This is also referred to as self
regulation.
You need to instill confidence through
affectionate and trusting relationships in
infants and toddlers this is crucial as the
child gets older. When toddlers see that
you have a concern for their well being
they will be more willing to adhere to your
social rules, and will behave as you expect

Why is My PC Crashing?
N
othing can put a damper on productivity
quite like a computer that crashes on a
regular basis. Sometimes, a crash is preceded
by the dreaded blue screen of death or
another warning; other times, a computer
simply shuts off without any warning at all. In
either case, the end result is a whole lot of
frustration, aggravation and lost work.
If your computer has been crashing fre-
quently, youd probably like to put an end to
it. Unfortunately, getting to the bottom of
things if often easier said than done. The fol-
lowing tips about improving your computers
performance, though, are excellent places to
begin.
Possibility #1:
Corrupted System Registry Files
Every Windows-based PC has something
called a Windows registry. The registry con-
tains several files that are integral to the per-
formance and operation of your computer.
Over time, some of those files can become
corrupted, be misplaced or get lost altogether.
When that happens, the system registry
becomes compromised and frequent crash-
es are all-too-common symptoms. The best
way to rule this possibility in or out is by run-
ning a Windows registry cleaning program.
Such programs scan your Windows registry
for problems then automatically make
repairs. If you run a registry cleaner and the
crashes persist, they are probably being
caused by a different issue.
Possibility #2:
Disorganized Files
Windows operating systems handle file
organization in a way that isnt very intuitive.
Basically, they break files up and fit them into
gaps in the computers memory. As time goes
by, these disorganized files can prompt fre-

solution is built right into Windows-based
PCs: the disk defragmentation utility.

Malicious Software
Malicious software can take many different
forms. Sometimes, its a virus that is acciden-
tally unleashed after opening a strange email;
other times, its adware that tags along with
other information that is automatically down-
loaded from a website. Whatever type it is,
theres no question that malicious software
can wreak havoc on a computers perform-
ance. Happily, there are many topnotch pro-
grams out there that regularly scan your com-
puter for the presence of such problems and
that help guard against them, too. Buy one,
install it and use it regularly; your crash
issues may come to an end.

heated debate over dinner, with two
other couples about who cheats more
men or women,what's your expert opinion.

Dear Angela and Donny:
Men and woman generally cheat for various
reasons. To say who cheats more would be
more of a guess, even though there are basic
statistics out there suggesting that men cheat
more than woman, this does not mean that it
is fact.
In-fact, today, cheating woman is just as
common as cheating men. In fact, in 3 of the
4 cases in the failed relationships close to
me, it was the woman who cheated.
The main reasons why men generally
cheat on their spouse relates to sex. Quite
commonly there is a sex problem within the
relationship or the man just wants more or
new sex. Whereas a woman generally cheats
as a last resort when all her complaints are
left unheard, as a last resort a woman may
cheat, but it will generally be for emotional
reasons rather than for sexual reasons.
If a man continues to show no respect
for the woman, continues to ignore her, and
gives her no emotional support, some
woman may look elsewhere to have their
emotional and physical needs fulfilled. A
man, however, is generally a more simple
being.
Thats not to say some men arent deep
and emotional, however, generally speaking,
a man will cheat when he feels his need for
sex is not being fulfilled, or, he has spoken
to his partner about this and has got not no
respectful response.
Sorry ladies, but it is often just that sim-
ple.
Most of the reasons cheating woman
become unfaithful are reasons that could be
easily rectified by a husband who is willing
to make the effort and put in some extra
work within the relationship.
For this reason, we believe that most
affairs relating woman cheating on men are
preventable.
Cheating men may also be preventable
by through greater communication in every
aspect of the relationship. Some kind of
mutual agreement that benefits both in the
relationship is always the best bet.
To be honest, cheating is for kids who
havent grown up. We recently read a an
interesting report that stated, men and
woman who are more likely to cheat are
those who have been spoilt rotten since kids,
have never had to cope with any major stress
as partners have always bailed them out,
have never dealt with any hard times, have
always had everything done for them, and
people who like to have their own way.
In other words, grown ups with self
respect, self worth, and respect for their part-
ners will generally do whatever they can to
make the relationship work. If someone is
willing to break your sacred trust, is he real-
ly worth keeping? Is that who you want to
spend the rest of your life with?
We believe that if you choose to have a
relationship with someone, then you should
both love each other before you make the
commitment. A relationship is about trust,
loyalty, commitment and a lifelong quest of
fulfilling each others needs. When you love
someone, you live not only with them, but
for them.
Their happiness is yours, and their mis-
ery is yours, you take the good with the bad,
gradually trying to improve the good, whilst
overcoming thrown obstacles along the way.
With the support and love from each other,
there is nothing you both cannot accomplish
as a team. We all deserve that kind of rela-

t is healthy to have different interests. In
fact, giving up our own interests and the

What Men Need:
Men need to periodically pull away.
Remember that men are like rubber bands.
It is his natural cycle to get close, pull away
and get close again. It is important for men
to fulfill their need for independence. Men
automatically alternate between needing
intimacy and autonomy.
Give a man his space and he will be a
better, more attentive, partner. When a man
gets too close and doesnt pull away, he
often experiences increased moodiness, irri-
tability, passivity and defensiveness.
Also, when a man is in his cave, he
wants to be left alone. He is working out his
problems and frustrations by either doing
something alone, like reading the paper or
watching TV, or doing something active
with his male friends. Most men are happy
when their mates do something fun for
themselves at these times. It means that she
is not sitting around waiting for him to
come out of the cave. He will come out
ready to talk and be intimate again, and she
will have curbed her frustrations by being
good to herself and having some fun.
What Women Need:
It is good for a womans self-esteem to take
care of herself. She can get wrapped up in
taking care of her family and forget how
much she needs to nurture herself.
Particularly when a man is off in his cave,
she can enjoy the time alone to go shopping,
work in her garden, go to a class at the gym
or simply languish in the simple pleasure of
soaking in a hot bath with a glass of wine.
It is especially important for a woman
to cultivate relationships with other women.
Women need to talk about whats happening
in their lives. This is an important part of
relationship building. It is wonderful for a
woman to get together with her girlfriends
so they can talk about, and listen to, each
others problems without judgment or offer-
ing unsolicited advice.
Couples can even plan these separate
times apart. For instance, Tuesday could be
his poker night with the boys, and Thursday
her night for dinner and a movie with her
girlfriends. Both partners will not only
appreciate the time to do the things that
make them feel good, but will come back
feeling renewed and excited to be in such a
healthy, well-balanced relationship.

ulation of fluid balance, contraction of
muscles and conduction of nerve impuls-

but when they fail to filter out excess

How much salt is enough?

Buy fresh fruits, vegetables, and meats

F
ormulating a healthy eating plan that is
both balanced and nutritious can be dif-
ficult in today's world, especially when the
guidelines pertaining to what constitutes
healthy food vary dramatically depending on
who you ask. Consequently, there are sever-
al healthy eating myths of which you will
want to be aware, particularly if you are in
the process of trying to reformulate your
dietary habits. These myths include:
1) 'Low-fat' is good for you. Modern soci-
ety has largely been indoctrinated into the
mindset that fat clogs your arteries and
makes you fat, and should thus be avoided.
But nothing could be further from the truth.
Tropical oils like coconut and palm, as well
as grass-fed butter and meat fat is actually
quite healthy for you. These saturated fats
help promote healthy brain function and reg-
ulate proper hormone production. Popular
vegetable oils, on the other hand, which
oftentimes are hydrogenated and morphed
into trans fats, are a primary cause of heart
disease and other illness, and should be
avoided.
2) You need to eat less salt for better
health. This claim assumes that most people
are consuming high amounts of synthetic,
refined table salt, which is highly toxic and
responsible for causing widespread cellular
inflammation, hence the many warnings
about salt intake. But what most people do
not know is that unrefined, all-natural sea
and mineral salts are completely different, as
they are packed with health-promoting min-
erals, electrolytes, and other important nutri-
ents. Eating lots of sea and mineral salt, in
other words, is actually good for your health.
3) Replacing refined sugar with agave,
honey is better for you. In most cases,
switching out that table sugar for honey or
agave nectar in the name of improving
health is a misnomer, as these popular sugar
substitutes are sometimes just as refined and
unhealthy as regular sugar. Agave, for
instance, contains high levels of fructose,
which is metabolized directly by the liver
and turned into fat. And unless your honey is
raw, unprocessed, and locally sourced, it is
also a toxic offender when consumed liber-
ally.
4) Eating eggs raises your cholesterol. The
medical system has gone back and forth on
this one, but the truth about eggs will always
remain the same - pasture-raised eggs from
healthy chickens are an excellent source of
both protein and cholesterol, and are not in
and of themselves a cause of heart disease.
And removing egg yolks and eating only the
whites, as many people now do, can actual-
ly be detrimental to your health, as eggs
should be eaten in complete form for opti-
mal nutrition.
5) Organic produce is no better than con-
ventional produce. There are many who
would have you believe that conventional
produce grown on factory farms is no differ-
ent than organic produce grown without syn-
thetic interventions. But as evidenced by
numerous studies over the years, including a
1993 study published in the Journal of
Applied Nutrition, organic foods are higher
in vitamins, minerals, and other nutrients,
and are far less contaminated with toxic pes-
ticide and herbicide residues compared to
conventional produce.

Jamaican fashion designer

J
amaican-born fashion designer Allan
Virgo, 29, is on a mission to create inno-
vative and high quality clothes with intri-
cate details that are influenced by the
vibrant Jamaican culture and New York
streets scene. I enjoy manipulating and
mixing different fabric and colors to
achieve a unique look.
In my work you will always find an
appreciation for clean lines, shapes and a
simplistic approach to construction, Allen
explains.
This young designer started his jour-
ney into fashion by working in his moth-
ers seamstress business from the tender
age of seven. Under her tutelage, Allan not
only developed and mastered the skill to
make beautiful clothes, but also the impor-
tance of a strong work ethic.
He attended Denham Town Primary
School, Norman Manley High and
Kingston College (KC) before leaving
Jamaica to study at the Fashion Institute of
Technology in New York City where he
received a Bachelor's degree with a double
major in Fashion Design and International
Trade and Marketing.
He is currently an outerwear designer
for Michael Kors and was a judge on
Project Runway. He was also nominated
for the International Mecca Of Style.
His experience with Baby Phat, Guess
and Michael Kors has given him a strong
sense of appreciation for style, luxury and
sophistication to start his new line aptly
named Allan Virgo.
Despite the challenges, Allan's vision
for his new line is to continue to grow
steadily while maintaining quality. Be
passionate and driven about what you do
and tune in and be inspired by everything
happening around you. Make sure you
know your customer and learn to be busi-
ness savvy because the reality in fashion is
both art and commerce. Also, Find the best

his amazing woman just launched her inspiring CD We Praise His Name, she laughed
as she was asked what inspired her to write these songs, and she said I never thought that
they would leave my kitchen. But God (Yahweh), she continued, gave her the wisdom to
write and bless the album.
A pastor, counselor, singer, songwriter, and a devoted wife... she owns a family
type group home. She loves and cares for the less fortunate ones, and they call her
Mom. She serves as one of the Pastors in the Mount Vernon Hospital Pastoral
Department. She prays with and encourages the sickly and indigent.
Every Thursday at 6 oclock on Cable TV Channel 18 she and her humble
husband, and they preach and teach the holy words. Every Sunday evening at 8:30
pm on the Preach the Word Network they also admonish and teach the Gospel
of the Messiah. At her recently held album release a merchant called from Florida
and chose the song she wrote for her mothers tribute, I Just Cant Say Goodbye
and he offered to fly her over in July to sing at his mothers memorial service.
I wish that someone would call Oprah or some famous talk show celebrity and
make known to the world that God has ordained a special woman residing in
Mount Vernon. As a friend I wish to thank all her supporters and her loving family.
