The Targets in the social sector are as follows


Doubling the per capita income by 2016-17 Bringing the unemployment rate in educated population below 5% Raising the literacy to 80% Bringing the IMR down below 28 per 1000 Providing safe drinking water to all by 2009 Raising the sex ratio to 935 by 2011 and 950 by 2016-17 Complete Rural electrification by 2009

Providing telephone facility to all villages by 2007 Increasing the forest cover to 25% Creating 7crore new employment opportunity Increasing the real wage rate by 20 % for unskilled labourers

Objectives:
1. Rapid Growth to be the essential strategy : 8 9% growth To raise income and living standards of masses To Double real per capita income in 10 years despite 1.5% population growth rate. 2. To generate resources for the social sector development. Providing basic minimum services to all Health, Education, Clean Drinking Water etc. 3. To achieve broad based and inclusive growth Primitive Tribal Groups, Adolescent Girls, Children Age 0-3 Yrs 4. Critical Role to Private Sector Pub-Pvt Partnership Pvt Sector accounts for 7O % of the Investment Creating the environment for flourishment of Pvt. Entrepreneurship so that more resources could be generated for investment, growth and that for the social sector. 5. No Business - as - usual approach Reform in work culture, Technology innovation and use, Management etc. Self critical approach to the programmes. Past Achievements to help achieving the targets:

29.1% Savings rate (2004-05) Combined Fiscal Deficit of Centre and states now only 7 % Inflation is under control Current Account deficit is under control (because of rising investment) Forex more than $ 155 b FDI average increased from $ 3.7 b in 9th FYP to $ 5.4 b in 10th FYP Falling dependency ratio

1.Providing basic minimum services to all 2. Skilled labor is available now. Excellent Management capabilities are available now But there is lack of efficiency in the labour intensive manufacturing sector and this should be the priority area. 4 Rapid Growth of Infrastructure Major Constraints are Road, Rail, Port, Airway, power Communication where Shortage is clear 5. Human Resource Development Large investment in the pub Sector institutions of higher learnings Fundamental Reform in Curriculum Improving service conditions to attract high quality faculty members Expanding capacity through Pvt. Sector initiative in higher learning Maintaining high Quality Standards Increasing the capacities of ITIs and increasing the no. of courses offered by them (6)Conservation of the Environment There is no conflict between environmental sustainability and human well being in the longer run The negative impact of profligate use of water, deforestation and climate change have to be emphasized. .Interests of future generations has to be protected. (7). Improving Rehabilitation & Resettlement PAPs (Project Affected people): There is growing perception of exclusion and marginalization among PAPs. This

Needs to be addressed immediately Cost of Displacement is unduly high Compensation has been tardy and inadequate leading to discontent and unrest Compensation policy has to be transparent PAPs should be integrated with the projects itself so that make them beneficiary
