What is IP Multimedia Subsystem?


IMS is a technical standardization work for the provisioning for IP-based multimedia services over all types of networks. It specifies interoperability and roaming. The work is coordinated by the 3GPP and the International Telecommunication Union (ITU). For operators, IMS defines a way to implement multimedia services in a layered architecture (connectivity layer, control layer, service layer) that rationalizes the implementation of the services. IMS avoids the complexity and overlaps todays typical networks, where multimedia services are implemented as standalone service platforms with their own charging, provisioning, localization, subscriber management functions. IMS is currently seen as very promising for the future of telecommunications services and many vendors are very active in this domain. It is time for IMS to provide real value to the operators and their users. It is anticipated that the growth of new services will drastically increase in the next few years.

IMS overview
The IMS services architecture is a unified architecture that supports a wide range of services enabled by the flexibility of Session Initiation Protocol (SIP). IMS architecture can support multiple application servers, providing both traditional telephony services and non-telephony services such as instant messaging, push-to-talk, video streaming, multimedia messaging, and others. IMS can be seen as an architecture overlaying the current network(s) and therefore providing convergence of those networks, fixed and mobile, as well as associated services, voice and data. This convergence is a key factor to provide multimedia services to users using different means of access. However, as IMS-based service control becomes a standard feature in fixed and mobile networks, the challenge will be to keep the control of customer care and billing relationships. An effective IMS charging solution must enable the benefits of the IMS by supporting the convergence. The solution must be capable of charging any customer consuming any product through any access service, whether they are roaming, moving or fixed. IMS charging must also support various payment methods, different account types and management requirements, and multiple business models to accommodate third party players in the value chain.

Online Charging
On-line charging affects the customer account balance before the service is delivered. The subscriber account is checked and authorization is obtained by the network or service platform prior to delivery of the requested service. This authorization can be limited in its scope (e.g., duration, volume, and # of iteration) and must be renewed each time the end user reaches the scope limit. The real-time nature of on-line charging requires a direct interaction between the network or service platform and the charging system. On-line charging may be performed simultaneously and independently from the same chargeable event. On-line charging can be managed in two modes: Direct Debit, in which the charging system charges the end user account directly and in real-time when the network resource is used, e.g. an MMS is sent or received. Credit Reservation, in which the charging system reserves a credit amount when the resource or service is requested by the end user. That reserved credit is confirmed by an actual update of the customer account when the resource or service is successfully consumed, or denied should the service delivery fail. Event-based, on-line charging can be managed in combination with either Direct Debit or Credit Reservation modes. To optimize the credit reservation and confirmation processes, the network element can ask for an authorization (resulting in a credit reservation) for several events and notify the charging solution as each resource or service request is consumed, and then adjusts the users account accordingly. Session-based, on-line charging requires the implementation of a quota credit control mechanism. When starting a session, the network or service platform requests that the on-line charging system authorize the session opening and execution for a given number of units (e.g. seconds, bytes, hits, and etc.). The on-line charging system uses Credit Reservation to reserve the corresponding amounts on the end user's account. When the specified units are consumed, the network or service platform notifies the on-line charging system and requests a new quota to continue the session. As the end user runs low on credit, policies can be implemented which may allow the session to be cut immediately, or authorized to finish. When the session closes, the end user's account is updated accordingly. These policies can be tailored to the type of service, financial risk, or user profile.
