Russian Prime Minister, Dmitry Medvedev, says Fiji should not be dictated by other countries, but rather be free to map its own way forward. He said Russia respects the sovereignty of every nation, big or small, and their right to decide on their development and their future. During a meeting with Fiji Prime Minister Voreqe Bainimarama in Moscow, he pledged the Russian Govts continued support and assistance to strengthen bilateral relations and improve trade and economic ties between the two countries as well as
assist Fiji with its UN peacekeeping deployments. Medvedev also invited a Fijian delegation to visit Russia in August next year to mark the 40th anniversary of the establishment of diplomatic ties in 1974. The Russian leader also accepted an invitation from the Fijian Prime Minister to send a senior representative to the summit meeting of the Pacific Islands Development Forum in Nadi in August. He indicated that his Foreign Minister, Sergey Lavrov, would be most likely to lead the Russian delegation.
New Zealand is pleased with Fijis progress towards democracy and will send independent monitors during the 2014 elections if needed, say NZ Foreign Minister Murray McCully. McCully told NZ newswire that their support towards Fijis election was discussed during a meeting with foreign ministers from Australia and Papua New Guinea in Brunei. Today's discussions between Australia, Papua New Guinea and New Zealand was an opportunity for us to look at how we can make sure we're fully joined up and coordinated in offering support, McCully said.
We will wait until a little bit closer to the time to see what the nature of the invitation looks like to the members of the international community, he said. Meanwhile a committee was earlier setup to identify what resources international countries are willing to contribute during Fijis 2014 elections. Attorney General Aiyaz SayedKhaiyum said their top priority is making sure that elections are conducted in a smooth, transparent and political manner, using best international practices and partnership with the international community is most welcome.
The Fiji Independent Commission Against Corruption (FICAC) filed abuse of office charges against a former divisional land surveyor of the Lands Department. The case was called before the Magistrates Court in Labasa where Tevita Nalawa, the former surveyor appeared alongside an Abdul Hamid who was charged with one count of obtaining property by deception. Hamid was represented by defence lawyer Amrit Sen and the court heard that he pleaded not guilty to the offence. Nalawa asked the court for more time in order to find a lawyer and his plea was deferred to another date while Prosecution served their first phase of disclosures.
Both men have been released on bail and ordered to report to FICAC twice a week between 6am-6pm and also warned not to interfere with Prosecution witnesses. The case has been adjourned to August 6. It is alleged that in July 2011, Hamid dishonestly obtained $2500 from Macuata Muslim League with the intention of permanently depriving Macuata Muslim League of the said amount. It is also alleged that in 2011 between October 28 and 31 Nalawa directed one Kavita Kiran Prasad to receive $2500 as a lease processing fee from Hamid, without following the proper procedure and without a requirement to receive the money from Hamid.
A three-member overseas group which includes a rep from the New Zealand elections office will carry out a gap analysis to assess preparation for Fijis 2014 elections. The group includes a representative from the Commonwealth and the European Union. Attorney General and Minister for Elections Aiyaz Sayed-Khaiyum said the group would help identify areas that needed to be dealt with before the elections, including problems that may arise to ensure that anomalies that occurred in 2006 are not repeated. A 14-year-old student is currently admitted in hospital after getting thrown out of a bus in Nadera, Nasinu while he was still in the process of boarding the public transport. According to police, the boy was thrown out as the bus driver had allegedly moved the bus. As a result the front tire of the bus went over the victims leg causing injuries. He was conveyed to the Valelevu Health Centre and later transferred to CWM Hospital and is currently admitted at the Acute Surgical Ward. The Ministry of Agriculture is targeting a thousand tonne consignment of ginger when it begins exporting to Australia in September. Ministry of Agriculture, Deputy Secretary, Uraia Waibuta said that the Ministrys initial target was 1000 tonnes which will be confirmed later in the year. We are looking at about 1000 tonnes of ginger in our first consignment and this figure will be finalised in August upon completion of the necessary ground work, Mr Waibuta said. We should then be able to finalise whether we will be sending 500 tonnes or 1000 tonnes.
Mr Waibuta added the Ministry would continue to register farmers and advise them on ginger production expectations. We are focusing on how well we can harvest the existing crop and also meet the requirements of the Australian market in accepting the first shipment of ginger, Mr Waibuta said. There are certain standards which we are required to meet so the Ministry is working towards that. The Ministry has also identified farmers and two exporters who would be involved in the ginger exportation process to Australia.

Outrigger on the Lagoon Fiji has recorded a strong first six months with a turnover in excess of 12 per cent this year. In celebration of it achievement, the resort treated its management team to a cocktail party at the newly-opened Vahavu, the resorts adults only exclusive swimming pool and bistro last week. A man posing as a Post Fiji Limited employee was tied up by crew members of a vessel. This was after he was caught trying to intercept a consignment of money bound for an outer island. The incident happened at ort Mua-iWalu on board the MV Lady Sandy which was set to sail to the Lau Group. Police are trying to ascertain whether the alleged conman is also linked to $40,000 cash that went missing in March in a similar episode. Durga Prasad, owner of the MV Lady Sandy said they were fortunate to have the suspect caught. When the last mail bound for Yasayasa Moala got missing, we copped the blame because it was in our care, Mr Prasad said. We were interrogated by the police and we tried to put the puzzle into pieces upon liaising with Post Fiji. The the reporter arrived at the scene later, gathered that the office of the MV Lady Sandy (Seaview Shipping Limited) received a call informing them that there was a wrong mail bag in the cargo section. The caller, believed to have been the impersonator, said that the mail bag was supposed to be taken to Taveuni. It had originally been registered for Kabara. The alleged imposter said he was on his way to pick up the mail bag to be delivered back to the main Post Fiji Office.
We suspected that the call was not a genuine one so we informed Post Fiji about it. Post Fiji had made it clear that future dealings with them should be in writing. A person without it should not be allowed to handle the mails, Mr Prasad said. One of their bosses had to come down. He hid amongst the crowd to see if he could identify the person. It was revealed that the man came dressed in a Post Fiji uniform, wearing an identification card (ID). Once the crew members were notified that he was an impersonator, they beat him up before calling the police. One of the crew members said they were really frustrated because they were blamed for the missing money in March. It is understood that some crew members had to have their wages deducted in order to pay back the missing money. When contacted, Post Fiji acting manager mail operations Rusiate Qereqeretabua confirmed that the suspect was not an employee of Post Fiji.He said the matter was now with the police. Police public relations officer Ana Naisoro confirmed that two men are in police custody. $5000 worth of cash was in the Post Fiji bag when the suspect who was wearing a Post Fiji uniform informed the staff to hand the bag over to him, she said.
Fijis oldest political party, the National Federation Party (NFP) is willing to include former Prime Minister Sitiveni Rabuka in its campaign for the 2014 election should he wish to join a political party. This comes after Rabuka hinted to Radio New Zealand that he would be running for election next year on the National Federation Party ticket. Rabuka said none of the four parties registered so far have asked him to join but he has been asked to stand for election by his provincial chief. He said it could mean being under the umbrella of the United Front for a Democratic Fiji which includes old rivals. Qarase doesnt want to work with me, Chaudhry I know doesnt want to work with me, but if those two pull or push for the Federation Party not to field me as a candidate then I cannot help it. THE winning piece of art that stole the show at the Ministry of Health art display last week will be up for sale at the closing of the Environment Day celebration in Labasa. The art was a collaborative effort of two artists. Satend Chand's creative ideas and his cousin Kamla Prasad's joinery experience saw them create a beautiful two piece sofa set and a coffee table made from used tires. Mr Prasad said he was able to create the items with the help of his cousin. "My cousin received an invitation from the ministry to participate in the event and he approached me to make the
items," he said. "He browsed through the internet and got some ideas on how to go about making a sofa set and tables from tires. "My woodwork experience of 18 years assisted me to make this beautiful piece of art and it's a relief to see that my hard work has earned me a place at the display." Mr Chand thanked the ministry for introducing such an event as it brought out the best untapped potential in people. The two walked away with $150 as the winner of the art and craft display and their creation will be put up for sale on Friday.

With the Tourism industry getting bigger and better in Fiji, efforts are put to bring out the best skilled and trained employees for the industry. National Training and Productivity Centre of the Fiji National University organized a Chefs Apprenticeship Program Awareness to provide employers with information on the new scheme. The programme is franchised from TAFE Western Sydney Institute was organized at the Holiday Inn Suva on Tuesday night. Institute International Development manager Allan McCarlie said the new programme is supposed to boost the tourism industry with skilled and highly trained professionals. We want to expand the cooks trade in Fiji and with NTPC to offer the program here, we hope to broaden the knowledge of the industry, Mr McCarlie said. The meeting brought in employers from around Suva with another consultation being held at the same time at Port Denarau. The main objective is to get employers and discuss the kind of apprenticeship programme before we actually install it in Fiji. We cannot just bring the same program from Australia and implement it in Fiji and that is why we need the tourism industry to be part of it. The program will be undertaken by the National Training and Productivity Centre to commence in 2014 is

According to Police Director Training Seru Savou the twenty recruits, consisting of males and females, were handpicked and are to be groomed for future leadership roles within the Force. We are following a different format altogether now. The twenty selected were identified after undergoing exercises, activities and psychological examinations, Mr Savou said. The selected recruits will undergo a one-year leadership training after

The Ministry of Agriculture organised Crest Agriculture Show 2013 received a timely boost of $5000 from traditional supporters, the Fiji Development Bank as part of its ongoing commitment to develop the agriculture sector in Fiji. FDB chief executive officer, Mr Deve Toganivalu said the sector was a priority for the bank since its inception 50 years ago. Even though agriculture contributes to only about 10 per cent of the economy, it is the single most important sector for our people as some 65 per cent of our total population rely on it for their livelihood, Mr Toganivalu said, while handing over the cheque to Ministry of Agriculture permanent secretary, Mr Ropate Ligairi. For the bank, lending to this sector is a priority area because we understand the importance of the sector in terms of Fijis food security. Mr Ligairi said the bank had been working closely with the sector and most achievements in agriculture have been made possible through its assistance. He added that while a major chunk

Former Fijian Prime Minister MajorGeneral Sitiveni Rabuka says he deeply regrets his role in leading the 1987 military coup and is likely to seek office in next year's planned elections in his homeland. General Rabuka made the comments during a wide-ranging talk at the University of Otago's latest annual Foreign Policy School. Despite his role in the 1987 coup, General Rabuka supported later collaborative efforts, including a Constitutional Review Commission,
chaired by the late Sir Paul Reeves, which helped produce the 1997 Fiji constitution. This constitution was later abrogated in 2009 after a further military coup in 2006, led by Fijian military head Commodore Frank Bainimarama. General Rabuka said that after meeting some people he had deposed in the 1987 coup and reflecting on the situation, he had felt a "very strong message" about the folly of what he had done, and he felt obliged to apologise to everyone who had been affected.
Workers at the Fiji Ports Corporation Limited (FPCL) and its subsidiary, Ports Terminal Limited (PTL), are to receive a substantial share of yet another big boost in the Groups profits. About 170 permanent staff is being awarded pay rises of two per cent backdated 18 months to January 1st, 2012. The Attorney General and Minister for Public Enterprises, Aiyaz SayedKhaiyum, said he was delighted to announce the increases to a dedicated workforce that had not had a pay rise for four years. The Bainimarama Government firmly believes in the principle of rewarding hard work in our public enterprises. Only through a constructive partnership with workers and management - without third party intervention - can we hope to grow these businesses and the Fijian economy as a whole, he said. The Minister noted that the Fiji Ports Group had recorded a significant
improvement in financial performance in the past few years. The Group recorded a net profit after tax of $7.31m for the 2012 financial year - a 30% increase over 2011. Ports Terminal Limited recorded a loss of $26,415 in 2010. But the Group says that with vigilant Board oversight, effective organisational leadership and the hard work and commitment of the employees this position was completed turned around, with PTL recording successive profits of $1.28m in 2011, and $1.96m in 2012. We want to congratulate and thank all those responsible workers and management - for an impressive performance, the Minister said. Data from the Australia Bureau of Statistics and Statistics New Zealand suggests positive visitor arrival turnaround in the coming months from two of our major tourism markets. The positive indication comes on a backdrop of five per cent decreased visitor arrivals during the first quarter of this year when compared with same period last year. This has been highlighted in the Reserve Bank of Fijis Economic Review for June. The review further established that short term departures to Fiji from these two traditional source countries for April alone were higher over the year by 30.3 per cent. Construction activity Meanwhile, the Reserve Bank noted a significant increase of 30.1 per cent in domestic cement sales in the first four months of the year when compared with same period last year.
Cement sales is a partial indicator for domestic construction activity. Financial system The review noted growth in net domestic credit was driven largely by commercial bank lending which accelerated to 13.7 per cent on an annual basis. Interest rates in the banking sector continued their downward trajectory over the May review month with outstanding lending and time deposit rates falling to 6.18 percent and 2.13 percent respectively, it said. The savings deposit rate slightly rose to 0.76 per cent. Liquidity rose in May by $103.6 million to $585.2 million underpinned by foreign reserves which increased by $136.6 million over the same period. Foreign reserves are currently stands at around $1,684.4 million, sufficient to cover 4.8 months of retained imports of goods and non-factor services.

A woman has admitted deceiving would-be holiday makers out of thousands of dollars after a judge caught her out on the finer points of sending email. Anita Cranston denied 24 charges of using emails to get $60,000 worth of deposits from would-be holiday makers looking to rent a luxury villa in Denarau, Fiji. The Crown said she continued to take deposits from holiday makers, despite the home being the subject of three separate legal bids. Cranston also double-booked some of the families who then had to re-book accommodation at the last minute. Eight days into her trial at the Auckland District Court, Cranston changed her plea. She was in the witness box giving evidence in her defence when she was asked a series of questions by Judge David Harvey. Cranston had told the court she mistakenly sent Mericia Waqanimaravu an email in April, 2011, confirming her booking for the home that included four bedrooms and bathrooms, a pool, spa and a garage full of holiday toys including a golf cart. Cranston also asked for $2097 as a deposit. But she told the court she had meant to send the email to a person called Mericini - not Mericia. However, Judge Harvey pointed out that Cranston's email was a 'reply to' email. "You can't make that sort of mistake," said the judge. Cranston said she had made a mistake but Judge Harvey persisted. "Give me some credit, Ms Cranston, for knowing a little bit - not a lot - but a little bit about how technology works. It doesn't work that way." After the exchange Ms Cranston's
lawyer Alice Kemp asked for an adjournment. Crown prosecutor Rachael Reed presented a new charge that included all the complainants. Cranston pleaded guilty. The news has brought relief to Cranston's victims who are still waiting for their money back. Leonie Wallace booked the Fiji home and was looking forward to celebrating her brother's wedding a year after her mother was murdered. She said she emailed Cranston a number of times in January 2011 before phoning her to confirm the booking and paying a $2625 deposit. "The tone was very friendly and I guess that's what made it possible to open up," she told the court. She told the media that giving the evidence had been hard. "We got taken for a ride. At the end of the day, we were totally sick of her lies." Ms Wallace said Cranston knew what her family had been through but "she just brushed it off". Another witness in the case was accountant Paul Moodie who flew up from his home in Dunedin to give evidence at the trial. Mr Moodie paid $6375 for a deposit on the Fiji house and was planning to celebrate his 50th birthday with family and friends. The celebration went ahead - but like Ms Wallace's family - the Moodies had to find alternative accommodation. "I wasn't going to let her destroy my 50th and we were committed to going anyway." Mr Moodie said Cranston sent him emails making promises and blaming everyone else for things going wrong. "I think she was living in a dream." Cranston is yet to be sentenced.

Barack Obama 'Deeply Humbled' By Visit To Robben Island Where Nelson Mandela Was Kept Prisoner
US president Barack Obama has travelled to Robben Island, saying he was "deeply humbled" by the visit to where ailing former South African leader Nelson Mandela was jailed. Mr Obama's visit was part of his threenation tour of Africa, and he and his family were guided around the island by Mr Mandela's close friend and former inmate, Ahmed Kathrada. The president stood in the cell where Mr Mandela spent much of his 27-year prison sentence and visited the quarry where inmates were forced to work during the apartheid regime. Mr Obama wrote in the visitor's book that he was deeply humbled by the experience. "On behalf of our family, we're deeply humbled to stand where men of such courage faced down injustice and refused to yield," he wrote. "The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit." Mr Mandela is in a critical but stable condition in hospital in Pretoria. The 94-year-old is receiving treatment for a lung infection. Mr Obama later made the Nobel Peace laureate the keystone of an address urging students at the University of Cape Town and elsewhere across the vast continent to make a difference. "I took my first step in politics because of South Africa," he said, recalling his attachment to the anti-apartheid movement in the 1970s as a student in California. While Mr Obama acknowledged that Africa was moving forward, he said more work needed to be done. "There is no question that Africa is on the move, but it is not moving fast enough for the child still languishing in poverty... It's not moving fast enough for the protester who is beaten in Harare, for the woman who is raped in eastern Congo." Mr Obama's warm welcome however was not universal. Riot police fired rubber bullets and stun grenades at around 300 hundred protesters on Saturday in the township of Soweto, once a flashpoint in the anti-apartheid struggle. His tour of Senegal, South Africa and Tanzania is aimed at changing perceptions that he has neglected Africa since his election in 2008, while also countering China's growing economic influence in the resourcerich continent. Mr Mandela's illness placed Obama in a tricky political spot, forcing him to balance his desire to push for a new economic relationship with Africa, with the need to properly honour his hero, who has been in intensive care for more than three weeks. On Saturday, the president and his wife Michelle called Mr Mandela's wife Graca Machel, and the president then privately visited several daughters and grandchildren of Mandela, to offer support and prayers. But he decided against visiting Mr Mandela, worried that he would disturb his peace.
Echoing Robert Kennedy's call for nonviolent change that was made in the same wood-paneled hall half a century ago, Mr Obama urged the students to help shape a continent that is moving forward apace. He recounted Kennedy's electrifying words that day in 1966. India Launches Huge Cheap Food 6.1 Quake Hits Indonesia, 11 Programme Ahead Of Election Dead
An earthquake killed six children and left 14 others trapped when a mosque collapsed during a Koran reading session in Indonesia's Aceh province, bringing the confirmed death toll from the disaster to 11. The strong 6.1-magnitude quake left hundreds more injured as it rocked a region that was devastated by the quake-triggered tsunami of 2004. The earthquake reduced houses in parts of Aceh to rubble, set off several landslides and badly damaged roads. Rescuers were struggling o find the children still trapped after the mosque collapse in Blang Mancung village, Central Aceh district. "Our search and rescue teams are struggling to evacuate an estimated 14 children still trapped under the rubble," Subhan Sahara, the head of the local disaster management agency, said. "I hope they can be found alive but the chances are very slim," he added, explaining they were reading the Koran together when the quake struck. The quake, which hit at a shallow depth of just 10 kilometres, injured more than 200 people and damaged more than 300 houses in Aceh, said national disaster agency spokesman Sutopo Purwo Nugroho. As police and military personnel struggled to reach affected areas late Tuesday, there were two aftershocks of more than 5.0 magnitude. In a village in Bener Meriah district, one man was killed when a landslide engulfed a coffee plantation, said disaster agency official Fauzi. "A man was working at a coffee plantation with his wife when a landslide caused by the quake struck. His body was found under a pile of earth soon afterwards," he said, adding that his wife and another woman were missing at the site.
The Indian government has launched a giant programme to provide subsidised food to two-thirds of the population. The food security ordinance will provide 5kg of cheap grain every month to nearly 800 million poor people. Ministers were criticised for passing the measure as an ordinance, after failing to win parliamentary support. Critics say the plan is a political move to win votes and will drain India's finances. Supporters say it will help reduce poverty. "The union cabinet has approved the food security ordinance unanimously," Food Minister KV Thomas told reporters after the cabinet meeting. He said the measure would be sent to India's president for approval later on Wednesday, meaning it will come into law immediately. But it must eventually be ratified by parliament.

The ambitious National Food Security Bill is being called one of the world's largest welfare schemes. It was an election promise made by the ruling Congress party and, correspondents say, its implementation will help the party in general elections due next year. But the scheme is intended to combat hunger - despite impressive economic growth in recent years, India still struggles to feed its population. It has more malnourished children than any other country in the world.
The bill proposes to provide a kilo of rice at three rupees (six cents; four pence), wheat at two rupees and millet at one rupee. The measure will apply to 75% of Indians living in rural areas and 50% of the urban population, the BBC's Sanjoy Majumder in Delhi says. Supporters say it will go a long way in reducing poverty, especially in parts of the country which are worse off than sub-Saharan Africa, our correspondent reports. But there are many economists who question how India can fund the expensive scheme, which will see the country's annual food subsidy bill double to more than 1.3 trillion rupees ($23.9bn; 15.8bn). The government insists money will not be a problem. Opponents of the scheme also criticise the method of delivering the food - via India's notoriously corrupt and inefficient state-owned cheap food ration shops. Many politicians criticised the move to push through the bill as an ordinance rather than putting it to a vote by MPs. The government says it made several efforts to make sure the bill was discussed, but it was not debated amid disruption in parliament. The ordinance will be put before parliament to be ratified within six weeks of its first sitting, the government says. Last month, the government said a special session could be called to pass it into law.
Another four people died in hospitals in the district from injuries sustained in the quake, he said. One of the fatalities was a child who died when a wall collapsed, Ema Suryani, a doctor at a health clinic in Lampahan city in the district, told AFP. A 42-year-old man who allowed his seven-year-old son to drive through Surfers Paradise has faced court on the Gold Coast. Southport Magistrates Court was told Peter John Sivewright intends to plead guilty to the dangerous operation of a motor vehicle and being an adult in charge under the influence of liquor. Police say they became suspicious after noticing Sivewright's car being driven down the Esplanade without its lights on. Upon closer inspection, they discovered his 7-year-old son was behind the wheel while Sivewright sat

Qantas has been ordered to hand over the passenger list for a flight during which a jet engine exploded mid-air over Indonesia in November 2010. A Sydney Supreme Court made the order as part of a class action against engine manufacturer Rolls Royce after the explosion on the Australian-bound flight. Last week crash investigators confirmed the cause of the explosion was the stub pipe designed to carry oil and lubricate the Rolls Royce Trent 900 engine. According to the investigation the stub pipe had cracked, leaking oil and causing the engine to explode minutes after take-off from Singapore. At the time Qantas quickly blamed Rolls Royce, with the airline's chief Alan Joyce launching legal action that was settled with the manufacturer within months for $90 million. An American doctor arrived in Vietnam carrying an unlikely piece of luggage: the bones of an arm he amputated in 1966. Dr. Sam Axelrad brought the skeletal keepsake home to Texas as a reminder that when a badly injured North Vietnamese soldier was brought to him, he did the right thing and fixed him up. The bones sat in a closet for decades, and when the Houston urologist finally pulled them out two years ago, he wondered about their true owner, Nguyen Quang Hung. The men were reunited Monday at Hung's home in central Vietnam. They met each other's children, and grandchildren, and joked about which of them had been better looking back when war had made them enemies. Hung was stunned that someone had kept his bones for so long, but happy that when the time comes, they will be buried with him. "I'm very glad to see him again and have that part of my body back after nearly half a century," Hung said by telephone Monday after meeting Axelrad. "I'm proud to have shed my blood for my country's reunification, and I consider myself very lucky compared with many of my comrades who were killed or remain unaccounted for." Hung, 73, said American troops shot him in the arm in October 1966 during an ambush about 75 kilometres from An Khe, the town where he now lives. After floating down a stream to escape a firefight and then sheltering in a rice warehouse for three days, he was evacuated by a U.S. helicopter to a nofrills military hospital in Phu Cat, in central Binh Dinh province. "When I was captured by the American forces, I was like a fish on a choppingboard," Hung said last week. "They could have either killed or spared me." When Hung got to Axelrad, then a 27-year-old military doctor, his right forearm was the color of an eggplant. To keep the infection from killing his patient, Axelrad amputated the arm above the elbow. After the surgery, Hung spent eight months recovering and another six
grandchildren. "I'm so happy that he was able to make a life for himself," Axelrad said. Vietnam is now a country full of young people who have no direct memory of the war, which ended in 1975 and killed an estimated 58,000 Americans and 3 million Vietnamese. But the war's legacy persists in the minds of combat veterans who still are processing the events and traumas they witnessed in their youth. John Ernst, a Vietnam War expert at Morehead State University in Kentucky, said he knows of a few American veterans who have traveled to Vietnam to return personal items to former enemy soldiers as a way to bring closure. A man defrauded a supermarket of $153 at the self-service checkout by putting through expensive items like meat and peppers as carrots, a court has been told. Darren John Gardner, 22, of Dobson, was living in Napier at the time of the offend but has since moved back to the Coast. He appeared in Greymouth District Court where he was sentenced for five counts of fraud and other unrelated offences. The court was told he falsified prices at the self-service checkout of a Napier supermarket five times after realising he could get peppers for a fraction of their price by punching in 'carrots' on the screen. His offending intensified and he was
soon labelling $60 meat packages as carrots and paying $6 for them. Lawyer Richard Bodle said Gardner's situation was caused by need not greed, but Judge Jane Farish disagreed. "I don't accept that, he keeps going back getting more and more ... he got greedy." The judge said Gardner had a bad history of dishonesty and disobedience, and had been on release conditions from a prison sentence when committing his latest crimes. She sentenced him to four months' community detention, 180 hours' community work, 12 months' supervision, disqualified him from driving for 12 months and also ordered that he pay reparation of $153.

Canada will accept as many as 1,300 Syrian refugees by the end of 2014, Immigration Minister Jason Kenney said Wednesday in Edmonton. But the government is relying on private sponsors for the vast majority of those cases. The federal government will resettle 200 "extremely vulnerable, urgent cases," a news release from Kenney's department said Wednesday. But it will be up to private sponsors to take the remaining 1,100. The 1,100 spots for privately sponsored refugees will be above and beyond the current annual limit set for that program, the department said. Kenney also announced Canada will provide nearly $1 million to send up to five staff members to help resettle displaced Syrians in Turkey, Jordan, Egypt and Lebanon, and is speeding up processing for family-class applications from the war-torn country. Aid organizations estimate the number of Syrians forced by violence to flee their homes will hit two million this summer. Most have gone to Lebanon and Jordan, with the majority settling in urban areas rather than in refugee camps. "Things are only getting worse, unfortunately," said Faisal al Azem, a spokesman for the Syrian Canadian Council. He said the resettlements are too slow that it can be up to two years before
refugees arrive in Canada. Refugees fleeing the violence find the camps aren't much of a refuge, al Azem said. "A lot of people have left, for example, refugee camps in Jordan to go back to Syria and go back to death." Mike Weickert, World Vision's team leader in Jordan, said some of the Syrians he talks to want to come to Canada but not all of them. "Most of the Syrians I've talked to just want to go back home, actually." The United Nations has called thirdcountry resettlement critical for Syrians forced to leave their homes. Care Canada said last month that 77 per cent of those who have fled Syria are living in cities where they have little chance to work and earn a living, and World Vision has said about half of the Syrians forced to leave their country are children. A B.C. woman who went missing in a boat off the coast of Honduras has been found safe. Tasha Brown, 20, from Grand Forks, set off in a boat Saturday with two Americans and five Hondurans. The group was last seen in Roatan, which was their destination, but the U.S. and Honduran coast guards were sent to look for the boat when it failed to return to Utila. Brown's mother, Natalie Zmurchyk, said she got word on Facebook

Summer vacation has just begun, but British Columbia's new education minister is urging parents of small children to start saving for postsecondary education now. On Wednesday, Peter Fassbender reannounced the plan for a B.C. Training and Education Savings Grant, a onetime offer of $1,200 to go into new RESP accounts for children who were born in 2007 or later. "What we're trying to do is to help people to understand that when they invest in their child's future, the time to start is when they're very young," he said. Critics of the grant say it will do little to improve access to college and university, and even with interest it will hardly make a dent in overall tuition fees. If the grant was put into a registered education savings plan with a six per cent rate of return when a child is six, it would grow into $2,415 by the time the student enters post-secondary education at 18. With a slightly higher rate of return at eight per cent, the grant itself could grow instead to $3,022. Fassbender said the intent of the grant is mainly to get parents to start thinking about saving money earlier. "It really helps them develop that discipline. It also gives them an opportunity for grandparents to support them and contribute to it," he said. Parents who want to take advantage of the $1,200 grant need to apply for a social insurance number for their child, and they must register the RESP plan before the child turns seven.

When confronted, this man fled the home, says Constable Brian Montague with the VPD. Police were called and the suspect, still naked, was found a short time later in Trout Lake Park. Its believed that this person was in the home for about 20-25 minutes before he was discovered, adds Montague. A 30-year-old man from Burnaby is in custody and is made a court appearance. Police believe drug use might have played a role in the break-in, though Montague says he does not know what kind of substances the suspect might have been taking. The officer says there have been more than 1,100 break-and-enter cases this year, and in 400 of them there has been no sign of forced entry. We all need some sun exposure; it's our primary source of vitamin D, which helps us absorb calcium for stronger, healthier bones. But it doesn't take much time in the sun for most people to get the vitamin D they need, and repeated unprotected exposure to the sun's ultraviolet rays can cause skin damage, eye damage, immune system suppression, and skin cancer. Even people in their twenties can develop skin cancer. Most kids rack up a lot of their lifetime sun exposure before age 18, so it's important that parents teach their children how to enjoy fun in the sun safely. With the right precautions, you can greatly reduce your child's chance of developing skin cancer. Facts About Sun Exposure The sun radiates light to the earth, and part of that light consists of invisible ultraviolet (UV) rays. When these rays reach the skin, they cause tanning, burning, and other skin damage. Sunlight contains three types of ultraviolet rays: UVA, UVB, and UVC. UVA rays cause skin aging and wrinkling and contribute to skin cancer, such as melanoma. Because UVA rays pass effortlessly through the ozone layer (the protective layer of atmosphere, or shield, surrounding the earth), they make up the majority of our sun exposure. Beware of tanning beds because they use UVA rays as well as UVB rays. A UVA tan does not help protect the skin from further sun damage; it merely produces color and a false sense of protection from the sun. UVB rays are also dangerous, causing sunburns, cataracts (clouding of the eye lens), and effects on the immune system. They also contribute to skin cancer. Melanoma, the most dangerous form of skin cancer, is thought to be associated with severe UVB sunburns that occur before the age of 20. Most UVB rays are absorbed by the ozone layer, but enough of these rays pass through to cause serious damage. UVC rays are the most dangerous, but fortunately, these rays are blocked by the ozone layer and don't reach the earth. What's important is to protect your family from exposure to UVA and UVB, the rays that cause skin damage. Melanin: The Body's First Line of Defense UV rays react with a chemical called melanin that's found in skin. Melanin is the first defense against the sun because it absorbs dangerous UV rays before they do serious skin damage. Melanin
is found in different concentrations and colors, resulting in different skin colors. The lighter someone's natural skin color, the less melanin it has to absorb UV rays and protect itself. The darker a person's natural skin color, the more melanin it has to protect itself. (But both dark- and light-skinned kids need protection from UV rays because any tanning or burning causes skin damage.) Also, anyone with a fair complexion lighter skin and eye color is more likely to have freckles because there's less melanin in the skin. Although freckles are harmless, being outside in the sun may help cause them or make them darker. As the melanin increases in response to sun exposure, the skin tans. But even that "healthy" tan may be a sign of sun damage. The risk of damage increases with the amount and intensity of exposure. Those who are chronically exposed to the sun, such as farmers, boaters, and sunbathers, are at much greater risk. A sunburn develops when the amount of UV exposure is greater than what can be protected against by the skin's melanin. Unprotected sun exposure is even more dangerous for kids with: moles on their skin (or whose parents have a tendency to develop moles) very fair skin and hair a family history of skin cancer, including melanoma You should be especially careful about sun protection if your child has one or more of these high-risk characteristics. Also, not all sunlight is "equal" in UV concentration. The intensity of the sun's rays depends upon the time of year, as well as the altitude and latitude of your location. UV rays are strongest during summer. Remember that the timing of this season varies by location; if you travel to a foreign country during its summer season, you'll need to pack the strongest sun protection you can find. Extra protection is also required near the equator, where the sun is strongest, and at high altitudes, where the air and cloud cover are thinner, allowing more damaging UV rays to get through the atmosphere. Even during winter months, if your family goes skiing in the mountains, be sure to apply plenty of sunscreen; UV rays reflect off both snow and water, increasing the probability of sunburn.

For many people, a stem cell transplant is the last and best hope of recovery. Note: Blood stem cells are not embryonic stem cells. Is there a cord blood bank in Canada? Work is actively underway to establish the National Public Cord Blood Bank. The National Public Cord Blood Bank will benefit Canadian patients and the countrys health care system by providing those in need of stem cells with increased opportunity for transplant and reducing Canadas current 100 per cent reliance on internationally sourced cord blood stem cell donations. It works like this: the patient is given radiation and chemotherapy to destroy both of their diseased bone marrow/ stem cells and their immune system. This is necessary to prevent rejection of the donors cells. The donors stem cells are then collected and given intravenously to the patient. How can someone register/donate? We are looking for healthy individuals committed to helping any patient in need anywhere in the world. Research indicates that younger male donors are associated with better long term survival rates. The best chance of finding a match comes from the patients own ethnic group. Canadas database consists of 75 per cent Caucasian and 25 per cent of ethnic origin. A new technique that removes the nerves that connect the brain and kidney has shown promise to reduce blood pressure and decrease the risk of stroke, heart and renal disease. The procedure, which has very few side effects, has already shown promising results in hard-to-treat cases of high blood pressure. The technique was performed by a team led by Professor Julian Paton at the University of Bristol who found that in an animal model of hypertension removing nerves connecting the kidney to the brain reduced blood pressure and improved its long-term stability. Inspired by these results, cardiologists Dr Angus Nightingale and Dr Andreas
Baumbach from the Bristol Heart Institute (BHI) adopted the technique called 'renal denervation' to remove the nerves to the kidney in patients with high blood pressure. The procedure, which has been successfully trialled on 19 patients at the BHI and is performed using a fine tube that is inserted in an artery in the patient's leg and positioned in the artery feeding blood to the patient's kidneys. Dr Nightingale, who runs the Specialist Hypertension Clinic at the BHI, said: "This is an exciting new treatment for these patients who have struggled with high blood pressure which tablets are not controlling."

Thakur Ranjit Singh As the medals were eased into the ageing and wrinkled necks of Girmit descendant octogenarians (those 80 years and over), the silence of the moment spoke deafeningly. This moment was etched in their memory, and brought smiles to their crinkled and parched lips as they eased out of chairs with shaking hands and crackling joints and legs that were protesting. Some had walking sticks for support, other had relatives. But the electricity of the moment was such that they eased out of chairs, with a bit of help from relatives and committee members, and inched their way to the main stage where executives of Fiji Girmit Foundation did the honours of putting the medals in their necks. They all eagerly waited for their names to be called. These were the first generation descendants of Girmitiyas, as their parents had served Girmit. Very soon we may not have anybody from this lot left, as we move to second generation. They were being rewarded for sacrifices of their parents who never received any honour for their sufferings and vision. While these people did not directly contribute anything to Girmit, they are living proof of the first descendants who heard stories of hardship and sufferings from their parents. As names were called out, you could sense a feeling of satisfaction on their smiling faces. Half the recipients were from the first batch of octogenarians of first Girmit Day held in 2012 by Waitakere Indian Association.

The Vancouver Canucks brought their year-long goaltending serial drama, equal parts comedy and horror, to a stunning end Sunday when general manager Gillis made the best deal he could to end a problem he largely created. After being wrong on goalie Roberto Luongos $64-million-US contract, the trade market for him and projections about where a new Collective Bargaining Agreement would take the National Hockey League, Gillis ended his series of miscalculations by trading the top goalie he had and returning to the Canucks crease the second-best one, who proved to be untradeable. And even then, we must wait to see if Gillis erred again by surrendering 27-year-old rising star Cory Schneider to the New Jersey Devils for only a lone first-round draft pick in a trade that stunned everyone when it was announced on the draft floor here Sunday afternoon. With that ninth pick, the Canucks drafted impressive London Knights centre Bo Horvat, who better be as good as Bo Jackson or at least Mike Richards, who is the 18-year-olds favourite player. Other than the rules, there is often little fair about how professional sports treats people. It wasnt fair that Schneider rightfully earned Luongos starting spot and was told repeatedly he was No. 1, now and for the future, only to be traded because his contract was portable. It wasnt fair that Luongo, understanding that his days as the starter in Vancouver were over, displayed remarkable grace and patience asked of him while awaiting a trade, only to find out hes stuck as the second-choice starter on a Canuck team from which hed already begun to disconnect emotionally. In Gillis defence, it wasnt fair that NHL commissioner Gary Bettman exacted his revenge upon the Canucks and other teams that had signed perfectly legal if, in some cases, perfectly stupid long-term contracts under the previous CBA by conjuring a cap recapture penalty so punitive that even an excellent goalie like Luongo became untouchable. And, largely overlooked, its not fair that Bo Horvat must now become a star or else. The two-way centre from little Rodney, Ont., was fully aware of the Canucks goaltending saga who in hockey was not? and knows the focus on him will be intense and unyielding. In a year or so, Schneider will succeed Devils starter Marty Brodeur, one of the best goalies in NHL history. I think its more exciting than anything, Horvat said. Im just really happy to be part of the organization. I cant wait to get there to show them that I can be that guy that they picked at (No. 9). It was all a shock to me. But anything can happen on draft day. Horvat appears to be equipped to survive the inferno he faces. He had 61

points in 67 games for the champion Knights, and was named the Ontario Hockey Leagues playoff MVP for scoring 16 times in 23 games. He is supposed to be a big-game player. To hear my name called is every kids dream and my dream came true today. Not so much for either Schneider or Luongo, who politely declined The Vancouver Suns interview request on Monday. Luongo may have been busy with Canuck owner Francesco Aquilini, who flew to South Florida to do damage control and convince the goalie he can again be a trusted starter in Vancouver. It was clear that Luongo was blindsided and upset at the Canucks violent change of course, but the 34-year-old probably isnt skating away from the $40 million he is owed over the next nine years. He knows hes untradeable because his contract, as Luongo himself noted in April, sucks. It still sucks and the Canucks are stuck with it. Coach John Tortorella certainly is happy Roberto Luongo is still with the Vancouver Canucks, saying the goaltender will be "the backbone of our team." Speaking to TSN Drive radio, Tortorella on Wednesday addressed the situation that leaves Luongo as the Canucks' No. 1 goalie after Cory Schneider was traded to the New Jersey Devils at the 2013 NHL Draft on Sunday. The deal ended more than a year of goaltending controversy in Vancouver. "I think Roberto's a hell of a goalie," Tortorella said. "I've done many interviews, and people start saying, 'Well, Schneider's going to be the starter, and he's the backup.' Roberto Luongo isn't a backup. I watched him in the Olympics, I've watched him through his career. He is a really good goalie. "I'm not sure what happened along the way, how this all got into this here, but I'm hoping he will get himself straightened out mentally. I believe he will because everybody I've talked to said he's just a great guy and a great pro, and he's going to be the backbone of our team." Schneider became the Canucks' starter during the 2012 Stanley Cup Playoffs and seemed destined to be their goalie of the future. But general manager Mike Gillis was unable to trade Luongo and his long-term, expensive contract, leading to the deal of Schneider on
new CBA. Could it have been handled differently? I dont know. I think thats a question you have to ask them. It was asked of Gillis, who said he tried to get a roster player with the draft pick but couldnt. I cant look into a crystal ball, he said. Obviously, we had an established player with a no-trade (clause) who had to participate in a trade. We had a changing landscape with a lockout and new CBA. If I had a crystal ball, would we have done things quicker or earlier? I dont know. Maybe. But I dont have one. If you have one, let me know. Defiant until the end, Gillis even said at one point Sunday that the plan three years ago was to develop Schneider into a top-flight goalie, then trade him. And thats what we ultimately did, he said. But making him the starter wasnt part of the plan. Nor was embarrassing Luongo or creating a sideshow or, when a trade finally happened, dealing from a weak position because the Devils and everyone else knew the Canucks were in a bind. For the last year, weve explored every option that we could possibly have, Gillis explained. Things were heating up this week and we just felt we couldnt wait any longer. We had to do something to get this situation resolved and this was the best opportunity we had. Or the least bad one.

Luongo, 34, went 9-6-3 with a 2.56 goals-against average and .907 save percentage in 20 appearances in 201213. Schneider, 27, went 17-9-4 with a 2.11 GAA, .927 save percentage and five shutouts. Each goalie started two games of the four-game first-round playoff sweep by the San Jose Sharks. "It's kind of a unique situation going on with the goalies here, with [Schneider and Luongo]," Tortorella said. "From afar, I watched it last year and I thought those two players handled themselves tremendously. Again, I only saw a little bit of it. ... It was a really precarious situation." Tortorella said it's his job to push the Canucks to the Stanley Cup, and he expects Luongo to be the goalie when he does. "If you just wipe away what's happened, he is our No. 1 goalie, and I think that's the way he's got to look at it," Tortorella said. "And he's got to try to put our team on his back and carry 'em."

Amitesh Behari and Jainud Dean from Fiji will be officiating at the championship as the duo has been influential in the local tournament organised earlier this year. Behari has already officiated at the two FIFA futsal world cup and has a vast experience says he is very happy of what he ahs achieved so far following his fathers footstep who has been one of the top referees in the past. I need to be on my toes and be alert all the time and keep up with the pace of the game as losing concentration would mean you failed to officiate the match well and therefore anything could happen, According to Behari, he is working hard to be selected in the FIFA 2016 Futsal World Cup and achieve his dream. It is my aim to officiate at the FIFA Futsal World Cup in 2016 as it would be my third world cup which would be a major achievement for me. Every referee wants to achieve the best and I also want to do that by becoming the first referee in Fiji to officiate three consecutive World Cups. Officiating in many matches will help be gain more experience as every games are different. Behari added.
