Minutes of the 6 Session of the 20 Directorate of the XU-CSG for S.Y.

After determining the quorum existed, the 20 Directorate of the Central Student Government of Xavier University proceeded to do business. Opening Prayer: Agenda: 1. Pending Resolutions Resolution on Block Representatives Summit Ms. Veronilla, the proponent of the resolution, mentioned that there should still be an additional clause stating the purpose of the summit; and Mr. Laborte replied that each college will decide on the content of their own summit. Mr. Macandili added that the purpose of the block representatives summit should still be clarified. He also proposed a speak-upevent be held instead of a summit, stating that the former is open to all who are interested. Ms. Veronilla asked if the attendance of the Speak-up is good and Mr. Macandili confirmed this for the first few times it was held. Ms. Acebedo said that although it is up to the college to decide on how their summit will be done, she wished to clarify things between the summit and th e speak-up since the speak-up is open to all while the summit is for the representatives only. Mr. Laborte stated that although the speak -up is open to all, the summit is better and much more efficient since all blocks will be represented. Ms. Lopez supported this by saying that its not about the attendance but about connecting the co -curricular organizations to the councils in order to hear their concerns. Furthermore, the discussion during the summit can be controlled better. Mr. Neri clarified that for the colleges without blocks, representatives from their cocurricular organizations will be sent, thus changing the title of the resolution. Dawn C. Acebedo

After the body had finished discussing and reviewing the resolution and no other concerns were raised, the Convener opened the voting procedure for its approval. Six members (Ms. Acebedo, Ms. Almanzor, Ms. Veronilla, Mr. Macandili, Mr. Neri, and Ms. Lopez) voted yes. Three members (Ms. Vasallo, Ms. Petalcorin, and Mr. Guangco) were absent during the voting procedure. Having been approved by all of the members sitting en banc, the 20 Directorate approved the passing of Resolution 0017-1314, A Resolution Requiring all College Councils to Conduct a Representatives Summit, or its Equivalent Activity, in their Respective College. Resolution on Charters of all Student Organizations in XU Mr. Neri, the resolutions proponent, stated that it will be a challenge to require every organization to have a charter and the question if they are all under the jurisdiction of the Supreme Constitutional Court or the CSG will pose a problem. He then suggested that the scope of the resolution be limited to the co-curricular organizations and the councils only. He also clarified that the recognized organizations do not include those organizations that are program-based. nd Mr. Laborte suggested that the deadline for the submission be set on the 2 semester, specifically November 16, 2013, Saturday, 5:00 PM, and that both hard and soft copies be submitted. Ms. Acebedo emphasized that only the councils, co-curricular organizations, and AECO will be required by this resolution.

Resolution on Article III, Section 2 of the Magna Carta Since the two resolutions above consumed the allotted time (1 hour) for the discussion on the pending resolutions, this agendum was postponed to the next meeting. 2. Talk about Office of Research and Constituents Insights by Mr. Jahre Taedo Some of the highlights during Mr. Taedos talk were as follows: Mr. Taedo began by stating the purpose of his talk which was to explain the CSGs concept of the ORCI, since the colleges may have their own concept of it and some dont even have one. The ORCI serves as the brains and ears of the CSG. Brain because: They gather and analyze data They do strategize, evaluate and recommend. Ears because: They get the concerns and opinions of the students, as well as their stand on crucial issues. Three objectives of the ORCI: Provide credible and sustainable research and research data. Bring the voice of the students to the CSG. Constantly monitor and evaluate the operations of the CSG and provide feedback. Mr. Taedo also stated his other purpose which was to request each council to create their respective ORCI. Phases of the ORCI: Phase 1: Get the top 5 immediate concerns of students. Phase 2: Get the participation of every student if possible.

3. Second Reading of the Research and Constituents Insights Bill Mr. Laborte stated that although some of the councils already have their own ORCI, it would better help their council if this bill was passed since there is no assurance that their successors will continue to have the ORCI in their council. Passing the bill would make sure that the ORCI, which is a great help to them, would continue on even after they are no longer in their positions. Ms. Veronilla stated that although Mr. Laborte has a point, the council President still has the power to abolish an office in the council, meaning the sustainability of their respective ORCI will still depend on whether their successors will continue to have the office or not. Mr. Neri commented that should the bill be passed it will proceed to be implemented by the executive body, therefore removing the power of the council president to abolish the ORCI. Mr. Neri, after reviewing the title, noted that the title itself, which includes the word creating, is already a violation since the legislative body does not have the power to create; it is the prerogative of the CSG president to do so and give out an executive order. Furthermore, it is not stated in the constitution that the ORCI is not included in the 5 areas of impact, and therefore cannot be defended in the Supreme Constitutional Court. Mr. Laborte defended by saying that the ORCI is included in the area of Student Services and Welfare.

After the body had finished discussing and reviewing the covered contents of the bill, the Convener opened the voting procedure for its approval. Three members (Ms. Almanzor, Ms. Acebedo and Mr. Neri) voted yes. Six members (Ms. Vasallo, Ms. Petalcorin, Ms. Veronilla, Mr. Guangco, Mr. Macandili and Ms. Lopez) voted no. Having been not approved by majority of the members sitting en banc, the Second Reading of the Research and Constituents Insights Act of 2013 will resume on their other session. 4. Second Reading of the Anti-Vandalism Act of 2013 Ms. Veronilla asked whether the committee to be created is solely for the purpose of addressing the issue, to which Mr. Laborte replied that they will also act in coordination with the Office of Student Affairs (OSA), similar to the committee in the DRMN Act. Mr. Macandili commented that its good to have a committee although the challenge will be to maintain and sustain it; dili ra unta siya maparehas sa uban na dili ra kayo siya mueffect or kanang mawala ra kalit, he said. Ms. Lopez also shared the same concern, and hopes that they, the councils, will not be required to create a committee as well since they may end up being stagnant. Ms. Petalcorin appreciated the existence of the network that the bill will entail with the OSA especially that their college is far from the main campus.

After the body had finished discussing and reviewing the contents of the bill, the Convener opened the voting procedure for its approval. Six members (Ms. Acebedo, Ms. Vasallo, Ms. Petalcorin, Ms. Veronilla, Mr. Neri and Ms. Lopez) voted yes. Three members (Ms. Almanzor, Mr. Guangco and Mr. Macandili) voted no. Having been approved by majority of the members sitting en banc, the 20 approved the Second Reading of the Anti-Vandalism Act. 5. Second Reading of the ASC Charter This agendum was postponed due to time constraints. 6. Overview of the CSG Office of the Vice President Mr. Laborte clarified that the OVP has an executive function. But aside from this, it also has a legislative side since as he stated, they make laws, but they do not make laws. He presented its functions and its structure as well as naming the officers. He mentioned that Mr. Keanu Yu resigned as Chief of Staff and has been replaced by Mr. Alton Dapanas since Ms. Jamito, who was the Deputy Chief of Staff and is next in line, chose to handle the External Affairs and Relations Bureau instead. He has also informed the council Vice Presidents, during their meeting and legislative update, to send a representative to assist the Legislative Technical Affairs Bureau and Legislative Reference Bureau, so as to connect the local legislative bodies to the Directorate.

7. Other Matters

A. Notice from the Supreme Constitutional Court


Mr. Laborte informed the body that the SCC had already received and validated the Disaster Risk Management Network (DRMN) Act of 2013. In reply, they sent a letter requesting for an oral presentation from the Directorate during any of the schedules they have written in the letter. After having inquired the members, the selected schedule for the oral presentation of the DRMN Act of 2013 to the SCC will be on June 20, 2013, Thursday, 11:00-11:30 A.M. The available Directors who will represent the Directorate on the session will be Ms. Acebedo, Mr. Guangco, Mr. Neri and Ms. Lopez. Furthermore, Mr. Laborte informed the body that he will not be able to attend the presentation due to the University Academic Council meeting. B. Feedback from the Human Resource Office (HR) regarding Resolution 0009-1314 (Resolution on Office Hours) Mr. Yu, who sent a copy of the resolution to the HR, opened the discussion regarding a few concerns from the said office: 1. They require documented reports of incidents regarding the violation of the office hours. These may include personal statements and/or experiences (although with confidentiality of any witnesses); 2. They require the names of the offices which have committed the said violation; and 3. Furthermore, do these said violations happen often for the same office? These concerns were raised because of some exceptions for having to violate the office hours: 1. The office must have informed the HR beforehand and must have a valid reason(s) for closing during office hours. 2. If the office was not able to inform the HR beforehand and have to close, they must post a notice informing the students. Mr. Laborte mentioned that it will be difficult to file such reports since there may be no st documentation in the 1 place.

After discussing the possible solutions, it was decided that Mr. Yu will report back to the HR and inform that there may have been incidents but have not been documented and filed, and for mitigation purposes, request that a reminder be issued instead to all offices and not a reprimand to any specific office that has committed any such violation. C. Red Mass Mr. Laborte informed the council Presidents that they are required to join the Red Mass on June 26, 2013, Wednesday. He also said that the banners are ready, and that only the male Presidents will carry the banners and take part in the procession. D. Inter-branch BOLTS Mr. Laborte informed the body that the inter-branch BOLTS of the 20 Directorate, Dept. of Student Services and Welfare (DSSW-CSG), Local Legislative Units and the Office of the Vice

President (OVP-CSG) will be held on June 29-30, 2013, Saturday to Sunday at the university grounds. Furthermore, the counterpart will be P100.00 and it will not be an overnight. E. The Twentieth: 2 Decades of Student Legislation Mr. Laborte mentioned that there will be a project with the Office of the Vice President in celebration of the 20 years of student legislation. This project will be in cooperation with the Directorate. Details will be out soon. F. 7 Session The Presiding Officer informed the body that their next session is scheduled either on June 26, 2013 or July 3, 2013. It was decided by the body that it will be held on July 3, 2013, Wednesday. The time will be posted on a later notice on their Facebook group.
