As illinois Governor J . Edgar signed
SB#1477 into law, mandating the
training of police and firefighters
academy graduates in advanced CPR
and First Aid, President Clinton signed
an appropriation bill which illinois
Congressman Richard Durbin
sponsored.
Congressman Durbin and his
Legislative Aide Jim Jepsen, worked
with the National Highway Traffic
Safety Administration for several
months to reach an agreeable
alternative to address this national
prohlem.
As the appropriation bill points out,
"Access to emergency medical services
is critical to prevent unnecessary loss of
life and injury to victims of traffic
accidents. NHTSA's Bystander Care
Program is designed to improve the
emergency care given to highway
accident victims, particularly in rural
areas. The committee is concerned
about the level of training provided to
police officers and other emergency
personnel, particularly in small town
and rural areas . Police officers are
often the first called to the scene in
cases in volving trauma. In those initial
life-or death moments after lUl accident
has occw-red, the skill and training of
police officers and emergency personnel
in first aid and cardiopulmonary
resuscitation (CPR) is critical .
The Conunittee urges NHTSA to
encourage states to require first aid
and CPR training for all police and
emergency services persolll1ellUld to
increase the technical assistance
provided t o st ates and local
governments to improve the emergency
medical services training provided to
police and other emergency medical
services persolUlel.
The COllnn.ittee directs NtlTSA
through its regional offices to
encourage states to allocate section 402
funding in thei.r state highway safety
plans [or the development of. First Aid
and CPR traiuing and certification
programs for police and other
emergeney services per sonnel".
Since t he signing of this
appropriations hill , Congressman D.
Durhin has w ri tten the illinois
Departmen t of Transportation. lU'ging
them to give CPR lUld First Aid
certification to all police and
fir d ighters, high priority.
He continued to w-ge that lDOT
work with the Save A Life Foundation
in the development of illinois' plan to
strengthen CPRlFirst Aid certifi cation
for police and other emergency
persolll1el.
SALF extends our appreciation to
illinois Congressman Durbin. Senator
Raica, Representative Hoffman, all the
cosponsors and stall" to make this
happen.
New Federal Legislation
To Be Sponsored
Eight months ago SALF had Ii meeting
with the office of Massachusetts'
Congressman, Gerry E. Studds, who
has since drafted a proposed bill. The
bill directs the Secretary of Health and
Human Services to provide state with
recorrunendations relative to
LifeSaving First Aid. in such areas as
training for those with professional
licenses; 9-1-1 dispatchers, fire fighters,
teachers, and daycare providers.

Safety and Prevention
Conference in Colorado
The 2nd Annual Colorado Safety and
Prevention Conference, April 2527th. 1995
will be held in Breckenridge, Colorado at the
Beaver Run Resort. There will be three
tracks : Traffic Safet.y, Fire Safety and
general Injury Prevention . The joint

Traffic Safet.y/Office of Transportat.ion
Safet.y and t.he Fire Safety Educators of
Colorado. Dr. Richard Martinez Dir. of

SALF GOES BACK TO
WASHINGTON
Save A Life Foundation board
members were invited to discuss CPR
and First Aid training as part of the
Health, and Welfare Reform Bill,
December 13th, in Washington, DC
Representatives of the White
House Domestic Policy Staff, met with
Senator Carol Mosley-Braun's
Legislative Assistant Pam Smith. and
SALF's Carol J. Spizzirri, Adam
Zakrocrnski , Steve Cole, and Ralph
Shenefeld, revi ewed the various
avenues that CPR and First Aid
training could be incorporated in up-
coming legislation.
SALF illustrated the need to train
all public servan ts in these life saving
skill, which in turn would enable to
maintain life until medical
professionals arrived. This in turn
would allow a victim to arrive at the
hospital in better condition, reducing
fatalities, disabilities, and over-all
hospital cost.
Another issue that we covered in
our meeting is oou "Save A Life, Not
Take One", program which includes
basic training as part of a driver's
educational class. If this program
were enacted, our youth would be
prepared to take their skills .on the
highway .... at work, or in their own
homes, saving lives. This programs
also extends to high crime
communities, which train
disadvantaged kids and welfare
mothers how to become a valuable
part of Emergency Medical Service
within their own communtity.

a EMT and able to work as part of the
EMS system. An alternative to crime.
The Washington trip included
meetings with the offices of Sen.
Braun, Congo Gutierrez, Congo
Durbins, Congo Porter, which are all
representatives from illinois.

SALF with Star's
The 1994 National Safety Council
Congress was held in San Diego,
California this year . Not only was the
events filled with power
presentations, exhibits. a gala of
events, but numerous meetings with
SALF supporters.
Bobby Sherman, former teen idol , is
now a father and making a life saving
difference.
Since he stared on programs as
"Shindig" and "Here Comes the
Brides". and his singing career with
hit's like "Easy Come, Easy Go" and
"Cried Like A Baby", Bobby has been
instrumental in training LA police and
fir efighters in CPR and First Aid.
BOBBY SHERMAN
While he still sings and performs
for television, Bobby's first dedication
lies with saving lives as a E1vlT,
Firefighter, Police Officer.
Beyond Bobby's busy schedule, he
trains CPR and First Aid to police and
firefighters, and finds the most
reward, when that victim starts to
breath again, after he administered
CPR.
Bobby works closely with Allan
Cowan, LA's Paramedic Chi ef. and
the members of the LA City
Firefighter's Assoc. Whi ch SALF
extends our appreciation for their
support.

high crime area in New York. and
gave an alternative to violence. By

Within two years of it's forming,
BSVC was responsible for training
1,200 persons. who now work for the
state of New York as EMT's ;
David Hasseloff (SALF's Honoree

Besides our meeting with John
Walsh of "Ameri can Most Wanted",
who offered his support and
commitment to work together on each
other's concerns, SALF received
strong recognition from the members
ofBAYWATCH.
David Hasselhoff has recently
created a new Public Service
Announcement for SALF. This last
November BAYWATCH aired a
television program based on the need
to learn CPRlFirst Aid skills
illustrating the Save A Life
Foundation banner.
While on the set, Ciprina Spizzirri
(15 years) had her first experience
with the television cameras. , when
David's long time friend and agent
and Gluck volunteered her to be a
stand-in for their last program of the
season. It will air in March.
The BAYWATCH show has been
responsible for hundreds of lives being
saved, since it's airing on national
television. This has been
accomplished by their weekJy episodes
including actual hands on
demonstrations of CPR and First Aid
procedures Viewers send appreciation
letters to . the producers weekJy,
because they saw what to do to save
their own family member's life.
BAYWATCH believes that CPR and
First Aid is basic and easy to learn
and saves lives David himself has
recently saved the live of a woman
who collapsed on the set this past
year.
David's career has lead him to new
heights as a singer and has become #1
in Europe; along with BAYWATCH
being the nwnber 1 television
program in the U.S.A. and over seas.
This is not surprising when you meet
the man and the BAYWATCHpeople.

n Focus Statewide Attention
in Illinois
Save A Life Foundation will sponsor a
Save A Life Week February 20 - 27,
1995, eA-panded from just a single day
last year. Co-sponsored by the illinois
Hospital Health System Association
(formally illinois Hospital Assoc.) local
hospitals, fire departments and
healthcare agencies. the week's events
will focus on training illinois residents
in CPR, along with demonstrations of
first Aid procedures. A press
conference will be held on February
21st at the Hyatt Regency Chicago at
10:00 a .m. to kick off the week's
events.
illinois Governor J. Edgar's
proclamation will spearhead the
largest state-wide effort to train
illinois residents in basi c first aid/CPR
skills. This follows the bipartisan
passage of S8#1477, mandating
advanced first aid training for all
police and fir e aca demy graduates
effective J anuary 1st, 1995.
"Public education is the greatest
weapon we have in the fight to stop
the needless dea ths of our loved one's
said Carol J. Spizzirri , founder of the
Save A Life Foundation. Spizzirri lost
her own daughter in a 1992
automobile accident. According to
CaroL "Firs t Responder Care could
probably ha ve made a differ ence for
my daughter" .

Safety Council , Illinois Red Cross.
local parameclic, EMT's and private
training agencies such as EMP

According to Nancy Krier , V.I'. of
illinois Hospital Health System
Associa tion, "Over 40 hospitals have
already signed up to host a Save A
Life Week event and
acknow ledgments are still coming in
daily. This is a big increase over the
last year in hospital support. I think
hospitals are realizing the dramatic
and positive effect this type of
outreach and training programs can
have on their surrounding
communities."
Save A Life Foundation is seeking
sponsors to help underwrite the cost
of producing and clistributing support
materials and services. These include
a comprehensive "Event Kit" which
will go to all sponsoring locations.

Week represents a significant

a clifference in your community, " said
Adam Zakroczynski , chairman of the
Save A Life Foundation and V.P. of
Meclical Devices International , who

hundreds of people and bring national
attention to this worthwhile cause."

Foundation is a not-for-profit
organization that advocates basic first
responder training and first aid and
CPR, for police officers, firefighters ,
teachers, coaches and other public
servants. In 1995 increased focus will
be given to community awareness
programs and ByStander training for
the general public. SALF supports
recertifi cation legislation for all public
safety workers .
