Deb Matthews: I am writing to file a formal complaint against the Ontario Association of Community Care Access Centres (OACCAC) for deliberately and consistently propagating a false and misleading statement to the public through various media channels. The statement I refer to is that more than 91 cents of every CCAC dollar goes to direct client care. Any objective analysis would find this statement to be false. As but one example, the following was stated in an OACCAC press release of March 27, 20121, which includes the following paragraph: CCACs are among the leanest health care organizations. Dedicating more than 91 cents of every dollar received to direct client care, CCACs provide comprehensive services and care across the continuum of care for Ontarians of all ages. As anyone involved with CCAC operations would know, these comments from the OACCAC in this press release were clearly misleading and false. It should go without saying direct client care means the provision of care. Examples include: the changing of briefs, washing and transferring of patients by PSWs; the changing of wounds and administration of medication by nurses; the assessments of mobility, promotion of accessible home environments, and development of strategies to regain activities of daily living by occupational therapists; the strengthening of muscles, promotion of balance and coordination by physiotherapists; the assistance with challenges of speech and swallowing by speech language pathologists.

Some community care access centres do provide some direct services. But this is the exception. The stated purpose of access centres is to connect people to services, not to provide services. Provision of direct care is generally provided by frontline workers in service provider agencies under contract with community care access centres. From a review of the financial statements of all 14 CCACs in fiscal 2010/11, I found roughly 65 cents of every CCAC dollar received was spent to purchase direct client care services. And, as you well know, a significant portion of this spending goes into covering overheads and profit of these frontline agencies, further reducing the actual spending on real direct care. Senior directors of client services do not provide direct services. Nor do managers of case managers. Case management itself, now being called care coordination, is not direct care. Suggesting case management is the provision of direct client care is an absolute falsehood, to which many case managers, if being honest, would attest. Yet several CCACs are now following the OACCAC propaganda lead and reporting case management as direct client care in their financial statements and annual reports. This misrepresentation is highly unethical. Ontarians, quite frankly, are getting very tired of dishonesty from government and its bureaucrats. Your Ministry has had scandal after scandal. Now we have the gas plant scandal and the destruction of documents by senior bureaucrats under the Ontario Liberal Partys watch. Enough is enough. The Ontario Association of Community Care Access Centres (OACCACs) claim that more than 91 cents of every CCAC dollar goes to direct care is anything but transparency and accountability in health care. It should be seen for what it is, false and self-serving propaganda. I am requesting your direct intervention in this matter leading to a public retraction of this false statement by the OACCAC, and a commitment to honesty in CCAC financial reporting.
