INTRODUCTION

The Barangay is the smallest local government unit that composes municipalities and provinces. It plays the most important role for the success of the higher local government unit because through it, the goal of the municipalities will be materialized by its help. This smallest local government unit is guided by the Local Government Code that provides laws that the Barangay is obliged to follow. In the said code it is stated that the Barangay Council is composed of the Barangay Chairman and seven Councilors. It is also states that it must have two appointed officials that will serve as Barangay Secretary and Barangay Treasurer.

On other hand the residents of each barangay that composes the Barangay Assembly must know the provisions stated in the new code for their welfare. The most effective way to immediately put in hand and materialize the goal of having economic stability and progress of our country is through, the Barangays wherein the first step of progress is started as well as the initiation and implementation of laws.

The barangay is a political and a progressive level of the local government that serves as the primary unit that traces and implements the government laws, plans, projects as well as other activities for the welfare of its citizens. It also serves as the way wherein collective opinions of the citizens can be expressed, and be considered and clarified through initiatives and referendum. It also the first step in settling the misunderstanding and troubles between residents, as not to go further.

COMMUNITY SETTING

Historical Background

Barangay Langkaan 1 was originally a part of the landholding called Haciendas of the Spanish friars during the Spanish Regime. The Spaniards constructed several irrigation dams. One of this is the famous dam called the San Agustin dam located at the western boundary of the Barangay. It was completed in the year 1855. The dam has an underground canal dug across the field towards the east and finally connects the other river. A concrete water passage or overpass waterway was built to service indigo plants located in this place. A concrete enclosement wherein indigo was extracted into dyes can be traced until now. It serves as a landmark of Spanish influence. Formerly, the barangay was just a small sitio which later became a progressive village. The name of the barangay came from a few villagers who cultivated a certain spot which they planted with jackfruits. The small plantation was then called Langkaan which was established around 1900. During the early years, Langkaan was composed of two sitios. Four kilometers directly south of the barrio lies the sitio Humayao and in the southeastern part, the sitio of Capdula which nestled on a hilly plateau. After this, the area of Asyungan was added to the barangay.

The barangay is composed of high and flat elevated lands which are suitable for farming. Several rivers serve as irrigation in the rice fields located in the Municipality of Dasmarias and its nearby barrios. It also contributes to the drinking water needs of the whole town. Waterfalls could also be found in these rivers. These are the Pinaghulugan falls and the Kakanlog Falls. Sugarcane has been grown for a very long time but it was the Spaniards who turned it into a profitable crop because by the middle of the 17th century it became our leading export to other countries. The barangay folks engaged in sugar planting. The place has several sugar mills called trapiche and the carabao was used in place of a machine in turning the mills. The owners of the panucha industry were the late Don Placido Campos and Andres Medina. By the coming of the Americans in the country, the place attracted many settlers from the poblacion in the year 1920 up to 1930. They are the families of De Lima, Bautista, Empeo, Laudato, Medina, Quillao, Remulla, Reyes, Sango, Satsatin, Sarabusab, and others. During the American Occupation, love and respect from the aroused people were tamed by means of money, food, clothing, and jewelries. There was a sona facing the people to move to the town which were surrounded by fences. They used diplomacy and money in winning the people. They introduced the new form of democratic government. Barrios were organized and headed by the Tiniente Del Barrio headed by higher officials.

Health and community was cared for and education of the masses begun in the year 1941. During World War II, the Japanese had a large plantation of cotton in this barrio. The villagers were forced to work in the farm with low compensation. Everyday they were obliged to work in the farm. The place was also noted for its camps of guerillas in the whole province during the Japanese occupation. General Castaedas unit lived in this barrio for a long time. Other units took advantage of the weakness of the people. They robbed, corrupted and vandalized the populace. Among the historical events in Langkaan was when the people used to hide and sleep in the forest fearing that Enong, a spy of the Japanese knew about the guerillas staying in the barrio. After the proclamation of Martial law, the barrio became progressive. The peace and order situation were rid of undesirable elements. The rural development is being undertaken by the government under the New Society. New roads and concrete bridges were constructed connecting Dasmarias with other neighboring towns. The government provided more artesian wells in the community. The Barangay has now a complete elementary school and a modern Barangay Health Center. In addition, a big and modern aluminum plant Reynolds Philippine Corporation was setup in the year 1980. And by the 1990s,

the First Cavite Industrial site was set up in the property of NDCMarubeni. In the year 1990 Langkaan was divided into two barangays covering Resolution No. 359-90 this divided the Barangay into Langkaan I and Langkaan II. Langkaan II covers the sitios of Humayao, part of Cityland subdivision and part of First Cavite Industrial Corporation. By September 18, 1990, from the Resolution No. 82-A-S-90 which created a new barangay out of the mother barangay was to extend the maximum benefit of basic services rendered by the local government unit. In September 12, 1990, from the Resolution No. 108-S-90, a resolution amending Resolution No. 82-A-S-90 of the Sangguniang Bayan of Dasmarias: RE: Creation of New Barangay as mandated by law. With the massive rural development program the barrio has a potential to become a progressive and industrial barrio because of the big corporations which started to buy hundred of hectares of land for future development.

Geographical Location

Barangay Langkaan 1 is located in the southwestern portion of the Municipality of Dasmarias. It is bounded in the North by Governors Drive, South by the Municipality of Silang, West by Langkaan II (Main Road of FCIE) and on the East by the Dasmarias river, Calamias Creek and the Barangay of Sampaloc I. It is surrounded by barangays Sampaloc, San Agustin, and Langkaan II. Land Area The total land area of Barangay Langkaan I has more or less One Thousand Two Hundred Hectares (1, 200.00).

Total Population
Population is the whole number of people in a place or in a given area. The population study is based on the population report from 2002 Census of Population. Barangay Langkaan I has more or less Twenty Thousand (20, 000) individuals.

Election Data
The total number of registered voters in Barangay Langkaan I as of April 4, 2004 base on the COMELEC Office are Four Thousand Three Hundred Forty Four (4, 344).

Employment
Employment is one of the sources of income of the residents of the Barangay Langkaan I. It is the act of employing or the state of being employed, the work upon which one is or maybe engaged? Many people are going to migrate from their provinces in order to find jobs in the company for their personal and family needs. Business is a trade, a pursuit or occupation, profession, and commercial affairs. Some of the residents of our Barangay have engaged into entrepreneurship such as hardwares, apartments, groceries, sari-sari stores, bakery, canteen, carinderia, restaurant, boarding houses etc. Hardware Grocery 3 10

Agricultural
Crop Production
Production is the act or process of producing. A crop is a cultivated plants and grains collectively. During cropping season the farmers are engaged in crops like palay, corn, fruits, vegetables and others. The farmers use methods and techniques in farming that are fairly advanced like the use of facilities/equipment like the Baby Cono, Thresher, Concrete Pavement dryer, Power sprayer, Kubota, flowing, tracer, tractor, etc., which contributes to the advancement.

Livestock in our Barangay are carabaos, cows, goats, dogs, and others.

Transportation Facilities

Barangay Langkaan 1 is accessible to transportation because it is situated along the national road. The barangay roads is properly maintained however, there are only about four (4) roads that needs to be paved such as Zone 3, Zone 4, Zone 5, and Zone 6. Some parts of these roads are rough roads and the budget for the construction and maintenance of concreting are now in process.

Water Supply
Water is the one of the most important needs in our daily life. In our barangay we have a natural spring that can source clean water for our resident needs. We have also small rivers, streams and creeks. Our water supply also comes from the Dasmarias Water District and they have also set up a deep well in our barangay to supply water in other barangays. Aside from that, some residents have their own deep well and for their own water supply.

Communication Services

Communication is the act of communicating, it is important to the residents of our barangay. The residents of our barangay are relying upon three (3) agencies for their communication which are Digital Long powered Telecommunication Distance by Telephone Smart Company (PLDT) (DIGITEL), and Globe Globe Philippine phones

Telecommunication Company. Residents are also using cellular Communications, Communications and others. In our barangay we have also three (3) cell sites to serve which is the Nextel Tower located at Zone 3, Globe Tower, Sun Cellular Tower located at Zone 4, and the Smart Tower which is under construction located at Zone 5. Two way radios are also used in our barangay basically the barangay tanod and the barangay council.

Waste Disposal

Disposal is the act of disposing. As we all know, the number one problem now is the solid waste disposal. All the garbage in the barangay is collected by the garbage truck purchased by the Sangguniang Barangay which is dumped at Barangay Salawag landfill. There are some residents having the enough space to have a garbage pit and they burn the garbage in their backyards however, 90% of the residents are still depending on the collection of the Barangay.

Power and Electrification


Electric is derived from, produced, or operated by

electricity. Electricity is the fundamental property of matter which associated movements, free controlled, and lead to the development of fields and potential energy that are needed in our daily life. The whole barangay are relies on MERALCO for the supply of electric power. The main source of power supply is the National Power Corporation (NAPOCOR) and it is distributed by MERALCO.

Housing

Housing is the act of providing with a house or shelter. Housing or subdivisions located in our barangay, namely: Village Park Subdivision, West Beverly Hills, Windsor Estate, Pueblocillo Subdivision, Grand Garden Villas, Pamela Homes, Ville de Soleil, Hauskon & Banner Modular Homes.

Presence of Media Facility
Media are devices that can be used for storing data. The presence of media in our barangay comprises the nationwide newspapers which are daily circulated. And television channels and radio stations which are clearly received in the area.

Land Use
Land is the solid substance composing the material part of the earth; ground or soil. It is generally classified as suitable for cultivation. The land use in our barangay is residential, commercial, industrial, and agricultural.

Health Facilities and Services


Health is present in any living organism, exhibiting general condition of body and mind. Barangay Langkaan 1 has 3 day care workers, 1 barangay health worker, and 1 midwife which are assigned by the Municipal Government. To provide children with the start of a right balance, nutritional ration and conduct the barangays offers informal pre-school education program to pre-scholers, the barangay employed day care worker for that responsibility. The health worker is responsible for the coordination and dissemination of information on health care. They conduct home visitations and set all schedules where they will be staying in the Barangay hall to issue some medication to

the residents of the Barangay for free. The midwife is the one who back stops the activities of the barangay health worker & nutrition scholar (if any) in the community. She will be the one to give instructions and direct these barangay workers. The midwife also does all the necessary records of information about the health status of the residents of the barangay.

Toilet Facilities
Toilet is a fixture in the shape of a bowl, used for urination and defecation. Toilet facilities used in our barangay are water sealed and is presents in the barangay hall

Environmental Concern
Environment is all the matter and forces around us. The improper disposal of garbage of the residents of the Barangay may contribute unhealthy environment which may lead into sickness to the people, it must be the greatest concern of the residents for their environment. In view of this we are purchasing equipment to solve this problem. We have also planted trees along the roads covering the whole barangay.
