2 Samar police chiefs axed over illegal gambling


CAMP KANGLEON, Palo, Leyte - One strike and you are out! The regions top cop ordered the immediate relief of two police chiefs in Samar for failing to curb illegal gambling in their areas of jurisdiction in line with the One-Strike Policy of the Philippine National Police (PNP) on illegal gambling. This serves as a fair warning to unit commanders for them to take our thrust seriously. Those who will be found inefficient or wanting in their efforts to stop and eradicate illegal gambling operations in their respective jurisdiction shall be relieved from post and be charged administratively, if evidence so warrants, PCSupt. Elmer Ragadio Soria, director of Police Regional Office 8 (PRO8) said. Though he did not name the police officers, Soria said that one police chief was assigned in Samars first district and the other one in a coastal town in the provinces second district. The police chiefs were found remiss in their duty to curb illegal gambling activities in their areas of jurisdiction and violated the PNP Letter of Instruction 27/2012 pertaining to policy on the campaign against illegal gambling, Soria explained. CATARMAN, Nortrhern Samar - A young village chief was shot dead Tuesday afternoon by still unidentified suspects in the capital town of Catarman in Northern Samar. Catarman Chief of Police Superintendent Bernardo Raquiza confirmed that the victim was Ber Palco, 29, single, barangay chairman of Cabarian, Pambujan town this province. The incident occurred at around 4:40 Tuesday afternoon in Purok 1, barangay Dalakit this town. Based on initial investigation by the Catarman PNP, it was said that Palco was with his girlfriend, Genie Lucban, when the incident occured. TACLOBAN CITY In this digital age, children in urban areas are becoming technology savvy and have almost forgotten the traditional games. Although, the situation seems irreversible, there have been efforts to revive this cultural identity. Equipped with sacks, sticks, cans, baskets, and pots, some 50 children gathered to join the Filipino Traditional Sports Contest held yesterday at the University of the Philippines Tacloban College Campus. The Department of Tourism, in collaboration with the Tacloban City government and Leyte provincial government, held the Mulay han Kasanhi (games of the past) in a bid to promote games played by their parents and grandparents. Remember few decades back, children used to gather in the streets or in their neighborhood field to play their favorite games and they had fun. The pain would cause me to take different sitting positions each time I ride a car for a travel time that lasts at least 45 minutes. Thats troubling enough because others dont see your pain and only you can feel it. That was why I had hesitations last Friday morning to travel to Catbalogan City and then Calbayog City in Samar a trip that for a Grand Tours airconditioned tourism-quality car [my favorite] normally takes two hours from Tacloban HUC. In the past, my better half kept insisting that I should already be spending some days again in the hospital for the removal of the lump on the left of my nape that had re-grown after its first emergence was surgically removed more than six years ago, and a new lump on the lower left of my neck that continues to grow and be noticeable already. I think I should already undergo a cranial CT scan after a thorough medical check-up. The new bulge on my neck made me think last Monday evening that it has been the cause of loss of breath which I repeatedly experience just any time of day or night whether awake or asleep. Its quite common that when government officials are caught for irregularities, they suddenly get sick with an illness so serious that they cant help but stay in a hospital for quite long, unable to cooperate fully with the investigations done and to face the sanctions they are made to answer for. Before the said discoveries, however, they are as healthy as kangaroos. So healthy that they can easily establish connections, spot various areas from which they can secretly draw huge amounts, make cunning arrangements and transactions with key people, and look for financial institutions in which to deposit their hoard of cash. They also have all the time in the world to scout for properties and other assets which they can buy and

claim ownership as a result. That is precisely the reason why many of our officials and former high ranking personalities in various agencies have houses and lands and a lot more in other countries such as the United States despite the high cost of living there. In short, they can afford to buy properties in such places. How pathetic they turn out to be after being finally caught doing irregularities. They immediately assume humble looks, extreme kindness to people, innocence, looks of persecution, and serious religiosity. These are the traits that break a Filipino heart which is innately endowed with loving-kindness and pity towards the oppressed. Our actors and actresses under scrutiny know all about this, so they ride

on these inherent traits in hopes of being forgiven and to get away with their crimes. They bank on our quickness to forgive and forget, especially on our tendency to really take pity on people who are suffering from grave ailments. To activate this propensity in us, they put on the front of agony and despair so we would forget the foolishness that they once did. Indeed, many of our people even among the authorities eventually give in to pity. They easily forget the misdeeds of corrupt officials; they are quick to forgive the wrong done. While this is an admirable virtue, this wont help in solving the problem of graft and corruption. It wont stop the corrupt officials but will instead encourage more irregularities, knowing that nobody goes to jail for it. In fact, the ones pursuing the case appear to be more villainous than the offenders. And so the cycle of corruption continues. All that one should do, after having been caught for graft, is to play the sick before the eyes of people who, in the process, will shed tears of pity all the way to ultimately forgiving the offender and setting him/her free from legal responsibilities.

TACLOBAN CITYBFP is now on red alert for the celebration, ready to respond in case of any fire occurrences in the city, said Janele Homeres, pre-fire planning training and community relations section information officer, during an interview. In preparation for the Day of Festivals, the Bureau of Fire Protection Unit-8, in coordination with the city government, is on red alert status until the city fiesta on June 30. Just yesterday, some fire officials attended a meeting headed with some city officials which centered on the full coordination of the various government agencies, especially the BFP in enforcing vigilance in full effort for the safety of the people during the upcoming festival. Homeres said that they are taking preliminary actions in preparation for the celebration, one of which is identifying strategic locations around Tacloban, which are mostly public assembly areas such as parks, malls, business establishments that are at risk for fire occurrences. These identified areas are provided with one fire truck and six fire crew with one operator who are ready to assist the area in case of fire occurrences in their designated location. Moreover, Homeres also revealed that through their excessive efforts on conducting year-round seminars, lectures, fire drills and post-evaluations to their specific AORs, there was a 50% decrease of reported fire incidents in Tacloban City, from 86 fire incidents reported last 2010 to 36 reported fire incidents as of yesterday. A protected area, the caves complex is also the habitat of rare species of blind crabs and the 7-cm long hypogean blind fish. At dusk, hundreds of thousands of bats could be seen hovering over the cave entrance.

The PAWB also initially approved P10-million funding for an ecolodge in Basey, Samar, the host of Sohoton Cave and Natural Bridge. The SINP also sent a proposal to construct the same facility in Maydolong, Eastern Samar for Canopy Forest visitors. Ecolodge facilities are built to enhance natural environment and monitor visitor movement or activity. The facilitiy is characterized by its design and materials used blend with the natural or cultural value of the tourism site.
