On Dreier and Leiga
Dear Editor Claremonts former Mayor Al Leiga (Readers Comments, April 10) has only praise for Congressman Dreiers no vote on health care reform for his fellow Americans. He says its a Trojan horse. But lets look a little deeper. After his no vote, the Congressman still retains the government-paid, luxury health plan that has been looking after him for the last 22 years at full taxpayer expense. There are no deductibles for the congressman. The congressman is also one of those career politicians the Republicans claim to hate. Congresman Dreier has never held a job in the private sector or relied upon private insurance for health care. Now we learn from Al Leiga that whats good enough for Congressman Dreier is not good enough for the rest of us. For my part, I would be more comfortable now with this reassurance were Congressman Dreier nobly to renounce his own fully paid, socialistic health care so that he can join everyone else in the private marketplace.

Take the pledge


Dear Editor: For the last four years I have worked as a volunteer Tax Aide helping senior citizens to prepare their tax returns. Even with uncomplicated tax situations some senior citizens are afraid to prepare a return themselves because they cannot get through the perceived complexity. In general it seems that most taxpayers dread completing their own tax return. In contrast to the grassroots view, our elected officials are oblivious to all the complex tax law havoc they continue to create. Now is the time to ask all candidates and elected officials to take a new pledge: I will prepare my own tax return. For the gold standard a politician will prepare the return using only pen, tax form and calculator. The bronze standard will allow the use of personal tax software. I am convinced that once politicians drink the Kool-Aid of their legislation they will want to simplify the unbelievable complexity of our time-wasting, and often counterproductive tax laws.

The rambling rants


Dear Editor. Enough already! Letters to the Editor has become nothing but a sounding board for the ramblings of Douglas Lyon. It is always the same old rant. Why people bother to respond is beyond me. It is boring. Does no one else write you anymore? Claremont abounds with well educated people. If we must hear from a radical right position week after week, at least print letters from someone who has a background in history and some understanding of the Constitution. Letters used to be my favorite part of the paper.

Police issue warning on aggressive flasher

he Claremont Police Department has issued a warning to college student and residents about a flasher who exposed himself to a student last week.

On Thursday at 11:53 p.m., a female Pitzer College student was walking alone near the area of Sixth Street and College Avenue when a car pulled up next to her.

In the drivers seat of the vehicle was a man who was not wearing any pants and was masturbating. The victim began to walk away from the vehicle, but the man pulled his car ahead of her and began to exit the vehicle. Thats unusual, Claremont Police Lieutenant John Traber said. Exiting the car or trying to approach the victim is rare in these cases and is particularly concerning. The woman ran from the scene and eventually contacted a campus cleaning crew, who notified campus

safety. Claremont Police officers responded to the area but were unable to locate the man. He is described as a Hispanic male, age 20 to 30, 5 feet 6 inches tall, 200 pounds and has a long beard. He was driving an older model multi-colored sedan. Lt. Traber urged residents not to walk alone late at night or early in the morning to avoid being in harms way. Anyone with information regarding this crime is asked to contact the Police Department at 399-5411.

Community services take big hit in budget reduction


udget cuts have already decimated city staff and resources to provide services to the community. Now the future of an entire city department could be in jeopardy as the city deals with its budget crisis.
Commissioners expressed concerns about eliminating the departments top position. The Department has been beheaded and emasculated but still has the major responsibility of presenting a visible image of a well-maintained and attractive city, said Commissioner Muriel OBrien. Commission Gary Garfield was concerned about the lack of leadership for the department without a director. Leadership needs to be a catalyst for change or growth, Mr. Garfield said. Without that position on a permanent basis, I think the city and this department will suffer. As the department moves towards outsourcing its work, city-run sanitation services could be the next in line. The city employs 17 full-time and 4 part-time staff members for the solid waste program at an annual cost of $5.8 million. In the coming months, the city council will discuss the possibility of contracting out Claremonts sanitation services, a job the city has done itself since it was first incorporated. Obviously if that particular operation is privatized, that would reduce the department down to just a few operating areas, Mr. Malloy said at the meeting. Claremont Mayor Linda Elderkin has already come out against privatized sanitation service for the city. But other council members have pushed for a discussion of the option as they consider more ways to trim its operating costs. Other scenarios for the Community Services Department are possible. The Department could be downsized to become a public works department or dissolved altogether with staff and functions being given to other departments like the Human Services Department and Engineering. Mr. Malloy said the city is conducting a study on retrofitting the Community Services building and city yard for converting the building into a police station. If we lose the solid waste program, theres nobody left in the department, he said. Weve got a monstrous, beautiful facility down there with just a few people around in there. Right now in the administrative building, there are 6 of us occupying the building with over half the building empty. I mean its like a ghost town. Also at the meeting, the commission was asked if limiting meetings or subcommittees would be an option to lighten the load on an already overworked city staff. City staff members must be present at commission meetings and spend significant time preparing staff reports. Were in survival mode right now, Mr. Malloy said. Ive got 2 ladies there [Management analysts Stacey Niemeyer and Anna Sanchez] working their fingers to the bones. Its very difficult times. The Community Services Department is the second largest department in the city after police. The department has 45 employees and a budget of $16.2 million.

The Community Services Department, which handles sanitation collection and the ongoing maintenance of Claremonts celebrated parks and urban forest, could be radically transformed in the coming months. At the Community Services Commission meeting on Thursday night, the commission heard a report from interim Department Director Pat Malloy about the murky future of his department. In fiscal year 2010-11, the department will trim its budget by $235,000 and another $300,000 in 2011-12. To close the gap, a total of 4 positions in the department were eliminated and replaced by contractors. The cuts will affect landscape maintenance in the Village, Village Plaza, city yard and Oak Park cemetery, as well as tree trimming services. Contractors will replace two city-employed groundskeepers. Another city-employed tree trimmer will be replaced by contract work. After December 2010, Mr. Malloy will no longer work for the city. His position has been cut as well, leaving the Community Services Department without a director.

Green bandwagon makes stop at Pitzer College

itzer College was the latest stop on a long journey for Josh Tickell. For many years, the environmental activist has traveled around the world searching for solutions to the worlds dependence on oil and has shared his findings with anyone willing to hear his message along the way.

On Saturday, Mr. Tickell and his wife Rebecca Harrell Tickell displayed their 3 green vehicles on the center of campus and screened their film Fuel at Pitzers new George C.S. Benson Auditorium. The vehicles included the Algaeus, a Toyota Prius that runs on fuel mixed with algae gasoline and gets about 150 miles to the gallon. Extra electrical batteries allow the vehicle to run for the first 25 to 30 miles of any journey before requiring any gasoline. On a recent trip from San Diego to Los Angeles, we used a grand total of one gallon of gasoline, Ms. Tickell said. Another vehicle on display was a colorfully painted Winnebago Lesharo, also known as the Veggie Van. With a traditional diesel fuel engine, the van runs on biodiesel fuel that Mr. Tickell said outperforms gasoline and conventional diesel in reducing

carbon dioxide emissions. In the late 1990s, Mr. Tickell drove his Veggie Van across the country over a 2-year period to educate America about the use of biodiesel. Along the way, he re-fueled at fast food restaurants rather than gas stations, taking used cooking oil to power his van. The third vehicle was their educational Big Green Energy Bus with 19 solar panels on the roof and displays inside showing how alternative energy works. After learning about the vehicles, the crowd at Pitzer College watched a screening of the film Fuel, winner of the audience choice award for best documentary at the Sundance Film Festival. Fuel touches on the growing disparity between oil consumption and availability, and U.S. energy policy-making and looks at how experts are searching for alternative energy sources. To coincide with the films release in 2008, the Tickells drove the Algaeus

from California to New York, stopping in Washington DC to meet with legislators about their project. The couple and their green team of volunteers regularly tour schools, college campuses and anywhere else where they can inspire and educate others. Its time to move away from negative conversations on sustainability and focus on the underlying message to remind people about the need to focus on solutions, Ms. Tickell said. There isnt one silver bullet solution. What we need to do is take the best of all of these alternative fuels and unite them for a better way of using energy and a better way of living.

Claremonters really do self-propel

ou seem content being several standard deviations out there regarding bicycle commuting, opined our editor, but Im skeptical youll find anyone else in Claremont who regularly self-propels Monday through Friday.
Hardly had that gauntlet been released that I channeled Roz Russell in His Girl Friday and set off in search of other self-propelled commuters. The U.S. Census Bureau gave me hope. According to its 2006-08 American Community Survey, approximately 1549 Claremonters (9.5 percent of the labor force) walked to work, and 364 utilized other means. Demography was apparently destiny because I hit reportorial pay dirt at Pomona College, where I ran across two staff members who regularly selfpropel from their Claremont homes. The first of these, Anna A, walks several times a month to Seaver House1.56 miles each way. (I am indebted to the meticulous Anna for telling me about an online distance estimator, sparkpeople.com/ resource/fitness_maps_home.asp.) The challenge is preparation. I have to pack my clothes, food, calendar, and other stuff into my backpack, and that takes time. But what a payoff. Anna is more energized when she arrives at her office. Ill have walked almost 30 minutes by the time I arrive, so I feel Im ahead of the game for the day.

My advice for others is do it. Its wonderful to be outside, especially in the morning. Another Pomona administrator is Cathy P who walks just about every day. Although Cathys house is less than a mile from campus, she has to coordinate schedules with her graduate school spouse and two young sons. Still, she notes since I can be home so fast, its not a problem. I do it because I want to get in shapeand Ive lost 25 pounds since I began. Also, Pomona [College] has Ride Share, and employees earn $2/day for using alternative transportation. Cathy says that the worst thing about commuting on foot is being at the mercy of the weather. The commute is getting easier and I no longer huff and puff. Besides, I feel like I am doing something that is good for me and the environment. Belle N works for the City of Claremont in City Hall. Since her home lies 2.2 miles northeast of there, Belles one-way trek takes about 45 minutes downhilland perhaps a few minutes extra uphill. Belle has been walking daily for a little over a year. I enjoy walking and since I now work parttime, I have a bit more flexibility on my arrival and departure times. I go through the Colleges campus, taking a different path each day. My least favorite aspect is

wintertimeits dark at night, plus the campus is devoid of studentsalmost like a ghost town. As for Cathy and Anna, the plusses outweigh the minuses: Im happier when Im at work after having spent 45 minutes outdoors. The Claremont Senior Bicycle Group, claremontseniorbikegroup.org suggested yet another self-propelled commuter, Michael C. This Caltech employee cycles 54 miles round trip once a week between Claremont and Pasadena. Since he needs two hours to complete each direction, Michael limits his cycling to times of the year when theres plenty of sunlight. The main reason [I bike commute] is that I enjoy cycling, and this gives me a long ride during the week without impacting my work day. Also, I think we should all try to help reduce the number of cars on the freeways and the miles driven. Mike notes that cycling near the edge of the city along the foothills on a fresh sunny morning can be a real joy. I also enjoy the few miles of the Duarte rail-to-trail bicycle path, and biking amongst the peacocks, hens, and chicks in the area south of the Arboretum in Arcadia. The negative aspects are the impatient commuters in their cars, driving too fast on the backroads trying to avoid the jams on the freeway. Traffic jams may be the median (statistically, topographically, and congestion-wise), but Claremonters who self-propel are the curve-busters.

The Commerce Clause

Dear Editor: Respectfully, Mr. Lyons, the Supreme Court may indeed take the case of the health care reform act and decide on its constitutionality. When and if the court takes a look at the issues involved in the passage of the bill, the Commerce Clause will be front and center. The Commerce Clause is an enumerated power as is the taxation part of the Constitution. Those against the bill will argue that the mandate is unconstitutional due to the fine being based upon inactivity, another words those who choose not to have insurance will be punished for their inaction. The other side may allege that U.S. v. South-Eastern Underwriters Association (1944) is on point. Justice Black stated Surely, therefore, a heavy burden is on him who asserts that the plenary power which the Commerce Clause grants to Congress to regulate Commerce among the several States does not include the power to regulate trading in insurance to the same extent that it includes power to regulate other trades or businesses conducted across state lines. Wickard v. Fillburn (1942), allowed Congress to regulate agricultural products even when used for personal consumption. Congress does not have unlimited power to regulate interstate commerce but at a minimum it has been given con-

siderable flexibility as the court has recognized how trade and commerce have changed since the country started. I am sure the Founding Fathers had no idea that we would ever conduct trade over an Internet. As to tyranny, our countrys political system is based upon majority rule. If a loud and recalcitrant minority through the techniques of a filibuster or through the use of nullification seek to deny the majority their do, than this is no less dangerous then a dictator ruling roughshod over the populace. President Obama ran for office on a platform that clearly stated his intent for health care reform. He fulfilled his promise. The bill will benefit all Americans, from eliminating the donut hole for seniors to adding millions of uninsured Americans to the rolls of the insured.

Response to distortion

Dear Editor: Douglas Lyons recent letter to the editor (COURIER, April 7) about health insurance and the U.S. Constitution is mildly entertaining and incredibly misleading. He runs fast and loose with simple facts, definitions of terms, and the essential meanings of anything written

by anyone other than himself. For example, in response to my letter about his disrespect and disregard for millions of American voters who elected health care reformers, Mr. Lyon states, Mr. Nemer intends this as the old wewon-the-election-so-we-can-dowhatever-we-want argument...personal whims... Of course that isnt remotely close to what I intended, but, in all fairness, Mr. Lyon should not be expected to understand my inconsequential intentions any better than he understands the intentions of the framers of the Constitution. Mr. Lyons main point is somewhat reasonable within his system of logic. He contends that health insurance regulation is unconstitutional, based on his own personal whimsical interpretation of the Constitution. Our Founding Fathers were liberal open-minded thinkers who embraced change. It is inconceivable that when they wrote the Constitution they suddenly degenerated into the rigid fundamentalists imagined by Mr. Lyon. They were not driven by fear of change. They created a brilliant, living, guiding light that has stood the test of time. The extreme conservatism espoused by Mr. Lyon is nothing new. It certainly has ample historical precedent. During the American revolutionary era, the con-

servative obstructors of change were called Torries. They believed that everything our Founding Fathers said and did was stupid, illegal, and immoral. Prochange forces ultimately prevailed and the United States of America was born. Later in our history, during the progressive era, the conservative obstructors of change attacked anyone who wanted reforms by calling them Bolsheviks. The hysteria of that time inspired the following verse (by Edmund Cooke): ... So when I disagree with you Ill call you Bol-she-vik! veek! veek! Its a scream and its a shriek; Its a rapid fire response to any Heresy you speak. You believe in votes for women? Yah! the Bolsheviki do. And shorter hours? And land reform? Theyre Bolshevistic too . . . Douglas Lyon seeks to perpetuate this tradition of conservative hysterics and distortion when he equates moderate health insurance regulation with Socialism. Once the noise dies down, very few Americans will be fooled by this misrepresentation. The constitutionality of health insurance reform will not be decided in the COURIER. It is futile to argue this case in letters to the editor. Hundreds of expensive lawyers are ready, willing and able to battle it out in court. Millions of dollars will be spent. Maybe this will stimulate the economy.

Losses put Sagehens in deadlock for title

ntil last Saturday, the PomonaPitzer baseball squad appeared to be a lock for this years Southern California Intercollegiate Athletic Conference (SCIAC) title. But Redlands made that goal more difficult for the Sagehens 2 days ago. After soaring to a 9-2 win at Redlands on Friday, the Sagehens went into an offensive slump in Saturdays doubleheader as the Bulldogs snapped Pomona-Pitzers 13-game winning streak by scores of 6-2 and 7-1. The run totals marked the lowest for the Sagehens since a 5-0 loss to ClaremontMudd-Scripps on March 12th. Totaling 12 hits in the first game of the doubleheader, Pomona-Pitzer (247, 18-3) had a chance to close a 4-1 deficit in the 6th inning. But the Sagehens would score just one run when Kyle Pokorny (3-4, 2 RBIs) singled to right field to score Nick Frederick. But the Hens left 3 men on base and did not score again following the 6th inning. Pomona-Pitzer mustered just 6 hits in the 2nd game of the doubleheader and scored its only run in the 3rd inning with Travis Rooke-Lee (1-3, RBI) sin-

Peggy G. Sturgis
teacher, volunteer, active church member
Peggy Sturgis, a teacher and longtime Claremont/Upland resident, died at the age of 48 on April 2, 2010 at her Upland home, surrounded by family and friends. She had been battling cancer for nearly 2 years. As written by a friend, Peggy is now dancing on streets of gold. Born Margaret Bard Gambill on May 29, 1961 in Pasadena, her family moved to Claremont in 1966 where she graduated from Foothill Country Day School and Claremont High School. Following high school, she studied at the University of California, Santa Barbara, receiving her bachelors degree in 1983. She then attended Cal Poly Pomona and earned a lifetime teaching credential. She launched her teaching career with her first full-time position at Oak Tree Day School in Pomona. In 1986, she met Steve Sturgis, another longtime Claremont resident, and they married on July 18, 1987 in Pilgrim Congregational Church, Pomona. Shortly thereafter, they moved to Upland and started a family. While raising their children, Mrs. Sturgis taught the GATE (Gifted and Talented Education) program on a part-time basis in the Upland Unified School District. In 2005, she returned to full-time teaching at Sierra Vista Elementary School in Upland, remaining there until her medical leave in 2009. Mrs. Sturgis enjoyed teaching and positively touched the lives of many of her students, her family shared. Beyond her professional life and motherhood, Mrs. Sturgis volunteered for Alternate Avenues, a local crisis pregnancy center. Since 1990, she and her family have attended Life Bible Fellowship Church in Upland, where she served in a number of ministries over the years. Mrs. Sturgis loved spending time with her children and supporting their personal endeavors, and rarely missed a Mrs. Sturgis is survived by her husband, Steve Sturgis; her children, Brittany Sturgis Vojak and Sarah, Matthew and Michael Sturgis; her parents, Phyllis and Denny Gambill of Claremont; her sister and brother-in-law, Patty and Robert Fakinos and their 2 children, Alexandra and Anna, of Colorado; and by her father-in-law, 4 brothers-in-law, 3 sisters-in-law and 17 nieces and nephews on the Sturgis side of her family. A memorial service celebrating Mrs. Sturgis life will be held at 2 p.m. on Saturday, April 17, 2010 at Pilgrim Congregational Church, 600 N. Garey Ave., Pomona. William M. McQuillan
physician, traveler, WWII veteran
William Michael McQuillan, Bill to some, Doc to many, died on March 22, 2010 at Pomona Valley Hospital Medical Center. He was 88. Dr. McQuillan was born in Hale County, Alabama on August 1, 1921 to William Patrick and Agnes Bogan McQuillan. He was the last of 9 children, the first 3 having died in infancy. One month after his birth, his father died unexpectedly, and the family moved to Lincoln, Nebraska to be near relatives. After his mother died when he was 12, Dr. McQuillan lived with various aunts and uncles, eventually moving back to Lincoln to grow up under the care of 3 older sisters and a brother. Shortly after entering the University of Nebraska Medical School in Omaha during World War II, Dr. McQuillan joined the U.S. Army and finished his medical degree through the Army Specialized Training Program (ASTP). He then interned at St. Vincents Charity Hospital in Cleveland, Ohio, selecting this hospital because he had met Claire Engle, a native of Cleveland who was serving in the Marine Corps. They were married on December 15, 1945. After graduation and the completion of his internship, Dr. McQuillan was sent to Randolph Field for flight surgeon training and then to Fort Francis E. Warren in Cheyenne, Wyoming. He began practicing medicine with John Gramlich, MD, who was the only board-certified surgeon in the state of Wyoming at that time. By 1952, with 4 little boys in the family, the urge to move to warmer climates prompted a move to Pomona. He joined the practice of Sydney Thomason, MD, and later operated his own private practice. At the Pomona Valley Hospital Medical Center, Dr. McQuillan served as the head of family practice, organized and formed the first ethics committee for the hospital and became chief of staff in 1986. He served on the board of directors of the Claremont Red Cross and the Galileo Society of Harvey Mudd College. He was also a Fourth Degree Knight of Columbus and formed the his wife of 64 years. One friend always commented about him, How did a little orphan boy become such a gentleman! Dr. McQuillan is survived by his wife, Claire McQuillan of Claremont; his sons, William P. McQuillan of Oceanside, Michael H. McQuillan and his wife Vondea of Ventura, Daniel McQuillan of Eugene, Oregon, and Thomas McQuillan and his wife Vesma of Oslo, Norway; his daughter, Amy McQuillan of Leucadia; his daughterin-law, Sally McQuillan of Santa Barbara; his grandsons, Chris, Gavin, Gene and Timothy; and his granddaughters, Kaitlin and Madeleine. He was preceded in death by his son, Timothy McQuillan, and by 2 granddaughters, Erin McQuillan and Meredith Johnson. Following a rosary on March 28, 2010 at Todd Memorial Chapel in Pomona, funeral services were held on March 29, 2010 at Our Lady of the Assumption Catholic Church with military burial taking place on March 31, 2010 at Riverside National Cemetery.

he Friends of the Claremont Library are hosting the 5th Annual Community Adult Spelling Bee this Sunday, April 18 from 2 to 4 p.m. at Taylor Hall on the corner of Indian Hill Boulevard and Scripps Drive. Join hosts Tim Brayton and Charles Zetterberg as well as judges Don Slavin, Sue Keith and Butch Henderson as city teams strive to spell such words as ratiocinactive and xenial. This years pronouncers are David Allen, columnist for the Inland Valley Daily Bulletin and Deena Benjamin, FOCL board member. According to event coordinator Laura Bollinger a total of 21 teams have signed on this year.

Past Bee winners include the League of Women Voters (2006), Sunrise Rotary (2007), House of Ruth (2008) and Sunrise Rotary (2009.) The event features open bidding on opportunity baskets, crafts for kids, Claremont cheerleaders and a snack bar. Donations are welcome at the event, and all money raised is used to support the goals of the FOCL and their support of the Claremont Library. In the past, the FOCL has funded monthly poetry readings, assisted with the purchase of library materials, furniture and computers. As well as partly funding extended operating hours. Claremont Earth Day themed spectacular


Earth Day will come a little earlier for Claremont residents this year. With the official day being on April 22nd, Claremont will host a pair of events in celebration of Earth Day this Friday and Saturday. On Friday night at 6 p.m., Otterspace Arts will begin a weekend celebration of the arts in honor of Earth Day at the Claremont Forum. The event will showcase the work of Otterspace Arts directors Jen Rosen and Mary Beth Fletcher, as well as their students work. Sugar Mountain Mama Serenade and Protonaut will provide musical entertainment. The Claremont Earth Day Celebration will kick off at 10 a.m. on Saturday morning on Second Street, Village Square and the Claremont Forum. Sponsored by several local businesses and organizations, the celebration will include earth friendly products, activities for kids, school presentations, information booths and live entertainment. Gender equity expert to speak at Colleges

he American Association of University Women-CA, Intercollegiate Womens Studies (IWS) of the Claremont Colleges and Scripps Gender & Womens Studies Department are sponsoring a series of events on Monday, April 19, in honor of Equal Pay Day, featuring gender scholar, activist and public speaker Michael Kimmel.
Dr. Kimmel will meet informally with faculty, visit classes, conduct a pay equity workshop for students and give an evening lecture. His lecture, Mars and Venus, or Planet Earth: Why Womens Equality is Good for Men, Too will take place at 7 p.m. in Balch

Auditorium. In his address, Dr. Kimmell will explore issues such as workplace equality, the glass ceiling, pay equity, work-life balance, sexuality and sexual assault, making the case that womens equality is in everyones interest. The events are sponsored with funding from AAUW-CAs Gloria Weston Campus Outreach Fund, which supports programs at California colleges on gender and pay equity and funding from IWS. Dr. Kimmel is professor of sociology at the State University of New York at Stony Brook and has written extensively on men and masculinity, sexuality, homophobia, pornography, violence against women and privilege, among other topics. He began his work on masculinity as an activist and was one of the founders of the National Organization of Men Against Sexism (NOMAS). His works include Guyland: The Perilous World

Where Boys Become Men, Changing Men, Against the Tide: Profeminist Men in the United States, 1776-1990, Manhood: A Cultural History, and The Gendered Society. He co-edited The Encyclopedia on Men and Masculinities, Handbook of Studies on Men and Masculinities and Privilege: A Reader. Additionally, Dr. Kimmel is the founder and editor of Men and Masculinities, a scholarly journal, and is an editor of the NYU Press series, Intersections: Transdisciplinary Perspectives on Genders and Sexualities, as well as series on men and masculinity at UC Press and Sage.
