Picardal vowed today to be sensitive to the plight of the poor and be compassionate of their needs by leading the board members in enacting ordinances, and always bearing in mind the principle that the welfare of the people, is the highest law(Salus Populi Est Suprema Lex). DOLE to hold barangay orientation on Kasambahay Law


The Department of Labor and Employment (DOLE) here is conducting an information drive in the barangays of the province in preparation for a province wide orientation program on the Kasambahay Law (KL). Marlon Arago of the provincial DOLE said the barangay orientation will be an initial step in the enforcement of the law that

DTI urges mothers, local canteens to replace junk foods with locally produced food
The Department of Trade and Industry (DTI) has urged mothers and school canteen operators here to replace junk food with locally produced snack items. DTI Provincial Caretaker Eleanor Alido said this is one intervention to address malnutrition prevalence in the province. She said the DTI in the province takes pride on some locally made products which the office has extended assistance to in terms of processing, product costing and pricing and which can replace the over-flavored junk foods sold in groceries and in stores. She mentioned in particular the pastillas de Borongan, cassava and taro chips, biribid, buko pie, calamansi juice and concentrate even the pineapple juice. She said these products are sure to meet the food quality assurance, adding that DTI instills in the minds of the producers to be always mindful of the safety standards in food handling. They are always told to use gloves whenever they would touch the food materials, she pointed out. Alido said there are also locally processed dried fish in Matarinao, Guiuan and San Policarpo towns which are guaranteed clean and safe because of the technical assistance they give to the family-producers. The usual practice in processing of dried fishes is usually exposed to dust, flies and other disease carrying insects, but ours, from these local producers are guaranteed safe, Alido said. Provincial Nutritionist Sally Jabinal said malnutrition is not always caused by inadequate food but is also due to parasites resulting from dirty surroundings and unsanitary handling of foods. Geli, all of us are like Solomon, we have our own jobs and responsibilities, and each of us have our conscience so, we have to listen to the truth. Others are resistant to listen to their conscience, which is not pro-God, because if you want to be good leaders, there is no other way but to be with God, who is the source of everything, Fr. Picardals pronouncement today, however, brought a new hope and beginnings to the employees of the provincial capitol in particular and the people of the province in general. A licensed Civil Engineer, the new Vice Governor, who was a former Seminarian and who is fondly called Dindo by family and friends, was formerly the Provincial Engineer of the LGU province. Sharpening our charity


I DID not come to call the righteous but sinners. (Mt 1,13) Thats quite clear. Christ came to save all men. Thats whats always in his mind. While not neglecting anyone, he however gives some special attention to the sick, the weak, the sinners. Its an attitude that we should also have. We cannot think that we can just get contented with loving a few people, or even a lot, but not all. We have to love everyone if we want to be consistent with our Christian identity. We even have to love our enemies, as Christ himself commanded us. Love has a universal scope. And its given without measure. We can never say enough of it. These are truths that we need to chew on slowly and deliberately, for many are the elements in us and around us that would tend to undermine them. We always have preferences and biases. We have pet peeves. We are always subject to certain conditionings, cultural, social, political, that somehow put limits in our concern for the others. These are natural things that are unavoidable. But it doesnt mean that we just get stuck there. We have to go beyond them, or above them. And we can do that because our spiritual nature and the grace of God allow us to go beyond these conditionings. It would be good to acknowledge as clearly and as strongly as possible these conditionings, but we should also as clearly and as strongly do something so that we can go beyond them. Insofar as Gods grace is concerned, it will never be lacking. What is needed is our generous correspondence to this grace. Thus, we need to consciously sharpen our charity, using all the meansmaterial, human, spiritual, supernaturalto make it reflect and act out Gods very own love. Remember that Christ himself gave us the new commandment, which serves as the summarizing and perfect commandments, to love our neighbour as he loves us. And how does he love us? Aside from creating us and endowing us with the best of thingswe have been created in his image and likeness and, with his grace, adopted children of hishe has

given us his mercy in return to our disobedience and sinfulness, a mercy he acted out by offering his life on the cross. Thats the supreme act of love, for Christ himself said that No man has greater love than he who lays down his for his friends. (Jn 15,13) And that love abides, because that life-offering kind of love is made a sacrament that he himself commanded us to renew till the end of time. How important therefore that we be theological in our attitude toward this duty. We cannot rely simply on our emotions and other external factors and conditionings. Neither can depend solely on our own will. We have to have the force of grace that made available in the doctrine of our faith and in the sacraments. We need to be more serious with our duty to love. We have to make it more specific, more direct, more refined, more enduring. It has to be more and more universal. Yes, we do it in stages, going through the stages of eros, filia and agape, and starting with those close to us and radiating to ever widening circles of people, but we just have to be persevering in it, even if it suffers variation of pace and even if it strays from its proper path from time to time. What can help is to assume a pro-active attitude toward this duty to love. We should not wait for some inspiration, nor for the others to prove that they deserve our love. We have to love them a priori, and all the way, putting more impulses to make that love always active. We need to reinforce it with an endless supply of theological motives.
Imagine how the world would be if we just put our mind and heart toward this duty to love, which actually summarizes all our duties and responsibilities toward everybody. We need to overcome that primitive thinking that being serious with charity would make us soft and mushy and all that. The contrary is true. Love would make us strong as it demands us nothing less than willingness to be patient and tolerant, to suffer, to forgive, to reconcile, to step on our own ego, the logic of our flesh and the false values of the world. Its not afraid of death. Lets always sharpen our charity.

armers across the country had stuck to their primitive methods not so much for their resistance to scientific farming but due to lack of support for the shift. They had been tilling our rice fields that fed the national breadbasket on a per capita consumption of our growing population. Their seeds had evolved through continuous breakthrough in rice research where our country is host to the prestigious International Rice Research Institute that is based in UP Los Baos, Laguna. But the emergence of new rice varieties that are designed for high yield could not fully sprout on rice fields that lack supply of water. The rice varieties are high yield in a shorter period of time but for lack of water in most parts of the country, rice production could not be maximized. Our farmers had lived with the promise of adequate water to their rice fields in order to sustain the target number of cropping per year.

Unfortunately, for lack of adequate water, the new varieties could not be planted as often. Farmers are lured into trying the new varieties that require farm inputs and chemicals for it to attain its maximum yield. But apart from the farm inputs in the form of fertilizers and other synthetic products, the farmers need water to ensure that their palay will grow to the fullest. Our farmers had held to the promise of farm support through irrigation that could make possible the optimum cropping every year. So much volume of rain causes damage to our rice fields and crops as we fail to manage our water resources and mitigate its adverse effects on our agriculture. Excess water during rainy seasons could feed our rice fields but for lack of irrigation system, we continue to suffer in our rice production, causing our country to resort to importation. This, because most of our farmers are still gazing at the clouds waiting for the rain.

In the orientation program, some agencies will share some inputs on concerns relative to the KL. These are the Social Security System (SSS), Pag-IBIG Fund, Philippine Health Insurance Corp. (PhilHealth) and DOLE. Arago said barangay officials will also have to conduct a survey on the number of households in their respective areas that employ house helpers and other related data. Arago also confirmed that Secretary Rosalinda Baldoz have lodged certain amendments due to several issues emanating from the law, but these are still undergoing fine-tuning. He cited a certain example in Taft town, where a complaint was filed by a house helper because his employer decreased his monthly wage to conform with the standard pay stipulated by the KL. It is also a violation, Arago said, because as provided by the KL, the employer cannot suddenly alter what has been the usual practice in the payment of the helpers monthly fee, nor could she/he be terminated outrightly, except for a just cause. He said there might be a need to amend certain provisions of the KL after a thorough study. The Kasambahay Law took effect on June 3, 2013 which is believed to protect this particular sector, comprising some 2.5 million. The law entitles them to a defined minimum wage, paid leaves and insurance coverage such as SSS and PhilHealth. The Kasambahay Law serves as the countrys compliance mechanism to the International Labor Organizations (ILO) Domestic Workers Convention (C189). (AEN/EPT)

BORONGAN CITYReelected Governor, Conrado Nicart, Jr. was sworn-in last Monday at the provincial gymnasium to officially begin his second term in office as the highest public official of the province. Witnessed by the provincial employees, guests, other municipal and barangay officials, Gov. Nicart took his oath before Judge Juliana Lim of Oras as the 7th elected governor of Eastern Samar. Beforehand, Nicart said his report of accomplishment for his first three years, where he almost hit 100 percent his rice sufficiency target as well as other crop and vegetable production through the Rice Sufficiency Enhancement Program.

Among others, he also mentioned of more than 4,000 college scholars he supported at the Eastern Samar State University (ESSU) in all the campuses: Guiuan, Salcedo and Can-avid. About 112 of them have already graduated he said. Gov. Nicart added that he also has given support to other education programs, water systems and sanitary toilets in elementary schools, covered walks and financial support to the athletes for the Eastern Visayas Regional Athletic Association meet (EVRAA). PhilHealth membership was also given emphasis he said where about 10,000 families were enrolled, 23 RHUs accredited and 21 of them now have lying-in clinics.
