TACLOBAN CITY-The red tide toxins has now spread to the seawaters of Catbalogan and Calbayog cities, prompting the Bureau of Fisheries and Aquatic Resources (BFAR) to warn the public to refrain from gathering, eating and selling shellfish, particularly green mussel (tahong) from these bays.
BFAR Regional Director Juan Albaladejo said IrongIrong Bay in Catbalogan and waters off Calbayog are now positive of the red tide toxin and the situation is expected to get worse if rainfall will occur in the area. Company to open its coco water plant in Baybay City

TACLOBAN CITY - Filipino-owned SC Global Coco Products, Inc. will finally open its P200 million coconut water processing plant in Baybay City this year after it encountered delays in the transport of major equipments Emmanuel Licup, SC Global managing director said ,that the plant is now 95% complete and they are expecting to open on the second week of August, seven months later than its target on January. We are still waiting for the delivery of remaining equipment from Europe and India. Hopefully, we will to start by August 11. That would be an ideal date for us to start the operation, Licup said in a mobile phone interview. The official expects the arrival of equipments anytime this month and testing will be done in one or two weeks before going into full operation. On a daily basis, the plant will need 200,000 pieces of matured nuts to produce up to 80,000 liters of coco water for shipment to the United States. Buying stations will be set up by SC Global in strategic areas of Leyte and Samar to sustain its raw material need. Licup said they are upbeat with the Western market prospect as the organic drink is an emerging competitor in the United States cola wars. To cash in on the consistent increasing demand for healthy products, SC Global also produces desiccated coconut, and virgin coconut oil. GSIS memorial planholders may file for refund until August 31

The Government Service Insurance System (GSIS) memorial planholders have until August 31, 2013 to request to convert their plans to cash not lower than the contract price. Dubbed GSIS Enhanced Optional Exit Mechanism (EOEM), the program allows planholders to refund their cash payments depending on the type of their memorial plan. The GSIS said EOEM is being implemented to protect the planholders from memorial servicing problems that may arise in the future, adding that the cash refund will enable the planholders to pay for their other expenses. Holders of the GSIS Genesis Flexi Plan may refund 150 percent of the plans contract price; those of Genesis Plus Plan may refund 125 percent; and Genesis Plan and Genesis Special Plan, 100 percent. Interested planholders must bring to the nearest GSIS branch office the fully accomplished application form; original and photocopy of the memorial plan agreement or affidavit of loss; original and photocopy of the planholders two valid government-issued IDs; and certificate of full payment, if any. According to GSIS, once planholders avail of EOEM, their memorial plans will be automatically terminated. DENR lauds Aqua Peace Farm for serving as fishery students laboratory
The Department of Environment and Natural Resources, Region 8 lauds the management of Aqua Peace Farm, an aquasilviculture project operator in Palompon, Leyte for recently serving as laboratory for students of the Marcelino R. Veloso Polytechnic College, Tabango, Leyte Campus, who are undergoing their on the job training as a requirement for the Bachelor of Science in Fisheries Course. In a report of Ms. Warblitz Martinez, operator of Aqua Peace Farm, she said they accomodated five students from the Marcelino Veloso Polytechnic College-Tabango Campus on their practicum prior to graduation. Said students were trained on growing fish, shrimps and mudcrabs. They were also taught on the preparation and planting of mangrove propagules as part of the tree planting program of the government. The planting site for mangroves is within the 10.5 on their areas. He also added that even ordinary people are now conscious on what to do during a disaster, particularly citing the earthquake incident that occurred in the region last year. Gozon said that the people, particularly in Eastern Samar, sought for higher and safe grounds as a tsunami alert was hectares area which was awarded by the DENR to Aqua Fish Farm for development. TACLOBAN CITYThe Waray Art Revolution (WAR) is a non-profit organization which intends to help especially the youth in exposing them in promoting the Waray art, said Gianfranco Morciano, the organizations vice president. Morciano said that the WAR started with an idea of supporting local artists and musicians with a five -day WAR Festival held last May 15-19, 2012. The said event encompasses all forms of art such as graffiti, film, poetry, painting and sports, to name some. There were also local bands from this city and Manila who joined the festival. On the other hand, the mini-series of WAR, No Genre, was created to unite the Waray art scene under one roof. The No Genre 3 themed of We are One held at Leyte Capitol Gym on July 5, 2013 was a one night mini-series event under WAR aim to unite and present the talents of the region in different forms of art as well as to raise fund for the organizations upcoming events, Marciano said. Moreover, the No Genre 3 is the third season of the No Genre event. This time, it is in a concert form in which it focused on the various forms of music and dances. Abolish SK? Not so fast!

Ofcers of the youth group mostly are children of local ofcials and they lost virtually their independence. They eventually acted and moved according to the dictates of their local ofcials who mostly are their older relatives. They now form part of the obnoxious political dynasties sprouting all over the land. Be that as it is, the abolition of this organization would be an unthinking unsound decision. Congress should conduct a study how this youth organization could function according to the spirit of the law contained in Republic Act 7160 or the Local government Code. The provisions of the law relative to the SKs role should be reviewed with the end in view of amending and providing provisions that will harness youth capabilities to pursue the intentions of the land for youth development, sound early preparations for leadership in higher levels of governance in the future.

In the honing process for leadership, training the youth whose membership should be at least 15 years old and not more than 21 years old on the day of election, they are tasked to initiate and conduct youth-related programs designed to enhance social, political, economic, cultural, spiritual and physical development of the youth. During the Marcos dictatorship, this was named Kabataang Barangay in 1975 in response to the United Nations Convention of the Rights of the Child that was designed for the youth as vehicle to engage in community

The latest information we learned is that she sought protection in Manila with Senator Allan Peter Cayetano who will initiate a hearing (in aid of legislation?) relative to this electoral imbroglio in Baybay City. -oOoGalenzoga refused to accept her defeat by claiming she won the election against the incumbent Mayor of the city, Carmen Cari. Galenzoga hurled accusations to Mayor Cari of Marilou Malot Galenzoga has all the rights and privileges to express her thoughts and perceived convictions she won in the last elections in our democratic system via legal means. She could have filed an electoral protest in the Commission on Elections and other legal bodies. That is the legal way. Protests are also legitimate venue to express indignation rallies against electoral cheating. Historically this was done with success, praised by democratic countries the

massive cheating during the elections in May. Carmen Cari was proclaimed the winner by the Comelec. She garnered 30,618 votes against Galenzogas 15,421. Why

Malot came up with a selfproclamation as the winner is beyond comprehension. This early neutral and ordinary observers have easily tagged her simply as a poor loser. -oOo-

We have to explain a lot about it, to draw out its sublime beauty and our extreme need for it. More importantly, we need to be practicing models of prayerful souls, by whom the others can get inspired and moved to pray. Especially in the context of the family and homes, the parents should lead their children by example on how to pray. In the schools, the same thing should happen. Teachers should teach children how to pray both in words and in action. In the offices too and other places of work, the role of NBI. Ghost Busters

Whenever I take up a newspaper, I seem to see ghosts floating between the lines. Norweigian poet Henrik Ibsens remark came to mind on reading reports that former police Senior Supt. Cezar Mancao scrammed from his NBI cell. How? By using his own key. Mancao fled to the US in 2001, after being linked to murders of public relations man Bobby Dacer and driver Emmanuel Corbito. On November 24, 2000, Presidential AntiOrganized Crime Task Force agents, overseen by former Supt. Michael Ray Aquino, flagged down Dacers car at a Makati intersection. Dacer and driver were strangled by PAOCTF agents and cops using electric cords before their corpses were torched, farmers Alex Diloy and Jimmy Lopez testified. Their burnt corpses were found four days later, in barangay in Buna Lejos. UP forensic pathologists identi-

tecting the city hall. Window glasses got shattered; some rally participants even succeeded allegedly entering the city hall and according to reports destroyed several items inside like computers and door glasses. -oOoWas the Monday rally justified? For all and any intent and purpose, it is NO! Why will Mayor Carmen Cari step down when she was the duly elected candidate by the people based on an official proclamation and not by selfproclamation. No way! Malot has a lot of issues to settle and this time not about her electoral protest but the illegal rally, the destruction of public property and her open defiance to an official proclamation among many others. This is lessons learned for future poor losers in elections.

Into every believer, God comes through the sacramental signs. By the mere fact that we turn in the faucet, water comes out. So too, the divine life of God is poured into our soul by the mere fact that we receive the sacrament in faith. JUST as we need to daily eat, drink and rest to keep us going for the day, we also need to daily nourish our spiritual life to keep us alive and effective in the many spiritual and moral challenges we have everyday. As we all know, our life is not just a series of physical activities, or merely social, economic, political affairs, etc. Underlying all these things is the spiritual and moral dimensions that spring from our own very nature as man, as persons, as children of God. Just as we need to regularly recharge our new gadgets to keep them functioning for a period of time, we also need to recharge ourselves spiritually to keep ourselves fit for the many tasks we need to do our whole life through. We have to be more aware of this need to pray, offer sacrifices, avail of the sacraments, develop virtues and the skill to tackle our weaknesses and repel the temptations, since these are the means to keep ourselves spiritually and morally capable, strong, resistant. At the moment, I feel that we need to issue a kind of general alert regarding this crying need, because it has been for too long neglected. As a consequence, we now have a great majority of the populace all over the world starving, emaciated and weak spiritually

and morally, even as they may appear to be physically strong, and socially and professionally well-placed and successful. Lets start with prayer. We have to spend some time everyday doing serious prayer, which is an effort to consciously connect ourselves with God. This is what gives us an eminently spiritual and supernatural tone to our thoughts and desires. Otherwise our outlook will mainly be worldly and temporal. Prayer enlarges and deepens our vision of things, since being a conversation with God, prayer would make us tend to see things the way God, the creator and ultimate lawgiver of the universe, sees them. Daily periods of serious prayer would therefore ground us firmly on our true nature and dignity which is often swept and carried away by all sorts of currents of conditioning we have in the world, be they social, economic, political, cultural, etc. Lets remember that our life always has to contend with several conditionings. We cannot avoid them. They are part of our human situation, what with all the limitations we have. These conditionings are actually meant to facilitate the attainment of our true end. Tinago is a Waray term for hidden. Although the site is close to the road, lush forest hides the waterfalls from passersby. Going there from the town center is through a newlyconcreted road in a middle of a vast rice fields with laborers who tirelessly harvest grains under the heat. Situated in a rainforest in Cabibihan village, Tinago Falls is just four kilometers away from the town center and 40 minutes drive from the Naval, the capital town of Biliran. The water falls from high stone ridge to a naturallyformed pool in a middle of boulders and verdant forest. To get a better view of the falls, a watchtower was built on top of a boulder. Laughing out loud, tourists are unfazed of town folks myth about environmental spirits blamed for plotting some drowning incident. I always bring my children and grandchildren here. This is a very good place to spend time with my family, said 70-year-old Alfredo Colipaopao, who was enjoying soaking himself in crystal clear, cool water from the falls. Even locals are awed by Tinago Falls natural wonders. They come in and set up their own picnic place, using banana leaves instead of fabric and plastic. Taking advantage of fresh cool air, some even bring their own sleeping hammock for a nap. Mayor Eulalio Maderazo said Tinago Falls has been a priority of the local government for development. The government has invested about check the possible of red tide toxins there, he said. Albaladejo said fishes caught in the areas are safe for human consumption provided that they are fresh, washed and cooked thoroughly.

in Tarangnan, also in Samar, was found to be positive of the red tide toxin which already killed two persons and downed 22 others. As of Saturday, all seven sampling areas of Calbayog Water were found positive of red tide toxins at an average of 700 cells per litter, which is up from the tolerable level of 10 cells per litter. These are seawaters in coastal barangays of Carayman, Poblacion, San Policarpo, Saljag, Tinambacan, Malajog, and Maguino-o, all in Calbayog. We are still studying the presence of red tide (toxin) in shellfish meat but we already issued an advisory prohibiting collection and consumption and shellfish in Calbayog Water, Albaladejo said. On Friday, seawater of Irong-Irong Bay in Catbalogan City had 1,000 cells of red tide toxins per litter. In shellfish meat, there was 155 micrograms saxitoxin in every 100 grams. In a press statement, Albaladejo asked the public to stop from eating, harvesting, marketing or transporting shellfish from these bays to avoid paralytic shellfish poisoning. The Cambatutay Bay in Tarangnan was found to be positive of the red tide toxin last July 1 after two residents of Barangay Gallego died and while 22 others were hospitalized after eating green mussel (tahong) gathered in the area. Authorities found 225 micrograms saxitoxin in every 100 grams of shellfish meat collected in Cambatutay Bay. In seawater, toxins were present 2,158 cells per litter. The town is surrounded by volcanic mountains Kapingganan on the north, Sayaon on the west, and Suerro on the south.
