Samar PPO bags best practices in police community relations award


C AT BA L O G A N CITY, Samar - The Samar Police Provincial Office (PPO) was awarded as having the best practices in Police Community Relations (PCR) during the Police Regional Office (PRO) 8 kick-off ceremony of the 18th Police-Community Relations Month held at PRO 8 Camp Kangleon, Palo, Leyte last July 1. Police personnel, officers and civil organizations were given medals during the event. Samar PPO Supt. Eusebio Mejos attributed this to the peaceful May polls with the elimination of the factors attributing to political violence like partisan armed groups, loose firearms and wanted persons. Mejos is also anticipating the peaceful conduct of barangay and Sangguniang Kabataan elections this October. Meanwhile, the Samar PPO will invest their efforts in police-focused operations, campaign against loose firearms and Oplan Katok to remind gun owners with expired licenses to renew their licenses to avoid being penalized. Mejos added that even as they intensified the campaign against all forms of criminal activities, they also fostered long-lasting partnerships and active participation from partners in the community to promote proactive approaches in reducing crime. Other activities that have been scheduled for PCR month include barangay visitations, tree planting and other community relation activities. The month-long observance is mandated by Presidential Proclamation 764 which declares the month of July every year as PCR month with the National Police Commission as the lead agency and Philippine National Police as implementing agency. CAMP KANGLEON, Palo, Leyte The long arms of the law finally caught up with a man wanted for killing his neighbor 10 years ago in a manhunt operation by an elite police unit at the hinterlands of Gandara town in Samar. PCSupt. Elmer Ragadio Soria, director of Police Regional Office 8 (PRO8) identified the suspect as one Crispin de la Cruz alias Impin, also known as Crispin Barocaboc, 38, who was arrested by the Regional Special Operations Group (RSOG) in an early morning manhunt in Brgy. El Cano, a twohour motorboat ride along Gandara river and another hour trail hike from the town proper. Soldiers encounter NPA rebs in Matuguinao village


TACLOBAN CITY Government troops clashed with members of the New Peoples Army in an outskirt of Matuguinao, Samar, wounding a soldier and unknown number of armed rebels Sunday morning. Capt. Amado Gutierrez, spokesman of the Philippine Armys 8th Infantry Division said in a mobile phone interview that nine soldiers encountered 15 NPA rebels in an upland Diit village resulting to 10-minute firefight. The soldiers, who are members of the Bayanihan Team of the Armys 43rd Infantry Batallion based in Sta. Margarita, Samar was heading to Angyap village to deliver government services when the clash occurred 7:00 a.m. on Sunday. Barangay Diit is four kilometres away from the town center and can only be reached through walking. Matuguinao is approximately 110 kilometers north from this city. It is accessible through motorcycle or boat ride from the national road in Gandara, Samar. The incident resulted to the wounding of Private First Class Eduardo Carcillar. He was immediately airlifted to Camp Lukban Station Hospital for treatment. Hes now on stable condition, according to Gutierrez. After the 10-minute clash, NPA members withdrawn from the firefight scene carrying their injured fellow. Business group opposes airport terminal fee hike


TACLOBAN CITY A business group has expressed strong opposition on the sudden increase of airport terminal fee, with the absence of notice and lack of improvement of its terminal building In a news briefing, Go Tic Ching, president of the Tacloban Filipino Chinese Chamber of Commerce and Industry, rejected the increase as theres no improvement of the Daniel Z. Romualdez (DZR) Airport in this city. He noted that at the rate of P30 per passenger, CAAP must have generated over P30 million every year but the airport terminal building has very poor facilities and the predeparture area is overcrowded. In 2012, the DZR Airport recorded 1.14 million passengers. Currently, the airport caters 17 incoming and outgoing flights daily from and to Manila, Cebu and Iloilo. The pre-departure area is only 343 square meters with about 300 seats. It was designed for passengers of BAC 1-11 air jetliners and Boeing 737 aircrafts. In the recent years, Airbus 320 aircrafts have been using the facility. With the hike, CAAP is poised to earn P75 million a year. They have to upgrade the facility before asking for any increase, Ching added. The business group is seeking for freezing of the P70 new fee but this has to be approved by the CAAP board in Manila. CAAP area manager for Eastern Visayas Antonio Alfonso said that income of DZR airport is being deposited to the national coffer to finance upgrading and maintenance of airports nationwide. The increase is not related to the improvement. We will improve the airport whether we increase terminal fee or not, Alfonso told Leyte Samar Daily Express. Ching said the fee hike caught everyone by surprise since there were no public notices on adjustments in the media. In response, CAAP said announcements have been posted at the terminal building. We are already hand tight. CAAP will just implement what they want without considering the stand of passengers, he added. The DZR Airport, with a 2,140 meters-long runway is classified as principal airport class 1. The circular also raise terminal fee of principal class 2 airports from P20 to P50. These are Catarman Airport in Northern Samar, Calbayog Airport in Samar, and Ormoc Airport in Leyte. TACLOBAN CITY All members of the 12th Sangguniang Panlungsod were given the privilege to chair some of the committees set by the council. Vice Mayor Jerry Yaokasin, in an interview with Leyte Samar Daily Express, said that the chairmanship for the different committees must be equally distributed to all councilors. We make sure that all of our newly elected council members must have a specific committee to chair. Everyone, either the councilor-elect belong to neither the administration nor the opposition party, has to be given equal rights in performing their responsibilities as elected officials of the city, Yaokasin said. He said that political affiliation should now be set aside for them to efficiently deliver the basic social services to the Taclobanons. In this connect, the members of the 12th Sang-

RMLPC holds Forum on Kasambahay Law

Inconsistent patriotism
armed forces would not have hovered above us in an attempt to come to our rescue, nor would they seek access to our military bases. Instead of addressing the effect, then, which is an expected gesture from responsible allies, our heroic militants must try to address the cause, which is Chinas provocative claims of territories that are lying close to our shores. They should demand that China leave these territories in respect to the international law of the seas. By doing so, and their protest is heeded, there will be no need for the presence of allies in our soil, and no need for mass actions against the latter. What happens however is that, militants are too quick to drive away the American and Japanese forces, which are just to be temporarily deployed for our rescue, yet as regards Chinas permanent grabbing of our oil-rich territories to our western sea, they are as silent and lifeless as the moss-covered stones. What kind of patriotism is that when their voices are supposed to be heard?

In fact, many of them could be deemed junk foods as they arent fresh anymore but contain, instead, some preservatives that are dangerous to our bodies. As a matter of fact, some of these so-called junk foods should have been banned long ago. Their manufacture, sale, and consumption should be prohibited especially that, to many patients with ruined kidneys and bladders, their disease are usually blamed and traced to

Childbirth is universally considered a miracle. Poor and rich alike prepare and deal with it accordingly. Just last July 1, I was utterly shocked by the information in American Way of Birth, Costliest in the World. For normal pregnancy and delivery, the cost was about $37,341 in 2010 or an equivalent of P1.5 million pesos. The price is staggering even in the most expensive hospital in the country. If Americans are complaining, likewise, we Filipinos have to rethink on how to reduce child mortality at childbirth. Moreover, provisions for affordable access to safe blood banks, access to specialists and intensive care units may be included. It is in this sense that we Filipinos are in a better position. I remember Ekit, my personal aide who needed a few hundreds to bail her out from the public hospital after a normal childbirth. But let us not stop from here. We may identify the maternal and child risks of pregnant women and aim at the same time for favorable outcomes like healthy baby, healthy mother, regardless of the circumstances. In this situation, even the unpredictable should be considered. To upgrade our health care delivery system, let us focus on where the value lies in the care we provide and make the information accessible to mothers and families. A POSSESSED MUTE
Some people brought Jesus a mute who was possessed by a demon. Once the demon was expelled the mute began to speak, to the great surprise of the crowds. Nothing like this has ever been seen in Israel! they exclaimed. But the Pharisees were saying, He casts out demons through the prince of demons. Jesus continued his tour of all the towns and villages. He taught in their synagogues, he proclaimed the good news of Gods reign, and he cured every sickness and disease. At the sight of the crowds, his heart was moved with pity. They were lying prostrate from exhaustion, like sheep without a shepherd. He said to his disciples: the harvest is good but laborers are scare. Beg the harvest master to send out laborers to gather his harvest.

Once I heard a group of street children in Calcuta singing the rhyme: While other children are enjoying their homes and gardens, the garbage heap is my garden, the dirty street is my home. When they sing, Jesus loves the little children, am I included or not? Street children are only one section of the poor in the world, who need saviours and shepherds. It will be a struggle because we are persistently drawn away by our own selfishness, by the allure of money, pleasure and comfort. May we be faithful to God and to his poor, by letting go of whatever pulls us away from service. If our love for the poor dries up, may we remember that there are two kinds of dryness: one that trots, and this is dryness of love without God; the other is dryness that ripens, and that is when one grows through the first heat of sacrifice. Our local legislative bodies at all levels are akin to mills where local laws are crafted, processed and refined into what becomes local ordinances that serve as laws within each local jurisdiction. Local legislation is a tedious process that costs so much on the meager public funds. Every member of the local legislative body is supported by a staff that would run the administrative and legislative functions of the legislator. The formulation of local bills and proposed ordinances require thorough research, consultations and focused discussions with and among major stakeholders and sectors that are affected by the proposal. There too is the administrative work which involves

the crafting of the bill or proposal, the revision of the draft to conform with existing statutes and legislation, including fundamental tenets of our constitution. The gargantuan task of local legislation requires voluminous supplies needed for the production of drafts, communications, records and legislative minutes of all proceedings leading to the production of local laws and ordinances. Upon completion of the legislative process, the law or ordinance must be published for it to become effective to affect its constituents within the jurisdiction of the local government unit that enacted the law or ordinance. Couple killed by 2 assailants


CATARMAN, Northern Samar - A man and his wife were stabbed to death while their daughter-in-law is in critical condition after sustaining wounds on different parts of her body in a stabbing incident that happened around 11:45 p.m. last Friday, July 5, 2013. Authorities identified the fatalities as Nestor Matudan and his wife Erlinda and self-employed residents of Purok Uno, Brgy. Dalakit, this town. They were found lying on their own pool of blood inside their house in said barangay. The lone survivor of the incident, said to be the couples daughter-in-law, sustained wounds on different parts of the body. She was immediately brought to the Northern Samar Provincial Hospital (NSPH) for medical treatment. The suspects were identified as a certain Daniel, a resident of Biri town, this province, and his companion, a certain Takyo who is a resident of San Pascual. Both fled after the incident. Based on the initial investigation conducted by the authorities, the two assailants entered the house of the victims and, without any provocation, stabbed the couple using an undetermined bladed weapon. The victims were hit on different parts of their bodies that resulted to their deaths.

Perhaps it is time for the Archdiocese of Cebu to follow the example of the Diocese of Tagbilaran, where priests are paid their monthly salaries, aptly called SLA or Standard Living Allowance, and begin centralizing all the proceeds from offertories in church Masses and all donations big or small. With the increase of the number of parishes, the mushrooming of mission stations, and the effect of intensive evangelization and catechesis, it is hoped that this seemingly impossible venture could be smoothly carried to the benefit of the whole archdiocese. The strong 120 member body of clergy seems to pose a formidable problem on how to standardize their allowance in a way that will not strain the resources of the archdiocese. Since the study of the financial health of the archdiocese is still incomplete it can be very well said that our church is taking a leap. But the vision is clear, and considering the recent pronouncement of Pope Francis regarding a Church that reaches out rather than closing in upon itself this step is timely as a way of witnessing to a world mired in deprivation and poverty. Like Abraham we stake our future on a promise. Like the Virgin Mary, we do not know the details, but somehow there is an assurance that all will be well. Even in business risk is part of the dynamics. Adjustments might be demanded the way priests live their lives. On the part of the parishioners, the burden of maintaining the budget for the operational expenses of the church and the maintenance needs of the Parish Church will have to be assumed by them through a sustained fund raising like: pledges, love offering, tithes, second collections, or if possible income generating projects, utilizing land resources, or capital for entrepreneurship. Aliwan Festival is the convergence of the best festivals in the country in one festival. The Buyogan Festival of Abuyog held the record as the champion in the first Kasadyaan Festival in 1996, before it was merged with the Pintados Festival. It continued to hold the crown for five years.
