REFINING

This 200,000 bopd refinery has been working with Capital since 1997 when Capital arranged a crude supply for the refinery directly with ARAMCO. The 200,000 barrels per day of throughput was made available to Capital under a 90 days notice period.

This facility is the largest and most sophisticated of the Romanian refineries. In a transaction arranged by Capital, the Russian crude to be refined was loaded in Odessa for the short voyage to Constanza. The crude oil was refined and the products were exchanged for cargoes of heavy fuel oil of equal value and the fuel oil sold to the government of Romania.

PAST REFINERY RELATIONSHIPS RAFO - PETROTEL, Romania These smaller refineries were used to process REBCO Crude oil. Quantities totaling 160,000 metric tons were delivered by Capital. The products were sold to the government of Turkey in a barter arrangement which included the exchange of product for cement.

This state of the art refinery was used to process Middle East crude oil purchased through Elf Trading in Geneva with the resulting products sold by Capital to Veba Oil of Germany, which has purchased refined products from Capital for more than 10 years.

These government owned refineries were used to process REBCO provided by Capital and the host government purchased all of the products for domestic consumption, save for the modest quantities of gasoline which were sold into Romania.

This refinery on the Eastern border of Bulgaria was used by Capital for the processing of Russian crude oil purchased by Capital and processed with maximum production of 3.5% fuel oil and Russian Gasoil which was sold into the local markets. Capital processed approximately 120,000 metric tons of crude at this plant.

TRADING ACTIVITIES
Capital Oil and Gas considers facilitating the trading crude and refined petroleum products in many oil producing and consuming areas of the world as the core profit centre for smaller independent oil and gas companies.
