OPEN UNIVERSITY SYSTEM (PUP OUS)


I UNIVERSITY HISTORY The PUP Open University (PUP OU) otherwise known as the "Pamantasang Bayan", which commenced in 1990, is an innovative system of delivering higher educational services in a manner that differs from the traditional formal, highly structured and classroom-oriented approach. PUP OU is in consonance with the 1987 Philippine Constitution. and that non-formal, informal and indigenous learning system, Article IV

mandates that quality education at all levels should be made accessible to all Filipinos self-learning, independent, and out-of-school study programs be developed particularly those which respond to community needs. The PUP OU caters primarily to the needs of the economically disadvantaged students, out-of-school youths, teachers, administrators, managers, professionals and ordinary employees in and outside the country, who want to pursue degree or nondegree courses but unable to do so due to accessibility, time and economic constraints. The PUP OU's thrust answers the call to higher education institutions to continue contributing to the efforts of the government of realizing its objectives of poverty alleviation, global competitiveness and sustainable development, for the benefit of the present and future generations of Filipinos. To give chance and provide access to education, PUP has initiated and implemented an open and distance education programs through its Pamantansang Bayan or Open University, a brainchild of the late PUP President Emeritus Dr. Nemesio E. Prudente. Through the efforts of then Assistant Vice President for Branches and Head of the Open University, Dr. Samuel M. Salvador and Prof. Teofilo H. Montemayor, they worked relentlessly on establishing linkages with different organizations and laid down the foundations of the OU system in the university. fully by Dr. Zenaida A. Dr. Carague put up the Information and Communication Technology Center to blend with the mixed mode delivery of the Open University programs in the University. In his term as Officer-In-Charge and Acting President, Dr. Samuel M. Salvador, with his continued dedication and commitment vowed to put the open university in his vision, that is, to make PUP a global powerhouse of excellent and relevant education. Today, the University President, Dr. Dante G. Guevarra, in his ten-point agenda with the vision to make PUP a total university, is responding to the education of today, that is the implementation of the transnational education in the university. The PUP Open University System (PUP OUS) is now in place with the three schools in open learning, distance education and professional studies. PUP has heeded this call by anchoring its vision to provide education for those who are previously unserved by the current traditional education delivery system. Education has been pinpointed as the most effective tool in bringing about a vibrant economy. It enables the citizens to actualize their potentials and become productive participants in society. Budgets

The Polytechnic University of the Philippines is a government school. All undergraduate programs of the Open university system are covered by the higher education services budget while the graduate programs are considered in the advanced education services - The design and development of Professional and Continuing Education Programs is underway for implementation in its Open Learning System
