CHAPTER I THE PROBLEM AND ITS SCOPE INTRODUCTION

Rationale The term Adolescence comes from the Latin word adolescere meaning "to grow up" is a transitional occurring stage of physical sex and mental human age

development generally

between puberty and

legal adulthood or

characterized as beginning and ending with the teenage stage. It has been also viewed as a transitional period whose chief purpose is the preparation of children for adult roles (1:2008). During adolescence, young people experience profound physical changes, rapid growth and development, and sexual maturation, in addition to psychological and social changes. This often leads to issues with personal identity, sense of self, and emotional independence. In an attempt to cope with the complex changes and challenges of development, they may engage in behaviours considered to be experimental and risky. With this, several important public health and social problems either begin or peak during these years including homicide, suicide, substance use and abuse, sexually transmitted infections, and teen and unplanned pregnancies.

THEORIES Theory of Cognitive Development of Jean Piaget Moral Development Theory of Lawrence Kohlberg

--

LEGAL BASIS Article 2 Section 15 of Philippine Constitution Article 13 Section 11 of Philippine Constitution, Health Article 3 Section 6 of P.D. No.603, The Child and Youth Welfare Code Article 4 Section 6 of P.D. No.603, The Child and Youth Welfare Code Section 16 of 938 of the Revised Administrative Code

The Cognitive Development Theory describes adolescence as the stage of life in which the individual's thoughts start to take more of an abstract form and the egocentric thoughts decrease. However, individuals tend to reason in a conventional way and judge the morality of actions by comparing them to society's views and expectations.

The state shall protect and promote the right to health of the people and shall adopt an integrated and comprehensive approach to health development. More so, every child, regardless of the circumstances of his birth, sex, religion, social status, political antecedents and other factors has the right to an education commensurate with his abilities and to the development of his skills for the improvement of his capacity for service to himself and to his fellowmen. Every child shall participate actively in civic affairs and in the promotion of the general welfare. Meanwhile, the Bureau of Public and Private Schools shall have specified powers regarding health teaching physical education and to prescribe rules on personal hygiene within the public and private school premises.

A better understanding of high school students stages of moral and cognitive development is needed to tailor the governments target programs to maximize and enhance high school students perception on reproductive health care. There is a need to assess high school students perception on reproductive health care. Figure 1 Theoretical Framework
