Minutes of the second meeting of the State Committee for Slaughter Houses (Govt.

of Haryana) held on July 12, 2013 for strict compliance and report Naresh Kadyan, Member. Chandigarh: All the deputy commissioners in the state have been asked to check the illegal slaughtering in their respective districts and send the action taken report to the urban local bodies department within a month after inspecting the abattoirs. A decision in the context was taken at the second meeting of the state committee for the slaughter houses chaired by P Raghavendra Rao, principal secretary, urban local bodies department (ULBD), here a few days ago. Member of the committee Naresh Kadian, informed the committee meeting participants that no meeting of district committee for slaughter houses was being conducted by the deputy commissioners and they be directed to hold the regular meetings and send the minutes of meeting to the ULBD and the same be put up before the state committee for slaughter houses. Senior scientific advisor, Haryana pollution control board, pointed out at the meeting that out of 44 slaughter houses in the state, only four were functional and the rest were closed down due to non compliance of the Central pollution control board. It was felt that as banning slaughter houses were not stopping indiscriminate and unregulated slaughter, HSPCB called the agencies which were earlier operating the slaughter houses and guided them to remove deficiencies. While the representative of animal husbandry department informed the committee that prevention of cruelty to animals (establishment and regulation of society for prevention of cruelty to animals) rules 2001 had been notified and the societies for prevention of cruelty to animals Act (SPCAs) had been formed in every district, it was pointed out that most of the societies were not functioning. Likewise, it was pointed out that though there were 43 animals infirmaries in the state, though these were not functioning properly. The police representative also agreed at the meeting to issue guidelines to their field staff for dealing effectively with the offences regarding cruelty of animals during transportation and to take necessary measures for the welfare of animals after release.
