CONTROLLER OF ACCOUNTS, ODISHA

Broad Overview of the Office of the Controller of Accounts, Odisha.

The Office was created by a Resolution of the Finance Deptt. No. 45220/F., dated 6.12.1991. Earlier it was under the Directorate of Treasuries up to 1994. It became a separate Heads of Department in 1994 vide Finance Deptt. Order No. 24103/F., dt - 06.07.1994.

Functions
Functions of this office include : Authorization

of Pensionary benefits Maintenance of G.P.F Accounts

The above two functions relate to the employees of :

Non-Govt. Aided/Taken over Educational Institutions. Non-Govt. Aided Educational Institutions managed by Minority Communities. Educational Institutions earlier managed by Urban Local Bodies.

Authorization of Pensionary benefits

Final pension/Family pension. Revision of pension. Death Cum Retirement Gratuity. Commuted Value of Pension.

Maintenance of G.P.F Accounts

Issue of Authority for Final Withdrawal.

Issue of Authority for Provisional Withdrawal. (in case Final Withdrawal is not possible due to non-issue of up to date Account Slip.) Issue of Annual Accounts Statement (Account Slip).

NB :- There were accumulated pendency of about 12000 revision pension cases upto 2011-12. By engaging IPAI Chapter Odisha and retired personnels, 10538 revision cases were disposed of.

Opening Balance Cases 6500 0 6500 500 6000 (before Computerisa tion period ) NB :- A meeting under the Chairmanship of Principal Secretary Finance Deptt. was held on 30.07.2012 and it has been decided to dispose of all the pending cases by Idcol Software Ltd. within 3 to 4 months as one time measure. Out of the pending cases, 10% of the cases shall be scrutinised by the regular staff to ensure 95% correctness. Current cases shall be disposed of by the regular staff.
