In the name of Allah, most Gracious, most Compassionate

Announcement of Dissociation

A letter, dated Zilhajaa 8, 1413 Hijri, by the respected administrator of disciplinary,


penology, and -------- discloses that the wife of Mohammad Ishtiaq Sahib, Noor Jahan
Baigum, wears burqa, not chadar(shawl). She says that her husband prohibits her from
wearing chadar.

2) The letter of the respected administrator of disciplinary, penology, and -------- also
mentions that Ishtiaq Sahib’s wife doesn’t cover Pushtay Qadam, only covers her
heels. She asserts that this is what Pushtay Qadam is and this is exactly what her
husband preaches. The respected administrator further says that Abdul Lateef and
Abdul Lateef’s brother were told the same by Ishtiaq Sahib in this matter. Abdul
Lateef is a converted muslim not long ago. About a year ago, Mohammad Ishtiaq said
that it was his old take(on the issue) but had since reconciled, but Abdul Lateef Sahib’s
statement shows that he(Mohammad Ishtiaq) still considers Pushtay Qadam a heel and
this is what he continues to preach. It seems that after reconciliation he reverted to his
old theory but failed to inform about his reverting back.

3) The respected administrator further writes, “ When I pointed out to Ishtiaq Sahib that
Ameer Sahib preaches, in Salat-ul-Muslimeen, to cover feet, up on which he(Ishtiaq
Sahib) replied that it is a weak hadith.”

There are two hadiths about Pushtay Qadam, one absolutely has no restriction in salat,
the other one is about salat which explains that one should cover his feet in salat. Ishtiaq
Sahib considers the second hadith as weak.

Minhaj etc. cites only Sahih or Hasan hadiths. The margin includes the names of the
Imams who verify them. In the absence of names, reference is provided. The ruling Imam
said that the hadith under discussion was Sahih. Imam Shokani said it was strong. If there
is any doubt about these Imams’ ruling then note that also Imam Zahbi consider it Sahih
and accepted its authenticity because it was mentioned in Sahih Bukhari. Ishtiaq Sahib is
incorrect to consider this a weak hadith.

It is very ungraceful on Ishtiaq Sahib’s part to regard a hidth weak which is mentioned in
the Jamat’s book. He should have first removed such hadith from the book and then make
it known through publication. To consider that a weak hadith is included in our book, in
fact, degrades it. It makes the book untrustworthy. Whether or not intentional, the act is
very heinous. To fan out the disagreement when there exists a discrepancy about the
authenticity of the hadith is nothing but balefulness. Disagreement is not appropriate in
any condition. Even though he was told to first come to terms and then make known the
agreed upon matter but he never practiced this. If a hadith is considered sahih by one but
weak by other, then this makes the hadith itself untrustworthy. He(Ishtiaq Sahib) doesn’t
realize it.

4) In short, his foremost practice of forbidding to use chadar itself justifies that a
disciplinary action should be taken against him while the other two practices are on the
top of it.

Injunction(Decree)

It is herby declared that Mohammad Ishtiaq is dissociated. All members of the


Jamat(muslimeen and muslimaat) should neither see him nor offer salam or conversation.

His nomination for ameership is revoked.
