Differential incentive will be provided to TESPs to encourage them to enroll the youths from targeted groups/communities as indicated below: Target Target Groups Category A Poor Dalit men and women; Special groups: Widows, men and women with disabilities, ex-Kamaiyas and Kamlaries B Poor women of all castes; poor men/women from 42-Janajatis and endangered, highly marginalized, marginalized groups1; and poor men from disadvantaged districts (20 lowest HDI districts)2 C Poor men from other castes Incentive provision 100% of the training cost
Scope of Work 9. The TESPs will be responsible to provide skills training belonging to the above mentioned target groups. The trades/occupations to be identified for training will be based on Rapid Market Appraisal (RMA). 10. The trainings being provided by the TESPs need to confirm to the minimum standards outlined in the CTEVT Curriculum and Occupational Skill Standard (OSS) /Occupational Profiles (OP) of the National Skills Testing Board (NSTB). 11. Provide skill training to youth during the financial year 2069/70 and 2070/71. 12. Skill testing of all the trainees needs to be provisioned. Ensure that 80% of the trainees completing the training pass the skills test administered by the National Skill Testing Board (NSTB). 13. At least 70% of the trainees will have to be gainfully employed for at least six months, either in Nepal or abroad, after graduation. The TESPs must operate a

reliable monitoring system to confirm that the minimum employment rate at pre-defined income levels has been achieved. District Coverage for Trainings and Trainees 14. Districts where trainings will be conducted: Kathmandu, Lalitpur and Bhaktapur. 15. Potential trainees who can apply for trainings: Please see details in the Short Term Training Guidelines available for download at the project website (www.event.gov.np). Expected Outputs 16. The main expected outputs of the trainings are: At least 70% of the training graduates are gainfully employed for at least six months. At least 80 % of the training graduates pass the skills test administered by NSTB. At least 90% have regular attendance in the training. Disbursements 17. Disbursement to TESPs against the service delivery will be made according to the following four tranches: (i) upon entry of trainee information in the project database at the start of training; (ii) upon completion of training and skills testing; and (iii) after 3 months job placement (iv) after another 3 months job placement and income verification. Each of the above four completed tasks will be verified by the EVENT monitoring team before making the tranche payments. Duration of Service Delivery 18. The service contract period may vary depending on the numbers of services (skill trainings) to be delivered by the respective TESPs. Each of the training events must meet the standards of CTEVT/NSTB.
