Mausert Block Site Plan Proposal Park Street, Adams, MA 01220 Existing Site Conditions The Mausert Block

k consists of a single parcel of land which contains approximately 0.37 acres of land (16,117 SF) which is located on Park Street in Downtown Adams. The parcel is irregular in shape and has approximately 105 linear feet of frontage on the easterly side of Park Street. The parcel has a generally level topography. Constructed in 1901, the existing building, mixed use with ground floor retail and the Mausert Apartments on the second and third floor, encompasses the majority of the site. There are concrete sidewalks and decorative lamppost lighting along Park Street frontage. The property is serviced by public water, sewer, gas, electric and telephone. Park Street is a two lane public roadway that is maintained by the Town. There is a small section of the rear portion of the parcel consisting of overgrown grass dirt, and gravel.

Right of Way (Armory Court to School Street) There is also an asphalt road area and un-striped parking at the rear of the site which is an extension of the Armory Court right of way to School Street. This right of way across the rear of the site is a deeded easement (to the parcel south currently owned by TruNorth) dated 16th January 1902 from George and Conrad Mausert to John L Barker [Book 261 pg 571]. The right of way has not been adopted by the town although is plowed by the Town and is currently used by the public for parking even though it is part of the single parcel of land. To the east of the right of way is part of a strip of land (5 wide)

To the east of the land owned by the Town of Adams is the Ashuwillticook Rail Trail, which is a former railroad corridor that was converted into a 10 foot wide scenic rail trail path that runs parallel to Route 8 through the towns of Adams, Lanesborough, and Cheshire with proposals to extend to North Adams.

Mausert Block Site Plan Proposal Park Street, Adams, MA 01220 Site Proposals There are no proposals to change the site access to Park Street. There are no proposals to increase the footprint of the existing building. The changes to the site area are entirely restricted to the rear of the building. Because it has good visibility to the Rail Trail, the aim is to generally improve the appearance of this neglected area. New Apartment Entrance. A new ground floor entrance is proposed to the Mausert Apartments which will open into the new apartment lobby at the rear of the building. This entrance replaces the former (now removed) access via the external steel fire escape at the back of the building. The path to the Mausert Apartments will be stamped asphalt, 10 foot pedestrian sidewalk in a grey or red color.

Initial Artists Impression of Outdoor Seating Area and New Retail Edge. Outdoor Seating. Adjacent to the new Mausert Apartments sidewalk will be a 750 SF outdoor seating area facing the rail trail, exclusively for the use of the new Asian Fusion restaurant proposed at 23 Park Street. There will be one controlled access point with adjacent seating. The outdoor seating area will be separated from the remainder of the site by a 30 high but 40 wide versa-lok wall, consisting planting and capstones on top. Making the wall wider will create a physical separation from the rest of the site without creating a visual barrier between the rail trail and the building. A wider barrier will also prevent the ability to pass alcoholic drinks from the seating area to the public area. Reconfigured Parking and Right of Way The outdoor seating and new access to the Mausert Apartments will align with the easterly edge of the building. A new 5 foot concrete sidewalk is proposed along this east edge of the building and the outdoor seating area to create a retail edge for the new retail and restaurant occupancies and a new sidewalk connecting the Mausert Apartments sidewalk. To the east of new sidewalk are seven proposed parking spots for the Mausert Apartments. The right of way to the TruNorth land to the south is maintained and new asphalt installed at the new parking areas to match the existing. Dumpsters for the building are located at the north of the site and enclosed in a timber fence enclosure.

Mausert Block Site Plan Proposal Park Street, Adams, MA 01220 The location of the public parking bears no resemblance to the existing lot lines. Some of the 12 public parking spaces south from Armory Court are on the Mausert parcel of land. Delineating the full extent of the Mausert land with a fence would result in the loss of 1 or 2 public parking spaces. Restricting the apartment parking to solely the Mausert Land to the east lot line would yield 2 to 3 parallel parking spots for the use of the Mausert Apartments. It is proposed to locate a new guard rail which allows the retention of said 1 to 2 public parking spots on the north side (but partially on Mausert Land). It is further proposed that arranging the Mausert Apartments parking spots perpendicular to the right of way will create an additional private parking spot (but partially on the 5 foot strip of Town Land). The existing asphalt curbs next to the rail trail can be maintained along with the visual connection. There will be no restrictions for public pedestrian access to the site. The reconfigured 11 parking spots on the site will be allocated only to the 11 resident units in the Mausert Apartments. Proposed Future Rail Trail Access A new connection to the Rail Trail, subject to DCR approval, is proposed. This connection will encourage foot and cycle traffic to both the Mausert site and its new retail edge, prevent the creation of a dead end at Armory Court and encourage people to leave the trail to explore the downtown. As part of this connection, and after seeking advice from Berkshire Bike Path Council, new public bike racks will be provided (interior bike storage for the apartments are located adjacent to the new ground floor lobby). Lighting Design There is sufficient lighting at the east side of the site provided from decorative light poles on the rail trail. Light packs on the building will be provided to down light the new tenant parking spaces next to the building. The corners of the outdoor seating will be illuminated by two decorative light poles to match the decorative light poles of the rail trail. Site Drainage / Topology There are currently two catch basins serving the rear of the site which will be retained. Generally the site is flat but there is a slope (in west and south directions) towards the existing catch basin location. There will be a slight excavation to create the parking spots next to the building but a positive slope will be maintained to discharge onto the existing catch basins. The remaining site changes will be limited to hard and soft landscaping rather than additional excavation.
