This book provides important information and advice about applying to start education in Bromley.
Only use the enclosed application form if you are a London Borough of Bromley resident If you live in another borough you must apply for schools via your home Local Authority (contact details on page 55). You can include Bromley schools on your application. A child should by law be attending school at the beginning of the term following his/her 5th birthday. In Bromley all children start school in September 2013, however Bromley schools would consider a request for a child to start later (in January 2014)

Please note there is: NO automatic transfer from a nursery into a school. NO automatic offer of a sibling place. You must apply by the application deadline. Your child must meet the admissions criteria of the school to be offered a place.

All your preferred schools should be listed on this form regardless of which Local Authority they are situated in. Residents of other boroughs can apply for Bromley schools on the application form issued by their own Local Authority. Contact details are on page 55. Supplementary Information Forms (SIFs) available from Bromley schools with religious admissions criteria. SIFs must be completed and returned to the relevant schools by the application deadline (Tuesday 15 January 2013).

Letter sent to all Bromley borough resident applicants confirming application address, preferences and the order they have been entered on to the admissions system.

Wednesday 17 April
Offer letter posted first class to Bromley borough residents at the application address. From 5pm online applicants will receive notification that the outcome of their application is available to view. Last date late applications with good reason will be accepted for inclusion in the reconciliation offers.

Offer letter should be received by Bromley borough resident applicants.

Thursday 2 May
Deadline for applicants to respond to offer letter and request to go on waiting lists. Any returned places no longer required will be re-offered according to schools waiting lists after this date. Late applications not with good reason, and proven changes of address for on-time applicants received between 16 January and 12 February will now start to be processed. Plus late applications with good reason received between 13 February and 17 April.

Introduction
In Bromley, we are very ambitious for the children who attend our school settings. We want what you as parents and carers want; a school where every child has the opportunity, encouragement and guidance to thrive and fulfil their true potential. Our record of achievement and the success of our schools demonstrate this. At the time of going to press, 68% of primary school settings in Bromley are judged as good or better by Ofsted, with 22% judged as outstanding. Our national Standard Assessment Tests (SATS) in 2011 show that Bromley 7 year olds attain above the national average results in reading, writing and mathematics. The same is true for our 11 year olds who also attain above the national average results in English and mathematics. Our provisional 2012 results show attainment continues to be above national averages. We are proud of our school profile and, as the numbers of young children in the Bromley increase, we are expanding our primary provision to include nine extra classes across the Borough from September 2012. As parents and carers, you can consider a range of provision in our borough to suit your childs need, from a Reception class for your child in an infant school or primary school to a Reception class at one of our newly converted infant or primary academies. Whatever you decide, all our educational settings will take account of and build on the development which will already have taken place both at home and through the pre-school provision which your child may have experienced. We are confident that, whatever the educational setting, the teachers will encourage and support your child to extend their early learning skills and equip them well for their education through the years to come. This is an important decision for you and we want to make sure that the process is as smooth as possible. This booklet provides important information and advice about starting education in Bromley as well as information on every Bromley primary setting. Please read the booklet carefully before applying either on the application form enclosed or online. You need to note that the closing date for applications is: Tuesday 15 January 2013 I hope you find this booklet useful in making your decisions and I wish all our new school starters every success in the future.

Message from Bromley admissions team to Bromley residents


Promise to our residents:
This booklet explains the admissions arrangements for our primary schools and how we administer the process. We will give you all the advice and information you need to make an application for your child to start school. We will give you a professional service. We will be prompt and courteous. When you have submitted your application with all the required documents it will be processed according to the London Borough of Bromley published Co-ordinated Primary school admissions scheme. On Wednesday 17 April 2013 we will write by 1st class post offering your child a place. The place offered will be at one of your preferred schools, unless the places are taken by applicants with higher priority under the schools admissions criteria. If we cannot offer your child a place at one of your preferred schools we will write to you to explain why. The letter will confirm that you can put your childs name on the waiting lists of your preferred Bromley school/s and give advice on waiting lists for outborough schools. As you pay your Council Tax to the London Borough of Bromley the letter will also include an offer of an alternative school which has a vacancy and will advise you of your right to appeal.

What we expect our residents to do:


To read this booklet before completing an application. To research the schools to ensure applications will be realistic. Submit the application with all the required documents by the application deadline (Tuesday 15 January 2013). Complete an application form even if your child is attending the nursery at a preferred school or you have an older child already at that school (sibling) see page 6. To respond promptly and courteously to any letters, emails or telephone calls you receive from us.

You must notify us immediately of any changes of address or circumstances that may affect your application. If you fail to do so the Local Authority reserves the right to withdraw an offered place at any stage in the process.

Getting ready

The advice and application form contained in this book is for Bromley residents. If you pay Council Tax to another Local Authority you can still apply for Bromley schools but must do so on the form issued by your home Local Authority (see page 55 for contact details).

Sibling application
Even if you have an older child already at a school you must still complete and submit an application for your younger child. You will NOT automatically be offered a place at the same school without going through the application process. As the definition of sibling may vary, please check with the relevant school to make sure your younger child is guaranteed a place. If your child does qualify (and this is your preferred school) you need only list this one school on your application. Sibling status only applies if a child has an older brother or sister attending the school at the beginning of first term the younger child starts. An older sibling in Year 6 during the application process does not qualify as he/she will have left the school by the time your younger child starts.

Doing your research


Before submitting your application you are strongly advised to contact your preferred schools or the admissions team to check that you are likely to be offered a place. We advise you to visit schools whenever possible. They have their own brochures and websites, which together with this booklet, are a valuable source of information. Be realistic Decide on the order of your preferred schools Submit your application on time supported by the required documents All schools receive more applications than they have places to offer. It is very important that you include in your application schools that in recent years have always easily reached your address. The demand for Reception places can vary and the impact on schools means that offers cannot be guaranteed. Recent distance information is given on pages 40 and 41 of this booklet.

Supplementary Information Forms


Some of the schools offer their places according to a parent/ carers involvement with a church. These schools require applicants to complete a Supplementary Information Form (SIF) to collect information not requested on the main application. SIFs are available from the relevant school and must be returned to that school. A SIF will NOT be considered on its own you MUST also include the school as a preference in your main application.

Applications for twins, triplets and other multiple births Schools consider applications separately. If parent/ carers want their children to attend the same school the applications must be identical (ie the same schools listed in the same order). This will ensure the same offer is made to each child. Where twins, triplets or children from other multiple births qualify for the last school place to be allocated, all of the qualifying siblings will be considered as excepted pupils and be admitted in excess of the published admissions number. Please note that if a school is offered to one child with special educational needs (SEN) after it has been named on their statement, the child/children without a statement must qualify under the schools admission criteria to be offered the same school.

London Borough of Bromley application addresses


The applicant pupils permanent residential home address is either: Owned by the pupils parent/carer with parental responsibility, and lived in by the parent/carer and the pupil or Rented by the pupils parent/carer with parental responsibility under a recognised letting agency tenancy agreement, and lived in by the parent/carer and the pupil. You cannot use your new address until you are resident in the property and able to prove you have no connection with your previous address. As some applicants give false information, all changes of address will be thoroughly investigated to ensure there is a permanent commitment to the new address and it is not a temporary arrangement to access a preferred school. If an applicant still owns another property a temporary address may not be considered for applications. This includes all rental agreements and moves to live with family and friends. You cannot use the address of a relative or childminder, or an address where your child stays or sleeps because of special domestic circumstances or an intended future address. In cases where parents live separately but have joint custody (or when a child lives with a carer other than a parent) the childs principal residential address must be used. A residence order or other legal documents will be required. Any recent change of principal carer and/or parental responsibility (if a child moves to live at another address) must be supported by satisfactory legal documents such as a court order.

Application home address documents required


You must support your application with proof that you have parental responsibility for your child and documents to confirm where you (and your child) are permanently living on the application deadline (Tuesday 15 January 2013). Your application will only be processed if supported by the required documents listed below. Full version of your childs birth certificate (showing parent/s name) and Current London Borough of Bromley Council Tax document (2012-2013) and Recent utility bill for water, gas or electricity (issued within the last six months) and Letter from the Child Benefit Office confirming your entitlement to receive Child Benefit dated within the last 12 months, showing your name and your childs name at the application address. If you have lived at the application address for less than one year or you move during the process, you must also include documents with your application proving the move and closure of your previous address. These are: All the documents listed above to support your new address and Solicitors document confirming completion of the purchase or copy of your new tenancy agreement through a letting agent or Housing Association. and the following for closure of your previous address Closing Council Tax bill and Closing utility bill for gas, water or electricity and Solicitors document confirming completion of the sale or a copy of your closure of tenancy if you were renting. If you are unable to provide any of these documents please speak to the Bromley admissions team on 020 8313 4044.

Change of address between 16 January and 12 February


If an application has been made by the application deadline (15 January) any change of address will be taken into account for offer day only if supported by the required documents. Documents must be received by Tuesday 12 February and prove residence at the new address and ending of responsibility for the old. We will thoroughly check all applicant addresses against records held by this Local Authority and other agencies.

Step 2

Completing your application

You must ONLY use the enclosed application form if you are resident in the borough of Bromley. If you live in another borough you can still apply for Bromley schools but this must be via your home Local Authority (see page 55 for contact details). Any Bromley application forms submitted by residents of other Local Authorities will be posted back to the applicant.
You can apply for up to six schools, putting the school you want the most as your first preference. These schools can be in Bromley and/or in other Local Authorities. All applications will be considered equally at the same time after the application deadline. There is NO automatic transfer from a school nursery into Reception and there is NO automatic offer of a sibling place without making an application. You must submit an application by the deadline and your child must meet the admissions criteria of the school to be offered a place. You can list up to six schools. These schools can be in Bromley borough or another Local Authority. Put the school you want the most as your first preference. If you are applying for a sibling place, make sure you have given the details of the older child already attending that school. It is very important to be realistic when considering which schools to apply for. Do your research and include a school that has always safely offered to your address, even as the lowest preference. Listing this school does not affect your applications to schools you list higher. It will ensure a safety net offer if all your higher preferences allocate their places to higher priority applicants according to the requirements of the schools admissions criteria. It is not possible to guarantee distances schools will reach, as proximities vary from year to year. See pages 40 and 41 for recent proximity distances of the Bromley primary and infant schools.

Guidelines for completing your Common Application Form (CAF)

About your child
Enter your childs name as it appears on his/her birth certificate, together with the address where your child lives. You must attach the required documents to prove the information you have given. Enter the details of your childs nursery. If he/she does not attend a nursery leave this space blank.

Children in public care Looked After Children (LAC)
If you are a carer for a child in public care (ie a foster carer) please state which Local Authority is responsible for the child. You must attach a letter from the social worker confirming the legal status of the child and give specific reasons for the school preferences made.

How to submit your CAF


Bromley residents must return their completed CAF before the application deadline to either any Bromley primary/infant/junior school during school hours or direct to Bromley Civic Centre during office hours (Monday to Friday, 8.30am to 5.00pm). A card will be issued to acknowledge receipt and this should be retained. Parents are advised to hand-deliver their CAF and not risk posting it.

Over-subscription criteria
All Bromley schools will receive more applications than they have places to offer. To determine who can be offered, each school will apply its over-subscription criteria to the list of applicants. The majority of Bromley infant and primary schools will use the following criteria. The remaining schools offer their places according to a parent/carers commitment to a church. 1. Children in public care - Looked After Children (LAC) A LAC or a child who was previously a LAC but immediately after being looked after became subject to an adoption, residence, or special guardianship order. A LAC is a child who is (a) in the care of a Local Authority, or (b) being provided with accommodation by a Local Authority in the exercise of their social services functions. In relation to school admissions legislation a Looked After Child is only considered as such if the Local Authority confirms in writing that he/she will be in Public Care when admitted to the offered school. This statement must be attached to the CAF at the time of application. 2. In exceptional circumstances there is discretion to admit children on the grounds of their or their familys acute medical or social need for that particular school and who would not otherwise qualify for admission. The application must be supported by a letter from a hospital consultant, the special support service, social worker or similar professional, setting out the reasons why the school is the only one to meet the childs needs, before an admission decision is made. The admission decision will be considered in consultation with sub groups of the Admissions Forum which includes teaching and medical professionals. under medical conditions and teaching professionals advise on applications made for social or special reasons. Supporting evidence must be provided before the closing date for applications. 3. Siblings - Siblings are defined as being a full brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/ carers partner. In every case the child and applicant parent should be proven to be living permanently in the same family unit at the same address as the sibling/s at the school. This needs to be reflected in proof of parental responsibility through official documentation including Child Benefit entitlement. Siblings of older children who attend a schools Special Opportunity Unit will also qualify under this criterion for a place in the mainstream school. However, this does not apply to siblings of children who attend the Speech and Language Disorder Unit of Raglan Primary School. Sibling status only applies if the older child is on roll and attending the school at the beginning of the term the younger one starts. Therefore a child with a brother or sister in Year 6 during the application process will not qualify for a sibling offer. 4. Proximity (straight line) Proximity is measured in a straight line from the front door of the childs home address to the main entrance to the school building using the Local Authoritys computerised measuring system. Those living closer to the school have higher priority.

Online applications
Bromley borough residents can apply online from 1 September 2012 at www.bromley.gov.uk/apply. The website links to information on all Bromley schools and those in other Local Authorities. Free internet access can be booked at any Bromley library. Your application will be acknowledged and you will be given a reference number which you should keep for your records. You can view and amend your application at any time up to the deadline (11.59pm on Tuesday 15 January 2013). If you apply online, the registration process has a number of security measures aimed to verify the identity of the applicant. Online applicants must still send the required supporting documents as specified during the online application process. Online applications will not be processed without these documents. Documents can be scanned and attached to your online application until 15 January or posted to Bromley admissions marked with your childs name,date of birth and your online application reference number. Data-entry check letter


In February Bromley admissions will write to all Bromley borough resident applicants to confirm their preferences and the order they have been entered on to the admissions database. It will be your responsibility to check this letter to ensure the preferences you listed on your application have been entered correctly and the correct application address is being considered. Please note you cannot change your preferences but you must let us know immediately if a mistake has been made during data-entry and this will be corrected.

Notification of application outcome


We will write to all Bromley borough resident applicants with details of the outcome of their application. This letter will be sent by 1st class post on 17 April 2013. It will be addressed to the first named parent/carer on the original application. Only one school place will be offered. From 5pm on 17 April 2013 online applicants will receive notification that the outcome of their application is available to view.

What happens next?


How it is decided which school your child will be offered
Bromley admissions will give your childs details to each school you have listed. Schools are not told which others you have applied for or what preference number they are. The school will then apply its over-subscription criteria to determine which applicants are entitled to receive an offer. This information from the schools is returned to Bromley admissions and entered against the applicants list of preferences. If only one of your preferred schools can offer a place, this is the school you will be offered. If more than one preferred school can offer you a place you will be offered the one highest on your list. If you pay your Council Tax to Bromley and none of the schools you listed can offer, Bromley admissions is required to offer a place at the school closest to home that still has a vacancy.

Deadline for accepting an offer


You should return your acceptance slip by Thursday 2 May 2013.

Refusing an offer of a school place


We have responsibility to ensure all children of statutory school age (5 years old) whose parent/carers pay their Council Tax to Bromley have a school place. Refusals will not be accepted unless written notification is received from the parent/carer confirming the details of the alternative school place they have secured.

Withdrawing an offered place


Schools may ask for continuity of address throughout the application process. It may be necessary for you to prove that you were living at the application address on offer day (17 April 2013) and also that you (and your child) are still there when he/she joins the school. If it is discovered that a place has been offered on the basis of a fraudulent or intentionally misleading application (for example, a false claim to residence) that offer may be withdrawn. It is also reasonable to withdraw a place if it has been offered by Bromley admissions in error. DfE Admissions Code

Waiting lists
Waiting lists will be kept in over-subscription criteria order. Any places returned as no longer required will be re-offered in waiting list order from May 2013 onwards. You can request your child to be added to the waiting list for any school/s you put above the preference you are offered. He/she does not stay on the waiting list for any school you put below the one that has been offered. If you pay Council Tax to Bromley and none of the schools you listed on your application can offer a place, we will offer you an alternative school that still has a vacancy and your child if requested will remain on the waiting list for your preferred school/s. From 1 September 2013, any children without a reception offer will be prioritised on waiting lists. Waiting lists will be deleted in July 2014.

Late applications

Only those agreed to be late with good reason will be included in the process for the offers made on 17 April 2013. Documents showing why the application was not made on time MUST be enclosed with the application for consideration. Those made between these dates that are NOT agreed to be late with good reason will not be processed until May when your childs name will be added to the waiting list of your preferred school/s.

Frequently asked questions


What is co-ordinated admissions?
Co-ordination was introduced by central Government to put an end to multiple offers. It ensures each child receives just one offer of a school place on the same day (when the application has been submitted by the application deadline). In the past parent/carers made applications direct to individual schools and sometimes received more than one offer. They often took a long time to decide which offer to accept which delayed the unwanted places being re-offered to other children who needed them.

Are places offered on a first come first served basis?


No. Applications received by the application deadline 15 January 2013 are considered at the same time.

Can I make changes to my preferences after the application deadline?


Unfortunately, no.

Do I need to apply for more than one school?


Listing only one school will not automatically give you a place at that school as your child needs to meet the oversubscription criteria to be offered a place. However, if you are guaranteed a sibling place because you have an older child already at your preferred school and he/she will still be attending when your younger child starts, you need only list that one school. (See page 6 for details of sibling applications).

Do I have a choice of schools?


You do not have a right to choose which school your child attends. However, you do have the right to express a preference, but there is no guarantee that your application to that school will be successful. All schools receive more applications than they have places to offer. They will therefore need to apply their published over-subscription criteria to determine who can be offered. You should therefore be realistic and check that your preferred school has always easily reached your address on distance. If it has not, it might be a wasted preference.

What happens if there are more applicants than available places at the school?
All Bromley schools receive more applications than they have places and will not be able to offer to all applicants. When this happens the school applies its oversubscription criteria.

Do schools have catchment areas?


No. If the application is considered under the proximity criteria it will be measured in a straight line from home to school, with those living nearest to the school being given priority. The distances will change each year (see page 40 and 41).

No. They do not need to know this.

Will I be offered my first preference?
Your preference order is only used when you could be offered more than one of the schools you applied for. You will be offered the highest preference available.

Could I be offered a place at a school I do not want?


If none of your preferred schools could offer you a place and you pay Council Tax to Bromley, you will be offered an alternative. This can only be for a school that still has a vacancy. If you follow our advice and include in your application a school that has always very easily reached your address on proximity it is unlikely that you will put your child in this position. Please see pages 40 and 41.

Are Bromley residents given priority for Bromley schools?


No. Legally schools cannot discriminate against applicants because of where they live. In 1989 a group of Lewisham residents took the London Borough of Greenwich to court claiming it was illegal for Local Authorities to discriminate in this way. The court upheld the Lewisham residents challenge and the case law is known as The Greenwich Judgement. Many Bromley schools are very close to the borough boundary and under their proximity criterion may offer to children from other Local Authorities. Equally, this ruling applies to Bromley residents who wish to apply for schools outside Bromley.

What happens if I do not want to accept the place I am offered?


Refusing a place could leave your child without a school. Your childs name will, however, be kept on the list of the school you have been offered until you have secured an alternative. He/she will remain on the waiting list at your preferred school/s if requested, but there is no guarantee a place will become available.

What happens if I only list one school on my application?


Applying for only one school will NOT improve your chances of being offered a place at that school. You are strongly advised to check with the school that your application will be realistic. If it is not realistic and you list only that one school, you will risk leaving your child without an offer of a place. Applicants are always strongly advised to include in their application a school that has always easily reached their address on proximity so they dont leave their child without an offer of a preferred school.

The appeals process


Reception 2013 Key Stage 1 appeals
If you have not been offered a place for your child at your preferred school you have the right of appeal under the School Standards & Framework Act 1998 Please note: The law states that infant classes must be limited to a maximum of 30 children which has an impact on how an appeal is considered. An appeal for a Reception place can only be upheld in very limited circumstances.

There are only certain circumstances under which an appeal panel can uphold an appeal for a school and if an appeal does not satisfy any of these conditions then it cannot be upheld in favour of the parent/ carer. The panel may only uphold the appeal at the first stage where: a) it finds that the admission of additional children would not breach the infant class size limit; or b) it finds that the admission arrangements did not comply with admissions law or were not correctly and impartially applied and the child would have been offered as place if the arrangements had complied or had been correctly and impartially applied; or c) it decides that the decision to refuse admission was not one which a reasonable admission authority would have made in the circumstances of the case. We would encourage you in the first instance to discuss your case informally with the admissions team on 020 8313 4044 who will give you advice and explain the process. To help parents/carers understand the limitation of the appeals process Bromley admissions has produced a guidance leaflet available on the Bromley website www.bromley.gov.uk.

To register an appeal for an Academy, Voluntary Aided (church) or Foundation Bromley school please contact the relevant school after 20 May 2013. If you appeal for a Community or Voluntary Controlled Bromley school please request a form from the Democratic Services section of the Resources Department of the Civic Centre on 020 8461 7566 after 20 May 2013. Straight line distances for all applications to Bromley schools are calculated by the Bromley admissions team using an electronic measuring system based on Ordnance Survey GIS references. Commercial measuring systems to help you judge if your child may receive a proximity offer are available on the internet. The majority of Academies have retained the oversubscription criteria as defined on pages 9 and 10 of this book. However, Green Street Green Primary School will allocate places using the following criteria, listed in order of priority: 1. Looked after children (Children in Public Care) as defined on page 9 2. Siblings - as defined on page 10. 3. Children of staff at the school priority may be given to children of staff in either or both of the following circumstances: (a) Where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or (b) The member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage. 4. Highfield Infant School


Where applications for admission exceed the number of places available, the following criteria will be applied, in the order set out below, to decide which children to admit: 1. Looked After children - Children in Public Care 2. In exceptional circumstances there is discretion to admit children on the grounds of their or their familys acute medical or social needs for that particular school and who would not otherwise qualify for admission. The application must be supported by a letter from a hospital consultant, the special support service, social worker or similar professional, setting out the reasons why the school is the only one to meet the childs needs, before an admission decision is made. The admission decision will be considered in consultation with sub groups of the Admissions Forum which include teaching and medical professionals. Medical professionals provide advice on applications made under medical conditions and teaching professionals advise on applications made for social or special reasons. Supporting evidence must be provided before the closing date for applications. 3. Sibling Children with a sibling still on roll at Highfield Infants or Junior School at the time of entry. Sibling refers to brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/carers partner, and in every case, the child should be living in the same family unit at the same address. 4. Proximity - proximity of the childs home to the School as measured in a straight line from the front door of the home to the front door of the School, using the Local Authoritys computerised measuring system, with those living nearer being accorded the higher priority. Home is where the child normally resides as their only or principal residence. Addresses involved in a child minding (professional or relatives) are excluded. Parents will be asked to provide documentary evidence to confirm an address and parental responsibility. It is expected that the applicant and pupil will still be resident at the same address when the child starts school unless exceptional circumstances apply.

The elder sibling must still be on roll at the school when the younger child starts. This sibling ruling does not apply to pupils in our Speech and Language Provision classes. We welcome applications from parents with siblings of children in these classes but would also advise them to apply to their closest school. Similarly, attendance at Raglan Nursery does not accord any priority; applications to the school should be made through the normal process but we would also advise applying to a childs closest school.

Voluntary Aided Schools

If you list any of the following schools in your application you must also complete the schools Supplementary Information Form (SIF). This is available from the relevant school and must be returned to the school by the application deadline Tuesday 15 January 2013.

Chislehurst CE Primary
The Governing Body is responsible for admissions and the Admissions Committee has been delegated responsibility for considering each application. Every year there are significantly more applications than places available and so Governors have drawn up an order of priority. Since this is a Church of England School, the underlying basis for the admission of children is the Christian commitment of the parents. Governors will expect that commitment to be verified by the incumbent of the Church attended, and/or previous Churches where appropriate, and demonstrated by regular attendance at divine worship. In the case of Looked After Children a baptismal certificate or an attestation from the local authority which looks after the child confirming the Christian affiliation of the child will be accepted in the alternative. NB Regular attendance means attendance at services in Church at least twice a month on average for the two years prior to consideration of the application. When there are more than 30 applicants, places will be offered in accordance with the following order of priority: 1. Looked After Children who satisfy the criteria in paragraph 2 above. 2. Siblings of children who will be pupils at the school at the start of the siblings first term and whose parents remain committed and attested members of Christian Churches, but see Note III below. 3. Children of committed Church of England parents attending the Church of the Annunciation, Christ Church, Lubbock Road or St Nicholas Parish Church as attested by reference from the incumbent. 4. Children whose parents are committed and attested members of other Christian churches situated in the three Chislehurst Church of England Parishes.

In relation to looked after children, parent(s) include(s) foster parents and any person with whom a child is living as part of a family unit by reason of a court order. II. Sibling (s) means full brother(s), / sister(s) or step or half brother(s) /sister(s) adopted brother(s) / sister(s) or the child of the parent/carers partner who live together at the same address as part of a single family unit. III. Where a child has been admitted to the School under Priority Categories 1, 6, or 7; a sibling of that child will be considered for admission under Category 2 notwithstanding that the requirement for verification of Christian commitment as set out in paragraph 2 above and in Category 2 cannot be provided. IV. Where there are more applicants than places available, places will be offered first on the basis of length of attendance at Church measured in whole years and thereafter places will be offered to those applicants living closest to the School as measured in a straight line from the entrance to the quad from School Road to the childs front door or if the child lives in a flat to the main entrance of those flats. V. A Christian Church is one which is a member of Churches Together in Great Britain and Ireland or the Evangelical Alliance.

Holy Innocents Catholic Primary


Where the number of applications exceeds 30, the Governors will offer places using the following criteria in the order stated: 1. Looked After Catholic Children or Looked After Children in the care of Catholic families. A looked after child is a child who is in care to a local authority or who is provided with accommodation by that authority and will still be looked after when at the time an application for their admission to a school is made, and who the local authority has confirmed will still be looked after at the time when the child is admitted to the school. Children placed by the Local Authority by a Kinship or residency order are NOT classed as Looked After Children. 2. Baptised Catholic children who both worship and live in the parishes of Holy Innocents, Orpington and St Michaels, Locksbottom. In the event of doubt, maps showing the parish boundaries may be viewed on the following website: www.acny.org.uk or contact the school office. 3. Other Baptised Catholic children. Evidence of Baptism will be required. 4. Children enrolled in the catechumenate. Evidence of enrolment in the catechumenate will be required. 5. Other Looked After Children. 6. Children who are members of Eastern Orthodox Churches. Evidence of Baptism will be required. 7. Children of families who are committed members of other Christian denominations that are part of Churches Together in England. Evidence of Baptism (or dedication) provided by a priest or minister of a designated place of worship will be required. 8. Children of other faiths. Evidence of religious commitment provided by a priest, minister or religious leader of a designated place of worship will be required. 9. Any other children. The following order of priorities will be applied when applications within any of the above categories exceed the places available and it is necessary to decide between applications:

Siblings - A brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/carers partner, attending the school at the beginning of their first term. In every case the child must be living in the same family unit at the same address Evidence of the relationship may be required. 3. Social and medical needs which make the school particularly suitable for the child in question. Strong and relevant evidence must be provided by an appropriate professional authority (eg qualified medical practitioner, education welfare officer, social worker or priest). 4. Distance from home to school distance will be measured (in a straight line/by the shortest walking route) from the front door of the childs home address(including flats) to the main entrance of the school, using the Local Authoritys computerised measuring system, with those living closer to the school receiving the highest priority. Evidence of residence may be required. 2. *Baptised Roman Catholic children at least one of whose parents attend St. Anthonys church and are active and committed to the Faith. 3. *Baptised Roman Catholic children at least one of whose parents attend an adjacent parish church. St. Edmonds, St. Chads, Virgo Fidelis, Our Lady & St. Philip Neri and are active and committed in the Faith. 4. *Baptised Roman Catholic children at least one of whose parents attend other parish churches and is active in and committed to the Faith 5. Baptised Roman Catholic children whose parents may not be practising at the time of admission. 6. Children one of whose parents is a baptised Roman Catholic 7. Other Looked After Children 8. Children of families who are committed members of other Christian denominations that are part of Churches Together in England. Evidence of Baptism (or dedication) provided by a priest or Minister of a designated place of worship will be required. 9. Children of other faiths. St Anthonys RC Primary
The Governors admit 30 to the school in September but parents whose children do not reach statutory school age until March of the following year may defer entry until January of that year. Children will be admitted in the order of the following categories. 1. Looked after Catholic Children or Looked after Children in the care of Catholic families. A looked after child is a child who is in care to a local authority or who is provided with accommodation by that authority and will still be looked after when at the time an application for their admission to a school is made, and who the local authority has confirmed will still be looked after at the time when the child is admitted to the school. Children placed by the Local Authority by a Kinship or residency order are NOT classed as Looked After Children.

St James RC Primary
Applications will be considered from baptised children of committed and practising Roman Catholic parent(s). Written verification of this commitment and practice will be required by the Governors from the Parish Priest. Where incorrect information is used to unfairly gain a place then the governors will immediately withdraw any place offered. However, in the event of places being available the Governing Body welcomes all applications, particularly from those of other denominations and faiths who support the religious ethos of the school. In accordance with the above the following criteria will be applied: 1. Looked after Catholic children (children for whom the LA has responsibility) and looked after children in the care of Catholic families. 2. Catholic children who will have a brother or sister at the school at the time of admission and are able to prove weekly attendance at mass. (Note: brother or sister , means, children who live as brother and sister, including natural brothers and sisters, adopted siblings, stepbrothers or sisters and foster brothers or sisters. It does not include other relatives e.g. cousins.) 3. Catholic children who both worship and live in the parishes of St James the Great, Petts Wood, or St Swithuns,* Bromley Common, and are able to prove weekly attendance at mass. 4. Catholic children who live and worship in a parish not mentioned in category (3) above and are able to prove weekly attendance at mass. The following criteria will apply when the number of places available exceeds the number of applications: 1. Children not falling within category (1, 2, 3 or 4) above who have been baptised into the Roman Catholic Faith including siblings without weekly Church attendance. 2. Other looked after children 3. Children of parents committed to other Christian denominations. (Commitment of non-Catholics will be included in the Supplementary Form completed by the Minister of the denomination concerned.) 4. Other children. Where the number of children in any of the above categories exceeds the number of places available, the following tiebreakers will be applied, in the order shown, to decide which children to admit: Firstly: Frequency of Mass attendance of parents and children. It does not include other relatives e.g. cousins.) ii. Proximity of the childs home to the school as measured in a straight line from the front door of the home to the front door of the school. (Note: The distance will be supplied by the Local Authority (LA) derived from their computerised mapping system. Evidence of residence may be required.) Special Considerations In exceptional circumstances there is discretion to admit children on the grounds of their or their familys acute medical or social need for that particular school and who would not otherwise qualify for admission. The application must be supported by a letter from a hospital consultant, the special support service, social worker or similar professional, setting out the reasons why the school is the only one to meet the childs needs, before an admission decision is made. The admission decision will be considered in consultation with sub groups of the LA Admissions Forum which includes teaching and medical professionals. Medical professionals provide advice on applications made under medical conditions and teaching professionals advise on applications made for social or special reasons. Supporting evidence must be provided before the closing date for applications.

St Josephs RC Primary
Admissions to St Josephs Catholic Primary School are decided by the Governors. The number of children to be admitted to the reception class each year is 30. Where the number of applications exceeds 30, the Governors will offer places using the following criteria in the order stated: Note: Evidence of Baptism (or dedication) provided by a Priest or Minister of a designated place of worship will be required. This can be evidenced within the Supplementary Information Form to be completed by the Priest or Minister of the denomination concerned.1. Looked After Catholic children (children for whom the Local Authority (LA) has responsibility) and looked after children in the care of Catholic families. 2. Children who, having been baptised into the Catholic Faith, are each certified by a Priest of the Parish to have at least one parent or carer who is a committed and practicing Catholic. 3. Children not falling within the categories above who have been baptised into the Catholic Faith. 4. Children enrolled in the catechumenate. St Marks CE Primary
When there are more applicants than available places in any academic year, places are allocated in accordance with the following criteria and order of priority: 1. Looked after Children (Children in Public Care) 2. Children who will have a sibling attending St Marks School at the beginning of their first term. 3. Children whose home is in the parish of St Mark, Bromley (see appendix). 4. Children of parents whose names are on the church Electoral Roll of St Marks, Bromley, but who do not live in the parish. 5. Children of parents who, in the two years preceding the closing date for applications, have attended church at least once every month, whose application is supported in a completed clerical reference form and who reside closer to St Marks School than to any other Church of England Aided Primary School. 6. Children of parents living in close proximity to the School, (priority being given to those living the nearest) Within each criterion, children are placed in proximity order. Notes In all admissions documentation where we state parent we mean the childs parent or legal guardian. A Looked After Child is a child who is in care to a local authority or who is provided with accommodation by that authority and will still be looked after when at the time an application for their admission to a school is made, and who the local authority has confirmed will still be looked after at the time when the child is admitted to the school. Children placed by the Local Authority by a kinship or residency order are NOT classed as Looked After Children. Sibling refers to brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/carers partner, and in every case, the child should be living in the same family unit at the same address. The elder sibling must still be on roll at the school when the younger child starts school. Home being where the child normally resides as their only or principal residence. Addresses involved in child minding (professional or relatives) are excluded. Parents will be asked to provide documentary evidence to confirm an address and parental responsibility. A Church will need to be a full member of Churches Together in Britain and Ireland. Proximity distance will be measured (in a straight line/ by the shortest walking route) from the front door of the childs home address (including flats) to the main entrance of the school building, using the Local Authoritys computerised measuring system, with those living closer to the school receiving the higher priority.

St Marys Catholic Primary


Where there are more applicants than available places, the places will be offered to children falling into the following categories and order of priority: 1. Looked after Catholic Children or looked after Children in the care of Catholic families. 2. Baptised Catholic children who have a brother or sister at the school at the time of admission; 3. Baptised Catholic children who have at least one parent or guardian who is a committed and practising Catholic and a member of the parish community of St. Edmunds Beckenham, St. Marks West Wickham, or Holy Rosary, Hayes. For admission to Reception, eighteen places will be allocated to St Marks, eleven places to Holy Rosary and all remaining places allocated to St Edmunds. If the quota of places allocated to St Marks and Holy Rosary is not used, the quota will be transferred to children from St Edmunds. 4. Baptised Catholic children who are each certified by a priest of the parish to have at least one parent or guardian who is both a committed and practising Catholic and a member of a parish not mentioned into category (3) above; 5. Other baptised Catholic children; 6. Other looked after children. 7. Other children. Where the number of children in any category exceeds the number of places available, the following rules will be applied, in the order listed, to decide which children to admit. a. Applications will be ranked in the order shown on the Supplementary Form. Highest priority to those who attend Mass weekly, then at least once a month, etc.

Tie Break Where the number of applications in any of the above categories exceeds the number of places available and it is necessary to decide between applications the following order of priorities will be applied: 1. Siblings 2. Special consideration/social and medical needs 3. Proximity of the childs home to the school as measured in a straight line from the front door of the home to the front door of the school using the measurement supplied by Bromley Council as derived from their computerised mapping system.

St Peter & St Paul Catholic Primary


Where there are more applications than places available priority will be given to Catholic applicants in accordance with over-subscription criteria listed below. All applicants are required to support the aims and ethos of the school. In accordance with the above the following criteria will be applied: 1. Looked after baptised Catholic Children or nonCatholic looked after children in the care of Catholic families. 2. To baptised Catholic children or baptised children belonging to Churches in communion with the See of Rome from practising families living in the parish of St Joseph in St Mary and St Pauls Cray. 3. To baptised practicing Catholic children or baptised children from practising families belonging to Churches in communion with the See of Rome living in neighbouring parishes (Chislehurst, Petts Wood, Bexley and Greenwich). 4. Applicants will be ranked using the frequency of Mass attendance on the Supplementary Information Form: Regular (ie every Saturday evening or Sunday), Occasional (ie once or twice a month), or Irregular (ie less often than once a month). See Notes. 3. Children enrolled in the catechumenate. Evidence of enrolment in the catechumenate will be required from the Parish Priest. 4. Other looked after children. 5. Children of parents committed to other Christian denominations. Priority is given to members of other Christian Churches that are full members of Churches Together in England . The application form requires a reference from the Minister of the denomination concerned. 6. Any other children. The following order of priorities will be applied when applications within any of the above categories exceed the places available and it is necessary to decide between applications: a. Children who will have a brother or sister at the school at the time of admission (see Notes). b. Children who both worship and live in the parish of Our Lady of the Crays, Cray Valley. c. Children from a parish other than Our Lady of the Crays, Cray Valley. d. Proximity of the childs home to the school, as measured in a straight line from the front door of the home to the front door of the school. The measurements are made for us by the Local Authority using their computerised mapping system. Notes Brother or sister means a child who lives as brother or sister, including natural brothers or sisters, adopted siblings, stepbrothers or sisters and foster brothers or sisters. In every case, the child must be living in the same family unit at the same address. Catholics include members of the Latin and Oriental Rite Churches that are in union with the Bishop of Rome. St Vincents Catholic Primary


Where there are more applications than places available, places will be offered using the following criteria in the order stated: 1. Looked after Catholic children (children in care**) or looked after children in the care of Catholic families, in which case, proof of baptism in the Catholic Church of at least one of the carers will be required. 2. Baptised Catholic children who will have a sibling* attending St Vincents Catholic Primary School at the beginning of their first term. 3. Other Baptised Catholic children. Within categories 1-3, proof of baptism in the Catholic Church will be required. Applications will be ranked according to the frequency of attendance at Mass as shown on the Supplementary Form; with those attending most frequently being accorded priority and verified by the Parish Priest for the previous 12 month period.

Admissions during the school year


In Year Admissions
If you have recently moved into the London Borough of Bromley and your child is not on roll at a school within a reasonable travel distance, please contact a member of the In Year admissions team on 020 8461 7993 for details of how to apply. A Fair Access Protocol exists to ensure that children without school places, especially those most vulnerable, are offered a place as soon as possible. These children will take priority over children wishing to transfer between schools.

Special educational needs (SEN)


Some children have greater difficulty learning than others. For most of these children extra help can be provided by the school. However, for a very small number the help required will be significant and may call for a statutory assessment to identify their needs and any special provision needed. Many children with these significant and complex needs will be identified prior to attending school, and provision where appropriate, will be in place when they start school. The Special Educational Needs Group, based at the Civic Centre, receives referrals from parents and schools. It co-ordinates the assessment and when a statement is necessary will ensure it is produced. For most children, extra support is given in their mainstream school, although for some a period of attendance at a special unit within a mainstream school or at a special school may be appropriate. If you are concerned about your childs educational progress, you should first discuss the matter with your childs pre-school provider or contact the Pre-School Specialist Early Support Services on 020 8466 8811.

Free school meals


Free school meals are currently available to pupils attending a London Borough of Bromley school whose parents/carers are in receipt of one of the following: DWP Income Support Income-based Jobseekers/Employment & Support Allowance The guaranteed element of State Pension Credit (assessed by HM Revenue and Customs) Child Tax Credit ONLY (no working Tax Credit) with a gross annual income (assessed by HM Revenue and Customs) not exceeding 16,190. Support from the National Asylum Support Service or a Local Authority Social Services Asylum team. Parents/carers living within the Bromley borough whose children attend a school in another Local Authority should contact the Authority in which the school is situated to apply for free school meals. An application needs to be completed each academic year and the eligibility runs from September to July. However, if benefit ceases during the academic year parents/ carers must inform the Authority and the school will be advised to discontinue free school meals. Parents/ carers are sent a letter of authorisation for each child and the Authority informs the school. Parents who meet the eligibility criteria are encouraged to apply for free school meals. Not only will your son/daughter be provided with school dinners free of charge but also, for each child eligible for free school meals, the school will receive additional funding to benefit all pupils attending the school.

Home to school travel and transport guidance


Reasonable travel time is defined for a primary age child to be 45 minutes by a timetabled journey. Bromley admissions will normally use the Transport for London Journey Planner for this purpose. The travel time increases to 75 minutes for secondary school. Statutory walking distance is two miles for children under the age of eight (three miles for older children). The measurement is not necessarily the shortest distance as it is measured by the shortest route the child (accompanied as necessary) can walk with reasonable safety. The route may include footpaths, bridleways and other pathways. Department for Educations Home to School Travel and Transport Guidance issued in 2007 and current at the time of publication (September 2012). All children under 16 (under 18 if still in full-time education) can travel free on London Transport buses and trams. From the age of 11 children are required to carry an Oyster Card.
