The Delegation of the European Union is one of the major donors providing both development as well as humanitarian assistance to Afghanistan. The Delegation opened in early 2002 and has already disbursed up to 1.16 billion of financial aid. Additional 610 million Euros have been pledged towards supporting Afghanistan's reconstruction during the years 20072010. Priority areas during this period include Rural Development, Governance, and Health; other identified themes of intervention consist of Social Protection, Mine Action and Regional Cooperation.
The EC's aid for Afghanistan and areas of assistance are aligned with the Afghan Government's priorities as set out in the Afghan National Development Strategy (ANDS). More information on the Delegation can be obtained at: http://eeas.europa.eu/delegations/afghanistan
This Programme Assistant will work under the supervision of the Head of Operations and his/her deputies as concerns their specific mandates. As a member of the Operations Team, the Programme Assistant will support project teams in the Operations Section as follows:
Contribute to preparing contracts, tender documents and documents for calls for proposals (including routing slips and checking paper and electronic files); assist with contract closures, clearances of pre-financing, and de-commitments; Assist with maintaining up to date information on projects, including (but not only) encoding data in CRIS, including AB riders, addenda, and contracts; uploading files into CRIS; encoding data in other management information systems as applicable; Contribute to maintaining the Operations central filing system (paper and electronic);
Maintain meeting agendas, arranging appointments and missions (including international missions), including contacts with local authorities and updating contact lists for Government organisations, donors, embassies, and international organisations; Draft letters, translations from Dari to English and from English to Dari; including drafting approval letters to contractors and grant beneficiaries; Make photocopies, scans, etc, and ensure that office equipment such as shared printers and photocopiers is functioning; Replace or support (Senior) Programme Assistants or the Assistant to the Head of Operations as needed; Facilitate and help to promote a culture of efficient service, including maintaining close links with the other members of the Operations and FCS teams. Participate and take minutes of meeting with implementing partners and support members of the Operations Sections in drawing follow up plans and ensuring their timely execution
School leaving certificate. A university degree, a degree from another higher education institution, and/or a secretarial qualification will constitute an advantage
Two years of working experience in a relevant field Experience in assisting (senior) project management staff Experience in working with an international organisation
4.3 Skills
Language skills Thorough knowledge of spoken and written English, Dari and Pashto
Computer skills Knowledge of Microsoft Office Package and other related software
Administrative skills Relevant secretarial and administrative experience and be able to draft quickly and precisely
Interpersonal skills Ability to listen, to consult and to share information and ideas Ability to work independently, whilst having strong team work skills Management and organizational skills
Capacity to focus on priorities and to organize work to deliver against tight deadlines whilst maintaining a service-oriented attitude
Personal qualities Flexibility to work under pressure and to respond quickly to new demands Knowledge
