Sustainablewaterresourcegovernanceinthebasincanformthe basisforaccesstowaterforsafeandsustainableusefor domesticconsumption,agriculturalproduction, environmentalprotectionandelectricitygeneration. Itrequires: Ariverbasinmanagementorganizationcapableofassuring goodgovernanceofwaterandrelatedresources. Anetworkofsharedknowledgeonthe4Ps'naturaland humanresources,theiruseandmanagementforthebenefit ofthepeopleandthecountry Acapacityoflocalcommunitiestocopewithnatural calamities.
ImplementationofIWRMtosupportRBOM
The4PsBasinCommitteecanbeenvisagedintheNationalWater PolicyandNationalLawonWaterResourcesManagementasa supplementarymanagementlevel.Nationalexperienceisnotyet available. TosupportestablishmentoftheRiverBasinOrganization: Networkingbetweeninstitutionalactorsinthebasin(two provincesandnationalcenter), Formulationofpriorities,andregularupdatingofthesepriorities, inresponsetonewchallenges,newopportunities,andnew knowledge. Promotionofrelateddevelopmentactivities,andinstitutional supporttosuchactivities, Servingasafocalpointfordonor andNGOsupported developmentactivitiesinthebasin,aswellasrelatedliaisonwith theprivatesector. Servingasafocalpointforexchangeofknowledgeandlessons learntatthenationallevelandwithotherRBOs.
Conclusions

Systemshouldenhanceeffective enforcement ofLawonWaterResources Managementwithaspectsofpromotion ofwatergovernanceatlocalriverbasin system. TheeffectiveIWRMimplementationat thelocalriverbasin inthiscontextshould helptocorrectorimprovethe implementationofnationalpolicies.
