Nelson Mandela International Day was observed across the world on 18 July 2013 to earmark freedom, justice and democracy. In November 2009, the UN General Assembly declared 18 July as the Nelson Mandela International Day to recognize the former South African Presidents contribution to the culture of peace and freedom.
National Issues
Government is hopeful of achieving 80 per cent literacy rate by 2015. , 2013 Human Resource Development Minister M Pallam Raju stated this while inaugurating the international conference on achieving literacy for all in New Delhi on July 19, 2013.
The Planning Commission has finalised an annual plan outlay of over 69 thousand crore rupees for Uttar Pradesh for 2013-14. This was finalised at a meeting between Deputy Chairman of the Planning Commission, Montek Singh Ahluwalia and Chief Minister of the State, Akhilesh Yadav. In addition, an amount of about 18,000 crore rupees is likely to flow from the Center to the State through various Centrally Sponsored Schemes.
NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has entered into a Power Purchase Agreement (PPA) with Kerala State Electricity Board (KSEB) for supply of 300 MW Round the Clock (RTC) power for a period of three years starting from 1st March 2014.

Government of India signed an agreement with Asian Development Bank (ADB) on July 19, 2013 for a $60 million loan for improving urban services and strengthen municipal and project management capacity in several towns in North Karnataka. The agreement is for the 3rd Project under the overall facility of $270 million for the North Karnataka Urban Sector Investment Program (NKUSIP).
The Parliamentary Standing Committee on Finance on 19 July 2013 finalised its report on Goods and Services Tax (GST) which will be tabled in Parliament in the monsoon session beginning 5 August 2013. The Goods and Services Tax (GST) Bill, was introduced in Parliament in 2010, and is being scrutinized by the Standing Committee on Finance. It is now decided that the states and the Centre would together going to finalise the draft and will bring it back to Parliament. The proposed GST is basically intended at bringing in a common tax regime for goods and services by subsuming most indirect taxes. GST will directed help in increasing the revenue collections.

The government has decided to fix 49 per cent as the upper limit for foreign direct investment (FDI) in defence manufacturing, subject to approval by Cabinet Committee on Security (CCS).
