Question 1 Previous qualifications and experience related to the applied position specifically in poverty reduction program/development programs in Indonesia
Saya pernah mengikuti penelitian evaluasi program penanggulangan kemiskinan di Indonesia. Pertama penelitian kuantitatif evaluasi progam kemiskinan dari 3 klaster program. Kedua penelitian Kualitatif evaluasi dampak sosial BLT dan Raskin. I have ever followed research of poverty reducement program in Indonesia. First Qualitative research of evaluation poverty program from 3 classter program. Second qualitative research of evaluation affect social BLT and Raskin. Question 2 Knowledge of the key technical skills of position applied , and more specifically an understanding of poverty reduction programs in Indonesia
Perlunya penyederhanaan instrumen penelitian untuk memudahkan penggalian data dilevel bawah. Serta menggunakan metode teknis pengumpulan data yang partisipatif, untuk memundahkan arus informasi dari informan penelitian. Kecakapan bahasa lokal dan Indonesia sangat penting untuk peneliti lapangan. Program terkadang tidak diketahui oleh informan atau masyarakat, sehingga perlu adanya pengantar untuk memahamkan program yang diteliti. Misalkan saat penelitian evaluasi BLT dan RASKIN masyarakat taunya Uang BBM, dan Beras Dulog. Peneliti harus cermat dalam mengamati dinamika dilapangan. Necessary simplication of instrument research to make easier to get the data in low level of public and also should use technical method to gather participatory data to make easier flow information from informan research. Proviciency of local language and Indonesian language are very important for field research. Sometime informan doesnt know well about program or public, so needed there a liaison to give know what program purpose. For example when research of evaluation BLT anf RASKIN, public only know BBM money and Dulog rice. Researcher should to be careful at observing field dynamics. Question 3 Highly developed communication, negotiation, liaison and representation skills, in written and spoken English and Bahasa Indonesia Saya terbiasa menggunakan bahasa Indonesia dengan fasih dalam berbagai kesempatan formal, misalkan dalam diskusi, seminar dan lain sebagainya. Selain itu saya juga terbiasa bernegosiasi dengan stakeholder memahami mereka dari sudut pandang mereka, untuk memasukkan ide atau gagasan yang menjadi misi kita. Bahasa Inggris jarang sekali digunakan hal ini karena pengatahuan saya yang minim untuk bahasa Inggris, dalam beberapa kesempatan bekerja dilembaga asing, saya diuntungkan dengan adanya interpreter. Komunikasi tetap berjalan tanpa kehilangan substansi dari maksud dan tujuan. I usually use Indonesian language fluently in formal occasion such as discussion, seminar ect. In other side I used make negotiation with stakeholder and to understand them from their side for giving idea or concept that related with our mission. I so seldom use English language, its because I lack English knowlage for speaking, in some apportunity worked with foreign institute, I benefited there was an interpreter, so communication keep running well without miss any substantion from aims and objectives. Question 4 Knowledge of the key government and donor stakeholders involved in Poverty Reduction Programs in Indonesia
Pemerintah sebagai pemangku kepentingan terkadang tidak memiliki pemahaman yang komprehansif dalam menjalankan program. Petunjuk teknis yang digunakan terkadang sangat kaku tetap dijadikan acuan oleh pemerintah. Misalkan tidak maunya merubah data penerima yang faktualnya tidak relevan, padahal dalam acucannya ada tatacara pengantian penerima

program. Hal ini ditemukan di Buton Sulawesi Tenggara saat melakukan evaluasi program Raskin. Sehingga memunculkan konflik vertikal didalam masyarakat. Government is as stakeholder sometime doesnt have comprehensive comprehension in run the program. Technical guidelines which used by government its not match anymore but still become guidelines. For example the government wont to change receiver factual data which doesnt relevant, actually in guidelines there are procedures for replacement receiver program. This case found in Buton South East Sulawesi when I was doing evaluation Raskin program, so that cause appears vertical conflict in public. Question 5 Familiarity with Government of Indonesia systems and practices and an awareness of the challenges of managing and implementing a program
Berdasarkan pengalaman para pemanggku kepentingan di level terbawah misalkan desa sampai pada level kabupaten dan provinsi sering kali memiliki persepsi yang berbeda dalam pelaksanaan program. Ketidaksiapan dan kekurangan sumber daya yang mengelola program dilevel bawah merupakan kendala yang sering mejadi temuan lapangan. Walaunpun pemerintah dan stakeholder menerima dengan antusias setiap program yang dicanangkan dan dijalankan. According to my experience, stakehokder in low level such as in villages until regency level and provincy often have different perception in run program. Unpreparedness and lack of human resources that manage program in low level as constrainst usually find in field. Although government and stakeholder accepted with enthusiastic every program that planned and has been running.
Question 6 Interpersonal skills, team work ability, time management skills, and language skills
Tim peneliti harus memiliki acuan persepsi yang jelas dalam membuat dan menerapkan desain penelitian atau instrumen penelitian. Sekaligus harus terus berdiskusi untuk menyesuaikan instrumen dengan konteks lapangan. Researcher team should have perception guidelines in making and implementation research design or research instrument. At a time should always make discussion to adjust instrument with field context. Berdasarkan pengalaman evaluasi kemiskinan dengan metode kualitatif terkadang, instrumen dan alat partisipatif yang digunakan relevan untuk satu tempat tetapi tidak televan untuk
tempat yang lain. Kondisi ini harus di cermati oleh tim peneliti. Kemampuan mengelolah team dan diskusi rutin sangat pentng untuk memperbaiki dan memperbaharui instrumen. According to my experience in poverty evaluation with qualitative method, sometime instrument and participatory that relevant use for one place but there is no relevant with other place. This condition should have observed by researcher team. Capability in tema management and routine discussion are very important to repair and make new instrument. Bahasa lokal dan Indonesia menjadi sangat penting untuk menggali informasi yang dalam dari masyarakat atau subjek penelitian, baik dengan metode kualitatif maupun dengan metode kuantitatif. Local language and Indonesian language are very important to get information from local citizen or research subject by qualitative method and also quantitative method.
