BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LIMITED (BVFCL) is located at Namrup in the district of Dibrugarh (Assam). BVFCL with its single product Urea is the only Fertilizer Company in the NE / Eastern region of India which is growing Fertilizer market. Hence it has got growth potentials in the coming future. The BVFCL has been incorporated as a new independent company after bifurcation of erstwhile Hindustan Fertilizer Corporation Limited w.e.f April, 2002. The availability of surplus natural gas in the Naharkatia, Moran and Lakwa Oil field led to the addition to the 3rd unit of the BVFCL plant at the cost of Rs. 285.55 Crorers. The plant went into commercial production in 1987 with annual capacity of 3, 86,000 MT of Urea. The BVFCL Unit 3rd intends to implement the ISO 14001:2004 Environmental Management System for their entire activity which include Manufacturing and supply of Urea fertilizer. BVFCL has upgraded its infrastructure & work environment. The top management is fully committed to improve environmental performance of Namrup III and around for which effluent disposal treatment plant has been installed.

1. Environment: Surroundings in which an organization operates including air, water, land, natural resources, flora, fauna, humans, and their interrelation. Note: Surroundings in this context extend from within an organization to the global system. 2. Environmental Aspect: Element of an organizations activities or products or services that can interact with the environment. Note: A significant environmental aspect has or can have a significant environmental impact. 3. Enviromental Impact: Any change to the environment, whether adverse or beneficial, wholly or partially resulting from an organizations environmental aspects. 4. Environmental Management System (EMS): The part of an Organizations Management System used to develop and implement its environmental policy and manage its environmental aspects. Note: 1. A management system is a set of inter related elements used to establish policy and objectives and to achieve those objectives. Note: 2. A management system includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources. 5. Environmental Objectives: Overall environmental goal, environmental policy, that an organization sets itself to achieve. consistent with the

7. Environmental Policy: Overall intention and direction of an organization related to its environmental performance as formally expressed by top management. Note: The environmental policy provides a framework for action and for the setting of environmental objectives and environmental targets. 8. Environmental Targets: Detailed performance requirements, applicable to the organization or parts thereof, that arises from the environmental objectives and that needs to be set and make in order to achieve those objectives. 9. Interested Party: Person or group concerned with or affected by the environmental performance of an organization. 10. Internal Audit: Systematic, independent and documented process for obtaining audit evidence and evaluating it objectively to determine the extent to which the environmental management system audit criteria set by the organization are fulfilled. Note: In many cases, particularly in smaller organizations, independence can be demonstrated by the freedom from responsibility for the activity being audited. 11. Non Conformity: Non fulfillment of a requirement. 12. Organization: Company, Corporation, Firm, Enterprise, Authority or Institution, or part or combination thereof, whether incorporated or not, public or private, that has its own function and administration. Note: For organization with more than one operating unit, a single operating unit may be defined as an organization. 13. Preventive Action: Action to eliminate the cause of a potential non conformity.

Note: Prevention of pollution can include source reduction or elimination, process, product or service changes, efficient use of resources, material & energy substitution, reuse, recovery, recycling, reclamation and treatment. 15. To clarify, in broad terms, the general requirements of EMS as per ISO-14001:2004 4.1.1 Description: The BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. has established, documented, implemented and is maintaining an Environmental Management System (EMS) to continually improve its effectiveness in accordance with the requirements of ISO-14001-2004.The requirements are covered in the whole of clause 4. The BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. has a) Identified aspects of its activities, products and services b) Established aspect control mechanisms for all significant aspects. c) Prepared site emergency plans d) Completed all requirements. documentation requirements as per ISO-14001:2004

Purpose To ensure that in BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD., the environmental policy is laid down as per guidelines laid down in clause 4.2. Description a) The Director (Production) of BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. has laid down the environmental policy, which is documented and appears on next page. b) The policy is laid down on the basis of results of environmental review by the environmental task force team. It takes care of significant impact of environmental aspects of the companys activities, products, and services and the nature of environment. c) The policy and the results of environment review form the basis for formulating environmental objectives and targets. d) The policy includes commitment to continual improvement and to prevent pollution. e) The policy also confirms commitment to comply with relevant environmental legislations, regulations and other requirements. f) The environmental policy is documented, implemented, maintained and communicated to all the employees through various means vis. display, providing policy cards to all employees, conducting awareness programme and other informal means. g) The environmental policy is also communicated to other interested parties through display/ letters/ etc. and is also available to public. MR is authorized to make available the policy to public by display and also when demanded. h) All employees are implementing the policy in their areas of activities.

ENVIRONMENTAL POLICY
We, at BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. are committed to control the generation of toxics and wastes from Namrup III while complying with requisite statutory and legislatory requirements by continually monitoring performance and improving plant efficiency through continually improved objectives and targets, we shall strive to improve environmental performance of Namrup III and around. Purpose To ensure that in BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD., aspects and their impacts are considered for the products, activities and services. Description In BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD., a) Environmental task force team has conducted a detailed study of environmental aspects of the activities, products, and services within the defined scope of the EMS that it can control and those that it can influence taking into account planned or new developments or new or modified activities, products and services. The aspects, which can have significant impact on the environment, have been identified. b) Review of environmental aspects is carried out at least twice in a year or immediately after a serious incident or accident. c) Procedure is established, implemented and maintained for identification of environmental aspects. List of environmental aspects, impacts is prepared. d) Environmental objectives/ targets are set after consideration of aspects and impacts. e) The significant aspects and their impacts are brought to the notice of interested parties The above stated procedures are effectively implemented and maintained. DESCRIPTION a) The legal and other requirements to which BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. subscribes that are applicable to the environmental aspects of activities, products and services have been identified along with the requirements, obligations and rights of the organization. b) Procedure has been established and maintained to identify and have access to legal and other requirements that are relevant to the aspects and impacts of BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. c) All legal and regulatory requirements related to the products are also identified prior to entering into contract/ prior to tendering for contracts, with the customer. The BVFCL ensures that these applicable legal requirements and other requirements to which the organization subscribes are taken into account in establishing, implementing and maintaining its environmental management system. a) Based on the companys environmental policy, significant environmental aspects and applicable regulatory and other requirements, the management of BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. has established, implemented and maintained its environmental objectives, targets and programmes. The objectives are documented below. b) While establishing and reviewing its objectives and targets, BVFCL takes into account the legal requirements and other requirements to which it subscribes, list of environmental aspects have been picked up considering factors like companys operational priorities, the technological options, financial considerations, business requirements and views of interested parties. c) Periodically the objectives and targets are reviewed and fresh objectives and targets shall be made considering factors listed above. d) Where feasible, objectives and targets for different functions within BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. shall also be set. OBJECTIVES 1) To comply fully with Legislative and statutory requirements governing the areas Air Pollution, Water Pollution & Hazardous Waste Management. 2) To improve environmental performance inside the factory and around by controlling ammonia gas leakages, other harmful gases (CO 2, CO, Cl), quality of treated effluents, acid leakages etc. 3) To conserve natural resources by minimizing NG & Water wastage: NG: To check & seal all the leakages. To minimize higher consumption due to inefficiency of m/c & equipments at all relevant points. 4) To disseminate the environmental related information by barricading the hazardous areas like Ammonia, Chlorine, Acids and Other hazardous Chemical storage etc. and put the signboard indicating such hazardous areas and words for caution. 5) To aware and support the public regarding environmental up gradation by displaying signboard at public place containing guidelines & necessary information for emergency period, by conducting tree plantation once in a year and taking up the cleaning programme for inside the factory and entire township at least twice in a year. Note: Other objectives and targets are as per the Environmental Management Programme (EMP)
BVFCL has established implemented and maintained programme(s) for achieving its objectives and targets. Programme includes: (a) Designation of responsibility for achieving objectives and targets at relevant functions and levels of the organization has been set. (b) The means and time frame by which they are to be achieved have been fixed. (c) The environmental management programme is documented and its controlled copies are distributed to all concerned personnel for implementation. (d) The progress of implementation is regularly monitored by MR. (e) In case of a new project or process or services, developments or modifications, the environmental programme shall be suitably amended where relevant to ensure that environment management programme applies to such changes.

Roles, responsibilities & authorities have been defined, documented and communicated in order to facilitate effective environment system. BVFCL ensures that an Environmental Management System is established, implemented and maintained in accordance with the requirements of ISO 14001:2004. Description The broad Organization Structure is shown in Quality System Manual. The key Responsibility and Authority of the Director (Production) and other senior personnel in the organizational structure for Environmental Management System, and also the appointment of Management Representative, are given on subsequent pages of this clause.

The system as designed has been documented and maintained as per the following documentation structure: Level 1: Environmental Manual Level 2: Environmental Procedures Level 3: Environmental Work Instructions, Aspect / impact evaluation, Env. Management Programme (EMP), Legal Compliance Register Level 4: Records in formats, registers. 3. Scope of the environmental management system has been defined. 4. Documents of lower levels are referred in higher level documents to provide direction to documentation. 5. Documents, including records, required by ISO 14001:2004 are being maintained 6. Documents are kept in hard copies. Whenever, documents/ records are kept in electronic media, the same is adequately protected by password and backup is taken to avoid damage to data.

To elaborate the system as adopted by BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. for - Determination of the activities, products and services that is associated with significant environmental aspects Description: a) Operations that are associated with the identified significant environmental aspects consistent with the environmental policy are identified and planned.
b) For operations and activities identified above, proper work instructions are issued. These work instructions give the planning and operational instructions for the relevant environmental aspects including compliance to specified conditions and operating criteria. c) The machinery used for identified operations related to significant aspects is kept under scheduled preventive maintenance. d) Documented procedure is established, implemented and maintained to cover situations where their absence could lead to deviation from environmental policy, objectives and targets. e) The work instructions are distributed / displayed or made available to relevant personnel for compliance.

To elaborate on the system in BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. for the identified emergencies and responses in case of a real situation and also decisions regarding corrective actions and preventive actions. Description 1. During the environmental review of the site, the various potential emergency situations applicable to companys activities, products and services are identified. The impact analysis of those situations is conducted and an on-site Emergency Plan is prepared. 2. The emergency plan is reviewed by top management during Management Review Meeting and additionally after any accident/ incident and emergency plan shall be reviewed, as and when required, especially taking care of the lessons learnt. 3. The work instructions developed for significant aspects shall give the following details regarding the monitoring and measurement of key characteristics of various operations. a) List of parameters to be controlled during operation and/ or release including their specification limits b) Frequency of monitoring of these parameters and methods of their checking c) Details of actions required for controlling the operations in case of deviations 2. The designated personnel carry out required monitoring and measurements of the parameters and keep records. These records are reviewed periodically to track the performance standards and /or conformance to environmental objectives and targets. 3. Documented procedure is established, implemented and maintained for the above activity. 4. The equipment deployed for monitoring is periodically calibrated as per procedure and records are retained. Internal environment audits are planned and implemented along with internal audits of Quality, in BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD. to determine whether the EMS - Conforms to the planned arrangements as per the EMS established and to the ISO 14001:2004 requirements. - Is effectively implemented & maintained. 2. In BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD., internal audits are planned at least once in six months and are carried out by personnel not directly responsible for the activity being audited. The frequency and activity to be audited, are changed on consideration such as status and importance of the process and results of previous audits. 3. The results of audits are intimated to the authorities having responsibilities in the area for timely corrective action without undue delay and for analysis of causes to eliminate them. 4. Reviews shall include assessing opportunities for improvement and the need for changes to the EMS including the Environmental Policy, objectives & targets. Description: In BRAHMAPUTRA VALLEY FERTILIZER CORPORATION LTD., Management Review is conducted at least once in six months, along with Management Review of Environmental Management System. The agenda for Management Review includes a) Review of Internal audits and evaluation of compliance with legal requirements and with other requirements to which the organization subscribes. b) Data on external communication received and responded. c) Review of the environmental performance of the organization

The Management Review Meeting minutes are prepared for record. The minutes clearly bring out a) Improvements of the EMS b) All actions will clearly indicate responsibility and time schedule.
The Director (Production) chairs the Management Review Meeting which is attended by all HODs, and other concerned officials. The MR organizes conducts and co-ordinates the meeting and keeps records of meeting.
