date specified and as of this date exists as follows:
Pierce County Sheriffs Department (1986)
Puyallup Police Department (1986)
Sumner Police Department (1991)

I. PROBLEM STATEMENT
Pierce County and its municipalities have experienced increased crime problems due to
dlUg abuse, which has risen rapidly in the past 30 years. This increase stems not only
from an increase in population in all areas in the county and in changing dlUg abuse
trends, but also from the lack of ability to maximize dlg enforcement efforts. The large
lral areas of the county make the county ideal for marijuana cultivation and clandestine
dlUg lab operations. The close proximity of large urban population centers provides a
ready market for illegal dlgs. Dlg abusers commit a significant number of major
crimes, such as residential and commercial burglary, robbery and assault.
II. NEED STATEMENT
The primary goals will be the pro-active investigation, arrest and prosecution of level one
dlUg traffickers of methamphetamine and Mexican black tar heroin at the federal level;
target other organizations and groups distributing and manufacturing powder cocaine,
crack cocaine, psychotropic dlgs and marijuana; deny and deprive dlUg trafficking
organizations.
The Pierce County criminal justice system must check and/or reduce the dlg abuse and
related problems within Pierce County by a coordinated and concentrated effort.
III. RECOMMENDATION
To address the dlUg problem a Task Force was formed in 1986 and joined with the DEA
in 1998. The Task Force consists of the DEA, Bonney Lake, Sumner, Puyallup,

X. CONCLUSION
Law enforcement agencies are faced with the responsibility of narcotics investigations
with decreasing resources. Countywide, mUlti-agency task forces have proven their
ability to make signifcant impacts on crime. Such units are an extremely efcient use of
law enforcement expenditures. The cost effectiveness of this unit for city and county
resources is enhanced by the participation of the Drug Enforcement Administration;
Pierce County Prosecutor's Ofice and the State Patrol. This integrated law enforcement
4
approach to narcotics investigations has been proven throughout the country as a positive
approach to combating the increasing lawlessness that surrounds narcotics within our
society.
