COMMANDERS CORNER
Thirty-three members and guests attended the cookout at the West Ashley Outboard Motor Club and the meeting that followed. During the meeting Joe Woodbury and Barbara Thibodeaux presented a tentative list of Public Events (PEs) for 2014. The next step will be for Joe to generate a calendar of events by dates. Once this is completed the Flotilla members will prioritize the events to determine which events the Flotilla members can support. I hope this will occur no later then September meeting. On July 12, 2013, The Change Of Command for the United States Coast Guard Sector Charleston took place on the USS Yorktown. Captain Ric Rodriguez replaced Captain Michael F. White, Jr. as Captain of the Harbor. As part of the ceremony Duncan Hutchinson and Joe Woodbury served shrimp and grits to the quests who attended the ceremony. They did a great job as AUXFSs. The Division Meeting was held at the Water Works Mount Pleasant on July 13, 2013. Joe Fleming, Richard Daniel, Paul Berka, Dwaine Harris and Bob Mathewes represented 12-08 at the meeting. On August 4th, the United States Coast Guard will celebrate its 223rd birthday. From its early days of the Revenue Cutter Service, US Lifesaving Service, and US Lighthouse Service; the US Coast Guard has grown into a world-class organization which provides services to nearly 3.5 million square miles of US territory, waterways and economic zones. Program Visitors (PVs) to help Peterwith marine dealer visitation. We still have seven members in crew training that haven been verypatient as we have tried to get some on the water time. Broken boats and a list of other problems have prevented us from moving at the pace we had hoped. I would like to extend my thanks to the trainees, crew and Coxswains that have helped with boat crew training. Id also like to thank everyone who attended the Flotilla cookout, as well as Joe Woodbury and Duncan Hutchinson for preparing the food. Great job!

Commanders Corner (Contd.) Each Flotilla should process awards for members who are doing good things and deserve to be recognized. Two years as a DSO or FSO should be used as a minimum requirement. Any Flotilla member can nominate a member for an award. The Division has established an election committee for the vetting of candidates for elected Division ofces. Flotillas needs to schedule and complete QE missions in case funding is cut towards the end of 2013. IQ members need to take ABS class to get their records updated to BQ status. The following changes to (PE) program are coming: Improvement in our classes Upgrade our IT skills Improve delivery methods Marketing strategy Paul H. Berka Flotilla Commander, 12-8 Vice-Commanders Report (Contd.) The boating season is still in high gear and we can all help the Auxiliary promote safe boating. Make sure to check the calendar to stay updated on events. Dwaine Harris Vice Flotilla Commander, 12-8 District 7 DTRAIN is scheduled for September 27-29 at Orlando Florida. It was determined during the meeting the Change of Watch (COW) for the Division will take place in Charleston at a site to be determined. The next Division Meeting is scheduled for October 12, 2013 at the Water Works Mount Pleasant. Flotilla 12-08 has a new member who has transferred to us from Miami, Florida. Historical August Events


1790: Congress authorized the Secretary of the Treasury Alexander Hamilton's proposal to build ten cutters to protect the new nation's revenue (Stat. L. 145, 175). Alternately known as the system of cutters, Revenue Service, and Revenue-Marine this service would ofcially be named the Revenue Cutter Service (12 Stat. L., 639) in 1863. The cutters were placed under the control of the Treasury Department. This date marks the ofcially recognized birthday of the Coast Guard, making 2013 the 223rd birthday of the US Coast Guard. 1910: Alaska was designated as a separate lighthouse district, with a district ofce and depot established at Ketchikan for directing operations. 1982: Coast Guard vessels escorted the nation's rst Trident submarine, USS Ohio, into its home port at Naval Submarine Base Bangor, providing security for the sub's transit. Coast Guard units guided the sub past a Soviet spy ship and 400 antinuclear protesters.

Proposed 12-8 Charleston PA Activities for 2014: By Joe Woodbury 12-8 FSO-PA Ive been a Public Affairs Ofcer for 20+ years in the U.S. Army and the SCARNG (retired Lt. Col.) and have learned that it is hard to come up with a yearly PA schedule ahead of time, especially when it is my rst full year with a new unit. As hard as it is to believe, the Coast Guard is somewhat different from the Army. You see, as much as we would like to be pro-active, there are a lot of re-active PA activities. Things seem to just come up. I started this project by looking at PA activities in past newsletters, contacted former 12-8 PA Ofcers, and have heard back from Barbara Thibodeaux. After speaking with Barbara, I then contacted Mark Gettman, SO-PA for Division 12, to see if there were any requirements from the Chain of Leadership. I actually heard from Mark and from Roy Crittenden, ADSO-PA 7-N. There are some things which come up every month, such as contacting local Charleston news media about ABS course times & locations; hometown news releases for Auxiliary Awardees; and public service announcements for Vessel Safety Check blitzes. At the last Flotilla meeting, we discussed the schedule for 2014. While we have not set specic times, below is a list of events discussed for 2014. January Charleston Boat Show Booth. February Elementary school visit Boating Safety. March The Citadel Awards ceremony held in McAlister Field House for USCG Aux Detachment members. April Summerville Flowertown Festival PA booth. Daniel Island In-Water Boat Show PA booth. May NSBW involves PSAs to local media, and member involvement of painting of 4x4 Wear It signs, and putting out wooden life jackets at each of four boat landings: Limehouse, Leeds, Wappoo and Folly arranged like a cemetery to reect the number of water & boating related deaths in SC last year. Paint wear it on the boat landing walkways. Elementary school visits, ABS courses, Vessel Safety Check Blitzes and RBS visits to marinas and visits to elementary schools, are all a part of the 12-8 NSBW activities. June PA booth at the CERT events at Lowes. Tall Ships visit Charleston? Charlestons Maritime Weekend? July 4th of July reworks safety patrols. August 11 Maritime Event: In 2014The Old Exchange is planning to host a free pirate event for the public at the Charleston Maritime Center on Sunday 11 Aug 2014 from 1200-1600 and are inviting the Coast Guard to set up display/displays. Childrens Safety Fair (requested at the CERT Emergency Expo event at Lowes) at the Catholic Church in Goose Creek. September Clean Beach Sweep at Folly Beach. October Sullivans Island Lighthouse event? Parachute event at Lake Murray? November Parade opportunities December Change of Watch Ceremony Parade opportunities

Member Training
Richard Daniel, FSO-MT Boat Crew Training continues for the seven candidates on the water. A First Aid, CPR, and AED class will be held at the Brass Buckle on 24 AUG from 0830 until about 1630. Uniforms are required. There is a small fee of $30 per person to cover the Certication Card and materials. If you are interested in signing up for this course, please feel free to contact Richard Daniel by Email at RBDaniel1829@aol.com. Charles George will be the instructor. Communications Systems
William Carter, FSO-CS The use of QR codes has been successful in helping people sign up for the About Boating Safety course. Yearto-date, we have had about twelve people who have contacted us this way. Recently, while getting ofce supplies, I bought a plastic brochure holder (shown in the photo below) which can be used at public affairs events. It can hold six different brochures. I have laminated one of my business cards and taped it to the brochure holder so the back faces forward. This way, when people reach for a brochure, they will also have the opportunity to sign up for an ABS course just by using their smartphone.

Vessel Examinations
Paul Berka, FSO-VE Year to date, the Flotilla has completed 130 Vessel Safety Checks (VSCs). The following members have met their yearly requirements of ve VSCs for 2013: Alan Glas Dwaine Harris Frank Leister Paul Berka Alan Miles Bob Mathewes Joseph Woodbury Peter Axiotis

There are three Vessel Examiners (VEs) who have no Vessel Safety Checks entered into AUXDATA. If you are unable to complete ve required VSCs before the end of the year you will become REYR in AUXDATA. All VEs need to ll out and submit their 7038s in a timely manner to keep AUXDATA up to date and to avoid a REYR status. With this we will be able to hold six different safety brochures and give people the opportunity to sign up for the ABS Course.

Astronomical Events
August 11-12: Perseids Meteor Shower. The Perseids is one of the best meteor showers to observe, producing up to 60 meteors per hour at its peak. It peaks this year on the night of August 11 and the morning of August 12. The rst quarter moon will set shortly after midnight leaving dark skies for what should be an excellent show. Best viewing will be from a dark location after midnight. Meteors will radiate from the constellation Perseus, but can appear anywhere in the sky. August 27: Neptune at Opposition. The blue giant planet will be at its closest approach to Earth and its face will

Secretary Minutes
VFC turns meeting back over to FC. FC Berka continued the meeting for Awards and Pamela Bray, FSO-SR The July 2013 meeting was called to order at 19:00 at Presentations to current members, as well as swearing in of the West Ashley Outboard Motor Club by Paul Berka, new members. Awards & Presentations Flotilla Commander, and was followed by the Pledge of Allegiance. There were eighteen members present. A hard copy of the attendance sheet is in the secretary records. A motion to accept the June minutes was made and seconded. We have no new members to swear in at tonight meeting. On July 3, 2013 Earl Elwood Miles, Alan Miles father pass away. A memorial service was held on Monday, July 15, 2012 at 1900 hours at James A. Dyal Funeral Home in Summerville. Guests BM1 Wike and Petty Ofcer Rogers from the Gold side were in attendance. George and Kathleen Resnick, who moved to Ridgeville from East Providence, RI, were also in attendance. They Hank Wolf received his ribbon for Aids to Navigation. Joe Fleming received his re-certication for Coxswain. Bob Lovinger received his re-certication for Boat Crew. Joe Woodbury received his certication for Auxiliary Food Service (AUXFS) Duncan Hutchinson received his certication for AUXFS. Remarks from guests and members Petty Ofcer Rogers gave a talk about checking navigation lights on vessel. He said all Vessel Examiners should check the light during each VSC. Marine Dealer Visits
Peter Axiotis, FSO-PV Good afternoon all Im Peter Axiotis the New FSO PV. Im excited to assume this new role and hope to live up to your expectations. Please stay tuned for some very exciting things oating down the river. I will maintain the program as is until I get the ow of the current. I would like to thank Dwaine for all that he has done with the program and I shall continue with what he has done in the future. I would like to encourage you to take the PV test and become visitors the more we have the easier it will be on all of us.
