Telangana storm rocks parliament on session's first day, both Houses adjourned
NEW DELHI, AUG 05: The first day of the Monsoon session on Monday was continually disrupted and finally adjourned till Tuesday, as some members vehemently opposed the creation of Telangana by bifurcating Andhra Pradesh and others demanded carving of Bodoland out of Assam. Both the Lok Sabha and the Rajya Sabha were adjourned several times Monday. But amid disruptions, the food security ordinance was introduced for approval in the lower house. In the Lok Sabha, Congress and Telugu Desam Party (TDP) MPs from Andhra and Rayalaseema regions of Andhra Pradesh opposed the creation of Telangana and came near the chairman's podium to press for their demand during question hour. They were carrying placards: "We want justice for Seemandhra area" and "We want united Andhra Pradesh". TDP member N. GUWAHATI, AUG 05: The Bodo-dominated belt in Assam tethered on the edge as a 48-hour bandh began on Monday morning demanding a separate Bodoland state even as Bodo MPs stopped proceedings at the Rajya Sabha on the first day of the Parliament's monsoon session. A bandh in the Bodo belt cuts off surface communication between Assam and the rest of the country. Though the bandh was earlier called for 60 hours it was later scaled down to 48 hours in view of the forthcoming Eid celebrations. The bandh has been called by the Bodo National Conference (BNC), the umbrella body of frontal Bodo organisations. Yesterday, BNC had served an ultimatum to the government and warned that they will take their fight to Parliament. BSF jawan injured in firing along IB in Samba

JAMMU, AUGUST 5: A BSF jawan was critically injured in firing from across India-Pakistan border in Samba district of Jammu and Kashmir on Monday. "There was sniper firing from some persons at around 3.55pm from Pakistan side along the international border (IB) at Narainpur Border out Post (BOP) area in Ramgarh sector," a senior BSF officer said. Two rounds were fired from Pakistan side and the bullets hit head constable Ram Niwas Meena of 200 Battalion, he said. The bullets hit his chest, officer said. The Jawan has been admitted to Government Medical College (GMC) hospital and is stated to be in stable condition. There was no firing from BSF troops, the officer said.

AFSPA musings: Mr. CM there are other important things to do

ROHIT SINGH RANA The Chief Minister of our State is still young compared to other Chief Ministers. He is healthy and God bless him with a good health always. That apart, being a Kashmiri and if he is conversant with the Kashmiri language, then there is a widespread used proverb -Halaiy No Daliay No Pani-ne Hani Chalay No- meaning, I shall not waver from my position come what may. The proverb fits well into the grand political vision of our energetic Chief Minister on Armed Forces Special Powers Act (AFSPA). The motivation to muse on the Act while it is day or night, dawn or dusk has come to stay with him as a second nature. The CM has no doubt many qualities and tenacity is one with which he is thrashing AFSPA with his subtle and diplomatic mind. With terrorists waiting on the launch pads and intelligence reports saying that infiltration has increased, there was a studied need on behalf of the most responsible man to weigh his words with caution. But political parties play politics and politics is a tool to remain in power perpetually. No political party will shun power, nor will it say that we shall work for the betterment of the people and take even unpopular decisions for larger good of the people, even at the cost of electoral defeat for that reason. Long term gains or durable policies are not on the agenda of the political parties and the CM is no exception. Here he is playing true to the type. Having said so, the noise on AFSPA should have stopped for the time being because of recent incidents which have taken place in the valley. The killing of two policemen and eight army soldiers in Srinagar are ominous signs of tenuous calm prevailing in the valley. In this backdrop, the unfortunate killing of two youth in Sumbal area cannot dilute the importance of army in the valley. The incident is being investigated and those guilty will have to be punished. One wonders why the CM is so keen to talk about AFSPA on a regular basis when nobody at the Centre is willing to listen to him. Does he have his own compulsions or he is raising the pitch just for the heck of it. The CM is astute and not a novice now instead should display his perspicacity in ameliorating the lot of people. There are many things for him to do but how can AFSPA prove so alluring for the young Chief Minister. The reasons are perhaps not far and a zsimple scratch can perhaps unravel his complex calculation on the issue. It is another matter that political calculations do not follow a strictly mathematical law so the CM has to be chary on the issue. If the ground situation in the valley is any indicator, the mood is for a change and perhaps the Opposition PDP is making its presence felt in a big way. That said the relation between Congress and National Conference is not steady. The Congress is willing to go alone as its State Captain, Saif-ze political ideology. Autonomy comes handy and so is the AFSPA. But eventually if Sonia Farman comes out for the State Congress to go with NC then things will be

different. Not with standing that Omar will continue to harp on AFSPA. The problem with his firm and constant line on AFSPA is that he is failing to garner the support of his constituency on the issue, courtesy the tremendous positive role that army has played in the valley and in hilly regions of Poonch , Rajoury, Uri, Tangdhar, Kupwara etc. For him the only way is to improve the promise of good governance that he made to the people of the State. Corruption, lack of connectivity, power crisis, and rehabilitation of displaced people in Kashmir, PoK refugees, and forest degradation are issues that need his immediate attention. AFSPA will stay for a while whether the young CM likes it or not.

Our Tweet in Chief Minister is fond of airing his views on social media. Be it opinion on AFSPA or autonomy or Gool Killings. There is a pattern in his Tweets. Perhaps sensing decline in his popularity and the polls not so far away it is the time tested strategy of the young Chief Minister to rake controversies which have no merit. Parveez Rasool has found place in Indias one day team is a great honour in itself. In cricket, the Captain sees the best winning combination and suitability of the players. Virat kohli is not aware about the political situation in the valley. For him, things move by the logic of Cricket not by kashmirs logic. It does not need appeasement of any politicians recommendation for Rasool to find chance to play. Kashmir or Jammu is not special when it comes to winning a game. The captain has to see each and every thing before giving a new player a chance. Omar forgets that many talented players had to wait for long before they were given chance to play. Rasool has played in T 20 but one day games are different cup of tea. Rasool is touring as a member in India A to South Africa where he will get a chance to prove his mettle. All new players in India are special so is Parvez Rasool. He does not need an Omar Tweet in his favour. Pathribal case: Statements to be recorded in Awantipur

SRINAGAR: Nearly six months after commencing General Court Martial proceedings against its five officers in the alleged fake Pathribal encounter case, the army on Saturday accepted the demand of civilian witnesses to record their statements in south Kashmir, as they were finding it difficult to travel to Jammu. Terming the move as "exceptional effort" to ensure free, fair and transparent trial in Pathribal case, an Army spokesman said this extraordinary judicial initiative will help in prompt and indisputable delivery of justice. Despite repeated summons issued to the civilian witnesses, they have not come forward to depose before the Army court which was unduly delaying the judicial process. Civilian witnesses, particularly the next of kin of the deceased, had expressed their inability to travel to Nagrota to depose before the court citing the reasons of cost and difficulties of journeys. Some media reports had also highlighted the old age as the reasons for their reluctance to travel to Nagrota, the spokesman said. In consideration of the sensitivity of the case and the difficulties expressed by the remaining witnesses and to impart early justice in the case, he said officer will be moved to Awantipur to facilitate the recording of their statements. "Upholding the principles of justice, in a significant endeavour to facilitate timely conclusion of the case, the officer recording Summary of Evidence has been directed to move to Awantipur (from Nagrota in Jammu) for recording the statements of the remaining witnesses which will commence from March 5," a defence spokesman said in a statement here. Brigadier Ajay Saxena, Lt Col Brajendra Pratap Singh, Major Sourabh Sharma, Major Amit Saxena and Subedar Idrees Khan were charge-sheeted by the CBI in 2006 for allegedly killing five civilians at Pathribal in Anantnag district. After killing the civilians, the accused army officers had dubbed them as foreign militants days after 35 Sikhs were massacred in the nearby Chattisingpora village in 2000. Consequent to the orders of the Supreme Court last year, Army had taken over the Pathribal case from Chief Judicial Magistrate, Srinagar and commenced General Court Martial proceedings against the five officers allegedly involved in the case at Nagrota-based 16 Corps headquarters in September. After hearing the CBI charges, the General Officer Commanding 16 Corps who is based at Nagrota, had directed recording of the Summary of Evidence against the accused Army personnel. Accordingly, the summons were served to all the witnesses including the family of the deceased. Statements of 26 witnesses, including all the Army witnesses and some police as well as government officials, have been recorded so far, the spokesman said.

"We are not going to tolerate the excesses if any committed by Security Forces and strong action will be taken against those security personnel who indulge in such acts which bring disrepute to the establishment," Samoon said on the side lines of a function organized by Kashmir Hoteliers in the honour of newly appointed Chief Secretary Mohammad Iqbal Khandey. Samoon said that new Standard Operative Procedures have been set for the Security personnel and whosoever indulge in excesses will be brought to book. "During 2012 agitation we lost more than 100 boys. Enquiry is going about these killings. Security personnel must restraint themselves or face the music. I don't hesitate in ordering an enquiry whenever people complaint of excesses committed by security personnel. I have even asked police on several occasions to lodge an FIR against the Army when they breached the law," Samoon said adding that even Chief Secretary has directed all the district magistrates to order an immediate inquiry against the men in uniform if they commit excesses.

136 quintals of cocoon produced in Bandipora

BANDIPORA, MARCH 03: A record number of 136 quintals of cocoon production has been registered in Bandipora district this year. As many as 433 families involved with this trade have earned about Rs. 20 lakh and made themselves able to earn their livelihood. The department of Sericulture is going to distribute about 60,000 mulberry trees among the cocoon rearers free of cost for plantation purposes. Presently, 3 departmental nurseries and 5 farms are existed in the district. This was stated during a Kissan Mela organized by Sericulture department at Ayatmulla Bandipora today. Among others, Assistant Commissioner Revenue, Bandipora, Mr. Shabir Ahmad Raina, Additional Director SKUAST-K, Srinagar, Malik Farooq, officers of Sericulture and allied departments besides cocoon rearers were present in the Mela. Ms Sakina said that at present in Nagrota constituency, under old age pension schemes, 1207 beneficiaries are getting financial assistance amounting to Rs. 2,41,400 lakh rupees monthly, while under widow pension, 409 women are getting Rs. 81,800, under physically handicapped schemes, 556 persons are being provided Rs. 2,22,400 and 542 beneficiaries are getting Rs. 2,16,800 under Indira Gandhi National Old Age Pension Schemes. She further said that under Indira Gandhi Widow Pension Scheme, 53 beneficiaries are getting Rs. 21,200 as monthly financial assistance, while 19 beneficiaries are getting Rs. 7,600 as financial assistance under

Indira Gandhi National Disable Person Scheme. Ms Sakina also said that under two schemes namely Bank tie up and Direct Financing, 329 units have been established in Nagrota and on which Rs. 259.58 lakhs have been incurred. These included Veterinary Centre Miranshaib, Mridula Sarabhai Institute of Animal and Biological Products, R.S. Pura, Sub-Centre, Animal husbandry Bandyal Brahmna and Sub Division Veternary hospital, R.S.Pura. During his visit, the Minister was informed that the Animal Husbandry Department has administered 11.76 lakh artificial inseminations, 6.52 lakh dosing besides 3.14 treating lakh animal and sheep cases and recording 42353 births in Jammu district during the current year up to ending February. He also inspected Fruit Plant Nursery at Maralia, R.S. Pura and Chief Agriculture Office, Jammu. At Veterinary Centre Miranshaib, the Minister was informed that the centre has administered 1168 artificial inseminations till date. During his visit to Mridula Sarabhai Institute of Animal and Biological Products, R.S. Pura, the Minister was informed that 14 lakh vaccinations produced by the lab to prevent livestock from two diseases Hemorrhagic Septicaemia and bluck quanter. He was also informed that quality and quantity check is also being done in the centre.

The Chief Engineer heading a team has already been dispatched to the site to ascertain the damage caused due to the slip slide and to fast track relief and restoration work. After conducting detailed aerial survey of the affected area, the Ministers

convened a high level meeting at District Police Line Udhampur to review the relief and rehabilitation work for the affected people and took stock of the restoration work. The meeting was informed that the affected families are safe and have been provided

blankets, tents and other relief material. It was also announced that immediate relief under IAY will be provided to the families whose houses got damaged in the slide besides providing them 2 month free ration. Deputy Commissioner Udhampur was asked to personally supervise and monitor the relief work and take all necessary steps to ensure proper and early rehabilitation of the affected people. Meanwhile, Divisional Commissioner, Jammu, Mr. Pardeep Gupta accompanied by MLA Chenani and Deputy Commissioner Udhampur also visited the spot to take stock of relief and rehabilitation measures being made by the administration.

Blaming Central leadership for acting in an autocratic way in Afzal Guroo's execution case, Kashmir Committee Chairman and senior Supreme Court lawyer, Ram jeth Malani Sunday said that he is deeply grieved that his kith and kin were not allowed to meet Afzal before his hanging. "I am not only deeply hurt but ashamed as well the way Central Leadership tarnished the democratic set up of the country. Where it is written that family members can't meet the person before his execution and merely on the pretext of law and order you are hurting the sentiments of Kashmiri people more by not handing over his body to his family," Malani told Srinagar based news agency CNS adding that it is sorry to say but the reality is that Gandhi's India has turned into Hitler's Germany. He said though we can't challenge the decision of Supreme Court but it is a fact that Afzal was not allowed beforehand about his execution in Tihar Jail so that his family could have taken any legal action about the decision. "There was considerable delay in his execution and all this was done to increase vote bank. I sincerely regret that he was not allowed even to meet his little son before his execution which speaks volumes," he said. Ram Jeth Malani advised Government of India to hand over the body of body of Afzal Guroo to his family without any delay. "A spark neglected burns the house. Save Kashmir before it burns. On the pretext of law and order problem, the government can't deprive his family from his body," he said and added that Government should face terrorism in a humane way. JAMMU, MARCH 3: Minister of State for Finance, Planning and Fisheries, Dr Manohar Lal Sharma, today inspected several units of Fisheries Department in Jammu and Samba districts and instructed officers to expand the ambit of their activities so that maximum persons are brought under the schemes introduced in the Fisheries Sector. He inspected fisheries office Sidhra, Fisheries Marketing Unit Narwal and Sungwal Fish Demonstration Centre at Samba. Director Fisheries, A K Dogra, Chief Executive Officer, NHPC, NABARD Funded Fisheries Projects, Mr. K.S.Charak, Assistant Director, J.L.Sharma, besides other senior officers of the department accompanied the minister. The Minister directed the authorities to come up with a comprehensive proposal for construction of an amusement park cum awareness centre on the available 37 lakh land at Sidhra. He said the park on completion can become a recurring source of income to the department and also provide alternate spot for entertainment to the people, particularly, living in Jammu city and the means of awareness about the income generating schemes being run by the department. The Minister was informed that 50 fish ponds have been set up in the district Jammu so far and 4 more such ponds are expected to be completed this year, while the department has earned revenue of Rs. 6 lakh during current fiscal. While inspecting the Bahufort Aquarium, the minister was informed that about 4.50 lakh visitors visited the place and department has earned Rs. 77 lakh on account of entry fee during this fiscal till date . He directed the authorities to carry out necessary repairs and renovation works in the aquarium to add to its attraction. Dr Sharma also visited Fish Market Narwal and took stock of the progress of the project.

SRINAGAR, MARCH 03: Refuting these allegations that Kashmiri student was arrested for leading a procession in favour of Afzal Guroo, Hyderabad Police Commissioner, Anurag Sharma Sunday said that it is a simple suicide case and police has nothing to do with it. "Our patrolling party of course brought him to police station but he was not alone, the warden of the University and one more student was with him and we released both the students immediately," Police Commissioner Hyderabad told Srinagar based news agency CNS on phone and added that it is totally baseless that Mudasir was lodged in police cell for a night. Giving details, Police Commissioner Hyderabad, Anurag Sharma said that after investigating the matter it has come to surface that Kashmiri student Mudasir Ahmed Malla alias Kamran and another student from Maharashtra namely Waseem were roommates and both were good friends. "Gradually animosity developed between them and Waseem complained to Procter of the University P.S.Vijira who allegedly humiliated Mudasir in front of everyone," Police Commissioner said adding that after this frequent trifles used to take place between the two. "On January first, a show cause notice was issued by the Proctor against Mudasir after Waseem once again have complained that Kashmiri student was harassing him," he said. Anurag Sharma told CNS that a police patrolling vehicle arrested both the students and the warden of the University was also called to the police station. "He was not kept in lock up but the police personnel kept both the students including warden in a room and our men tried their best to reconcile them. We let the both students free when the Warden gave an undertaking that they will never fight again," he said. Police Commissioner Hyderabad said that he can't say why he (Mudasir) took such an extreme step? "I feel that Mudasir might have felt humiliation and that is why he committed suicide. It is a simple suicide case and nothing else," he said. Anurag Sharma termed the allegations baseless that Mudasir was apprehended for leading a procession that student had taken out in favour of Afzal Guroo. "We didn't pick him for that issue and neither the police lodged him inside the cell," he said.

The controversy surrounding Indias new natural gas pricing regime refuses to fade. After stiff opposition from various political quarters, the issue is currently in the Supreme Court. Amidst charges of favoring select gas producers, the government remains undeterred and is in no mood to relent. Arnab Mitra and Anupama Airy spoke to the union petroleum minister M Veerappa Moily on the controversy. Excerpts:Why is the petroleum ministry always in the middle of some controversy, the most recent being favouring corporates and increasing the pricing of natural gas. The Petroleum ministry is the most important economic ministry and the decision to increase domestic gas prices is a bold one. India imports 80% of its oil requirement and spends an astronomical $160 billion (or Rs. 9.6 lakh crore) on oil imports every year. And this number is only getting bigger by the day. Amidst concerns over Indias fiscal situation, is it justified to continue with such a burden? Of course, the oil traders lobby is very happy with this increasing burden and would actually want India to import 100% of its oil requirements. But the actual challenge lies in getting manufacturers who can produce oil and gas in this country and make it self sufficient. To enable investments, its time we create a right environment else no investor will come forward. We are not obliging any company or corporate and the controversy is completely unjustified. Could you elaborate on this oil import lobby? The decision-making process is being threatened every day. Bureaucrats and officials are being threatened by the oil trading lobbies that do not want India to become self-sufficient in energy. Unfortunately, my friends who are opposing the gas price hike feel our decisions are to suit the explorers. The so called lobby of explorers is small in number whereas that of the traders is huge and it is the latter that is preventing us from becoming self-reliant in energy. If we take decisions to suit them, the country will become poorer by the day. We cannot afford an oil import bill of $160 billion a year. With correct emphasis on domestic oil and gas exploration, we can gain an energy efficiency of 50% by 2020. Do you have a clear roadmap to make India self reliant in energy? Yes. With correct policies in place, we can become energy independent by 2030. The Vijay Kelkar committee is already working on this. Another charge is that gas price revision, that was due from April 1, 2014 has been done in a hurry. Why was this decision not left to the new government? The decision to revise gas prices has not been taken overnight to help somebody but only after due consultations .It is based on the recommendations of an expert committee led by noted economist Dr C Rangarajan, which deliberated for over two years. While it is always easy to blame a politician, can we attribute motives to a respected person like Rangarajan? If I dont take a decision now and wait till the elections get over, the country will suffer and it will be the oil traders who will gain. We cannot let that happen. What about the impact of this on the common man? Are you saying that the common mans interests will be protected by purchasing imported gas at a price which is two-and-a-half-times more than the new price of $6.8 per unit? You have to either choose imported gas or enable more production of domestic gas that makes life easier, going forward.

There are many species where an incoming male will kill a female's offspring by a previous male in order to make room for his own. It's especially common in mammals, where a female remains infertile while she is still producing milk for an existing baby. The new male is in a hurry to get on with fathering the bearers of his own genes, and if he kills her existing offspring she will become fertile again. This may have been a particularly big problem in our own species, because human females may nurse a child for as long as two or three years. Infanticide is ugly, but unfortunately it makes sense as a male reproductive strategy. So it also makes sense for the father of the existing children to stick around and protect them from that fate. This was the hypothesis of the scientists from University College London and Oxford, Manchester and Auckland Universities who published the article in Proceedings. You do not get monogamy unless you already have infanticide, and you do not get a switch to

Science writer Matt Ridley once described the human mating system as monogamy plagued by adultery, which sounds a little judgemental. Perhaps we should just agree that we are an imperfectly pair-bonding species. Quite imperfectly I am on my second marriage, and so is my wife but the point is that we do form pairs: 89 per cent of the world's people get married before the age of 49. Elsewhere in the animal world, monogamy is definitely a minority taste. Only three per cent of mammals are monogamous. Even among our closest relatives, the primates, only a quarter

True enough, but why would the males commit in the first place? They were unlikely to be able to make that kind of statistical calculation, and the normal male reproductive strategy in mammals is to impregnate as many females as possible and leave the mothers to raise them. Maybe they just stayed with the females to keep their children from being killed by other males. So the researchers decided to test the rival hypotheses: Did males commit to monogamy to prevent infanticide, or to ease the burden on females and thus improve the children's survival chances in a different way? The cynics among you will already know the answer to this, but scientists actually have to prove things. What they did was to take a family tree of 230 mammals, including most of the primate species, and put in the details of their mating behaviour, rates of infanticide, and amount of paternal care. Then they simulated the evolution of those species over a period of 75 million years, running the programme millions of times to see how monogamy rose or fell for each species under different circumstances. The conclusion was clear: Among primates, monogamy was always preceded by one thing and one thing only:

Jammu province and Ladakh in Jammu & Kashmir were perhaps the only regions in the country where people demanded division of the State immediately after India attained independence. They demanded reorganisation of the State on the ground that they despised the separatist and communal ideology of National Conference president and Emergency Administrator of Jammu & Kashmir, Sheikh Abdullah, and did not expect fairness from him. In Jammu, the people, under the leadership of Balraj Madhok, who subsequently became president of the Bharatiya Jana Sangh, demanded division of the State on November 1, 1947, six days after the States accession to India. The demand was supported by the BJS founder, Syama Prasad Mookerjee, in October 1949, when then Prime Minister Jawaharlal Nehru, at Sheikh Abdullahs behest, granted special status to the State on purely religious grounds. Mookerjee repeatedly said that the people of Jammu and Ladakh had the right to seek separation from Kashmir, as the Kashmiri leaderships approach towards the country and Jammu & Kashmir was patently communal. In Ladakh, the Buddhists under the Head Lama, Kushak Bakula, raised the banner of revolt in November 1947 against Sheikh Abdullah and his administration. Bakula declared that the people of Ladakh did not want any truck with the separatist and communal Kashmiri leadership. They approached Nehru and urged him to merge Ladakh either with Jammu province or with Punjab or Himachal Pradesh. The people of Jammu and Ladakh launched numerous struggles to achieve emancipation from Kashmir leadership between 1947 and 1987, but failed to achieve their stated goals. The Union Government, under the baneful influence of the Kashmiri leadership, rejected their demands as being communal and against national interest. The 1952 Delhi parleys between Jammu & Kashmir Wazir-e-Azam Sheikh Abdullah and Prime Minister Jawaharlal Nehru on the political future of Jammu & Kashmir; the 1975 Indira Gandhi-Sheikh Abdullah accord, and the 1987 Rajiv Gandhi-Farooq Abdullah accord prove one point: All these agreements were made to strike a deal with the Kashmiri leadership over the interests of the people of Jammu and Ladakh. Things changed dramatically in 1989, when secessionist violence gripped Kashmir. The immediate fall-out was the loud clamour in Jammu for a separate State and for Union Territory status to Ladakh. The demands unambiguously pointed to the danger of being submerged under the rising clamour for azadi, plebiscite and the restoration of the pre-1953 politico-constitutional set-up or greater autonomy. In October 1989, people in Ladakh took recourse to violence on an unprecedented scale. Two persons died and several others got injured. An alarmed Union Government had to yield and start parleys with the agitating Ladakhi leadership. The then Union Minister for Home Affairs Buta Singh persuaded them to give up their demand for Union Territory status and, offered them an Autonomous Hill Development Council instead. The Ladakhis accepted the proposal as a first step towards the final goal. Since the people of Jammu province did not create any law and order problem, their demand was not considered. Convinced that New Delhi will not consider the demands of the people of Jammu Province, some prominent university teachers, advocates, businessmen and industrialists founded the Jammu Mukti Morcha on March 2, 1990, and launched a statehood movement with great verve. But weak leadership and conspiracies hatched by certain Jammu-based agents of Kashmiri leaders resulted in the JMMs collapse, though the struggle for separation from Kashmir continued. It was before the 2002 Assembly election in Jammu & Kashmir that the Rashtra Swayamsevak Sangh took a concrete step by adopting a resolution at its Kurukshetra annual meet, directing its State unit to establish the Jammu State Morcha and contest Assembly elections in alliance with the Bharatiya Janata Party. The JSM and the BJP contested the election on the statehood and reorganisation plank respectively. Together they won nine seats out of 37 in Jammu province. They would have won more than 25 seats, had Congress and the Jammu & Kashmir National Panthers Party not contested the election on purely Jammu-specific planks. The Congress hoodwinked the Jammu electorate by holding out two categorical commitments chief ministership for Jammu and adequately-empowered regional development board and won 15 seats. JKNPP contested on the slogan of reorganisation and for the first time won four seats. Two independent candidates also won election on statehood plank and later became associated members of the Congress to become Ministers. In other words, the BJP, JSM, Congress, JKNPP and independent candidates won as many as 30 seats in the name of Jammu. The Congress, the Peoples Democratic Party and the JKNPP formed a coalition Government in November 2002 with the PDP president as Chief Minister, but did not fulfill any of the promises. In 2008, all these parties again contested the Assembly election invoking Jammus cause and won 29 seats. The Congress won 13 seats holding out a commitment that If voted to power, shall amend the State Constitution to federalise the States polity and establish regional council. The JKNPP won three seats and the BJP for the first time won 11 seats on the plank of political empowerment. The Congress again became part of the coalition Government but ditched the people of Jammu to keep Kashmiri leaders in good humour. The demand of the people of Jammu province for a separate State is genuine, given that the Congress-backed Kashmiri leadership has reduced them to being a nonentity. The following instances demonstrate the level of discrimination against the people of Jammu. The Chief Minister is always from the Valley and from one particular religious sect. So is the leadership of major political parties like the Congress. Jammu returns two members to the Lok Sabha and 37 to the Assembly at the rate of one per 15.59 lakh voters and 84,270 voters, respectively. In contrast, Kashmir returns three members to the Lok Sabha and 46 members to the Assembly at the rate 9.61 lakh voters and 62,673 voters, respectively. Jammus share in the Civil Secretariat is not even 25 per cent and the number of Secretaries to the Government is negligible. The unemployment rate in Jammu is over 69 per cent and in Kashmir less than 30 per cent. Over-developed and highly prosperous Kashmir has 10 districts at the rate of one per 1585.3 sq km. Jammu has an equal number of districts but at the rate of one per 2629.3 sq km. The road density km/sq km in Kashmir in 2006 was 310.4 and in Jammu it was 138.7. The State power plants produce a paltry 25 MW electricity in Jammu as against 335.36 MW produced in adjacent Kashmir. A person from Jammu working with the Public Health Engineering under the Community Participation Scheme gets a monthly wage of Rs 500, whereas his Kashmiri counterpart gets Rs 2,100. The share of Jammus youth in Kashmir-based technical and professional institutions is negligible. On the contrary, Kashmiri students are in great strength in similar Jammubased institutions. The harsh reality is that Kashmir occupies almost all the higher and lucrative positions in the Government, be it revenue administration, the finance department, the police and judicial departments and political institutions. The net result is widespread frustration and dissatisfaction. The demand in Jammu for Statehood needs to be viewed in this context. AAP's broom ready for 'clean sweep' & 'clean up'

It is time to rejoice and dance in the streets. Sorry, we meant sweep the streets. The Aam Aadmi Party (AAP) has got itself an election symbol, the broom. This serves two symbolic purposes, that of telling voters that it will clean up the filthy system of which it is now a part and the other that it will make a clean sweep in the next elections. As soon as news of this came, party members were seem carrying brooms to meetings. It became clear to us that AAP leader Arvind Kejriwal and his gang had obviously read The Walrus and the Carpenter, that immortal classic by Lewis Carroll. On seeing the vast expanse of sand on the beach they were walking on, the Walrus and the Carpenter wonder whether it can be cleaned up. If seven maids with seven mops/Swept it for half a year/Do you suppose the Walrus said, that they could get it clear? I doubt it, said the Carpenter/And shed a bitter tear. Supplant the Walrus and the Carpenter with Arvind and Manish Sisodia and things become clearer. We have to confess that we are a little disappointed in the options that the AAP had come up with in case some dastardly politician plotted to deny it the broom. Among them are a candle, a water tap and a gas cylinder. What does a candle mean? That we will not get electricity in Aam Aadmi-land? A dry water tap when it should have been a tap that is gushing with water? A gas cylinder without a stove and cooking vessels? No, thanks. We wish Kejriwal and his lads had aspired a little higher for us. He could have had a vacuum cleaner as a symbol or an induction cooker. This leads us to wonder what a party of editorial writers could use as a symbol were we ever to enter the political fray. I know what you are thinking dear reader a pen. But no, we are far savvier than that. The latest iPad or Macbook is what wed opt for. A clean slate could work. Maybe we could have a rocking chair, the sort in which we rest in between crafting your daily fix of editorials. And we would certainly not be happy with one boring symbol. Wed keep our flock guessing by changing the symbol once in a while. So next time you get a pamphlet with a dollar sign on it, it could just be us telling you that we are still around and that we would like contributions in greenbacks for our party. In which case, dont hold back, will you?

Dear Editor, As someone who had the privilege to be a member of the first-ever Jammu & Kashmir Ranji Trophy team, and the further honour of leading the same in 1960-61, there are few things I have looked forward to as much as to see a Kashmiri actually play for an Indian team. Like every Kashmiri, the advent of Pervez Rasool on the basis of some of the most impressive all-round performances at the highest levels of the game has over the last two years filled me with joy; and with hope at the fact that selectors at the national level should have had the fairness to see his merit and give him the nod. All of which makes it truly galling to note that he should have been taken with the team to Zimbabwe, and, pointedly, as it were, marked out to be the only member of the touring side not to get a game in a series where even the J&K Ranji Trophy state team may have won the contest on its own. Suffice it to say that any justification that may come from either Kohli, the captain, or from anyone else would seem as specious as the contention that Durga Shakti Nagpal's suspension had nothing to do with her heroic resolve to stem the sand mafia. I know from experience that it is not unusual for Captains to calculate that a success registered by a rookie may eventually threaten the place in the team of some favoured buddy. Shameful beyond words. Not to speak of the fact that the injustice is tailor-made for interpretations that go beyond cricket, and perhaps justly so.

Politicisation of sports
Dear Editor, It happens only in India that politicians get paid from public-exchequer for playing sports-politics! Can't we have a healthy system whereby legislators in Parliament or legislature including ministers getting paid from public-exchequers may not be allowed to have any post elsewhere including in party, private-organization or any other body including sports-bodies? Being a Parliamentarian or state-legislator including holding a post of minister at the Centre or in a state in itself such a huge task that does not permit such people to engage with any other activity other than that for what they are paid from public-exchequers. Otherwise also it is definitely conflict of interest that active ones in cricket-politics with posts in Board for Control of Cricket in India (BCCI) are allowed to participate in meetings of Union Cabinet discussing sportsbill aimed to bring sports-bodies including BCCI under purview of RTI Act. Union ministers attached with any sports-body must not be allowed in cabinet-meetings discussing sports-bill aimed to regulate sports-bodies. In Ladakh, the Buddhists under the Head Lama, Kushak Bakula, raised the banner of revolt in November 1947 against Sheikh Abdullah and his administration. Bakula declared that the people of Ladakh did not want any truck with the separatist and communal Kashmiri leadership. NEW DELHI, AUG 05: Samajwadi Party chief Mulayam Singh Yadav on Monday said that his party was ready to support the Food Security Bill if the government promises to protect the interests of farmers and ensures that they get profit over their produce. His remarks are significant as they come against the backdrop of reports that the issue of suspended IAS officer Durga Sakthi Nagpal could cast a shadow over Congress bid to secure SPs support on the food measure. If they promise that the farmers interests will not be ignored and they will get profit over their produce, then we can support the bill, Mr. Yadav said. To a question on whether SPs stand on the food legislation has toughened after Congress raised the issue of suspension of 28-year-old Ms. Nagpal, Mr. Yadav said the two issues were not related and our stand on food security bill is known for a long time. We cannot allow the interests of the farmers to be ignored, he said. NEW DELHI, AUG 05: Prime Minister Manmohan Singh on Monday appealed to the Opposition to cooperate in smooth functioning of Parliament and said government is willing to discuss all issues during the Monsoon Session. We have wasted a lot of time in the last twothree sessions and hope this is not repeated in this session, Mr. Singh told reporters outside Parliament. Government is willing to discuss all issues on the floor of the House, he said while urging the Opposition to ensure that the session is truly productive and constructive with solid results. A heavy agenda including the ordinance on the Food Security Bill awaits the nearly month-long Monsoon session which began on Monday. While several parties including the BJP have said that they support the Food Security Bill in principle, a host of other issues including the decision on separate Telangana could cast a shadow on the Lok Sabha and the Rajya Sabha in the first few days with members from Andhra Pradesh agitated over the development. Several members from the Seemandhra region belonging to Congress and TDP have tendered their resignations in protest against the decision, but they have not been accepted and Congress leadership is attempting to persuade its MPs and ministers not to revolt. The Prime Minister has already sought Oppositions cooperation in the passage of the legislative business including the most important ordinance on food security bill. Finance Minister P. Chidambaram had reached out to BJP for support to key reform bills on opening up the insurance and pension sector, but failed to get any assurance.

U.P. serves charge sheet on Nagpal
LUCKNOW, AUG 05: IAS officer Durga Shakti Nagpal, whose suspension has triggered a controversy and a turf war between the ruling Samajwadi Party and the bureaucracy, was served with a charge sheet by the Uttar Pradesh government on Sunday. The Sub-Divisional Magistrate (Sadar) in Gautam Budh Nagar district was suspended on July 27 on charges of ordering the demolition of the wall of an under-construction mosque at Kadalpur village. But the action is attributed to her taking on the sand mafia. An official spokesman told The Hindu that the 10-page charge sheet was issued by the State Appointment and Personnel Department. However, this development was confirmed only late in the night. Ms. Nagpal is understood to have been charged with taking a one-sided decision in ordering the demolition.A notice ought to have been served prior to the demolition, the charge sheet said. Ms. Nagpal has been given 15 days time to file her reply. Copies of the charge sheet and the suspension order have been sent to the Central government, sources said. The issuance of the charge sheet underscored the tough line taken by Chief Minister Akhilesh Yadav and SP president Mulayam Singh, especially after the IAS Association took up Ms. Nagpals cause. Moreover, UPA chairperson Sonia Gandhis letter to Prime Minister Manmohan Singh seeking his intervention in the issue hardened the SPs stand further, sources said. NEW DELHI, AUG 05: In a development that could have serious repercussions for Indian exports to the U.S., four influential U.S. senators have asked the U.S. International Trade Commission (ITC) to investigate Indias unfair practices in trade and foreign direct investment in agriculture, manufacturing and service sectors that discriminate against U.S. exports and investment, and study their impact on the countrys businesses and jobs. In joint letter to USITC chairman Irving A. Williamson on August 2, Senate Finance Committee chairman Max Baucus, Ranking Member Orrin Hatch, House Ways and Means Committee chairman Dave Camp and Ranking Member Sander Levin noted that U.S. exports to India were low, given the size of its market, and asked the ITC to detail the policies India had in place that restricted trade and violated intellectual property rights, as well as the effect they have on US exports, businesses and jobs. We are writing to request that the USITC conduct an investigation under Section 332(g) of the Tariff Act of 1930 regarding Indian industrial policies that discriminate against U.S. imports and investment for the sake of supporting Indian domestic industries and the effect that those barriers have on the U.S. economy and U.S. jobs. We request that the report should be submitted by November 30, 2014, the letter states. They pointed out that India though was an important strategic partner, U.S. exports of goods and services to India were low. In 2011, exports to India were just $22.3 billion. Significantly, the call for investigations against India comes on the heels of the recent trips by Finance Minister P. Chidambaram and Commerce and Industry Minister Anand Sharma to the U.S. to woo investors. Noting that India had risen rapidly and lifted millions out of poverty in the wake of its significant market-opening reforms and its efforts to seek foreign investment in certain sectors of its economy over the past two decades, they maintained that India continued to put in place measures that appeared to contradict its stated domestic growth objectives. India has a complex, nontransparent tariff and fee system and a burdensome customs procedures, and it maintains significant tariff and non-tariff barriers for U.S. goods and service participation in sectors including retail and agriculture, the letter states. It goes on to add: India has not yet taken action to fully and effectively protect and enforce copyrights, including in the digital environment, and has applied its patent law in a discriminatory manner, particularly against innovative U.S. pharmaceutical companies, so as to advantage its domestic industries. We are very concerned about the broader impact that Indias trade policy may be having on the global trading system, both in terms of the model it is setting for other countries and the drag it is exerting on multilateral trade negotiations.

Court cites Mahomedan Law to absolve man of raping minor NEW DELHI: A Muslim man has been absolved of
charges of illegally confining and raping a minor from the same religion, whom he later married, by a Delhi court which cited the Mahomedan Law that allows a 15-year-old girl to marry against the wishes of her parents. The accused was charged with rape and illegal confinement of the minor under the IPC. The IPC treats a girl as minor, in relation to the offence of rape, till she attains the age of 16 years and establishing physical relations with her, even with her consent, is an offence entailing life term as maximum sentence. "Both, the girl and accused are Muslims by religion and though, prosecutrix may be minor under the Indian Majority Act or within meaning of some of provisions of Indian Penal Code, under her present law, she having reached age of 15 years i.e age of puberty could have married accused even without the consent of her guardian, though in the present case, the prosecutrix appears to have married the accused with the consent of her parents," Additional Sessions Judge (ASJ) Illa Rawat said while acquitting the man of the charges. The court also said that the girl was at the verge of maturity when she voluntarily eloped with the accused last year and her parents were also aware of their love affair. It said she was neither restrained nor confined forcibly and they got married after an FIR was registered. The court said the Mahomedan Law does not consider as an offence the marriage with a 15-year-old girl. According to the prosecution, the girl and her mother had lodged a complaint with the police alleging that the man had raped the minor last year when she was alone in her house. The accused had also threatened the girl not to disclose the incident to anyone otherwise he would kill her entire family and thereafter he raped her several times, the prosecution said.

NEW DELHI, AUG 05: The recent Supreme Court judgement on reservation on Monday came in for criticism in the Lok Sabha with members claiming that it would hit hard 80 per cent population of the country comprising SC, ST and Backwards. The judgement disallowing reservation in promotion in the faculty of AIIMS also saw members expressing concern over the erosion of Parliaments supremacy and demanding urgent amendment to the Constitution to annul the apex court verdict. Raising the issue during Zero Hour, JD(U) chief Sharad Yadav lamented that the courts have been repeatedly striking down legislations which are meant to

benefit weaker sections. He said while the judiciary was doing a good work in exposing corruption, it was negating the laws unanimously passed by all parties on social issues like reservation. They always do something so that Parliament does not run, Mr. Yadav said regretting that the Constitution Bench had passed the order on the last day of the tenure of Chief Justice Altamas Kabir, who retired recently. The matter of concern was that this apex court order was not just applicable to the AIIMS but on all such institutions. Reservation is a hard-earned achievement of the people after a long struggle. CHANDIGARH: Seven persons were killed when their car collided head-on with a truck near Brahmanwas village in Rohtak district, police said on Monday. The victims were returning after attending a religious function past mid-night when the mishap occurred, Rohtak's SP, Rajesh Duggal said over phone. He said the driver of the truck had entered the one-way road from the wrong side and collided with the car near a slight curve on the Rohtak-Gohana road. "While five died at the accident spot, two of them succumbed later," he said. Duggal said that all those who died were occupants of the ill-fated car and most of them were women and children. A 5-year-old girl had a narrow escape in the accident and was admitted to a hospital with injuries, he said, adding a case had been registered against the truck driver.

The CBI had sought courts permission for withdrawal of charges under section 5 and 6 of TADA and sections 4(b) and 5 of the Explosive Substances Act in view of its commitment to the Portuguese government. Salem is currently lodged in Arthur Road Jail in Mumbai. Following the Portugal SCs order, he had appealed to the TADA court, saying that the trial against him should be closed. He then filed a petition in the high court at Lisbon, alleging violation of the Rule of Speciality. In the ruling on September 19 last year, the Lisbon court said there had been a breach of the undertaking given by India. Salem and his then companion, actress Monica Bedi, were extradited to India on November 11, 2005, after a marathon legal process lasting three years.

Building collapses in Bangalore, three killed

BANGALORE: At least three people were killed and one injured when a three-storeyed under construction building collapsed in Kengeri area on Monday. While rescue operations are on, Police and Fire Force officials did not rule out possibility of more people trapped underneath debris. The building collapsed when labourers were inside the premise Home Minister KJ George told reporters. Two victims were from Karnataka and one was from North India.The injured have been taken to a nearby hospital said Transport Minister Ramalinga Reddy, in charge of Bangalore.

NEW DELHI, AUG 05: Gangster Abu Salem will continue to face trial in various cases in India, including the 1993 Mumbai serial blasts case, with the Supreme Court on Monday turning down his plea for quashing all proceedings after Portugals apex court terminated his extradition to India. The Supreme Court held that the verdict of Portugal court is not binding on courts here and Salems extradition to India is still valid in the eyes of law. A bench headed by Chief Justice P Sathasivam, however, allowed the CBI to drop additional charges slapped on

Salem under TADA and Explosive Substances Act after his extradition. 45-year-old Salem had sought closure of trial against him in various courts here after the Portugal Supreme Court upheld the order of a lower court there, terminating his extradition for violation of deportation rules by Indian authorities. At the time of Salems extradition, India had assured Portugal that no charges entailing death penalty or imprisonment of more than 25 years would be pressed against him, but such charges were later brought in. Antony said in the last three years since January 2010, there have been a total of 28 violations of Indian airspace by other countries which are taken up with them. There is no commonly delineated Line of Actual Control (LAC) between India and China. There are areas

along the border where India and China have different perceptions of the LAC and both sides undertake patrols up to their respective positions there, he said in reply to queries whether the Chinese troops had intruded and destroyed Indian bunkers in Ladakh. On account of differences in perception of LAC, certain transgression incidents do take place on ground. Government regularly takes up any transgression with the Chinese side through established mechanisms, the Defence Minister said. To a query on whether Chinese have blocked devel-

opmental work in Indian territory, Mr. Antony said, Government takes adequate measures to safeguard sovereignty, territorial integrity and security of India by reviewing the threat perception from time to time and takes appropriate steps to meet the threats. Developmental work in border areas is carried out through close coordination between security forces and local administration, he said. The 29 MPs who raised the questions include Saugata Roy (TMC), Anurag Thakur (BJP), Neeraj Shekhar (SP) and Arjun Meghwal (BJP).

MUMBAI: The father of Delhi resident Preeti Rathi, who died after a man flung acid on her face here in May, Monday approached the Bombay High Court seeking CBI inquiry into the case. Aggrieved by the alleged inaction by city police in arresting the person who threw acid on his daughter, Amar Singh Rathi filed a petition in the High Court seeking that the probe in the case be transferred to CBI.On May 2, an unidentified man had flung acid on Preeti Rathi soon after she alighted at Bandra station. She was supposed to join the Colaba Naval hospital INS Ashwini as a staff nurse. Preeti suffered severe damage to her lungs and succumbed to injuries a month later on June 1 at Bombay Hospital. She was cremated in her hometown Narela on June 4. "The attack was well planned. Police are still clueless about the identity of the accused. One person was arrested but police is not sure if he is the culprit. The victim's father has said he has no faith in the investigation being conducted by the police and hence sought CBI probe," petitioner's advocate Gautam Pyarelal said. Preeti was selected for short service commission in the military nursing service and was asked to report at the naval hospital in Colaba on May 15.

The two meetings - marking the highestlevel diplomatic engagement seen between the two countries - appeared aimed at accelerating steps to establish diplomatic ties. HONG KONG/MUMBAI, AUG 05: Aviva PLC may pull out of its Indian insurance joint venture, valued at more than USD 500 million, as the British insurer retreats from lessprofitable markets where it has struggled to expand, people familiar with the matter said. Aviva, which aims to cut costs by 400 million pounds by year-end, is in the process of hiring corporate advisors to find buyers for its 26 percent stake in Aviva Life, its venture with Dabur Group, the sources told Reuters. The insurer is considering various options, including selling its stake to Dabur Group if it fails to find a foreign buyer, one of the sources said. Dabur Group owns personal care and food products manufacturer Dabur India. "India has a trade deficit with 80 countries in 2012-13. Top ten countries are China, Switzerland, Saudi Arabia, Iraq, Kuwait, Qatar, Venezuela, Nigeria, Australia, and Indonesia," Commerce and Industry Minister Anand Sharma said in a written reply to the Lok Sabha. "Contribution of trade deficit of these ten countries to our trade deficit is 76.5 percent," he said. India's exports during 201213 stood at USD 300.3 billion, while imports aggregated at USD 491.9 billion. Trade deficit stood at USD 191.6 billion. He said that the global economic crisis, the sovereign

debt crisis in Europe and the slowdown in developed economies have adversely impacted demand for India's exports. "The international prices of petroleum, fertilisers, gold, edible oil have increased. Their demand has also increased. These lead to a higher value of imports. As a result, the trade deficit has increased," he added.

Sharma said that the government has received various representations from trade bodies to give impetus to exports. "Several steps have been taken to reduce trade deficit by imposing restrictions on import of gold," he added. The company had clocked a net profit of Rs 56.15 crore in the year-ago period, Spicejet said in a filing to the BSE. Total income from operations however, increased to Rs 1,704.30 crore in the April-June quarter from Rs 1,466.69 crore during the same period last year, it said. The overall performance

Five girls from the Shahbad Hockey Academy were part of the 16-member Indian squad. Of them, two - Rani Rampal and Navneet Kaur led from the front to ensure a podium finish for their team. Vice captain Rani scored the team's solitary goal in regulation time of the bronze clash with Englande. Both teams were locked at 1-1 at the end of stipulated time. NEW DELHI: The BCCI has on Monday gone ahead with its decision to approach the Supreme Court with a Special Leave Petition (SPL) challenging the Bombay High Court's ruling that its probe into spot-fixing and betting in IPL 6 was illegal. On Friday, following the postponement of its Working Committee meeting, one of the BCCI vice-presidents, Chitrak Mitra, had said that the board would approach the Supreme Court. On July 31 the Bombay HC, which struck down as "illegal and unconstitutional" the twomember panel that went into spot-fixing and betting charges in the IPL, held that the commission was constituted in violation of the rules framed by the BCCI. This came just two days after the panel submitted its report giving a clean chit to all those

against whom the probe was conducted. The Bombay HC held that forming a new probe commission was the prerogative of the BCCI. "The [probe] Commission was not duly constituted and was contrary to and in violation of the provisions of Rules 2.2 and 3 of Section 6 of the Operational Rules (of BCCI)," said Justices MS Sonak and SF Vajifdar in a 61-page verdict which may thwart N Srinivasan's bid to regain full control of the BCCI. Valley upset with indifference towards Rasool

Registrar restricts staff entry

JAMMU, AUGUST 5: To stop restrict employees of different cadres from their frequent visits to the Registry, the Registrar of the University of Jammu, Prof Manoj K Dhar has virtually `banned' the entry. These employees have been instructed through a circular to visit the Registry only after 3.30 pm. The circular reads: "It has been observed that most of the employees of the university visit the Registry throughout the day giving no time to officers of the section to work properly. In such cases, most of the time gets wasted in handling the rush. In this regard, all the employees of the University are instructed through this circular that they may visit the Registry after 3.30 pm."

Prof JP Jarool is new Dean Mathematical Sciences

JAMMU AUGUST 05: President of the Jammu University Teachers Association (JUTA) and senior faculty of Statistics, Prof JP Singh Jarool has been made Dean Mathematical Sciences. Former Head of the Department, Prof Jarool took over from Prof Dayanand of Computer Sciences (MCA). Meanwhile, Prof Badyanath Labh has taken over as new Head of the Department of Buddhist Studies. JAMMU: The Department of Students Welfare (DSW) has extended the last date for furnishing the full particulars of Departmental Cultural Secretary up to August 14. Out of a total of 36 teaching departments, only eight departments have submitted the names of their Cultural Secretary with DSW.
