INVITATIONS FOR BIDS (I. F. B.) IDENTIFICATION NO.IFB-EE PWD BGH No.06 of 2012-13 No.2596 /Dated, 28.05.2012 The Executive Engineer, Bargarh (R&B) Division, Bargarh on behalf of Governor of Odisha invites Percentage Rate bids for the construction of works as detailed in the table, from the class of eligible contractors as mentioned in column-5 (five) registered with the State Governments and Contractors of equivalent Grades / Class Registered with Central Government / MES / Railways for execution of Building Works. The proof of registration from the appropriate authority shall be enclosed along with the Bid. If successful, the bidder who has not registered under state government has to register under the state PWD in appropriate class of eligibility before signing of the agreement.

Bid documents consisting of plans, specifications, the schedule of quantities and the set of terms & Conditions of contract and other necessary Documents can be seen in the website www.tendersorissa.gov.in. Bids must be accompanied by Earnest Money Deposit/ Bid security of the amount specified for the work in the col.6 of above table, pledged in favour of Executive Engineer, Bargarh (R&B) Division, Bargarh and will have to be in any one of the forms as specified in the bidding document. Bidders desirous to hire machineries or equipments from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security. The Bid documents will be available in the website www.tendersorissa.gov.in from 11.00 Hours of 08.06.2012 to 17.00 Hours of 17.06.2012. The Bidder must possess Compatible Digital Signature Certificate (DSC) of Class II or Class III.

Bids shall be received only On-line on or before 17.00 Hours of 17.06.2012. Bids received on-line shall be opened at 11.30 Hours on 22.06.2012 in the office of the Executive Engineer, Bargarh (R&B) Division, Bargarh, Odisha in the presence of bidders who wish to attend. Bidders who participated in the bid can witness the opening of bids after logging on to the site through their DSC. If the office happens to be closed on the stipulated date of opening of Bids as specified, the bids will be opened on the next working day at the same time and venue. Original Bid Security & demand draft towards cost of bid document shall be submitted in the office of the undersigned after bid closing date i.e. 17.06.2012 and on or before 10.00 Hours on dated 22.06.2012 during office hours on working days failing which the bid will be rejected. The original bid security and cost of bid document in a sealed cover will be dropped in the tender box kept in the office of the undersigned for the purpose, which will be opened at 11.15 Hours on 22.06.2012. Original Bid Security & demand draft towards cost of bid document in sealed cover super scribed with the name of the work can also be submitted by registered post / speed post to reach this office as per the time schedule mentioned above. However the department will not be held responsible for the postal delay if any or non-receipt of the same. designated period shall debar the bidder from participating in the online biding system and his portal registration shall be cancelled. His name also shall be informed to the registering authority for cancellation of his registration. 8. The cost of bid documents has to be paid by each bidder in shape of demand draft drawn in favour of the Executive Engineer, Bargarh (R&B) Division, Bargarh from any nationalized scheduled bank payable at Bargarh for Rs.6,300/- towards cost of tender paper including VAT . Detailed information as contained in the D.T.C.N. shall have to be strictly adhered to while submitting the tender papers. Engineer Contractor desirous to avail the facility of exemption of E.M.D. is required to submit an affidavit in original to the effect that he has not yet availed the facility for more than two works during the current financial year. The name of work for which and the authority to which the tender is being submitted must be mentioned in the affidavit failing which the tender will be rejected. Any tenderer desirous to avail any facility as per certain circular/order of Government have to apply for the same in writing along with the tender paper. Claim at the time of opening of tender or later will not be entertained. Other details can be seen in the bid documents. This notice is to be read with all the Clauses / addendum to the Procedure to participate in online bidding. If any of the intending bidders wish to withdraw from participation in the bid, he/she can freely withdraw from the participation before scheduled date and time of closure, failing which action as deemed fit as per relevant codal practice will be taken against him/her. Any corrigendum / Addendum will be displayed in the website www.orissa.gov.in & www.tendersorissa.gov.in only. If the office happens to be closed on the opening day due to subsequent declaration as holiday in Govt. or local authority the tenders will be opened on the immediate next working day at same time and venue respectively. The online bidder shall have to produce the original documents for verification in support of scanned copies and statements uploaded in the portal within three days from the date of opening of the bid. Non-submission of original documents for verification within the designated period shall debar the bidder from participating in the online biding system and his portal registration shall be cancelled. His name also shall be informed to the registering authority for cancellation of his registration. The online bidders of Special & Super Class participating in the tender by virtue of interim order of High Court to participate in lower class tender shall have to produce the present status of the interim order from High Court along with the tender documents failing which his tender will be rejected. The authority reserves right to cancel the bid without assigning any reason thereof.
