The management literature on older workers is a mere molehill compared with the mountain devoted to recruiting and retaining the young. Companies are still stuck with an antiquated model for dealing with ageing, which assumes that people should get pay rises and promotions on the basis of age. They have dealt with the burdens of this model by periodically downsizing older workers or encouraging them to take early retirement. This has created a dual labour market for older workers, of cosseted insiders on the one hand and unemployed or retired outsiders on the other. But this model cannot last. The number of young people, particularly those with valuable science and engineering skills, is shrinking. And governments are raising retirement ages and making it more dif cult for companies to shed older workers, in a desperate attempt to cope with their underfunded pension systems.

Minister calls for wider exible working rights British government ministers are considering giving all employees the right to ask for exible working hours from the beginning of a new job as part of plans to encourage a fundamental shift in working habits. The Work and Pensions Secretary, Yvette Cooper, says her ofce is working with employers and organisations such as the federation of small businesses to draw up new ways of supporting men as well as women and non-parents as well as parents working more exible hours. The current rules are limited to parents of children under 16 and carers, and Cooper wants to extend them. You want people to offer exible working from the beginning and we need to look again at how the legislation can support different ways of doing that, she said. There will be some areas where its not possible to t round particular school hours or particular things where the nature of the business makes it hard but what you need is the cultural change for everybody to think differently. Coopers proposals come as the government announced that fathers will be given the right to six months paternity leave. There will be a legal right to take the mothers place at home for the last three months of a nine-month maternity break; they would receive 123 a week in statutory pay. Origins and history The ILO was founded in 1919, in the wake of a destructive war, to pursue a vision based on the premise that universal, lasting peace can be established only if it is based upon decent treatment of working people. The ILO became the rst specialized agency of the UN in 1946. ILOs vision of decent work Work is central to peoples well-being. In addition to providing income, work can pave the way for broader social and economic advancement, strengthening individuals, their families and communities. Such progress, however, hinges on work that is decent. Decent work sums up the aspirations of people in their working lives.

Tripartism and social dialogue The ILO is the only tripartite United Nations agency in that it brings together representatives of governments, employers and workers to jointly shape policies and programmes. Talvez vocs tenham tido dvidas nas letras D e E. A D est errada pois o trecho em que o autor compara molehill (montinho) e mountain (montanha) trata do volume de literatura de gesto de funcionrios mais velhos (older workers) e no sobre a gesto empresarial em si. Ademais, o assunto nada tem a ver com a crise financeira. Notem ainda o uso da estratgia de repetir palavras do texto para confundir o candidato (molehill e mountain), levando-o a crer que se trata da alternativa correta. Lembra que conversamos sobre isso? J a letra E est errada uma vez que o texto nos aponta que o enxugamento peridico de trabalhadores mais velhos (periodically downsizing older workers) fruto do antiquado modelo de conceder promoes e aumentos com base na idade (pay rises and promotions on the basis of age) o que gera um fardo (burden) para empresas. fato que recesso gera demisso. Negotiations are underway for a similar agreement with Singapore. With a dynamic capitalist economy, as the U.S. CIA World Factbook describes it with nearly $274 billion (U.S.) in exports in 2010 Taiwan obviously would benefit from additional free trade agreements. And none would be more appropriate than a U.S.-Taiwan FTA. For now that seems unlikely, though there is considerable political support for such an agreement. Speaking last fall in Washington, U.S. Senator Joseph Lieberman, a former Democratic vice presidential candidate, called on the Obama administration specifically to negotiate such an agreement with Taiwan. Theres an odd irony here, Lieberman said. That is: Taiwans trade relations with mainland China are now arguably more free than their trade relations with the United States.

This shouldnt be. In 2010, the United States exported an estimated $26 billion in goods and services to Taiwan, while importing some $36 billion worth of Made in Taiwan electronics, plastics and other goods, making Taiwan Americas ninth-largest trading partner. As an interim step many have suggested adding Taiwan to the TransPacific Partnership (TPP) Free Trade Agreement negotiations, which currently include Australia, Brunei, Chile, Japan, Malaysia, New Zealand, Peru, Singapore, the United States and Vietnam. That would be a good start, but no substitute for a bilateral U.S.-Taiwan FTA or a Taiwan-NAFTA agreement.
