Book marks avenue


VICTORIAS OLDEST STATE school has launched a book on the Bacchus Marsh Avenue of Honour, in time for the centenary of World War I. What the Avenue of Honour Means to Me is a professionally-produced collection of drawings, photographs, poems and creative writing from all age groups at Bacchus Marsh Primary. Cr Tonia Dudzik said the book was a beautiful tribute. Its an absolutely lovely book and I hope we get copies for all the local libraries. Anyone that loves the Avenue of Honour should try and get this. The (Grade 6) poetry by Alyssa Steyn and Bailey van der Poel was particularly moving. There was a wonderful story by Finnley Love about her Great Great Great Great Grandfather. The book was for sale at Saturdays Great War awareness day at Bacchus Marsh RSL hall. The project replaces a former WWI army barracks that was moved to the reserve in the 1960s. The new pavilion consists of a female change room, male home and visitor change rooms, umpires change space, gym, a first aid training / medical room and a large all-weather viewing deck. It is named the Danny Frawley pavilion, honouring the former Bungaree player who went on to play for St Kilda in the VFL/AFL. The second building is a Community facility consisting of a large multi-purpose function room with a fully equipped and furnished commercial kitchen and bar and two smaller meeting rooms, available for the community to hire. The building was officially opened on Saturday 10 August by Minister for Sport and Recreation Hugh Delahunty, with Recreation Reserve President Andrew Mahar and Football/Netball Club President Darren Rix attending as well as Moorabool Shire Council CEO Rob Croxford, Mayor Pat Toohey and Councillors Tom Sullivan, Paul Tatchell and John Spain. This is a focal point for Bungaree. It will bring many social events. It will also bring economic gain for Bungaree and the Moorabool shire, Minister Delahunty said. The transformation since announcing the funding is fantastic, fabulous. You are all to be congratulated. Mr Mahar said that the reserve committee has a lot more it wants to achieve from the masterplan including a bowling green, oval lighting and fencing around the netball court so finals can be played there. We have a great community here who have helped put all this together, he said. The project was funded with $1.1 million from Moorabool Shire Council which will be offset by the sale of land, $650,000 from the State Government Local Government Infrastructure program, $300,000 from Regional Development Victoria, $100,000 from the Country Football/Netball Program, and $100,000 from the Bungaree community.

I do not have a permit


By Kate Taylor Issues around a wedding reception venue in Long Forest look set to go before a Moorabool Shire Council meeting, thanks to some investigating by local councillor Tonia Dudzik. Boyd Baker House is a function centre located on 35 hectares, which has an interesting history it holds the highest classification of protection offered by listing by the Heritage Council of Victoria, and has featured in a number of publications including The Age, Herald Sun, and at least five national magazines including Australian Period Homes. The site is surrounded by an additional 200 acres of bushland which was donated to the state of Victoria by Dr Michael Baker in 1991. However there are currently no planning permits held by the venue for its use as a function centre. Cr Dudzik said she received a number of complaints from nearby residents about noise from the venue that allegedly had been keeping them awake into the early hours of the morning. I enquired at the council and they said they didnt actually have the permit to do that.

Photo Tonia Dudzik The matter was taken to VCAT by Council in May 2013 and it was agreed that the owners would submit an application for a permit for the use of the land as a place of assembly (function centre and accommodation) and removal of native vegetation. The application was lodged on 24 June 2013 and was subsequently advertised. Objections against the permit applications have been lodged, and so the matter is set to go before a future council meeting for determination. Cr Dudzik attended a meeting held by residents to discuss their concerns and work out the aspects of their complaints when they speak at the council meeting when the permit application is heard. Local resident Tim Feetham said there are a number of concerns that residents have. For probably 18 months its been used as a wedding venue and weve been suffering from noise up until 6am in the mornings. People close to the venue have had their windows vibrating. I live 800metres from the place, and its on a hill top so the noise just echoes and echoes. He said around 40 people attended the meeting. Now the venue dont have a permit, and the conditions on which theyre applying for the permit to have 200 people, it is horrifying to the natives up here, because they see it as a huge fire risk to have 200 people without adequate supervision, adequate water, and without an adequate access track. And they are using just a household septic system; there are lots of issues to come into it. And the fact they want to clear a percentage of their own land to give car parking. Mr Feetham said the venue has not made excessive noise for some time. At this point, theyve cleaned up their act. Theyve done a very good job of hiding it.

In an out of the blue announcement, the caretaker Labor government has announced funding for the Aquatic Centre in Bacchus Marsh. Last Friday at the Lerderderg Library, Catherine King Minister for Regional Australia and Member for Ballarat, said $7 million under Round 5b of the RDAF has been committed. I signed off on all of the projects in the latest round of the Regional Development Australia Fund prior to going into caretaker mode, so this is money that is already budgeted for and committed by the previous government, regardless of what happens with the election phase. Departments will now work to have the contracts in place with Moorabool Shire Council to build the aquatic centre. However the funding is less than the $9.9 million requested, and so the facility plans may now have to be altered to fit the new smaller budget. The $7 million instead of $9.9 million will mean that we will need to work with the council and community and state government on either bridging the gap, designing a pool that fits the new dollars or building a modified stage 1. It is very early days and I am yet to report this back to council, said Council CEO Rob Croxford. The pool consortium group was established by the Rotary Club of Bacchus Marsh and member of both groups Dr. David Stewart, said they were part way to a realisation of a better pool. Well keep working at it, well keep nudging council into doing the right thing and I am sure with a cooperative meeting of minds, well get there, he said. Joce Williams from the consortium said that the funding allows the group to proceed to the fund raising stage of the project with greater confidence. The $7m grant from the outgoing federal govern-

Look at the few old buildings left in our main streets, parts of Underbank Stud, the Lerderderg and we have lots of old cemeteries that need to be protected. The $119,000 will come from two State Government grants: $100,000 for the West Moorabool study and the remainder for Council to give locals advice about heritage.

Cr Tatchell said the news would provide more certainty for planners and landowners as well as promote cultural tourism. I must also acknowledge the State Government for providing the funding. Smaller, growing councils like ours require funding partners like the State Government to enable this important work to happen. A heritage study was completed in the eastern half of the shire in 1995, shortly before the Bacchus Marsh Shire was merged into Moorabool.

If you wanted to know all about WWI and see first hand, plaques, honour rolls, old photos and of course a new book, then the Awareness Day for the Centenary Commemorations in Bacchus Marsh was the place to be. Organisers and exhibitors went to an enormous effort to put the day together across three adjourning venues that included the Lerderderg Library, Town Hall and RSL rooms.

Committee member Damien Strangio said the event was a huge success. Ex-Premier and Chair of the Victorian Anzac Centenary Committee, Mr Ted Baillieu was one of our guest speakers, as was Moorabool Councillors Tatchell and Edwards. We estimated around 750 visitors for the day, he said. The event involved brilliant historical, biographical, photographic displays, numerous artworks from

schools, musical performances and story tellers entertained children. A large display of memorabilia was exhibited in the RSL Hall. Mr Bailieu said there is a need to raise awareness of these commemorations, not just the major events. We must connect and educate the next generation. We must pass the baton to the next generation. We must ensure, we never forget, he said.

Trees facing axe


would be in replacing trees that have to be removed completely. A report to the meeting included a 2007-08 map of Ballans trees, including some that had never existed. It showed dozens of trees now due for removal mainly native trees in Edols, Atkinson and Cowie streets. Three were also set to go in Inglis St: one near Ballans nursing home and two among shops on the north side of the road between Fisken and Stead streets. The report said suitable species would be replanted between May and August 2014. The meeting was told Black Saturday 2009 had prompted changes to the Act in 2010, which now required greater clearance from powerlines. Based on a regrowth rate of a metre a year and depending on the voltage and droop of the powerline, trees would need to be cut back up to 5m below lines. Diagrams in the report showed that some mature European trees in Ballan would be reduced to little more than a trunk with a few stumpy branches. The debate comes after a 546-signature petition at the June 19 meeting, calling for powerlines to be laid underground. Cr Tonia Dudzik asked if former Ballan Shire Engineer Robert Eskdale had been consulted about a disused electrical conduit that had been installed on the south side of Inglis St in the 1980s. Mr Jeffrey said staff had approached Mr Eskdale who still lives in the town but they believed the cost of using the conduit would be too expensive and could only be done as part of a main street makeover. All up, Moorabool has more than 9000 street trees and about two-thirds of those are in Bacchus Marsh, where Moorabool Shire Council is responsible for pruning. Lack of a street tree policy means Moorabool has no guidelines or standards for preferred species. In mid 2007, Greenwood Consulting spent six weeks mapping Moorabools street trees using GPS technology to create a database of their species, condition and pruning schedule.

MOORABOOL COUNCILORS WANT a report into putting powerlines underground, to save Ballans iconic treescape from axeweilding Powercor workers. Councillors voted at the August 7 meeting to work with the electrical supply company to minimise the visual impact on the towns tree-lined avenues. They also voted to investigate funding to remove overhead powerlines - and to develop a street tree policy, which has been on Councils to do list for more then seven years. If we lose the ability to make a first impression on tourists, it will hit locals and local traders, Cr Paul Tatchell said. We cant put power underground across the whole town I accept that but we need to do something with the CBD in Inglis St. Infrastructure General Manager Phil Jeffrey said it would cost millions of dollars to put all of Ballans power underground and an estimated $400,000 just to treat the busiest two blocks of the main street. To prune all the trees in Ballan, it costs about $40,000 and that is something Powercor pays for, he said. The cost to Council

And thanks to the help of Gordon Primary School mum, Amanda Watters, students from the schooll helped plant native trees, shrubs and grasses. Some children planted Melaluca and Red Gum around the school grounds, while others helped plant seedlings, including herbs and The Schools Tree Planting Day not only helps children learn more about caring for their environment, but gives them the chance to connect with nature and contribute to the appearance of their school grounds as well. It may be, in years to come, some of those students may visit Gordon Primary as adults and proudly declare, I planted that tree!

Bacchus Marsh Tourism Association is pleased to announce the launch of its 2013-2014 Sponsorship Prospectus. The prospectus encourages support from local business and community, for the independent and not for profit Tourism Associations two keynote annual festivals, the Strawberries & Cherries Weekend (16 & 17 November 2013), and the Bacchus Marsh Harvest Festival (16 March 2014). Tourism Association Secretary Glenda Jones, of Jeff Jones Plants & Produce, said last years Strawberries & Cherries Weekend was the driver for well over 10,000 visitors to the town.

All of the businesses that volunteer with the Association, including mine, buy in and sponsor the events like any other business in town. Sponsorship is how we make these events possible, and we encourage all local businesses and tourism supporters to get involved. Association President David Durham of Naturipe Fruits said our events are an investment in our town. Tourism is positive for encouraging an economic boost into our beautiful town. On average, a day visitor will spend $80 each. Events arent just about the event weekend; it is also about every weekend that

follows based on the word of mouth effect. Our visitor surveys tell us that our visitors love our friendly people, beautiful town and this keeps them coming back again and again. The latest prospectus includes several new opportunities including the new Friends of Tourism category which allows for donations from small business owners and individuals. This web site is being used by The Age regularly and while having limited coverage of environmental issues, so far, is still worth a visit. 3. Election Fact-check The Conversations Election Fact-check is also worth a visit. It is a site set up by university academics to test politicians talk. For example one politician recently said, when trying to convince us that there was too much red tape stopping businesses ripping the land apart for overseas companies and fly-in, flyout miners said, Just to get the regulatory approvals [to start a mine] takes more than three years. Six years ago it took less than 12 months Australian investors are fleeing this country to invest in more stable countries like Mongolia and Angola. Election Fact Check asked three independent academics to research this fact. They concluded, Based on the information provided and other available information, the politicians statements are incorrect. They went on, In regard to the claim that investors are fleeing the country, mining investment has tripled since 2007. According to the most recent data from the Australian Bureau of Statistics, mining investment now outweighs the rest of

Well, the election date has been set. By the time you read this we will have less than a month to decide. I would like to offer some web-sites that you might find helpful if environment issues are important to you. Unfortunately, the big two parties are not that interested in environment matters, although to be fair to one of these I think they do at heart, the other cannot bring itself to identify in any way whatsoever with the Greens. So, if the environment, addressing climate change and the health of the planet and the health and very future or those we humans share it with, is important to you, then these following sites might interest you. Just today a university report was released that found that the business sector put together. A graph provided by this politicians office as evidence for his claim that approvals take more than three years relies on a single project in NSW, the Ashton South East Open Cut coal mine. 4 .Envirotracker is from Environment Victoria and is a good site if you havent much time and just want a brief overview. 5. Facts Fight Back - This site, as with many sites, searches the facts of all the political parties and finds all parties do make mistakes. 6. The Pollute-o-Meter - For the most thorough examination of each of the parties, including Bob Katters and The DLPs stance on environment issues I suggest you look up The Polluteometer from the Climate Change Institute. The Pollute-o-Meter rates each party on whether their policies will cut carbon emissions, accelerate lowcarbon investments and help prepare us for inevitable climate impacts. This is a very thorough look at the parties and their climate credentials and, I have to say, its findings are a worry. I strongly suggest you check this one out. It provides thorough details for a wholesome dinner discussion if you have someone saying that such and such a party supports action on climate change. What is your opinion? Ron Guy Comaidai Dear Editor, This photo was taken in Bacchus Marsh/Gisborne Road on Friday 9 August of the flyer, Have you seen my penalty rates?, authorised by Brian Boyd Victorian Trades Hall Council. This is the second time I put up this flyer on this stand. Of all the flyers I have put up regarding this issue this is the only one to be removed. I guess the local Liberal candidate is a bit sensitive. I doubt that ALP, Greens, DLP or any other supporters would have removed this notice. The point of my concerns is what will happen to penalty rates under the Tony Abbott government with the backing of the Business council of Australia. It is illegal to tamper with election material of other parties but I guess this flyer although authorised by Brian Boyd Victorian Trades Hall Council does Dannielle wrote: I would like to say that the Moorabool New have been very supportive with articles supporting the events and activities that have occurred since the Indigenous Group For Residents in Bacchus Marsh and Surrounds began. The Editors and Reporters have given our group coverage with no expectations. I understand how people may not have felt that our shires first ever NAIDOC event in Bacchus Marsh was not promoted or published, to the extent that they feel it is worthy of, however the Paper DID COVER BOTH OF OUR SHIRES EVENTS and had people from their paper at both events. Raising the awareness of the need for cultural inclusion and recognition as a Shire is the issue not the newspaper coverage. With one of the highest statistically populated Aboriginal and Torres Strait Islander communities in Victoria, there is a high need for recognition of the culture. its community to encourage those that have been unable to identify, loud and proud, in our Community to feel that they will be supported and accepted. It is important to understand that our group is extremely new and our shire is just as new at conducting events that include a lot of what we would have liked to. Most shires start preparing for NAIDOC a lot earlier, some even 12 months in advance. Funding not being available for a wider publication of events had quite a bit to do with the paper not having a broader coverage of what was going to be on in Bacchus Marsh in the weeks leading up to NAIDOC. These are things that will be improved with community engagement and support, educating our shire that THESE SIGNIFICANT DATES ON OUR NATIONS CALENDAR are important and should be celebrated with enthusiasm. It is with thanks and gratitude that as a Team Leader of the Group, I would like to say thank you to the Editors of the Moorabool News for the coverage of our events that they have given, and the support that their team as a whole, has shown by attending many of our events from the beginning. We look forward to much more of the positive interaction that we have had, in the future, as our group grows. The reduction in the number of vacant homes in all three key regional centres has led to a tightening in regional Victorias vacancy rate in July 2013. Regional Victorias vacancy rate fell from 3.7 per cent in June to 3.4 per cent in July 2013. This lower vacancy rate translated to increases in rents for both houses and units. The weekly rent for a house increased from $295 to $300. The weekly rent for a unit increased by 10 per cent from $228 to $250 but remained at the same level as a year ago. Ballarat recorded the largest reduction in the vacancy rate from four per cent to 2.9 per cent. This was followed by a reduction in Bendigo from 3.1 per cent to 2.5 per cent and a fall in Geelong from 5.5 per cent to 5.2 per cent. The REIV also started publishing median weekly rents for Geelong, Ballarat, and Bendigo in July 2013. The median weekly rent for a house was highest in Geelong at $308 followed by $300 in Bendigo and $273 in Ballarat. The median weekly rent for a unit was $285 in Geelong and $235 in Ballarat. No median unit rent in Bendigo was published this month. There were increases in vacancy for other regional towns. The largest increase in vacancy was in the Shepparton and Goulburn region which increased from 2.4 per cent to 3.7 per cent. The highest vacancy rate was recorded in Latrobe Valley South and West Gippsland region at 6.7 per cent, an increase from 6.5 per cent in June. The Pentland Intermediate team had a great start to the season when last Tuesday the team of 17 girls headed to Burwood to compete in Part 1 of the Calisthenics Victorian State Championships. Results - Round 16 The Under 10 footballers this week pitted their skills against several teams in the Round Robin tournament. The boys took out all of the matches they played. In perfect conditions the Under 12 Reserve footballers were confronted with a tightly contested game. With the scores tied at three quarter time, it all came down to the last quarter to determine whether Bacchus Marsh or Mt Clear would make the finals this year. Unfortunately for the Cobra boys Mt Clear was the stronger team. Bacchus Marsh 2.3.15 lost to Mt Clear 3.3.21. The Under 12 Senior footballers were confronted with a tough last game. Mt Clear jumped at the start and set the Cobra boys a challenge to peg back the lead. The last quarter saw the Cobras attack at their end however most of the

The Senior Blues took on Skipton at home and it was a must win match for Skipton to keep their chances alive for a finals appearance. But the Blues started well and at the first break the Emus had not scored a goal and the Blues had a 4 goal buffer. Williams bagged 5 goals and Ryan Closter 4 goals for the day. Andrew Amor, Dominic Miesen and Max Closter ran extremely well and enabled the Boys Under 13 team to claim the Gold team medal at the recent State Cross Country Championships. The club held its final meet for the cross country season last Saturday at Masons Lane. Ending on a fun note, athletes competed in circus costume and ran in a handicapped format which gave those with slower times a chance to run a different kind of race. Cross country season this year has seen many athletes significantly improve their performances and fitness levels. The centre is now preparing for the track and field season beginning on Saturday 5 October.

The young Scorpions put on a great display of end to end football with lots of shots at goal and desperate defending. Jason McEgan had his best game to date in goal, making numerous saves and good goal kick outs. Atto Zivave was man of match with a solid performance in both defence and attack, capped off with our first goal for the year. The team welcomed back from injury Captain Lachlan Mansell who, along with Ted Marozzi, Jonathan Forrest and Xavier Rabottini were solid in defence.
