BACKGROUND OF AGENDA ITEM: Public comments will be heard only during the designated Public Comments portion of the Agenda at all regularly scheduled meetings of the Oklahoma City Public Schools Board of Education (hereafter referred to as "Board"). Public Comments shall not be heard at emergency, or special, meetings of the Board. Citizens of the district, including delegations or individuals, have the right, and are encouraged, to attend meetings of the Board and to listen to and observe its deliberations. In the interest of orderly conduct of Board meetings, spontaneous discussion from the floor shall not be permitted. The individual dignity of Board members, district employees, students, and all persons in attendance at Board meetings shall be respected; accordingly, no persons in attendance at Board meetings shall be subjected to abuse through these proceedings. Citizens are requested to seek resolution of specific problems at the school site or most appropriate central office level. Persons are encouraged to write to the Board or the superintendent with general questions, concerns, suggestions or to obtain information about the district. Each person will receive notice of the receipt of his or her written correspondence, which may include a response. In order to maintain open lines of communication, the Board provides time for citizen comments during regular monthly business meetings. Individuals who wish to speak at a Regularly Scheduled Board meeting are required to complete a Public Comments Sign-up Form before the Board meeting convenes. An Oklahoma City Public Schools staff member will be at a table in the foyer outside the meeting auditorium with Public Comment Sign-up Forms between 5:00 p.m. and 5:30 p.m. on the day of the meeting. This is the only time forms may be submitted to request to make public comments at Board meetings. Any person who is a resident, employee, or an official representative of a recognized group or organization of this school district may address the Board for a maximum of three (3) minutes, when granted permission by the Board Chairperson. Where several people and/or delegations wish to address the same subject, a spokesperson must be selected. Unless otherwise provided for,

Public Comments will only be allowed during periods specifically allotted for that purpose. All persons who speak at Board meetings are to meet all provisions of this policy. School board policies, state law and federal law have established separate and distinct procedures and forums for collective bargaining issues, and for the resolution of employee grievances, employee complaints, employee suspensions and terminations, complaints against individual employees, pupil suspensions and appeals, political campaigns, and litigation. To avoid circumvention of those separate proceedings and ensure fairness to all parties concerned, no person will be allowed to speak regarding the following: (1) an issue subject to collective bargaining; (2) an issue in a pending lawsuit, complaint or investigation filed with an outside agency, wherein the school district, employee(s) or the Board is party; (3) a pending grievance; (4) pending employee complaint filed with the school district or an outside agency; (5) complaint against individual employee(s); (6) employee disciplinary action, suspension, or termination; or (7) pupil suspension or appeal which may ultimately reach the Board of Education. Additionally, no person who has publicly announced or filed as a candidate for public office may speak during this session. All meetings of the Board of Education shall be open to the public, and any regular meeting shall include an opportunity for the public to address the Board. Presentations under Public Comments are limited to three (3) minutes. The Board Chairperson may interrupt and terminate any presentation that is not in accordance with any of these criteria. Board members may not respond to speakers comments. The superintendent is expected to provide a written response to the speaker and to inform Board members of the response.

BACKGROUND OF AGENDA ITEM: The Board will consider granting approval of a consulting services contract with Organizational Health Diagnostic & Development Corporation (OHDDC) to work directly with the district's Leadership Team. The District has used the OHDDC for the past nine years. OHDDC will provide training, conduct surveys and then give an overview of the district and area reports concerning the organizational health at each site and at the district level. Results of the surveys assist the district with analyzing and understanding the internal dynamics contributing to the current level of organizational health and to the dimension that will be targeted for improvement. Dimensions include: goal focus, communication adequacy, optimal power equalization, resource utilization, cohesiveness, morale, innovativeness, autonomy, adaptation, and problem solving adequacy. Conferences and customer satisfaction reporting sessions will be conducted with leadership. Action plans will be created based on the data. File Attachments

BACKGROUND OF AGENDA ITEM: The Board will consider granting approval to award a contract for "Travel Agent Services-Prime" to Bentley Hedges Travel for Fiscal Year 2014 in accordance with Request for Quotes (RFQ) # 9620. RFQ's were sent to eleven (11) prospective vendors and 3 quotations were received. The District utilizes the services of travel agents to book airline tickets, event registrations, hotel and rental car reservations when staff travel for required training. The RFQ tabulation sheet and contract forms are attached. Recommend awarding the prime vendor contract to as the alternate in accordance with RFQ #9620.

Based on the Board discussion during the 08/05/13 Board Meeting, Item #11 (on 2nd Page) has been inserted into the contract and reads as follows: 11. Contractor and its employees shall at all times use its most diligent efforts to arrange airfares, lodging, and other travels services and products at the lowest reasonable cost to the district. When a "convention headquarters" hotel is designated, contractor shall reserve lodging at said hotel for district employees, but shall ask for a lower rate than the first quote. In the case of air travel, the contractor shall seek both reasonable rates and departure times rather than simply booking the first flight it becomes aware of.

The Board will consider granting the annual approval of the District School Activity Fund subaccounts, all subaccount fund-raising activities and all purposes for which the monies collected in each subaccount can be expended as required by Oklahoma School Law, Title 70, Section 87.

The board of education of each school district shall exercise control over all funds and revenues on hand or hereafter received or collected, as herein provided, from student or other extracurricular activities or other revenue generating sources listed in subsection B of this section that are conducted in the school district. Such funds shall be deposited to the credit of the account maintained for the benefit of the particular activity within the school activity fund. Deposits of funds subject to the requirements of this section shall be made by the end of the next business day; however, if the deposit for a day totals less than One Hundred Dollars ($100.00), a school district may accumulate monies required to be deposited into the fund on a daily basis until the total accumulated balance of deposits equals or exceeds One Hundred Dollars ($100.00). Provided, a school district shall deposit accumulated monies into the fund not less than one (1) time per week, regardless of whether the monies total One Hundred Dollars ($100.00). Disbursements from each of the activity accounts shall be by check countersigned by the school activity fund custodian and shall not be used for any purpose other than that for which the account was originally created. The board of education, at the beginning of each fiscal year and as needed during each fiscal year, shall approve all school activity fund subaccounts, all subaccount fund-raising activities and all purposes for which the monies collected in each subaccount can be expended. Provided, the board of education may direct by written resolution that any balance in excess of the amount needed to fulfill the function or purpose for which an account was established may be transferred to another account by the custodian. Pearson will provide professional development on the SIOP Model to improve student achievement for all students, particularly the English Language Learners (ELL) population. A coach will provide continued training on SIOP, model SIOP strategies, coach teachers in the classroom, assist with data analysis on ELL related data, and meet with PLC's , administrators, and the Leadership Team to determine progress toward the required Language Instruction Program Delivery Plan and the effectiveness of the ELL strategies. This will be the second year of a three year grant. One of the criteria of the grant is to provide staff with ongoing, high quality, job-embedded professional development that is aligned with the needs assessment, the OKCPS strategic plan, and the requirements of the Transformation Model. The planned professional development is to be a continuous process that ensures seamless integration of providers and address the area's most in need; with our high ELL population, we will continue to contract for SIOP coaching services. Benchmark results: 1st grade math increased 54% and 1st grade reading increased 57%; 2nd grade math increased 38% and 2nd grade Reading increased 36%; 3rd grade math increased 20% and 3rd grade reading increased 11%; 4th grade math increased 28% and 4th grade reading increased 15%; 5th grade math increased 74% and 5th grade reading increased 61% from 1st quarter to 3rd quarter. RMS staff believes what was used U.S. Grant High School produced such excellent student achievement, they believe the primary contributor to their success was the Professional Learning Community (PLC) coaching delivered by Dr. Sharon Kramer of Solution Tree over the previous three years. During that period, Dr. Kramer delivered an average of 20+ days of coaching per year to US Grant. More data supporting the effectiveness of Dr. Kramers coaching follows in the percentage increase in state assessments over the first two years of her coaching: Algebra I 300%, Algebra II 136%, Biology 224%, English II 43%, English III 52%, Geometry 77%, and US History 23%.

Program staff created baseline data for first full year of implementation to establish performance goals. 24 administrators and 23 counselors attended Leadership Training to improve professional learning communities, increase student expectations, and create a college-going culture. Learning teams from 10 middle schools developed site-based action plans and received classroom technology valued at greater than $300,000, and 310 teachers attended professional development to support research-based instructional strategies. 2,768 students attended at least one daytime College Campus Visit. 209 students participated in overnight summer activities. 128 students participated in project-based and corporate mentoring activities. 446 parents participated in at least one parent night, and 46 parents attended an overnight college event.

This will allow 54 elementary schools to purchase Listen and Learn Kits for their classrooms. Core Knowledge is a component, along with Great Expectations, of the elementary Schools district initiative for reform. Listen and Learn read-aloudswithin and across grade levelssystematically builds students knowledge as well as vocabulary. Staying on a topic or domain increases the chances that students will receive multiple exposures to key vocabulary words. For example, in the kindergarten Plants domain, students get multiple exposures to key words from this domain, such as nutrients, photosynthesis, crop, and harvest. Students hearing these kinds of words used in meaningful contexts over the course of a domain efficiently and exponentially increases the rate at which children acquire new vocabulary. Acquisition of both language and knowledge will also be enhanced if, following each read-aloud, children participate in rich, structured conversations with an adult in response to the written text that has been read aloud. In this way, children can begin to orally practice comparing, analyzing, and synthesizing ideas in written text in much the same way as they will be expected to do as independent readers in the later grades. The following schools will receive services from Catapult; Bishop John Carroll, Rosary Catholic School, Sacred Heart Catholic School; St. Eugene Catholic School, St. James Catholic School and St. Charles Borromeo Catholic School. The attached contract outlines the instructional program, professional development and parent involvement for those students who have been identified as a student of Oklahoma City Public Schools who is considered an "at risk" student. Under Title I, local educational agencies (LEAs) are required to provide services for eligible private schools students, as well as eligible public school students. It requires a participating LEA to provide eligible children attending private elementary and secondary schools, their teachers, and their families with Title I services or other benefits that are equitable to those provided to eligible public school children, their teachers and their families.
