SUB: Pay erosion of DRTTAs and others - consideration regarding.

Respected sir, We record our sincere thanks for the decision of forming a committee to study the pay erosion of TTAs and others recruited on or after 01.01.2007. The following supporting documents are submitted for your perusal, ready reference and for early settlement of the matter. It is submitted that the PSUs like Indian Oil Corporation Ltd (IOCL) vide Annexure 1A, Bharath Petroleum Corporation Ltd (BPCL) vide Annexure 1B and Hindustan Petroleum Corporation Ltd (HPCL) vide Annexure 1C have extended full fitment benefit to such employees, who joined the above PSUs after effective date of wage revision settlement. As mentioned above (In annexure 1A) IOCL extended its fitment benefit from 01.01.1997(i.e. the effective date of settlement) to 04.01.2001(i.e. the date of signing of that settlement). In BPCL (annexure1B) the fitment benefit had been extended from 01.06.1998 to 19.08.2001 i.e. the date of signing of the memorandum of settlement. In addition the HPCL settled the issue by extending the fitment benefit to its employees from 01.10.1998 (Date of settlement of fitment) to 24.07.2001 (Date of signing of the settlement). These PSUs all had taken the above step to avoid the pay erosion of staff occurred due to pay revision at the time. The DRTTAs appointed on or after 01.01.2007 in BSNL are presently facing and suffering with the same problem akin to employees of petroleum PSUs. We have earlier submitted the order of Tamilnadu state govt. (Annexure 1D) also which extended the benefit of 30% fitment to the employees joined before date of notification of pay revision. In the pay revision of non executives of other PSUs w.e.f 01.01.2007 there is no pay erosion to employees recruited after 01.01.2007 because those PSUs revised pay scales fairly on par with employees serving before 01.01.2007. For example Diploma entry pay scales revised as follows.

NTPC Ltd Revised the Pay scale 6700-11750 to 15500-34500 vide Annexure 2A. Airport Authority of India Revised the Pay scale 6300-180-8460-200-12060 to 14500-33500 vide Annexure 2B Power Grid Corporation of India Ltd Revised the Pay scale 7300-12660 to 16000-35500 vide Annexure 2C. Where as in BSNL the pay scale 7100-200-10100 was revised to 13600-25420.

An Annexure has been enclosed here (Annexure 2D) which is the pay slip of April 2010 and may 2010, showing the immediate effect (losses) of implementation of pay revision. It is stated that in the wage revision the DRTTAs and others got less pay than what they received prior to wage revision causing deep frustration amongst them which is not in the interest of PSU. We request your good self to extend the benefits of 30% fitment to all the employees joined in BSNL with pre-revised scale 7100-200-10100 having date of joining on or after 01.01.2007 in the analogy of other PSUs.
