I. EXECUTIVE SUMMARY
Syska Hennessy Group was engaged to assess the Buckhead Data Center, a vacant critical facility located at 2799 Piedmont Road NE in Atlanta, Georgia. This report identifies the existing mechanical and electrical infrastructure and provides an engineering assessment of the potential reuse of the facility to support a mission critical operation. The basis for this evaluation is industry best practices for mission critical facilities and industry Tier level criteria. The Buckhead facility is a standalone building of approximately 39,000 square feet with a raised floor area of approximately 23,000 square feet. The facility was previously occupied by telecommunications service providers and was built out to meet the needs of the tenant in 2001. The existing mechanical and electrical infrastructure is in good condition and appears to have been well maintained. Mechanically, the facility has a fully operational HVAC system with an installed capacity of 350 tons of cooling (adequate for 880kW of critical IT load) in an N+1 configuration. Fully built out, the system was designed to provide 1100 tons of cooling (adequate for 2400kW of critical IT load) in an N+1 configuration. Electrically, the existing power system has an installed capacity of 2500 kVA based on utility service and backup generator sizes, with provisions to add a second utility service and generator. The site has provisions to double that infrastructure. The existing mechanical and electrical infrastructure has capacity to support the build-out of a critical facility with an 880 kW critical load in a Tier I or Tier II configuration. Ultimately, the facility has expansion capability to support a 2400 kW critical load in a Tier I or Tier II configuration.

II. FACILITY OVERVIEW


A. GENERAL DESCRIPTION The existing facility is approximately 39,000 square feet with approximately 23,000 square feet of raised floor area. The facility has a main electrical room with two service switchboards and space allocated for two additional service switchboards. There are two electrical equipment rooms for critical power systems (UPS, DC rectifiers, and batteries). Chiller and pump rooms are provided for the HVAC system, and cooling towers are located outside of the building. A backup generator is located in an enclosure outside of the building, with space provided for another generator. Administrative support areas and a loading dock are also provided. B. FACILITY BACKGROUND BACKGROUND The facility was built out for a telecommunications service provider in 2001. The existing mechanical and electrical infrastructure was installed at that time. The infrastructure provides a basis to build a fully operational critical facility for either an IT processing or telecommunications service provider. The existing facility infrastructure is energized and remains operational. C. CRITICAL LOAD AND RELIABILITY CAPABILITIES Following is a summary of the potential for the facility to support critical loads based on the existing electrical and mechanical infrastructure and the expansion potential that was designed into the facility. 1. The present electrical and mechanical infrastructure could support a Tier I arrangement with a critical IT load of 880 kW. 2. If a second standby generator were added, the present electrical and mechanical infrastructure could support a Tier II arrangement with a critical IT load of 880 kW. 3. If a second standby generator were added and the chillers replaced with 550 ton units, the modified electrical and mechanical infrastructure could support a Tier II arrangement with a critical IT load of 1200 kW. 4. If a second standby generator were added, the chillers replaced with 550 ton units and the second electrical service added, the modified electrical and mechanical infrastructure could support a Tier I arrangement with a critical IT load of 2400 kW. 5. If second and third standby generators were added and the chillers replaced with 550 ton units and a third chiller added and the second and third electrical services added, the modified electrical and mechanical infrastructure could support a Tier II arrangement with a critical IT load of 2400 kW.

III. EXISTING ELECTRICAL/ POWER SYSTEMS


A. ELECTRICAL INFRASTRUCTURE - OVERVIEW The existing electrical infrastructure includes a 2,500 kVA utility service; a 480V, 4,000A double-ended service switchboard; and a 2,000 kW backup generator. The facility has provisions for expansion including the addition of three utility services and three generators. There are also components of a 48 VDC, 6,000 A DC plant and a 300 kVA UPS system remaining in the facility. B. ELECTRICAL UTILITY SERVICE Existing electrical service is provided by the Georgia Power Company. A 20 kV utility feeder is routed underground from the street to the utility service transformer located at the rear of the facility. The 20 kV utility circuit originates at the Lindbergh substation located less than half a mile south of the facility. Reportedly, there is only one other customer on this circuit prior to it reaching this facility. This circuit also has an alternate feed from the Buckhead substation located less than a mile north of the facility; this alternate feed requires manual switching to utilize. The utility circuit from the street to the service transformer is a loop feed providing two paths to the transformer. Georgia Power has indicated, if required, an additional circuit can be provided to the facility and that a projected service capacity of 5 MVA can also be accommodated. The existing electrical service transformer is a 2500 kVA transformer with a 480/277V secondary. Provisions are made for three additional utility transformers to serve the facility. Utility transformer pads and underground primary service conduits are existing. Although a single utility service is currently installed, a second utility transformer can easily be added to significantly enhance the availability of the utility service for the facility. C. ELECTRICAL SERVICE SWITCHBOARD The existing service switchboard MDSA/MDSB is a double-ended main-tie-main switchboard rated 480/277V, 4,000A. The main-tie-main configuration has provisions for two utility services although only one is currently installed. It also has provisions for a generator source on each service switchboard. MDSA and MDSB Switchboards are GE AVLine Switchboards with draw-out mains and feeder breakers. The existing switchboard main-tie-main configuration meets the requirements for a Tier II system. Utility mains and tie breakers are 4000A frame breakers with 4000A trip units. These could accommodate larger (3 MVA) utility transformers if additional capacity is needed. Generator main breakers are 4000A frame breakers with 3200A trip units. If additional capacity is needed, the trip units could be replaced with 4000A units which would increase circuit capacity to 4000A (3.3mVA) and accommodate a larger 2500 kW generator. Distribution beyond the main switchboard is radial. All of the loads in the facility are fed from MDSA or MDSB, the "A" or "B" sides of the service switchboard. Transient voltage surge suppression, TVSS, is provided for MDSA switchboard. Provisions are shown on the drawings for future main switchgears MDSC and MDSD, in a similar configuration to MDSA and MDSB. However, low voltage service entrance conduits for these switchboards were not observed in the main electrical room.

III. EXISTING ELECTRICAL/ POWER SYSTEMS


D. STANDBY GENERATOR The existing standby generator is a Caterpillar 3516B unit in an outdoor weather-proof enclosure. It has a standby rating of 2500 kVA, 2000 kW. It is equipped with an EMCP control panel and a remote monitoring panel is located in the main electrical room. The generator has a main circuit breaker mounted on the generator. Generator starting system includes dual starters and starter batteries. A day tank is also provided in the generator enclosure. Space is identified on the site for three additional generators. Bulk fuel storage is also provided for the facility. (See Section V.A, Bulk Fuel Storage). There are no provisions for load bank testing of the generator. The current single generator meets the requirements for a Tier I facility and a second generator would be needed to meet Tier II (N+1) redundancy criteria. E. UNINTERRUPTIBLE POWER SUPPLY (UPS) The existing UPS system is rated 300kVA/240 kW. The UPS is a single module MGE Model EPS6000 with a 480V input and output. The UPS has an internal static bypass and is provided with a maintenance bypass cabinet. Currently, there are no batteries installed to support this system. The manufacturer has indicated that they will continue to provide full parts and service support until the year 2020. The output of the UPS feeds Panel UPP-A that is rated 480V, 600A and distributes power to critical AC loads in the facility. There is one PDU installed in the raised floor area. PDU-A is rated150 kVA and has 208/120V output. F. DC POWER PLANT The prior tenant in this facility was a telecommunications service provider and the major components of a 48 VDC power plants remain in the facility. The existing DC power plant is rated 48 VDC, 6,000 A. The remaining system has sixteen PECO Model PEC3875-L22 rectifiers, each rated 48 VDC, 400A, a 6,000A DC bus and three DC distribution sections SPDB-16, SPDB-17 and MPDB-18. The rectifiers, main DC bus and distribution sections are located in the battery room. There are also power distribution frames (PDF) located in the raised floor area. The batteries for this system have been removed. Space is allocated in the battery rooms for future DC plants and batteries. This equipment in this system has been in service for a number of years, however, it may have some use for a perspective telecommunications tenant. G. GROUNDING SYSTEM In addition to NEC required grounding a supplemental grounding system is provided for the facility. A ground ring with multiple ground rods located around the perimeter of the facility is indicated on the record drawings. A master ground bar located in the main electrical room serves as the central grounding point for equipment in the facility. Additional grounding bars are located in the Battery/UPS rooms and in areas of the data hall where equipment was located. A ground grid eight foot on centers was observed below the raised floor.

IV. EXISTING MECHANICAL/ HVAC SYSTEM


A. HVAC SYSTEM CONFIGURATION Cooling is provided for the facility by a central plant consisting of water-cooled centrifugal chillers, pumps and cooling towers with redundant components in an N+1 configuration. This central plant provides cooling for the entire facility including the raised floor area, support equipment spaces and administrative areas. B. CHILLERS Refrigeration is provided by two 350 ton water-cooled centrifugal chillers, Trane Model # CVHEA450. The system is configured for replacement of these with 550 ton chillers to increase overall system capacity. Provisions are also made for the addition of a third 550 ton chiller. With the installation of a third 350 ton chiller 700 tons of capacity with N+1 redundancy is achievable. With the installation of the full design capacity of three 550 ton chillers, 1100 tons of N+1 capacity is possible. Chillers operate on single-ended CHW and CW headers, satisfying the requirements of a Tier II facility. It would be necessary to modify these headers to a double-ended configuration to achieve Tier III or higher level. C. COOLING TOWERS Heat rejection is provided by two Evapco 550ton evaporative cooling towers. For heat loads of 550 tons or less, the existing cooling towers have an N+1 redundancy. There are provisions for the installation of a third 550 ton cooling tower to match the three chillers described above. With the installation of a third cooling tower 1100 tons of capacity can be achieved with an N+1 system redundancy. This configuration satisfies the requirements for a Tier II facility. D. PUMPS PRIMARY AND SECONDARY CHILLED WATER, AND CONDENSER WATER Two full capacity primary chilled water (PCHW) and condenser water (CW) pumps are provided, one for each chiller. Provisions are made for the installation of a third PCHW and CW pumps to support the third chiller and cooling tower described above. Provisions are also made for the installation of future secondary chilled water (SCHW) pumps. Pumps are installed in single-ended headers that satisfy the criteria for a Tier II facility. E. CHILLED WATER LOOP A 10" chilled water loop is provided for the facility. Isolation valves are installed in the loop to allow for four to six CRAH units to be isolated for service. At three locations two to six CRAH units are supplied by radial run-outs from the loop. Two of these locations supply cooling equipment for the DC/UPS electrical rooms. The existing configuration of the chilled water piping meets the requirements for a Tier II facility. .

IV. EXISTING MECHANICAL/ HVAC SYSTEM


F. CONDITIONING EQUIPMENT - CRAHS Conditioning is provided for IT equipment in the raised floor area by computer room air handlers (CRAHs). These units are Liebert Corporation Model FH529C-AA down-flow units with top air return. They supply air below the raised floor and return air is routed overhead into the top of the units. There is no ceiling in the raised floor area. Twenty four CRAHs with a sensible capacity of 236MBH (19.7 tons, 69kW) each are installed in the raised floor area. Using N+20% criterion, N is 20 units. The redundant sensible cooling capacity is 394 tons (equivalent to1380kW critical IT load). Provisions are made for nine future CRAHs with a sensible capacity of 236MBH (19.7 tons, 69kW) each in the raised floor area. Using N+20% criterion, N would be 27 units. The redundant sensible cooling capacity would then be 531 tons (equivalent to 1863kW critical IT load). Additional CRAHs will be required to cool more than 1380kW of critical IT load. Utilizing the CRAH units as indicated above would satisfy the requirements for a Tier II facility. Any consideration to achieve higher levels of reliability would require extensive reconfiguration of the chilled water piping supplying the CRAH units. G. RAISED FLOOR CRAH units supply air below the 22 raised floor which is used as an air plenum and floor grills are utilized to supply air into the equipment space. The spaces below the raised floor were observed to be clean with no communications of power cables installed or remaining below the raised floor. H. BMS SYSTEM An existing Building Management System (BMS) supervises the performance of the HVAC system for the facility. This system has the ability to monitor and control all the HVAC equipment. It also has the capability to trend performance, log alarms and provide notification of equipment failure or out of tolerance system conditions. System is manufactured by Johnson Controls and utilizes direct digital control technology. I. WATER STORAGE Water storage is provided by a 30,000 gallon underground fiberglass storage tank. This storage tank provides a secondary source of cooling tower make-up water in the event of an interruption in the city water supply. This tank should support the operation of a single 350 ton chiller for 24 hours, two 350 ton chillers for 12 hours, or two 500 ton chillers or 8 hours. .

V. OTHER EXISTING SYSTEMS


A. BULK FUEL STORAGE Bulk fuel storage is provided for the backup diesel generator by two underground 10,000 gallon double-wall fuel storage tanks on site. The fuel piping from these tanks is configured to support the installation of future generators. A fuel monitoring system is provided. The fuel burn rate for the existing 2000kW generator is system is approximately 160 gallons per hour at full load. These tanks can provide approximately 100 hours of run-time at 100% load for the existing generator. As additional generators are added the total run-time would be proportionally decreased. There is no fuel polishing system on site at this time. B. FIRE ALARM SYSTEM The fire alarm system for the facility is a fully addressable micro-processor based system. The main fire alarm control panel is an Edwards model EST3 and it is located the communications closet in the administrative portion of the building. Smoke detectors are provided in the raised floor area at the ceiling and below the raised floor. However, the spacing of smoke detectors below the raised floor will need to be evaluated based on air flow criteria. Smoke detectors are also provided at each of the CRAH units supplying the raised floor area. C. FIRE SUPPRESSION SYSTEM Fire Suppression system for the facility is a multiple zone, dry-pipe, pre-action fire suppression system. Three zones with associated pre-action valves are provided for the facility. An air compressor is provided to maintain pressure in the dry pipe system that is existing throughout the facility. A microprocessor control panel with 90 minute battery backup is provided to monitor and control the system. D. SECURITY SYSTEM A security system is installed and operational for the facility. Secured doors with card key access are provided at all entrances to the facility and at access doors to the raised floor area and all electrical rooms. E. TELECOMMUNICATION/FIBER CONNECTIVITY Four telecommunications ductbanks are provided for the facility. Two are routed from the facility to Piedmont Road and two are routed east from the facility in the direction of an existing railroad line.
