Sponsored as a program of the V.G. Young Institute of County Government, a part of the Texas A&M AgriLife Extension Service, in cooperation with the Tax AssessorCollectors Association of Texas. Persons attending all sessions during the School for County Tax Assessor-Collectors can be awarded up to thirteen and one-half (13.5) continuing education hours. Persons attending the optional property tax professional courses can be awarded up to 3.5 continuing education hours. All hours will be appropriately reported to the Texas Department of Licensing and Regulation. Pick up name badges at the registration desk in the hotel lobby. They will be required to access School functions. Please keep personal belongings with you at all times. Please take time to visit with exhibitors and thank them for their support. Connie brings over 35 years of experience in property taxes which began in Palestine and led to serving as the Anderson County Tax Assessor-Collector before working with the Comptroller of Public Accounts Property Tax Division as a technical assistant. Currently, Connie is the Team Lead over the Arbitration and Information Services Section and her team provides Appraisal Review Board training statewide. She also oversees the administration of the requests for binding arbitration and has obtained certification as a Registered Texas Collector, a Registered Texas Assessor-Collector and a Registered Professional Appraiser.

John is a Registered Texas Assessor-Collector, Certified School Tax Administrator and Certified Tax Administrator with over 16 years of property tax experience in Dallas County. Prior to being elected, he was the Director of Taxation for the DeSoto Joint Tax Office where he oversaw the collection of property taxes for the City of DeSoto, the City of Glenn Heights, the DeSoto Independent School District and the Candle Meadow PID. John believes customer service is the key to quality collections and is committed to improving efficiencies and increasing technology in the Dallas County Tax Office. Edward serves on the Firms Legal Standards Committee and advises his clients on general tax matters, legislation, and litigation while advising on many of the processes and procedures used by the Dallas County Tax Office. He was the lead appellate attorney on a number of published legal opinions and is well versed in taxation, real estate, corporate, business and general litigation matters.

Mary has over 37 years of service with the Postal Service working in Plant Operations, Finance and Marketing. In her current position, Mary is responsible for all U.S. Postal Service customer interaction and support, from small businesses or individual consumers, to large corporations and commercial mailers. Paula is the Senior Manager of In Plant Support for the Houston District. She has 35 years of postal experience, starting in Customer Services in 1977 and including serving in a number of other positions in mail processing operations with assignments in Dallas, San Antonio and New Orleans.

Ronnie currently serves as Vice Chair of the TACA DMV Liaison Committee, President of the South Plains Chapter of TACA, and on the TACA Board of Directors. He has served as the Lubbock County Tax Assessor-Collector for four years, bringing with him six years additional experience working for the Texas Department of Transportation Vehicle Titles and Registration Regional Office in Lubbock.

Legislative Update: What to Expect in the Coming Session

Presentation of proposed legislation in the upcoming session directly related to the office of the County Tax Assessor-Collector. Presenters: Harvey Hilderbran, Texas House of Representatives, District 53, Kerrville Fred Hill, Solutions for Local Control, LLC, Dallas
Harvey Hilderbran was first elected to the Texas House of Representatives in 1988. In 2011, he was appointed chairman of the House Ways and Means Committee, which deals wilh all legislation relating to the states tax code. As chairman of the committee, he authored and passed legislation that will generate over $294 million for the state without raising taxes. The chairman also sits on the Legislative Audit Committee, Legislative Budget Board, and serves on the Redistricting Committee, State Affairs Committee, and the Select Committee on Voter Identification and Voter Fraud. Former State Representative Fred Hill chaired the House Local Government Ways and Means Committee during his two decades in Texas legislature before he began lobbying for local government issues in 2009. Mr. Hill currently assists the Tax Assessor-Collectors Association of Texas with its lobbying efforts.

Texas Alcoholic Beverage Commission: New License Renewal Procedures

Collect details related to the new online liquor license renewal process and uncover how entities will be billed. Presenter: Amy Harrison, Director of Licensing, Texas Alcoholic Beverage Commission, Austin
Amy joined the Texas Alcoholic Beverage Commission in 1990 as the Director of Licensing and is responsible for the issuance of over 100,000 licenses and permits all over the world. Prior to joining the TABC, Amy spent five years at the State Comptrollers Office. Her experience at the Comptrollers Office coupled with the TABC, has given her over 24 years of state regulatory experience.

New Town Square: Social Media

In the long history of county governments, walking about the town square and visiting with the citizenry there was the foundation of knowing their thoughts on life in the county. Take a look at how the public uses social media and word-of-mouth to broadcast its impression of the customer service provided by tax office staff. Presenter: Nancy Street, Instructional Professor of Communication, Texas A&M University, College Station
Nancy is the Undergraduate Director in the Department of Communication at Texas A&M University where she oversees curriculum, internships, service learning and study abroad for 950 Aggie Communication majors. She directs the courses in public speaking and communication skills for Aggies from across the university with primary interest in leadership and ethics, professional communication, public communication, civil discourse, and health communication.

Voter Registration Funding: Chapter 19 & Voter Registration Postage

Inspect Chapter 19 funds and interpret Section 13.121 of the Texas Election Code regarding the use and payment of postage-paid voter registration application forms. Presenter: Dan Glotzer, Election Funds Manager, Texas Secretary of State, Austin
Dan worked for the Texas Department of Criminal Justice, then the Criminal Justice Division of the Governors Office where he managed the Budget and Finance section including grants ranging from law enforcement training and criminal prosecution to drug treatment. He joined the Secretary of States Office in 2003 to manage federal funds awarded to the state pursuant to the Help America Vote Act and now manages all of the election funds in the Secretary of States Office, including voter registration funding and funding for primary elections.

TxDMV Red Flag Training

Training provided by the Texas Department of Motor Vehicles to help tax offices identify fraudulent documents related to vehicle title transactions. Presenter: Robert Foster, State Investigator, Texas Department of Motor Vehicles, Austin
After serving in law enforcement, Roberts current role as State Investigator of the Texas Department of Motor Vehicles assigns him to investigate title and odometer fraud for the entire State of Texas.

Write It in a Flash! Techniques for Quick & Accurate Customer Service

Improve customer service by using email programs to increase response accuracy and process written communication by building a repository of prepared messages. Presenters: Tina Morton, Travis County Tax Assessor-Collector and Voter Registrar, Austin Tiffany Seward, Travis County Tax Office Trainer, Austin
Tina is a Registered Texas Assessor-Collector, Certified Tax Professional, Certified Training Professional, and an active member of the property tax professionals education community where she serves as an instructor, course advisor, certification exam writer and policy review participant. She brings the desire to further professional education for tax assessor-collectors through the IAAO Tax Collection Council where she has served as Chair. Tiffany is the Travis County Tax Office Trainer and an approved instructor for the Texas Department of Licensing and Regulation Property Tax Professionals education program. She is responsible for developing and teaching a wide variety of courses, including online programs.

Vehicle Registration & Title Panel Discussion Groups

Overview and implementation guidance of the WebSub program, Scofflaw, out of county vehicle purchases, release of lien by defunct financial institutions, new identification requirements, and verification of shop built trailers. Presenters: Tammera Parr-Lamb, Planner/Analyst, Texas Department of Motor Vehicles, Austin Tony Hall, Planner II, Title Services, Texas Department of Motor Vehicles, Austin Gary Gradel, Manager, Waco Regional Service Center, Texas Department of Motor Vehicles, Waco

Tammera is responsible for developing policies and procedures pertaining to the registration and titling of 21 million plus vehicles in the state of Texas. She is the primary point of contact on issues relating to disabled license plates, placards and parking. Tammera also develops and implements special projects for Vehicle Title Registration such as the Dealer e-Tag System, the Electronic Placard Database and serves as the backup to the Director of Registration Services. Tony currently works in the vehicle title registration division handling vehicle title policies and procedures and is the subject matter representative for the National Motor Vehicle Title Information System Implementation Project. Gary is responsible for providing motor vehicle services to the motoring public, interstate motor carriers, as well as providing support to county tax assessor-collectors and their staff within a twenty-one county region. Gary has twenty years of title and registration experience and has been the manager of the Waco Regional Service Center for the past seven years.
