As it would be recalled, pursuant to the official request on November 21, 2012 by our side, the North Atlantic Council has agreed to augment Turkish national air defenses in its meeting held at Foreign Affairs Ministerial level on 4 December 2012, with an aim to defend the population and the territory of Turkey and to contribute to the de-escalation of the crisis along the Alliances border while emphasizing that this measure would be only for defensive purposes and it would in no way support a no-fly zone or any offensive operation. Thereafter, the U.S.A., the Netherlands and Germany declared their intention to provide two Patriot batteries each.

In the subsequent stage, site survey and analysis studies were conducted in relevant localities that had been pre-determined in accordance with the security assessments of the Turkish General Staff Headquarters and NATO military officials, taking into consideration Turkeys priorities with a view to establish the positions where Patriot batteries will be deployed . As a result of this preparatory work, the batteries from Germany, Netherlands and the U.S.A. are decided to be deployed respectively near Kahramanmara, Adana and Gaziantep.

Patriot batteries deployment positions have been determined by taking into account the military-technical characteristics of these systems to ensure the widest possible coverage and protection for the civilian population.

These batteries have been planned to be transferred to Turkey in January 2013, and become operational as soon as possible by rapidly completing technical preparations. For this purpose, within the scope of the implementation of the North Atlantic Council's decision dated December 4, 2012 and the necessary military-technical preparations, the Allied personnel responsible for the operation of the batteries in question are arriving in Turkey. In this context, the German technical personnel have already visited Kahramanmara and the Dutch technical teams Adana, while the U.S. technical personnel are expected to arrive in Gaziantep in order to conclude the technical preparations. We strongly condemn the terrorist bomb attacks perpetrated in the morning hours yesterday (16 January) in the city centers of Kirkuk and Tuzkhurmatu of Iraq which targeted different spots including the KDP and PUK offices.

Following the assassination of a parliamentarian near the city of Fallujah the previous day, these attacks targeting the offices of two political parties yesterday demonstrate that the security situation and political tension in Iraq have reached alarming proportions. In this critical period which Iraq is facing, it is of utmost importance that the rulers of the country focus on policies that are inclusive and responsive to the expectations of all the Iraqi people and take rapid steps expected from them in this regard.

We believe that the Iraqi people will be cautious against provocations aimed at dragging the country back into a fraternal in-fighting on ethnic or sectarian grounds and hope that the perpetrators of the aforementioned terrorist acts will be captured and brought to justice as soon as possible.

We are closely observing the developments taking place as a result of the spreading of clashes taking place at the North, to the south of the friendly and brotherly Mali.

In this regard, we would like to reiterate once again the importance the Republic of Turkey attributes to the territorial integrity of Mali.

As the Republic of Turkey, we hope that Mali will reach once again the environment of peace and serenity, as soon as possible , and we will continue to support the international efforts exerted with a view to re-establish national reconciliation and the environment of democracy through free elections. The Republic of Turkey, inter alia, believes that it is beneficial to implement the UN Security Council Resolution on Mali numbered 2085 (2012) as soon as possible and supports the decisions of the Organization of African Union and the Economic Community Of West African States (ECOWAS) regarding the developments in Mali.

We would like to emphasize hereby, as Turkey, that we also attach special attention to the fact that the conflict in Mali will reach a peaceful resolution as soon as possible. To this end, H.E. Davutolu had a meeting regarding the recent developments in Mali with H.E. We follow closely and with grave concern the process which has resulted in the adoption of a legal regulation despite the objections of the Turkish Minority of Western Thrace, which envisaged certain amendments to the Law dated 2007 that provides for the assignment of 240 imams with permanent cadres as religious education teachers to the offices of the appointed Muftis by the Greek State.

It is regrettable that these regulations aiming at empowering the law in question that could not be brought into effect despite its adoption by the Greek parliament in 2007 due to the just reactions manifested by the Turkish Minority of Western Thrace have been introduced disregarding yet again the views of the Minority.

We have followed the statements of the Minority Parliamentarians in the Greek Parliament on this issue, where they explained the reasons of their opposition to the draft law.

The relevant articles of the Treaty of Lausanne comprise the provision for the Turkish Minority of Western Thrace to manage its own religious and educational institutions. The European Convention on Human Rights also safeguards the right of individuals to benefit from religious freedom through worship and teaching. Moreover, EU norms and the requirements of being a contemporary state entail the enablement of the citizens from other religions to enjoy their religious freedoms.

The fact that Greece has discarded the legitimate demands of the Turkish Minority of Western Thrace by pursuing a repressive policy despite all these considerations has caused disappointment.

It is understood that according to the rules of procedure of the Greek Parliament the aforementioned law needs to be re-voted as a whole in the General Assembly, and we hope that this erroneous stance will be restituted during that process. We strongly condemn the terrorist attack perpetrated on 16 January 2013 at the gas plant in the In Amenas/Tiguentourine region located in southeastern Algeria. We are deeply saddened by the fact that the attack resulted in loss of lives and injuries. We convey our condolences to the bereaved families of those who lost their lives in the heinous attack and wish a speedy recovery to the wounded.

Extensive works have been carried out in coordination with local authorities and the international community with a view to ensuring the safety of three Turkish citizens who were in the region where the attack was perpetrated. Our three citizens have safely returned to Turkey. We would like to express our appreciation for the assistance and cooperation provided by the Algerian authorities in this regard.

Turkey has consistently emphasized that terrorism having neither religion nor nationality constitutes a crime against humanity. With this understanding, Turkey believes that the effective way to combat terrorism requires the unity and solidarity of the international community.

We have learned with deep sorrow that 20 people lost their lives and more than 70 people were injured, including Mr. Ahmet Koca, Deputy Governor of Selahaddin, and Mr. Ali Hashim, Vice President of the Iraqi Turkmen Front and member of the Provincial Council of Selahaddin, according to initial reports, following a suicide attack perpetrated today (23 January) against a Shia Mosque in Tuzkhurmatu district, majority of which is Turkmen, of Iraqs Selahaddin Province during a funeral ceremony held for Mr. Ali Hashims brother-in-law, who fell victim of an assassination the day before. The perpetration of this attack during a funeral ceremony at a mosque reveals more strikingly the inhuman aspect of this act and deepens our sorrow. We condemn this heinous attack, wish Gods mercy upon those who lost their lives and a speedy recovery to those wounded.

We regret that there has been a significant increase lately in terrorist acts in our neighbor Iraq. Dozens of people have lost their lives in the attacks carried out recently in various provinces. We expect the Iraqi government to promptly take measures which will render futile the outrageous efforts of the circles targeting directly the people of Iraq and aiming to instigate a fraternal fight, and enable the atmosphere of peace, stability and brotherhood to prevail in the country. We believe that the people of Iraq will not let themselves be drawn into these odious machinations of the circles lacking humanity.

Attempted Attack against German Personnel who will operate the Patriot Systems Deployed in Turkey

We have learned with deep sorrow the perpetration of an attempted attack on 22 January 2013 against five soldiers, belonging to the personnel of our NATO Ally Germany, who came to Turkey in order to operate Patriot systems, while they were walking in Iskenderun wearing civilian dress.

This incident which we deem unacceptable and condemn was prevented beforehand thanks to the timely intervention of our security forces.

Our Allies Germany, the Netherlands and the USA are deploying Patriot systems voluntarily following our request and on the basis of NATO solidarity which we appreciate.

27 January has been designated by the United Nations as the International Remembrance Day for the Victims of the Holocaust. On this meaningful day we, once again, respectfully remember the Jews and members of other minorities who lost their lives under the Nazi regime during the Second World War.

This Remembrance Day was designated through the Resolution on Remembrance of the Holocaust, which was jointly submitted by 104 states including Turkey and adopted unanimously without vote on November 1st, 2005 by the United Nations General Assembly.

The Remembrance Day for the Victims of the Holocaust falls on the 68th Anniversary of the liberation of the Auschwitz concentration camp. Turkey contributes to the Fund of the Auschwitz-Birkenau International Museum, established with the aim to physically remember this tragedy which is unprecedented in the history of mankind, and is represented in the Executive Board of International Committee which manages this fund.

In this regard, remembering the victims of the Holocaust, systematically carried out during the Second World War by the Nazi regime with the intention to annihilate the Jewish race and which cost the lives of more than six million people, is important in order to raise awareness of future generations on this matter.

Many Turkish citizens, the majority of whom were of Jewish origin, also died in the Holocaust. We respectfully remember them as well. In this context, a remembrance plaque prepared in dedication of Jewish and non Jewish Turkish citizens who had been murdered in the Bergen-Belsen concentration camp, was inaugurated with a ceremony last December, in which the Turkish Ambassador to Berlin and the German authorities participated.

As we respectfully honour the memory of the victims of the Holocaust, we remember with gratitude our diplomats who saved the lives of many Jews, assisting them to flee the genocide during the World War II.

We believe it is necessary that the required lessons from the unprecedented tragedy of the Jewish Genocide are drawn and that similar events are not repeated in the future. In this context, Turkey, inspired by her history which harbours a culture of living together with tolerance and the tradition of helping the needy, will continue to resolutely pursue her principled stance on the prevention of anti-Semitism, racism, xenophobia, discrimination and Islamophobia. The Yemeni press has reported on 24 January 2013, that a large amount of weapons has been seized at the Port of Aden inside a container that was disembarked on 15 November 2012 off a freighter from Turkey and inspected by Yemeni Customs Authorities on account of no-show by the consignee.

Our Ambassador in Sanaa travelled immediately to Aden city and held talks with the Yemeni authorities and inspected the seized material in the container.

The said delivery of pistols is not based on a license issued by Turkey. Arms exports from Turkey have always been carried out in accordance with international regulations and data on arms transfers are shared at the appropriate international platforms in a transparent manner.

As with the former cases of illegal arms smuggling to Yemen from Turkey, this last case has also been immediately brought to the attention of our competent authorities. We appreciate the cooperation shown by Yemeni authorities on this specific matter.

We are saddened to learn that dozens of people lost their lives and many were injured in an attack perpetrated today (3 February) aiming the Kirkuk Police Department.

We strongly condemn this terrorist attack targeting the police force responsible for providing peace and security in Kirkuk where groups from various origin and belief have peacefully coexisted throughout history. We wish Gods mercy and grace upon those who lost their lives and convey our condolences to their bereaved families, and wish a speedy recovery to the wounded.

The recent intensification of terrorist attacks in the cities of our neighboring Iraq that have a pluralistic ethnic and sectarian demographic structure such as Kirkuk and Tuzkhurmatu, reveals that the perpetrators of these attacks intend to instigate fraternal strife in Iraq. It is our firm belief that the people and leaders of Iraq will not let themselves be used in such dark tactics. Turkey applied for the Dialogue Partnership Status to the Organization concerned, through a letter, dated 23 March 2011, by H.E. Mr. Davutolu, the Minister of Foreign Affairs of the Republic of Turkey, addressed to the Secretary-General of SCO. As stated in the press release dated June 7, 2012, our application was approved unanimously at the SCO Heads of State Summit held in Beijing, on 6-7 June 2012. Further, the Summit Declaration welcomed Turkeys inclusion to the collaboration with SCO as Dialogue Partner.

Therefore, our countrys status in the presence of the organization in question has been clearly established and entered in the registry. The decision regarding this issue was adopted at the level of Heads of State, the level of highest authority.

On the other hand, Turkey's relation with SCO is not an alternative to its relations with the EU or NATO and likewise, our existing relationships with these organizations are not an obstacle to cooperation with SCO. Indeed, the EU has decided to develop relations with SCO in 2012, and this decision was emphasized in the mandate of the Special Representative for Central Asia. In his response to a question in this context, Anders Fogh Rasmussen, Secretary General of NATO stated that there are no contradictions in this regard at all.

In an interview given by Iraqi Prime Minister Nuri al-Maliki to a Lebanese TV channel on 2 February, imaginary claims have been made about Turkeys policies towards Iraq and other countries in the region. Although the claims in question do not deserve to be taken seriously, the fact that these have been uttered by the Prime Minister of a country deemed as a friend and a neighbor by Turkey is, to say the least, saddening.

On this occasion, it is considered useful to remind once again the essence of the policy pursued by Turkey. Preservation of the territorial integrity and political unity of other countries, non-interference in their internal affairs and maintaining bilateral relations on the basis of mutual respect constitute the basic parameters of Turkeys foreign policy. Turkey opposes any kind of discrimination on ethnic, sectarian or religious grounds, and it believes that such discriminatory practices pose the most significant threat for our region. In addition, Turkey has adopted as a principle the existence of humanoriented, free and prosperous societies, where each citizen enjoys the fundamental rights and liberties equally, in all countries of the region. Besides, Turkey has always advocated that crises in our region should be settled though peaceful means and political dialogue. In accordance with these objectives, Turkey has always maintained a constructive and sincere cooperation with the countries in the region in a spirit of solidarity.

In this framework, such baseless claims against our country, whose sincere efforts for the unity, integrity, stability and solidarity of Iraq have been abundantly present, is no more than an attempt by the Iraqi Prime Minister to project his unfavorable personal features and attitudes to the others. Furthermore, the fact that the Iraqi Prime Minister has drawn parallels between the situation in Turkey and the situation of the brotherly people of Iraq who have patiently endured great pain and hardship for years demonstrates just how much his mindset is out of touch with the sense of

reality. In this regard, it is extremely revealing that the Iraqi Prime Minister, who has been in office for seven years, has not been able to promote social peace and serenity in his country during such a long period of time and he has in fact worsened it and that his people still continue having serious difficulties in meeting even their most basic daily needs in Iraq which possesses the richest natural resources of the world.

We hope that the Iraqi Prime Minister, instead of seeking the reasons of his countrys existing problems abroad and making baseless accusations against friendly and neighborly countries, will undertake the necessary measures to fulfill the Iraqi peoples legitimate and democratic demands that have reached such a magnitude that their solution can no longer be delayed; to respect the Constitution and democratic institutions of Iraq; and to put an end to his policies that escalate tension and polarization in his country and our region. It has been learned that Greece has registered its views at the United Nations (UN) concerning the Greek continental shelf in the context of the permits granted by Turkey to the Turkish Petroleum Corporation (TPAO) in our continental shelf in the Eastern Mediterranean. We strongly condemn the entering of the Israeli forces to the courtyard of AlHaram Ash-Sharif after Friday prayers today, thus preventing of worship by intruding in a sacred site for the Muslims and injuring several Palestinians by using force against them who were aiming to pray, in contravention of international law and universal norms.

It should not be forgotten that Al-Masjid Al-Aqsa is open to all Muslims and Israel does not have the right to impose any restrictions on the entry to the sacred sites. The worrying incidents occurred in recent past, related to AlHaram Ash-Sharif, which is one of the most sacred sites of the Islamic world, have still been remembered. Israel should avoid such kind of attitude and conduct which will create tension like in the past.

We have learned with deep sorrow that eight Turkish people, including seven children, died in a house fire started in a building where Turkish families reside as well early in the morning of 10th March 2013 in Backnang in Germany

As a result of initial investigations conducted by the German authorities the German police announced that racist motives have not been found in the incident. Despite this, it is important to conduct a wide scale investigation with utmost care to find the actual cause of the fire taking into account that, in the past, several Turkish people have died as a result of arsons set with racist motives. In this respect, we expect German authorities to finalize the investigation in a shortest time.

Turkish Ambassador in Berlin have arrived to Backnang to visit the families of the deceased together with Prime Minister of Baden Wrttemberg and have information about the incident. Turkish Consul General in Stuttgart is also carrying out contacts and examinations in the incident scene.

However, the allegation of a member of parliament from a political party which sent a delegation to Syria and held talks with the regime last week, that Christian refugees are not accepted to the protection centres in Turkey has caused astonishment and regret. It is extremely sad and thoughtprovoking that such an allegation was made without even considering the necessity to consult with the competent authorities of ones own country about its accuracy.

We welcome the decision taken by the National Coalition for Syrian Revolutionary and Opposition Forces as a result of the meetings held in stanbul on 18-19 March 2013 to establish an interim Government and the election of Ghassan Hitto as the Prime Minister of this interim Government.

The idea of the Greek Cypriot Administration of Southern Cyprus (GCASC) to offer the natural resources of the island as collateral for a solidarity investment fund or any other borrowing scheme to be established due to its current economic crisis, ignoring the inherent rights of the Turkish Cypriots who are co-owners of the Island, is a dangerous manifestation of the illusion of being the sole owner of the Island, which may lead to a new crisis in the region. The views of the Presidency of the TRNC, expressed in the statement of 21 March 2013 are shared. The Turkish side is committed both to protecting the rights and interests on its own continental shelf and to maintaining its support to the Turkish Cypriot side.

The Turkish Cypriot side has made two calls of cooperation to the Greek Cypriot side for an equitable sharing of the natural resources, on 24 September 2011 and 29 September 2012. The Greek Cypriot side, however, has not responded positively to these calls up to date. It is not acceptable that the Greek Cypriot side uses the economic crisis it is facing as an opportunity to create new fait accomplis.

In this context we see merit in once again reiterating Turkeys views regarding this subject:

Turkey and the Turkish Cypriot side, desire a negotiated settlement in the Island. Turkeys vision for the Island and the Eastern Mediterranean is one of joint prosperity, stability and security. Economic problems, like political conflicts can be overcome by creating an atmosphere of peace, reconciliation and cooperation in the Island.

The two founding peoples of the Island must jointly decide what kind of a future they want and with the participation of their Motherlands must establish a new state of affairs. There is no longer any time to lose.

The Turkish side is expecting the negotiations to begin immediately with a spirit of joint prosperity and security.

It is not our preference that the problem we are facing should lead to a crisis. We sincerely believe that it should constitute an opportunity and a new beginning for peace and a lasting settlement.

The Turkish Cypriots will never become a minority in a Greek Cypriot state. Turkey will not allow this in any way. However, Turkey will respect the preferences of the two peoples on the Island. As this preference could be for establishing a new partnership of which the parameters are well known if the Greek Cypriots are to act unilaterally regarding the natural resources in the south of the Island and if they do not desire a partnership with the Turkish Cypriots, it could also be for the negotiation of a two state solution.

The only way to exploit the natural resources of the island before any settlement flows through an agreement in line with the proposals made by the Turkish Cypriot side in 2011 and in 2012, under the auspices of the UN Secretary-General and thus through getting the clear consent of the Turkish Cypriot side regarding the sharing of these natural resources.

Turkey provides temporary protection to more than 35.000 Syrians in Akakale Tent-City.

On 27 March 2013, a group consisting of approximately 200 people attacked security forces with rocks in the tent-city in question, without voicing any complaint or demand. The security forces took the necessary measures to bring the incident to an end.

Furthermore, Syrians who were not involved in the incident reacted strongly to this group as they disturbed the peace.

The security forces identified those involved in this provocation with cameras. As the prosecution proceedings were about to start, a group of 130 perpetrators, fearing from the reaction of other Syrians and possible judicial outcomes, expressed their wish to use their right to " voluntary repatriation and returned to Syria after necessary procedures were duly completed.

News alleging that the group was deported to Syria does not reflect the reality.

In accordance with the principles of open door and non-refoulement, as required by the status of temporary protection, Turkey does not turn away Syrians desiring to enter Her territory and does not forcefully repatriate those already in it. 785 junior diplomats from 101 countries have been hosted in Turkey up until now within the framework of International Junior Diplomats Program that was initiated in 1992 by the purpose of providing training in the field of diplomacy, sharing of knowledge and experience, as well as familiarizing the participants to the principles of Turkish foreign policy for junior diplomats all over the world.

This year, junior diplomats of 67 countries, one from each, will be hosted within the framework of 19. International Junior Diplomats Training Program that will be held in Ankara, stanbul, Konya and Nevehir by the Diplomacy Academy between 1 and 24 April 2013.

Within the scope of the Program, lectures regarding Turkish foreign policy, diplomacy, Turkeys civilizational heritage, historical and cultural depth, as well as international and regional issues will be given in English by senior officials of the Ministry and academicians from distinguished Turkish universities. Excursions will be held to Ankara, stanbul and Cappadocia with the purpose of promoting economical, historical, cultural and touristic richness of Turkey. Furthermore, within the scope of this program, some of the public institutions including Turkish Grand National Assembly, Turkish International Cooperation and Coordination Agency, Presidency for Turks Abroad and Related Communities, Prime Ministry Public Diplomacy Coordination Office, will be visited.

H.E. Mr. Tieman Hubert Coulibaly, Minister of Foreign Affairs and International Cooperation of the Republic of Mali, will pay a visit to Turkey on April 6-7, 2013 upon the invitation of H.E. Mr. Ahmet Davutolu, Minister of Foreign Affairs of the Republic of Turkey.

During the meeting to be held by H.E. Mr. Ahmet Davutolu with H.E. Mr. Tieman Hubert Coulibaly, recent developments in Mali and bilateral issues between Turkey and Mali will be discussed.

Turkey, who welcomed the adoption by the Malian National Assembly of the Road Map aiming at the establishment of the countrys territorial integrity and the organization of free and transparent elections on January 29, 2013 in the spirit of national reconciliation, supports the concrete steps taken towards ending as soon as possible the worrying developments which threaten the territorial integrity, independence and national unity of Mali and towards ensuring tranquility of the Malian people and the development of Mali.

During this process, Turkey, acting through the spirit of regional ownership and of finding settlement to the problems of Africa by Africans, will support all efforts which the African Union (AU) and the Economic Community of West African States (ECOWAS) will make in cooperation with the international community, particularly with the United Nations, regarding the developments in Mali.

The public version of the EU Serious and Organized Crime Threat Assessment (SOCTA) 2013 Report published on Europols official website on 19 March 2013 alleges that Turkeys borders with the European Union remain vulnerable despite intense law enforcement efforts, that the vast majority of heroin in the European Union countries transits through Turkey and that it is trafficked by Turkish organized crime groups.

Turkey is one of the countries which have taken the most severe measures in the fight against narcotics. Thus, according to UNODCs World Drug Report data, seizures of heroin by Turkey which is located on the Balkan traffic route to the European countries, especially from Afghanistan, has been more than the total heroin seizure by the European countries, corresponding approximately to one sixth of world seizures. In this respect Turkey has moved up to second place in the world in terms of seizures. This is further supported by the fact that two out of three kilograms of heroin seized in the European continent is either seized in Turkey or with the intelligence/information support provided by Turkey. In other words, thanks to the determined efforts of the Turkish law enforcement officers, we have reached a seizure ratio more than double that of the EU countries during the last five years.

Naturally the EU member states are expected to appreciate this determined and intense struggle that Turkey pursues with sacrifices. Moreover, this struggle has enabled the EU member states to allocate their police resources or budget to other areas. Indeed, during the last decade, while total heroin seizures in the EU countries decreased 3 to 4 times, the total heroin seizures in Turkey increased 3 to 4 times.

Turkey strongly supports resolution of international disputes by peaceful means and comes to the forefront as an effective mediator.

In this context, with a view to emphasizing the importance of mediation at the international level, the 2nd Istanbul Conference on Mediation, the first of which was held in February 2012, will be organized under the auspices of H.E. Mr. Ahmet Davutolu, Minister of Foreign Affairs of the Republic of Turkey, on 11-12 April 2013 under the theme Keys to Effective Mediation: Perspectives from Within.

In the framework of the Conference, the disputes which figure highly on the international agenda will be discussed. In this context peace efforts in the Middle East, Somalia, Afghanistan and Syria will be analyzed.

In addition to the Special Representatives of the United Nations, European Union and African Union as well as statesmen involved in the resolution of the disputes concerned, international experts specialized in conflict resolution and representatives of NGOs will also participate in the Conference as speakers.

It is expected that an audience of 250 people, including experts from Turkey and abroad working in the field of conflict resolution and peace studies will attend the 2nd Istanbul Conference on Mediation.

The main objectives of the Conference are to emphasize Turkeys role in the peaceful resolution of international disputes, to maintain the momentum achieved through the Mediation for Peace initiative co-launched in 2010 by Turkey and Finland and to contribute to the building of a national capacity in Turkey in the field of mediation and conflict resolution.

It is a cause of concern that the recent acts carried out and the rhetoric used by the Democratic Peoples Republic of Korea (North Korea) in violation of the resolutions of the UN Security Council have increased tension in the Korean Peninsula and reached a level threatening the international peace, stability and security. A program was launched in order to periodically invite to Turkey, in regional groups, our Honorary Consuls who serve under our Embassies abroad in the countries or cities where there are no Turkish diplomatic missions or career consuls. The purpose of this program is to enable our Honorary Consuls to provide a more efficient and comprehensive service to Turkish citizens residing in their consular districts and to Turkish businessmen and to be closely acquainted with the political, economic, social and cultural developments in Turkey, as well as in changes in our legislation. In this context, our Honorary Consuls in the European area paid a visit to Turkey between 15-20 April 2012.

The second group consisting of our Honorary Consuls in North and South America and Australia has been invited to Turkey between 15 and 20 April 2013. Twenty-eight Honorary Consuls from 15 countries, including foreign nationals, will be visiting Turkey in this group.

During their visit to Ankara, the Honorary Consuls will be given comprehensive information about the developments in our foreign policy, our economy and our consular legislation. The Honorary Consuls will also visit Istanbul in order to be better familiarized with Turkeys social and cultural characteristics and on this occasion will be hosted by the Foreign Economic Relations Board (DEK) and meet businessmen.

The European Parliament (EP) resolution on the 2012 Progress Report on Turkey has been voted and adopted today (18 April 2013) at the EP Plenary Session held in Strasbourg. Annually, during the spring semester, EP adopts such a resolution on Turkey.

Assessments by the EU institutions regarding candidate countries, while drawing attention to the requirements for accession, are expected to encourage furthering these processes. In this context, the resolutions issued by the EP are useful to the extent that they are fair and objective.

The EP resolution on Turkey, prepared by Dutch Christian Democrat Ms. Ria Oomen-Ruijten, highlights a number of positive steps taken in the field of reforms in our country, including the 4th Judicial Package, the Law on the Ombudsman and the appointment of the first Ombudsman, the Law on the Establishment of the National Human Rights Institution, the Law on the Protection of Family and the Prevention of Violence Against Women and regarding the property rights, the amendments to the Law on Foundations.

On the other hand, in the resolution there are some inaccurate perceptions and assessments such as the characterization of the situation created by PKKs terrorist activities as an armed conflict. Nevertheless, we welcome the call on the EU member states to increase their cooperation with Turkey in the area of fight against terrorism. We also note that the terrorist activities perpetrated by PKK, which is on the EUs list of terrorist organizations, are strongly condemned.

Regarding the accession negotiations, the resolution calls for the opening of Chapter 22 (Regional Policy and Coordination of Structural Instruments) and asks for the lifting of the blockages on Chapters 23 (Judiciary and Fundamental Rights) and 24 (Justice, Freedom and Security) which are closely related to our political reform process. The importance of opening of Chapters 15 (Energy) and 19 (Social Policy and Employment) is also underlined in the resolution.

The resolution, in which Turkeys regional role and Turkeys importance as a key country for the EU are also emphasized, praises the support Turkey extends to democratic powers in Syria and the humanitarian aid accorded to Syrians under temporary protection in Turkey.

These positive elements unfortunately do not alter the fact that the resolution

also harbours biased and unacceptable aspects for us. For instance, the way in which the Uludere incident is portrayed in the resolution is far from being balanced and fair. Moreover, the EUs flawed and biased position regarding the Cyprus issue is regrettably echoed in the EPs resolution. We will under no circumstances accept unconstructive attitudes which ignore the sovereign rights of Turkish Cypriots. The EU can be of help to a solution on the Island only by acting impartially and objectively.

Furthermore, the resolution refers to the importance attached to the signing of the Readmission Agreement, initialled between Turkey and the EU in relation to fight against illegal migration. As was stated on various occassions, the steps we will take regarding the said Agreement will depend on simultanous and fair steps by the EU towards granting visa exemption to our citizens. It is also worth reemphasizing that the Law on Foreigners and International Protection which constitutes a significant reform covering many of the criteria under Chapter 24 entered into force on 11 April 2013.

Turkey is resolutely working towards its goal of accession to the EU and attaches importance to dialogue and cooperation with the EU. Advancing on our membership process will open up new opportunities not only for Turkey and the EU, but with global repercussions, for the whole region. Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey addressed the Third Review Conference of the Chemical Weapons Convention on April 9, 2013.

Foreign Minister Davutolu pointed out that there are certain international issues where the Ministers should not act only as Ministers of Foreign Affairs or diplomats of individual nation states but they should act as Interior Ministers of all humanity.

Underlining that achieving global disarmament and non-proliferation is a key element of Turkeys foreign and security policies, Foreign Minister Davutolu said Turkey does not wish to see any form of WMD in its region and is categorically against the possession of such weapons. With this mindset, Turkey wishes to see that the international conference on the establishment of a WMD-free zone in the Middle East is convened at the earliest.

Recent and disturbing allegations of use of chemicals in Syria must have alarmed all those concerned circles to this bitter fact. said Foreign Minister Davutolu stressing that the prospect of intentional or accidental use of chemical weapons or toxic chemicals has become real.

Foreign Minister Davutolu, drawing attention to the recent arrangements concluded between the OPCW and the UN for the provision of assistance and protection against chemical weapons and also to respond to requests from the UN Secretary-General to provide expertise for the investigation of alleged use of chemical weapons emphasized that the investigation vis--vis Syria should be conducted and facts revealed to the international community as soon as possible.

Foreign Minister Davutolu also mentioned the importance of universalization of the Chemical Weapons Convention and called the eight states that remain outside the regime to be part of the Convention immediately. H.E. Abdullah Gl, President of Turkey attended the Third Summit Meeting of the Cooperation Council of Turkic Speaking States (Turkic Council) held in Galaba, Azerbaijan.

Speaking at the Summit Meeting, President Gl emphasized that the Turkic Council Summits are the utmost reflection of the common wish of people of member states which are unity and solidarity. President Gl told that the decisions taken by the Turkish Council serve the common wishes and expectations of the people of sister countries.

Stressing that global realities necessitate an effective network of transport and communication for comprehensive cooperation and integration between

countries and nations, Economic and cultural integration of the Turkish world depends on the implementation of projects linking transport infrastructures of our countries said President Gl.

President Gl pointed out that the main priority should be turning the Turkish world to one of the central regions of global economy and he expressed his belief that an important threshold will be crossed in this field through the projects to be implemented within the next few years.

Also underlining the wish for representation of the Turkish world as a whole at the Fourth Turkic Council Summit to be held in next year in Turkey, President Gl voiced the Turkeys expectation for the participation of Turkmenistan and Uzbekistan to the next Summit.

The process of Summits of Turkic Speaking States was initiated in 1992 with the aim of developing multilateral cooperation among Turkic Speaking Republics. In 2009, the process has been furthered by the Nakchivan Agreement signed by Turkey, Azerbaijan, Kazakhstan and Kyrgyzstan and has been turned into a regional cooperation organization under the name of the Cooperation Council of Turkic Speaking States in 2010. Mentioning that Turkey attaches importance to the attainment of the Turkic Council a well-deserved position, appreciated internationally, as a respected institution, Foreign Minister Davutolu underlined that acquiring the observer status at the UN General Assembly bears importance and a common strategy pursued by the permanent representatives of member states will be useful with a view to acquiring the observer status by increasing the visibility of the Council.

Stressing the importance of setting "Cooperation in the Field of Transportation" as the theme of this year's Summit, Foreign Minister Davutolu pointed out that in order to realize the goals laid down at the foundation of the Turkic Council, cooperation in the fields of transportation and communication is necessary and added that through developing the cooperation between transportation sectors, the international competitive power of the member states will increase.

Foreign Minister Davutolu in his speech also touched on the developments in Egypt and emphasized We deem unacceptable the use of force against civilians voicing their legitimate demands in a peaceful manner. We are utterly dismayed by the fact that hundreds of people currently lost their lives and thousands others were injured as a result of the bloody intervention which was launched this morning by the security forces against the civilian and peaceful demonstrators in Egypt. We wish God's mercy upon the Egyptians who lost their lives and a speedy recovery to the wounded. We are deeply concerned about the possibility of further increase in the number of deaths.

We strongly condemn that the Egyptian administration has once again resorted to violence against the peaceful demonstrations despite all warnings. Opening fire upon the civilian people who have never been involved in violent incidents and targeting those civilians by snipers constitute a heavy crime. The incumbent administration which intervened in the democratic and civilian regime through a coup detat is responsible for the loss of lives of the brotherly Egyptian people since the 30th of June.

It is obvious that this intervention, which led to the loss of lives, has caused major damage to the domestic peace and tranquility of the brotherly Egypt just as the previous ones. Opening fire on the masses which claimed democracy and kept their peaceful attitude from the outset, has harmed the

conscious of humanity and caused a huge outrage.

The bloody intervention of the Egyptian security forces against civilian and peaceful demonstrators has dealt a great blow to hopes for Egypt to return to democracy through an inclusive transition process. This intervention clearly reveals the stance of the current administration regarding the transition to democracy in Egypt with the participation of all parties. We find this situation extremely worrying for the peace and tranquility of the brotherly Egyptian people.

It is clearly observed that international communitys support to the coup and its reticence on the previous massacres, rather than protecting the democracy and constitutional legitimacy in Egypt have encouraged the existing administration on todays intervention. The international community, primarily the UN Security Council and the Arab League should take immediate action to stop this massacre.

The warnings and calls by Turkey in this regard are for the peace and serenity of all the Egyptian people. In this framework, Prime Minister of the Republic of Turkey, H.E. Mr. Recep Tayyip Erdoan, had talks with the Secretary-General of the UN, H.E. Mr. Ban Ki-moon, and the permanent members of the UN Security Council in the past days and called upon them to start a democratic process in Egypt and to stand together against a possible massacre. As until now, Turkey will continue these initiatives.

We call on the Egyptian interim administration to end the bloody actions against its own people, to conduct a credible and transparent judicial investigation against the ones who committed the massacres since 30 June 2013, to release the political detainees and Mohammed Morsy in particular and to launch a genuine and comprehensive transition process.

Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey on behalf of the President of Turkey attended the swearing-in-ceremony of Dr. Hassan Rouhani, President of Iran who won the presidential elections on August 4, 2013.

Eighteen years ago this summer, in a town called Srebrenica, in eastern Bosnia and Herzegovina, the world witnessed the murder of approximately 8,000 Bosnian men and boys and the forced deportation of nearly 30,000 women from their land. Thus Srebrenica became a byword for not only the brutality of the three-year conflict in the former Yugoslavia but also of humanity at its most evil and depraved.

Unlike many organisms, humans are capable of learning from their mistakes. Srebrenica was one tragic mistake with a big lesson.

Yet 18 years after the atrocities of Srebrenica and the trauma of Bosnia and Herzegovina, the worst humanitarian calamity of the 21st century is unfolding in Syria. In another place and another time, we are again seeing a mass tragedy. That which the world had pledged would never again occur is playing out once more.

After three years of war in Bosnia and Herzegovina, the death toll was more than 300,000 and the number of refugees reached 1.3 million. In Syria, more than 100,000 people have been killed since a peaceful uprising began in 2011. More than 7 million Syrians need humanitarian assistance; 4 million are internally displaced and 1.4 million are seeking refuge in neighboring countries.

In 1992, innocent people were killed on Vase Miskina Street in Sarajevo while waiting in line to get bread. In 2013, the innocent residents of Aleppo and Homs are the targets of savagery while they try to take bread to their homes.

In Bosnia and Herzegovina, civilians were attacked with heavy weapons and artillery. In Syria, civilians have dodged ballistic missiles fired on civilian areas. And it has been confirmed that the Syrian regime has used chemical weapons against its own people.

Ethnic cleansing was the sickening theme of the conflict in Bosnia and Herzegovina. In Syria, the regime ruthlessly, and apparently without shame, has massacred hundreds of civilians before the world.

Why is the global community so many people of peace and compassion allowing this to happen again? The international doctrine of responsibility to protect was crafted in response to the tragedy of Bosnia and Herzegovina. If the responsibility to protect does not apply to Syria, where does it apply?

How long will the U.N. Security Council continue to look the other way while such carnage goes on in full view? How long will the international community hold back while an estimated 5,000 Syrians lose their lives every month at the hands of the regime in Damascus? Is the world waiting for yet another apology by a U.N. secretary general for inaction in the face of a man-made humanitarian catastrophe as happened in Bosnia and Herzegovina?

We are confident that the people of Syria will eventually free themselves from

the shackles of this bloody regime. The will of the people always wins out. After decades of repression, they wish to live in a country where their will prevails, rather than that of autocrats; where the sovereignty belongs in its entirety to the people, who seek to enjoy universal values such as democracy, human rights, the rule of law and good governance that they have been denied.

The valiant men and women of Syria will long be remembered for their gallantry and the noble struggle they are staging for this vision.

In the 21st century, there can be no place for ruthless oppression with a medieval mentality, certainly not when the lessons of history are there to guide us.

Two decades after the horrors of Bosnia and Herzegovina, should the price for owning your freedom still be so high?

When the next generations look back on Syrias revolution, they will judge the actions of each individual. It is time for all Syrians and the international community to take their places on the right side of history.

Speaking at the dinner, Foreign Minister Davutolu said that effectiveness of a country cannot only measured by its military power, diplomatic performance or economic power and underlined that cultural effectiveness is as efficient as these factors.

Explaining that while the activities of the countries deepen, speed of

Foreign Minister Davutolu and the Guest Minister addressed bilateral relations as well as regional and international issues pertaining to the two countries and the preparations for the visit by Mr. Enrique Pea Nieto, President of Mexico, to Turkey scheduled for next September.

Speaking at the joint press conference Foreign Minister Davutolu stated that Turkey and Mexico are two very similar countries despite the long geographical distance between them. Referring that Mexico is one of the first countries with which Turkey has developed its diplomatic relations following the foundation of the Republic Foreign Minister Davutolu stressed that there is a strong will for furthering the relations between the two countries in last years.

Today, we reviewed the bilateral relations and reached very important decisions. Before anything else, we will witness a historic visit to Turkey on 24 September. Turkey will host H.E. Mr. Enrique Pea Nieto, President of Mexico said Foreign Minister Davutolu and added that during the visit of Mexican President, it is foreseen that a joint declaration entitled Strategic Partnership in the 21st Century between Turkey and Mexico will be adopted.

Foreign Minister Davutolu stated that it was agreed in principle that the political consultations on bilateral relations will be held every year. Emphasizing that the current bilateral trade volume between Mexico and Turkey, the 12th and the 16the biggest economies of the world does not reflect the desired level Foreign Minister Davutolu said Before the visit of Mexican President, we will work together to conclude the agreements which were not signed such as promotion of investments and avoidance of double taxation. Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey paid a visit to the wounded police officers who were injured during the attack on Turkish Embassy in Mogadishu at Atatrk Training and Research Hospital in Ankara.

Foreign Minister Davutolu extended his condolences to the family of Sinan Ylmaz who lost his life in the attack and to the Turkish National Police and wished a quick recovery to the wounded police officers. Foreign Minister Davutolu said that all Turkish institutions contribute to Turkeys exceptional efforts in Somalia and the role of security authorities who are responsible for the protection of staff of the Embassy, Turkish flag and non-governmental organizations is fundamental.

Foreign Minister Davutolu stated that the security measures will be further increased from now on and starting from the new Embassy building a more sheltered structure will be established in the country.

Foreign Minister Davutolu maintained that Turkey has been in Somalia for humanitarian purposes and has made efforts which strengthened the historical friendship between the two countries. Turkey has achieved a legendary success in Somalia in the past two years. Today, if life has got back to normal in Mogadishu, in Somalia; if political process has started to function, if the life of brotherly Somali people who consider Turkey with respect has begun to return to normal, Turkeys contributions have played an important role in this process said Foreign Minister Davutolu.

Ekim aynda Hindistan Cumhurbakannn Trkiye'yi ziyaret edeceini belirten Dileri Bakan Davutolu, bundan sonra her yl dileri bakanlar dzeyinde karlkl ziyaretler yaplmasnn planlandn ifade etti.

Hindistan Dileri Bakan Khurshid ise, Trkiye ile Hindistan arasnda gelecek dnemde savunma, stratejik ibirlii, kltr ve eitim alanlarnda birok ortak almann yaplacan belirterek, "Gzel lkenize gerekletirdiim bu ziyaret mit ediyorum ki nmzdeki gzel dnemin balangc olacaktr" dedi. Foreign Minister Davutolu and Guest Minister discussed Turkish-Indian

bilateral relations, regional and international issues concerning both countries and the preparation for the visit of the President of India to Turkey in October. Furthermore, they exchanged views concerning the developments in the Middle East.

Speaking at a joint press conference Foreign Minister Davutolu expressed his joy in hosting his counterpart in Turkey and said In the last ten years, it is the first time an Indian Foreign minister visiting Turkey; this is a historic visit. He also offered his condolences to Khurshid for the loss of his father last week.

Referring to the historical relations between Turkey and India, Foreign Minister Davutolu declared that it was agreed that Turkey-India bilateral relations will be set on a systematic framework and that in this respect an action plan for 2014-2015 will be prepared. Foreign Minister Davutolu said, We are working on the next meeting of Joint Economic Commission. There is an increase in mutual investments but there is a potential for much more. We are planning to develop people-to-people contacts by establishing a Turkey-India Forum in the coming period.

Foreign Minister Davutolu touched on Turkeys plans to open a Consulate General in Haydarabad and added that bilateral consultations will be stepped up on economic and cultural areas as well as on a regional basis.

Mentioning the forthcoming visit of the President of India in October, Foreign Minister Davutolu shared the plans for mutual foreign ministerial visits on a yearly basis henceforth.

In return, Indian Foreign Minister Khurshid stressed that in the next period there will be numerous joint work on defense, strategic cooperation, culture and education fields and said that I hope my visit to your beautiful country will become the landmark of the new chapter we will write. As a guest of honor, Foreign Minister Davutolu delivered a speech entitled Turkish-Polish Relations in Europe and in the World: From History to Global Era during the Polish Ambassadors Conference.

Mentioning the very special historical relations between Turkey and Poland Foreign Minister Davutolu emphasized that the two countries are rising powers in terms of politics and economics. Foreign Minister Davutolu pointed out that both Turkey and Poland have reacted in similar ways to the developments in the international system which can be defined as earthquake and explained the challenges faced by the two countries during these processes.

Foreign Minister Davutolu also told that Turkish foreign policy has been reshaped in the last 10 years in his speech. Referring to Turkeys EU membership process Foreign Minister Davutolu said I hope that one day Turkey will be an EU member. Whether Turkey is an EU member or not, rest assured that Turkey-Poland relations will be developed and these two countries will continue to contribute to Europes influence area with their geographical positions, economic dynamism, demographic factors and rising

In the framework of the visit, Foreign Minister Davutolu was received by Mr. Bronislaw Komorowski, President of Poland, and also had bilateral talks with Polish Foreign Minister Mr. Radoslaw Sikorski. In addition to the relations between the two countries, Turkeys EU negotiation process and the Cyprus question were discussed during the meetings. An exchange of views on current regional and international issues, especially regarding the developments in Egypt and Syria also took place.

Speaking at the joint press conference, Foreign Minister Davutolu pointed out that it is of symbolic importance that his counterpart has paid one of the first visits to Turkey since the new Greek government took the office. The Foreign Minister said This visit is a result of the close friendship and neighborhood relations between the two countries as well as a natural reflection of the strategic relations which we have further developed through High-Level Strategic Cooperation Council. Foreign Minister Davutolu said that during the meetings, the decisions taken at the last meeting of High Level Strategic Cooperation Council were revised and the next meeting of the Council will be held in Greece at the beginning of next year. He also added that he will pay a visit to Greece during November or December.

Foreign Minister Davutolu maintained that developments concerning the bilateral cooperation in trade, tourism, energy and cultural fields were gratifying and underlined the importance of the agreement reached on the TAP Project with respect to Turkish-Greek relations, which is a continuation of the TANAP Project, for which the agreement was signed between Turkey and Azerbaijan.

Foreign Minister Davutolu stated that the exploratory talks between Turkey and Greece proceeds in a positive atmosphere, and that he in a sincere manner shared Turkeys views that it is necessary to solve the Cyprus issue with a view to enabling peace and welfare to prevail in the Eastern Mediterranean with his Greek counterpart.

Mentioning that the developments regarding the European Union were also

addressed at the meeting Foreign Minister Davutolu said We expressed our pleasure for the support given by Greece to Turkeys EU membership and also shared our expectation for the continuation of Greeces support.

On the other hand, Greek Foreign Minister Venizelos stated that the close cooperation between the two countries started to bear fruit and it is aimed that the third meeting of High Level Strategic Cooperation Council will be held as soon as possible after Greece undertakes the EU presidency. Venizelos also pointed out that cooperation on energy and natural gas has built a new bridge of friendship between the two countries. Foreign Minister Davutolu said For international community, it is time to make an assessment. The Minsk Group has strived for more than 20 years. We appreciate these efforts, but they dont produce any result. Everyone should question the reasons for the failure of the Minsk Group. Co-chairs should work more actively. The members of the Minsk Group have also responsibilities in this respect. Turkey is a part of the Minsk Group, however as the process is carried out by the Co-Chairs, we are not able to make the necessary contribution. We will support all positive steps to be taken for the settlement of the conflict.

Iranian Foreign Minister pays a one-day working visit to Turkey

The Minister of Foreign Affairs of Iran, Mr. Ali Akbar Salehi paid a one-day working visit to Turkey on 12 July 2013. Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey and the Guest Minister exchanged views on bilateral and regional issues.

Speaking at the joint press conference Foreign Minister Davutolu pointed out that Turkey and Iran are two significant regional powers which have deep rooted relations. Pointing out that the visit of Salehi is the first official contact following the presidential elections in Iran Foreign Minister Davutolu said that the developments in Syria and Egypt were discussed mainly at the meeting with Salehi.

Unfortunately, particularly recent developments in Syria and Egypt pose serious obstacles for our region to become a peace, stability and welfare hub highlighted Foreign Minister Davutolu. Concerning Syria, he emphasized that from the very beginning Turkey advocated a transition process which would reflect the will of the Syrian people to political system in a peaceful manner.

Foreign Minister Davutolu stated that the ongoing massacre in Syria should be stopped. Turkey deems necessary to make a call for a comprehensive ceasefire including Homs with a view to enabling our Syrian brothers regardless of their sect or ethnic origin to realize the Ramadan stressed Foreign Minister Davutolu.

Touching also on the situation in Egypt Foreign Minister Davutolu emphasized that Egypt is one of the countries which have a great and rooted state tradition in the Middle East and Turkey has always attached importance to reflection of the will of the Egyptian people to political system.

Foreign Minister Davutolu underlined that Turkey maintains equal distance to every segment of Egyptian society. However, it is expected that the will of the Egyptian people is respected said Foreign Minister Davutolu emphasizing that Turkey will support every effort for the re-establishment of democracy in Egypt.

Explaining that Turkish and Iranian people like the other people in the region are directly affected by the regional developments Foreign Minister Davutolu stated that Turkey and Iran will continue to utilize any opportunity to work together for finding solution to regional problems in future. Speaking at the meeting, Foreign Minister Davutolu thanked the people of Gaziantep who embrace the Syrian citizens and said that the noble attitude of Gaziantep will never be forgotten and also added We will consider the destiny of the whole region as our own destiny and we will deal with it.

Emphasizing that when the people in the Middle East started to rise up, Turkey has stood by them without any hesitation, Foreign Minister Davutolu pointed out that against the oppressive regimes which aims to restrain the peoples will, against tyrannies, Turkey stands by these people and will continue to do so.

We are all aware that the Egyptian people who found great civilizations in the history can achieve more once they are given the opportunity of self-determination. It is our sincere intention that Turkey and Egypt would be the two pivotal countries of the new order in the Middle East. We would like to see Egypt as a country where there is no fratricidal quarrel, where there are no tensions said Foreign Minister Davutolu.

Foreign Minister Davutolu stressed that Turkey will widen its economic borders while keeping its geographical and political borders stable. We have no limits in economy. This is the major motivation for some of our initiatives in the Middle East, the Balkans, the Central Asia and Africa. We will lift visa requirements with all countries. Foreign Minister Davutolu We will stand by the Syrian people until they live with honor in all around Syria

Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey, together with Ms. Fatma ahin, Minister of Family and Social Policies paid a visit to the container city in Nizip, Gaziantep housing the Syrian citizens and attended the Iftar (fast-breaking) dinner.

Speaking at the dinner Foreign Minister Davutolu said In our tradition, Turkish people usually have family dinners at the first day of Ramadan. In this respect, today we are together with our Syrian friends.

Asking Syrian citizens to make themselves at home Foreign Minister Davutolu stated that Turkey is proud of hosting approximately 500 thousand Syrian citizens including 200 thousand in the camps. He also added that he was certain that if Turkey faced a similar situation, Syrian people would act in the same manner.

Also addressing to the ones living in Syria, Foreign Minister Davutolu pointed out that Turkey will stand by all Syrian people who struggle with difficulties not only for themselves but also for human dignity in Carablus, Humus, and Latakia. We will stand by the Syrian people until the end of this oppression, until Syrian people regardless of their religion, sect and ethnic origin live with honor and in peace in all around Syria. Our support will continue. said Foreign Minister Davutolu.

Foreign Minister Davutolu stated that he also would like to send a message to the international community and emphasized that no matter how long this oppression continues, no matter how long international community keeps its silence, Turkey will never leave the Syrian people alone and one day the Syrian people will wake up in freedom.
