DECISION AND CERTIFICATION OF REPRESENTATIVE;

Pursuant to the Agreement for Consent Election dated February 20, 1998, an election by
secret ballot was conducted on March 26, 1998, in Deep River, Connecticut, under the
supervision of the Connecticut State Board of Labor Relations. The tally of ballots was as

Copies of the Report Upon Secret Ballot were duly served upon all parties. No
exceptions to the report nor objections to the election were filed with the Board.

Since the parties have agreed that the unit is appropriate, the Board’s approval of the
action herein is not to be taken as a precedent as to what unit it would find appropriate in the
absence of such an agreement.

Therefore, by virtue of and pursuant to the power vested in the Connecticut State Board
of Labor Relations by the Municipal Employee Relations Act, it is hereby,

CERTIFIED, that the Connecticut Independent Labor Union (CILU) has been selected as
the representative for the purposes of collective bargaining by the majority of all full time
employees working twenty (20) or more hours per week performing secretarial, clerical and
bookkeeping work and also the school nurse. (Excluding employees covered by the Act
Concerning School Board Teacher Negotiations), and that said Connecticut Independent Labor
Union (CILU) is the exclusive representative of all said employees for the purposes of collective
bargaining in respect to wages, hours and other conditions of employment.
