LETTER OF SAMDECH AKKAK MOHA SENA PADEI TECHO HUN SEN, PRIME MINISTER OF THE KINGDOM OF CAMBODIA TO ENDORSE THE NATIONAL ACTION PLAN TO PREVENT VIOLENCE ON WOMEN The Kingdom of Cambodia considers domestic violence to be one of the main problems in Cambodia, and the elimination of violence against women a prerequisite for building a prosperous country and for improving the living standards of the people. If a country falls short of material, financial and human resources, domestic violence becomes even a bigger impediment to a countrys economic and social development, and to the wellbeing of its people. In order to improve peoples living standards, the Royal Government of Cambodia through the Ministry of Women's Affairs acting as its machinery, has made concerted efforts to protect and promote womens rights. The poverty reduction strategy, the Cambodian Millennium Development Goals, the Rectangular Strategy and the National Action Plan to Prevent Violence on Women (2009-2012) all reaffirm the Royal Government of Cambodias commitment to gender equality and the elimination of violence against women. They point to the reduction of all forms of violence, the implementation of gender equality policies, change in social attitudes that discriminate against women, and to the improvement of womens access to justice and legal protection. The three strategic areas in the National Action Plan to Prevent Violence on Women identified by the Royal Government of Cambodia for programming are:

Raising public awareness and distribution of laws to the public Creating and improving social, health and legal services Development and improving related policies and laws

The National Action Plan to Prevent Violence on Women is an important strategic policy paper. It aims to positively influence the Cambodian society not to accept violence, especially violence against women. It promotes good role models of women, men and young people in the Cambodian society, and support for victims of violence, as well as punishment for perpetrators. The Royal Government of Cambodia recognizes that the National Action Plan to Prevent Violence on Women is the responsibility of all ministries and institutions and requires the cooperation and support from national and international communities, Thus, the prevention of all forms of violence against women and the protection of victims is not the duty of any specific ministry alone, but it is the concerted and combined duty of all, including government institutions, civil society organizations, development partners and all citizens. The Royal Government believes that the National Action Plan to Prevent Violence on Women is an achievable policy. It upholds good traditional values and customary practices of the country in accordance with the Constitution of the Kingdom of Cambodia. Strong leadership and commitment of the Royal Government to this issue and gender equality broadly are showing positive results, demonstrated by the rising social and economic status of Cambodian women, enabling them to actively and equally participate in the countrys development processes. The major results of the Royal Governments efforts in promoting womens status have been achieved through the implementation of the Ministry of Womens Affairs Strategic Plan Neary Rattanak or Women are Precious Gems. In conclusion, through this National Action Plan to Prevent Violence on Women, the Royal Government has shown strong commitment to preventing domestic violence and all forms of violence against women. We would like to call upon all national and international communities

and development partners to support us in effectively and successfully implementing this National Action Plan. I would like to express my sincere thanks to all Cambodian organizations for their financial and technical support in the development of this National Action Plan to Prevent Violence on Women 2009-2012, and the promotion of womens human rights. The National Action Plan to Prevent Violence on Women 2009-2012 is a contribution to the implementation of the Royal Governments policy to protect womens human rights, improve the living conditions and wellbeing of women and their families. This National Action Plan sets out a policy and strategy to develop support services for women victims to access effective and fair social and legal services. The National Action Plan to Prevent Violence on Women supports the attainment of the Cambodia Millennium Development Goals (CMDGs), and is in line with the policies of the Royal Government, including the Rectangular Strategy, the National Strategic Development Plan and the Neary Rattanak Strategic Plan of the Ministry of Womens Affairs. The National Action Plan is a roadmap for implementing agencies. It underlines the importance of collaboration between ministries, and with civil society organizations, development partners and the private sector. It also emphasizes the importance of raising public awareness, and for moving forward in the law enforcement and the timely provision of services to victims of violence. This National Action Plan will facilitate change in the perception of domestic violence as an internal problem of a family and will be instrumental in constructing a new social norm that defines domestic violence as unacceptable and avoidable. The National Action Plan reflects the strong commitment of the Royal Government under the wise leadership of Samdech Akkak Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, to develop a culture of peace. The implementation of the National Action plan to Prevent Violence on Women, which will ensure the timely and effective delivery of interventions and services, is our joint responsibility. This means that we, government ministries and institutions, civil society organizations and communities, as a whole, have to bring this plan into practice. I would like to take this opportunity to sincerely thank Samdech Akkak Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and leaders of the Royal Government of Cambodia, Samdech Presidents and members of the National Assembly and Senate, for their great dedication to protect women against all forms of violence and exploitation. The NAPVW has been prepared in accordance with the Cambodian Government policy and legal framework. It makes reference to national and international laws that include the Cambodian Constitution, International Treaties and Conventions related to Human Rights, Womens and C hildrens Rights to which Cambodia is a signatory.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) is an international treaty which has been adopted by the United Nations General Assembly on 3rd September 1981 after the twentieth country had ratified it. Cambodia ratified the CEDAW on 22nd September 1992. Cambodia is committed to make social change towards the elimination of all forms of such discrimination. The Government has to date submitted to the United Nations three progress reports on the implementation of the CEDAW.

The Government Rectangular Strategy for Growth, Employment, Equity and Efficiency acknowledges that women are the backbone of the economy and of the social development of the nation. The NAPVW and the Law on the Prevention of Domestic Violence and the Protection of the Victim (PDVPV) adopted in 2005 contribute to the achievement of indicators described in the Cambodian Millennium Development Goal (CMDG).

The Cambodian legal frame work addresses violence in several key docume nts Article 31 of the Cambodian Constitution recognizes and values human rights by integrating the United Nations Charter, the Universal Declaration on Human Rights and other UN treaties and conventions related to human rights, womens rights and childrens rights into Cambodian laws. Article 45, point 1, of the Cambodian Constitution clearly states that all forms of discrimination against women shall be eliminated.

At the end of 2005, the Law on Prevention of Domestic Violence and Protection of the Victims (PDVPV) was approved and promulgated. To fully implement the law, it is necessary for all people in Cambodia to understand that violence is not acceptable in society.

In 2008, the Law on Suppression of Human Trafficking and Sexual Exploitation was adopted. The core objective of this law is to suppress the acts of human trafficking and sexual exploitation in order to protect the rights and the dignity of human beings, to improve the health and welfare of the people, to preserve and enhance good national customs and, to implement UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and 2

Children, supplementing the United Nations Convention against Transnational Organized Crime.

This law shall apply on any offense that is related to human trafficking, confinement, prostitution in general and child prostitution, pornographic pictures and materials, debauchery against minor under 15 year old and also shall apply for any civil compensation. Furthermore, the criminal law has provisions that are related to violence against women such as sexual abuse, physical harm, and criminal offenses, etc...

The Royal Government of Cambodia has developed the NAPVW to support the implementation of the laws and to change social attitudes and behavior by promoting social mora lity, family values and the value of Cambodian women, as well as a significant reduction of all forms of discrimination against women.

2. THE PROCESS OF DEVELOPPING THE PLAN


The development of the NAPVW has been initiated in the beginning of 2002 and from that time numbers of activities are being implemented; this process was facilitated and led by the Ministry of Womens Affairs (MoWA). The objectives and activities of the NAPVW were developed in consultation with key stakeholders that include representatives from the Ministry of Interior, Ministry of Justice, Ministry of Health, Ministry of Information, Ministry of Education, Youth and Sport, members from the Commune Councils, relevant organizations from the civil society as well as other development partners from the Government. In order to make it more comprehensive and to reflect new policy documents of the government, the initial draft plan for the implementation of the PDVPV law has been integrated into a new National Action Plan (NAP) to prevent Violence against Women (VAW).

3. THE PREVENTION OF VIOLENCE ON WOMEN


Violence on Women affects all individuals regardless of age, race, religion, culture, economic status and sexual orientation. It is at once a reflection of inequality in society and a contributing factor to that inequality. The harm caused by violence undermines the victims ability to lead an autonomous life, free of fear and coercion, and imposes great costs on society. In Cambodia, domestic violence is directly related to violence in society at large. 3

Imbalanced gender relationship or misunderstanding about rights, roles and duties between persons living in the same family can cause conflict and can lead to violence. Proverbs as plates in a basket must rattle, disputes within family are nor mal are cultural obstacles to violence prevention because these beliefs hamper the fair treatment of victims, who most are women and children. Therefore, it is necessary to understand the reasons for such conflicts and violence to successfully help and prevent violence.

3.1 Context and Impact of Violence The results of a survey conducted by MoWA, sampling 3000 general population and 300 local authorities, equally distributed in 13 provinces and chosen by random, found out that 64 per cent of the sample knew a husband who acted violently on his wife; 22.5 per cent of the females respondents had suffered violence from their husbands (see page 2 of the Baseline Survey Violence Against Women, Final Report Cambodia 2005). This means that the prevalence of violence on women does not appear to change significantly since the survey of PADV in 1996 and the CDHS 2000.

This survey has found that violence has a significant economic, physical and mental impact on those who experience it. Survey data suggests that 16 per cent of respondents lost around one months income each year as a result of violence. This had an even more dramatic impact on the poor, who indicated that they had lost almost twice their monthly income in the past year. Just under a fifth of those who experienced violence by a spouse reported that their children missed school between five and twenty times in the previous twelve months. An additional 7 per cent of those who experienced violence by a spouse said that their children missed school approximately 20 times or more during this period. Respondents also reported negative effects on their health and well-being, ranging from anxiety and physical problems to extreme fear. The evidence also suggests that gender based violence is also an increased risk for HIV infection.

3.2

Prevention Measures 3.2.1 Changing Social Behavior The analysis found out that the NAP addresses the complex and multiple root causes of violence against women including: gender inequality, educational failure, and gender social constructions. The NAPVAW will promote and build resilience in individuals, families, communities and local authorities; it will strengthen supportive relationships and support public awareness raising, legal amendment, and enforcement of the law and the provision of 4

services. This collective effort will contribute to empowerment, educational and economic progress, and improved life management skills while fostering healthy communities in which people can grow in dignity and safety. To ensure the dignity, respect and safety of all Cambodians, the NAPVAW will seek to transform passive acceptance of violence into a new social norm that states clearly that violence is unacceptable and not inevitable.

3.2.2 Social Participation in the Prevention of Domestic Violence In order to make people aware of domestic violence, implementation needs to include education and dissemination of reliable materials, training and awareness-raising. People need to understand the legal definition of domestic violence. People have to understand the repercussions for perpetrators who choose to use violence. Furthermore, people need to understand about the causes of violence and the impacts on the family, especially on the victims and children, but also on neighbors and more broadly, communities and society as a whole. People have to clearly understand their rights and concerned authorities have to know about their roles and responsibilities in preventing violence.

Stakeholders with obligations under the Law on Prevention of Domestic Violence and Protection of the Victims include local authorities, police and prosecutors. Other service providers include lawyers, health agencies, government units for social services (centers) and civil society (NGOs). All must be trained to understand the nature of domestic violence, the concepts in the law, the psychology of the issue, about problemsolving, and the best approaches for each target group.

3.2.3 Legal Measures To effectively implement the Law on Prevention of Domestic Violence and Protection of the Victims relevant agencies need to develop further regulations. Local authorities need clear instructions for inte rvention and protection at commune and village levels. Judges and court clerks need procedures and forms to issue protection orders . Police need clear guidelines for the prevention of violence especially for intervention in civil cases. Local authorities need to recognize that domestic violence is not acceptable and to recognize their roles and responsibilities in protecting victims.

3.2.4 Law Enforce ment To prevent violence on women, all laws that prevent or criminalize violence must be enforced. The core provisions to achieve this are contained in the two laws: the law on the Prevention of Domestic Violence and Protection of the Victims and the law on Suppression of Human Trafficking and Sexual Exploitation.

The DV law is part of the civil law of the Royal Government of Cambodia and is applied in the concept of the civil procedure law. The administrative provisions of the DV law are complemented by the relevant policy regulations. Furthermore, the DV law is also closely related with the marriage and family law. The Anti-trafficking law includes penal law and civil law provisions.

4- NATIONAL ACTION PLAN TO PREVENT VIOLENCE ON WOMEN


The core objective of the National Action Plan is to encourage the participation of relevant institutions, different competences in the government and to encourage the enforcement of the law to prevent and to reduce all forms of violence on women. Activities that are mentioned in this plan are the results of the government and relevant stakeholders efforts at all levels in promoting respect for Human Rights, womens rights, childrens rights, gender equity and especially soci al morality, womens values and family value s to ensure family happiness, health, dignity, and national pride in the world.

Overall Objectives:

In the 4 year period (2009-2012), the objective of this plan aims at: To create a society in which any form of violence is not acceptable especially violence on women To promote gender equality-equity, role models for men and women, for young persons in Cambodian society and to promote social morality, family values in Cambodian society by eliminating gender imbalances and gender-based violence To assist victims of violence, to punish or to educate the perpetrator to break the cycle of violence which can be inherited from one generation to the next The expected results are: 6

The population in the whole country is aware about the basic message that violence on women as well as violence in the family is not acceptable The relevant law enforcers know about the law and the procedures for the prevention of violence and for the protection of the victim and have received appropriate training The minimum standards and clear guidelines of the social service, health service, and legal service are improved All relevant stakeholders, government, civil societies and partners are improving collaboration in preventing violence on women Victims are rescued and protected, perpetrators receive educational support for behavior change, and/or receive punishment according to the intensity of the acts: after that violence will be reduced.

4-2 Strategies The National Action Plan includes four strategies: Strategy 1: raising public awareness and dissemination of the law to the public to change views and social attitude of the agencies/legal professionals in order to build up a society free of violence and help victims in receiving information and other services Strategy 2: enhancing and improving social, medical and legal services for better coverage and quality care to enable victims ability to receive proper service Strategy 3: developing and improving policies and related laws to improve the participation of the population through: (3-1) -the formulation of policy and mechanisms to increase court access and to strengthen criminal justice and education policy related to the prevention of violence in schools and in communities; (3-2) -law amendment to ensure clear process easy for implementation and mainstream gender into the government mechanisms and institutions and into civil society and other relevant stakeholders Strategy 4: strengthen the capacity of competent officials and agencies on legal and social components.

4-3 Implementation of Activities For each strategy, there are numbers of activities that are related to the notion of Prevention and Inte rvention such as education dissemination, provisions of services to help the victims, sentences for the perpetrators, and policy and legal development. 7

Activities that are related to education dissemination were gradually implemented since 2008 using resources from development partners and government funding under the national budget plan. Further resources are needed to support other activities to respond to the indicators committed by the government in the CMDG and to promote a successful implementation. Strategy 1: Raising public awareness and dissemination of the law to the public to change views and social attitude of the agencies/legal professionals in order to build up a society free of violence and help victims in receiving information and other services.

This strategy has one core activity as indicated below: Activity 1: Information campaign and expanding public awareness on the prevention of all forms of violence. Under this activity, there are 17 sub-activities related to public education that entails changing of views, behavior and attitude towards violence on wome n by incorporating the message violence cannot be accepted because it is a criminal act; it is not just a private problem, it is as a whole a social problem into the action plan of relevant ministries/institutions in the province/municipality, by collaborating with agencies from the civil society and by organizing all kind of public campaigns ranging from public forum, media dissemination, meetings by using key messages and posters (big and small posters), story telling and picture books with different target groups including children, school children, students and large public in the community at village, commune and district level.

Some activities are gradually implemented since the adoption of the DV law at the end of 2005, however, the coverage is still limited; there is a need to agree on the content preparation, on the dissemination of materials and on the increase of the education dissemination coverage to the population, officials and other implementing agencies so they can have basic understanding on the prevention of domestic violence and all forms of violence on women in the family and in the working place as well as in the public place.

Strategy 2:

Enhancing and improving social, medical and legal services for better coverage and quality care to enable victims ability to receive prope r service. 8

This strategy has two major activities as specified below: Activity 2: Identify and map existing social, health and other supporting services to encourage and to promote the use and dissemination of a list of current services. This activity entails the collection of data in the whole country, from competent services, public and non-governmental alike, that include type of services, contact addresses in order to form a service directory for publication and dissemination. The collection of data should be updated every year.

Activity 3:

Improve the standard of social work services (especially counseling) and promote best practices. There are 8 sub-activities that focus on the assessment of quality of services, on the establishment of a minimum standard for counseling and caring of the victim in the centre and on the establishment of guidelines for public and non-governmental social services. In this cluster of sub-activities, only two activities under point 3.5 and 3.8 (see ANNEX 2) have budget for implementation from non- governmental and governmental agencies.

Strategy 3:

Developing and Improving Policies and Related Laws to provide people with a life free of violence.

3 (a) - To establish Policy and Related Mechanis ms to increase access to the courts and strengthen the criminal justice and educational policy for prevention of violence in school and community.

This strategy has 6 sub-activities: Activity 4: Encourage punishme nt for perpetrators and protect the victims who are wome n and childre n, increase access to the courts and strengthen the criminal justice system. There are 11 sub-activities related to procedures for the increase of women police officers and the establishment of the judicial police and the cluster contains provisions for the strengthening of legal knowledge and skills for conflict resolutions for appropriate intervention. Activity 5: Integrate a violence prevention mechanism into the educational system and develop guidelines for implementation in all public and private schools. 9

There are 3 sub-activities which focus on the upgrading of curriculum and training methods that include promoting childrens rights, womans rights, gender role, family education, life skills, communication, self-protection and sexual education. Conflict resolution methods and the creation of a friendly and happy environment in the school should be widely disseminated. Some non-governmental organizations have already allocated their budget up to 2008 but the Ministry of Education Youth and Sports and the Ministry of Culture and Arts are still seeking funding support for the activities implementation.

Activity 6:

Promote and improve non violent parenting skills. The sub-activities are directed at the establishment of mechanisms and policies for the Ministry of Education Youth and Sports to educate non violent parenting skills and at the establishment at all levels of the Committee on Social Morality, Women and Family Values. Incorporate sexual health education, youths role and family into education curricula. The sub-activities are focused on the promotion of positive role models and on the incorporation of messages related to sexual relationships and their effects on youth inside and outside the school system. The education should be carefully carried out to avoid negative consequences on youth and children.

Activity 7:

Activity 8:

Improve the working environme nt to eliminate sexual harassment. The sub-activities are focused on the promotion of the code of conduct on sexual harassment in the work place and on the drafting of a law on the elimination of sexual harassment in the work place.

Activity 9:

Integrate key concepts of the Law on Prevention of Domestic Violence and Protection of the Victims into the police (and local administrative) training system; as well as improve working environment to support DV victims . 4 sub-activities in this section aim at integrating legal contents and key messages related to Domestic Violence and Protection of the Victims into the police national training curriculum and at preparing implementation plans and guidelines to better prevent violence and help the victim. Funding is still needed for this activity.

Activity 10:

Provide support to the development of an effective network among civil society organizations and other relevant institutions in order to improve the flow of information on cases of the victims .

The sub-activities focus on a safe protection mechanism for victims, so civil agencies and institutions can timely refer information to relevant competences, where they can develop appropriate capacity to help the victim effectively. 3 (b) - Ame nd laws and related regulations to support a smooth imple mentation of the process and mainstreaming gender into national mechanisms of governme nt institutions and civil society.

There are several activities under this strategy: Activity 11: Review and strengthen regulations and laws in s pecific fields. The sub-activities entail the Ministry of Justice, Ministry of Health, Ministry of Education, Youth and Sports, Ministry of Information, Ministry of Culture and Art and Ministry of Womens Affairs to review legal gaps in order to propose amendments and other complementary provisions for an adequate and efficient implementation.

Strategy 4:

Strengthen Capacity of Competent Officials and relevant service provide rs on Legal and Social components that relate to violence .

Activity 12:

Improve the capacity of stakeholders including those working in civil society, on all forms of violence, in preventive measures and services delivery. There are 7 sub-activities that focus on the strengthening of capacity of competent officials and relevant service providers in their respective field including training, health care, injury care and health diagnostic etc....

Activity 13:

Strengthen capacity of judge, prosecutor, local authorities (Commune/Sangkat chief), village chief, judicial police and health officials. The training activities highlight general knowledge related to all forms of violence on women, on relevant legal texts and provisions that support an adequate enforcement of the law. The activities encourage the processing of the claim by the victim and dissuade the use of mediation provision in the case of criminal offense on a woman that underplay the abusers act and ensure that all claims should be investigated and processed to the court for examination and verdict. 11

4-4 Monitoring System and Implementation Process Currently in Cambodia there is no comprehensive system monitoring violence on women and no data available at the national level. Up to now, only one survey, supported by several organizations, has been conducted. This survey provided data on the number of victims of domestic violence. However, it could not give information on a regular basis and allow reliable monitoring of the number of violence cases being managed by health, legal and social services; the survey did not provide either specific data or information profiling victims of domestic violence. Moreover, this survey did not identify key indicators to allow an assessment of the impact of the DV law.

Due to a lack of consistent data and information, the Royal Government of Cambodia could not basically evaluate and monitor the frequency and extent of domestic violence. Monitoring is very important for the identification of the most affected people i.e. the most vulnerable groups, in view of the allocation of resources, of intervention forces, of assessing the impact of service delivery and progress made in the area of the law enforcement, and for the identification of constraints and areas needing improvement etc Violence is definitively a criminal offense and a threat to public health and can incur costs for the countrys financial resources that are needed for development. The Royal Government of Cambodia is well aware of this situation; that is why the government proposed to have national statistics on violence against women and children as a benchmark for the CMDGs.

Intervention for domestic violence or all forms of violence on women entails collaboration between services providers from different backgrounds hence, monitoring should consider the different forms of services.

The Ministry of Womens Affairs is the executing agency that assumed the facilitation, collaboration and promotion of a successful implementation of the project as well as the provision of competences and basic skills to other institutions to enable them to carry out activities.

The Ministry of Womens Affairs is also the responsible institution in monitoring communication dissemination that supports the concept related to the prevention of all forms of violence on women. The Ministry should collect data to assess results against the CMDG indicators.

As the Ministry of Womens Affairs is the monitoring institution responsible, it aims to strictly monitor the number of victims who turn to official services for assistance as well as the quality of 12

services provided by the government in the health, legal and social fields, as well as the impact of other related services.

Currently the Royal Government of Cambodia has issued a Decision no 41 (

s sr ) dated August 8

th

2007 on establishing a working group on Human Trafficking, Labor and Sexual Exploitation on Women and Children (

b>C>r>B>P ) presided over by H.E Sar Kheng, Deputy Prime Minister and

Minister of Ministry of Interior which includes member representatives from relevant ministries and institutions of the government. This is a national mechanism that leads and promotes legal education and dissemination of national and international instruments; it monitors local authorities, national police, military and relevant institutions in combating human trafficking, labor and sexual exploitation on women and children and also encourages sentences for criminals, head of the gang and members alike. The Ministry of Womens Affairs is the chair of the general secretariat that closely works with the Ministry of Interior and other relevant institution which members are participating in the five working groups, and which aim at collecting data, report on the results of the working group and relevant institutions and at providing monthly reports as well as organizing quarterly meeting (annex).

The province/municipality, district/khan levels have also an executive committee (

b>C>r>B>P ) and a

secretariat to enforce the prevention plan on Human Trafficking and Violence on Women and Children.

The second mechanism is the Cambodian National Council for Women (CNCW) with H.M Queen Norodom Monineath Sihanouk as the Honorary Member and Samdech Akar Moha Sena Padei Decho Hun Sen, Prime Minister of the RCG as the Deputy Honorary Member and is chaired by the Minister of Womens Affairs together with members from relevant institutions. This mechanism has as a major role in the monitoring of law enforcement consistent with the CEDAW convention.

4-5 Impact assessment In order to support and enhance the cooperation work, it is necessary to have a clear division of responsibilities among different authorities and stakeholders including NGOs providing support services. Another aspect is to clarify the boundaries of the different competences and mandates. To facilitate this, working groups and networks have to be established and information should be 13

disseminated along with the campaigning and training through regular meetings and information system.

Campaigning and training should be under competent institution(s) such as Ministry of Justice, the Ministry of Interior, Ministry of Health, Ministry o f Womens Affairs and other competent agencies.

The best monitoring system of violence on women must meet the following four criteria: 1) it must respond to the needs 2) be cost effective 3). be easy to apply, and 4) demonstrate long-term effectiveness in reducing violence against women. To this end, the Royal Government of Cambodia needs qualified officials to effectively monitor the implementation and utilization of new laws that have been promulgated.

The analysis of impact is drawn from the national data collection conducted and programmed by the National Institute of Statistics of the Ministry of Planning. It is drawn as well on data collected from the Ministry of Interior, Ministry of Justice, and Ministry of Health in charge of receiving DV cases. The impact analysis on violence prevention activities provides key recommendations for future planning directions, education dissemination strategies and planning future policies.

Data from the impact assessment on all forms of VAW is used at the national level to avoid confusion created by individual collection initiatives.

The strategy is aimed to promote skills and knowledge of competent officials, legal and social service providers (public institutions and NGOs) to enable

them to appropriately respond to problems related to violence against women. This should include information on the roles and responsibilities of officials

and stakeholders who work in psycho-social services related to domestic violence.

Therefore, training should be provided to:

o education officials teachers and pupils

o health stakeholders , medical doctors, medical assistants, nurses;

o relevant officials in the Ministry of Social Affairs, Veterans and Youth Rehabilitation; 30

o relevant officials in Ministry of Interior, judicial police officers under department of Anti- human Trafficking and Juvenile Protection, Criminal

department, National Police Training School, Department of Administrative Unit,

o relevant officials under Ministry of Women Affairs line departments and other relevant provincial/municipal departments;

o local authorities include commune chiefs, commune deputy chiefs responsible for gender issues, commune councils and village chiefs;

o officials in the Ministry of Justice include, prosecutors, judges, court clerks and court administrators;

o legal aid stakeholders, representatives, counselors; (lawyers, NGOs);
