Wake Co. addresses child welfare

RALEIGH Making It Happen: Strengthening Families and Building Communities of Hope encourages learning and developing strategies to promote strong families, while addressing child welfare issues in Wake County. Community groups, faith-based organizations, government agencies and other stakeholders attended a May 23 forum at the Doubletree by Hilton in Raleigh. The full-day event hosted guest speakers, panel discussions and breakout sessions. Goals of the forum were to engage the community in dialogue and partnerships to promote strong families where children thrive. Dr. William C. Bell, president and CEO of Casey Family Programs, the nations largest operating foundation focused on foster care and improving child welfare system, was the keynote speaker. All of our children must be raised to live with a sense of hope, Bell said. Living with a sense of hope means that you live with a deep abiding expectation that things that you desire, the future that you believe is going to be yours; you live with the expectation that it is going to be real someday. Bell said many children grow up without a vision for themselves or the future. His challenges with Casey Family Programs are ensuring that all children have hope and the resources to succeed. What are we going to do to change that picture in the lives of children? Without hope, it changes you when you live a prolonged life where you dont have hope that tomorrow exists for you, he said. Dr. Warren Ludwig, director of Child Welfare of Wake County Human Services, presented the status of child welfare. Even as a county that is healthier and more prosperous than most, families and children struggle, he said.

In Wake alone, Child Protection Services reported 129 reports of suspected child abuse and neglect in a weeks time. In 2012, CPS accepted 4,442 reports involving 9,850 children for assessment. Abuse or neglect was confirmed in 1,072 families involving 2,416 children. Over 650 families involving about 1,500 children were referred for ongoing CPS in Home Services. Three hundred eighteen children entered foster care. We believe that community support can help parents be successful and prevent maltreatment [of children], Ludwig said. County Commissioner James West, County Manager David Cooke and Wake County Human Services Director Ramon Rojano also attended the event. During welcoming remarks, West said it is important for youth to grow to be productive citizens. In Wake County, we really believe young people are our greatest resource, West said. Its time to build families from the bottom up. That is the key in our society. Casey Family Programs, SAFEchild, the Triangle Interfaith Alliance and Wake County Human Services planned the event.
