Internetaccessandthesoftwareandhardwareforthataccessmustbeauthorizedby theCityManagerorhisorherdesignee.AllInternetusersmustsignanEmployee ConsentandPrivacyWaiverpriortoauthorization.InformationSystemswillkeepalog ofemployeesaccessingtheInternetwhichwillbeperiodicallyaudited. IndividualdepartmentsmaysetadditionalrulesorguidelinesforInternetuseconsistent withthefollowinggeneralpolicies: Anemployee'srightswhileusingtheInternetviaCityresourcesdoesnotincludethe righttoprivacy.TheCityreservestheexpressrighttomonitorandinspecttheactivities oftheemployeewhileaccessingtheInternetatanytime.Inaddition,allsoftware,files, information,communications,andmessagesdownloadedorsentviatheInternetusing CityresourcesaretheCity'srecordsandpropertyoftheCity.
InternetusemustcomplywithapplicablelawsandCitypoliciesincludingbutnotlimited toallfederalandstatelaws,andCitypoliciesgoverningsexualharassment, discrimination,intellectualpropertyprotection,privacy,publicdisclosure, confidentiality,misuseofcityresources,informationanddatasecurity. AllInternetusemustbeconsistentwiththeCity'sEmployeeGuidelinesandCodeof Ethics. InordertopreventpotentialCityliability,itistheresponsibilityofallinternetusersto clearlycommunicatetotherecipientwhentheopinionsexpresseddonotrepresent thoseoftheCityofFederalWay. ThesafetyandsecurityoftheCity'snetworkandresourcesmustbeconsideredatall timeswhenusingtheInternet.Anyprogramsfromanoncommercialsource(i.e., softwarethatisnotpurchasedinoriginaldisketteorCDROMformat)orwhichinvolve executableorbinaryfilesmustnotbedownloadedorinstalledunlessproperlyscanned forviruses.(TrainingandproceduresareavailablethroughInformationSystems.) Resourcesofanykind,forwhichthereisafee,mustnotbeaccessedordownloaded withoutapprovalfromsupervisor. Publicaccessdatabases(e.g.,WorldWideWebservers,FileTransferProtocolservers) mustnotbecreatedorimplementedwithoutpriorapprovalbysystemadministrator. ThereisawidevarietyofinformationontheInternet.Someindividualsmayfind informationontheInternetoffensiveorotherwiseobjectionable.Individualusersmust beawarethattheCityhasnocontroloveravailableinformationontheInternetand cannotberesponsibleforthecontentofinformation.

Discrimination/HarassmentuseoftheInternettosendharassingmessages,derogatory comments,orunlawfuldiscriminatorymessagesrelatedtoage,color,sex,religion,or creed. PoliticaluseoftheInternetforpartisanpoliticalpurposes. Aliases/Anonymousmessages/Misrepresentationuseofaliasesortransmissionof anonymousmessages;additionally,Internetusersmustnotmisrepresenttheirjob titles,jobdescriptions,orpositionsintheCity. Misinformation/ConfidentialInformationreleaseofuntrue,distorted,orconfidential informationregardingCitybusiness. Viewing/DownloadingofNonBusinessRelatedInformationaccessing,viewing, downloading,oranyothermethodforretrievingnonbusinessrelatedinformation, includes,butisnotlimitedto,entertainmentsites,pornographicsites,chatrooms, bulletinboards,ornewsrelatedsites. Copyrightsunlawfulreproductionordistributionofcopyrightedinformation, regardlessofthesource.
