1. SUBJECT OF THE TENDER


LAB GmbH hereinafter referred to as the Client is entrusted with the supply of a turnkey Flue Gas Cleaning plant in an existing power plant located in Tallinn / Estonia. The subject of the current tender and the associated scope of supply concern the lot 23.01 static calculation The supplier hereinafter referred to as the Contractor is asked to submit his offer in compliance with the current tender. Eventual deviations, which the Contractor deems to be necessary shall be described and explained in detail.

2.

DESCRIPTION OF THE FLUE GAS CLEANING PLANT

The flue gas plant, which is located downstream of the boiler, consists of subsequent procedural components which will be streamed with the flue gas successively: Spray Dryer Absorber Entrained Suspension Reactor Bag House Filter IDF Stack

In the Spray Dryer Absorber, lime milk will be atomized with a rotary disc atomizer into the flue gas stream. Thereby smooth lime milk droplets react with the acid pollutants contained in the flue gas. In the downstream Entrained Suspension Reactor, activated coke and hydrated lime will be injected thus optimizing the exchange between the pollutants and the adsorbent. Subsequently, the flue gas streams through the filter bags of the downstream Bag House Filter for the major separation of the pollutants. The separated pollutants consist of a mixture of dust and charged activated coke.

2.1 COST REDUCTION POTENTIAL


The Contractor undertakes to issue his offer in keeping with the current tender documents. However, the Contractor is asked to highlight any eventually existing cost reduction potential without impairing the function of the scope of supply and works and to submit an alternative offer.

2.2 COMPONENTS
The Flue Gas Cleaning plant downstream the boiler consists, following the flue gas stream, of the following main components: Spray Dryer Absorber for the first separation of acid pollutants like HCl, Sox and HF from the flue gas through lime milk injection Injection of activated coke and hydrated lime for separation of volatile heavy metals (i.e. mercury Hg) and toxically organic components (i.e. PCDD/F) Entrained Suspension Reactor for the optimized exchange between the pollutants contained in the ______________________

flue gas, the reaction salts, activated coke, hydrated lime and recirculation Bag House Filter for the separation of the pollutants contained in the flue gas like dust, reaction salts and charged activated coke Induced Draught Fan to compensate for pressure losses and used for the conveying of the flue gas throughout the connected upstream plant Exhaust silencer to minimize the sound emission level Stack for the discharge of the cleaned flue gas Additional facilities like lime milk supply, silos, dust conveying systems, and vessels complete the plant

2.3 SITE CONDITIONS AND ERRECTION AREA


2.3.1 SITE CONDITIONS Place of execution: Ambient air temperature: Relative humidity: Air pressure: Geographical elevation: Earthquake-, Wind- and Snow load: Tallinn / Estonia - 25 to + 40 C to 100 % 1.013 mbar +/- 30 mbar approx. 0 m above sea level according to the Estonian directive

The Flue Gas Cleaning components will be erected outside. The basic conditions and atmospheric impacts shall be considered in the engineering, design and erection of the scope of supply. Suitable safety margins shall be considered in the plant dimensioning. Wind, rain and snow loads shall comply with the applicable standards.

2.4 COST REDUCTION POTENTIAL


The Contractor undertakes to issue his offer in keeping with the current tender documents. However, the Contractor is asked to highlight any eventually existing cost reduction potential without impairing the function of the scope of supply and works and to submit an alternative offer.

2.5 OBLIGATION ABOUT VERIFICATION AND INFORMATION


The following process description, including the operating conditions, shall be checked by the Contractor for relevance. Possible restrictions, if applicable, shall be commented by the Contractor prior to the contract award and considered in the scope of supply. Restrictions made aware after the contract award, which could have already been made before, won't be accepted by the Client.

The structural analysis has to be executed in that way, that the following operation conditions will be considered. The consideration of loadings which come from beams and components with a weight higher than 50 kg have to be considered although they are not mentioned explicitly in the overview drawings.

4. CONTRACTOR'S SCOPE OF SUPPLY AND SERVICES


4.1 GENERAL SCOPE OF SUPPLY AND SERVICES OF THE CONTRACTOR
The scope to perform includes for the supplies and services specified here below the comprehensive supplies and works required within the limits of the scope of supply for the fulfillment of the contract purposes, even if such are not explicitly and in all details specified hereinafter. The technical and safety-relevant regulations in force shall be observed. The Contractor makes sure that his scope of supply and services corresponds at least to the DIN and EN standards in force. ______________________

All correspondence of the Contractor with the administration and the inspecting structural engineer, in written or in verbal form, have to be coordinated with the Client in written form (official letter). The contractual language with the Client is English.

SCOPE OF SERVICES

4.3.1 VERIFIABLE ACCEPTANCE- AND EXECUTION-STRUCTURAL ANALYSIS Preparation of all necessary documents for presentation and acceptance through the administration which is responsible i.e.: Verifiable rigid frame static and static calculations for joints of components, operation platforms and catwalks which are mentioned under 4.2. Constructive representations of the typical joints in accordance to the steel construction overviews with the information on the welding thickness. Preparation of work shop drawings for the steel structures sheet plate assemblies Design of the flue gas ducts with classification and description of all duct struts for each component, all necessary substructures incl. description of fixed bearings, floating bearings and all lateral and axial movements in a chart form. 5. SERVICES OF THE CLIENT


The Client is obligated to supply the following services as a precondition for delivery of the services by the Contractor: Nomination of an authorized person in the house of the Client for fast necessary decisions, answering of questions etc. Preparation of the dimensional drawings and loading specification for the mentioned main components of the flue gas cleaning Preparation of the assembly plan and steel structure concept in the scale 1:100 and 1:50 (see the enclosed assembly drawings) Definition of plant parts like platforms, catwalks and ladders which have to be accessible

8. TERMS OF PAYMENT
After receiving of the invoice and complete execution of the scope of supply and services and submission of all final documents ; 30 days net The payment terms are valid for the complete scope of supplies and services

9. WARRANTY
The Contractor warrants the observation and fulfillment of the legal directives and regulations pertinent to the subject of the contract. The Contractor shall further warrant the quality and fitness for the intended use of his scope of supply with regard to the engineering, material choice, manufacturing, processing and execution of the erection works. The Contractor shall further warrant the full accomplishment on schedule of the supplies and services defined in the contract. Warranty shall be understood in such a way that all faults/deficiencies stated during the warranty period shall be remedied free of charge by the Contractor. The warranty time last 2 years, starting with the issuance of the preliminary acceptance certificate (PAC). In case of failure, refusal, lateness in the supplementary performance of rework, the Client has the right to claim a reduction or to partly or fully terminate the contract. If the Contractor fails to meet this obligation within a reasonable deadline, then the Client has the right to restore the operational status of the installation and put the jobsite in a proper condition at the Contractor's expense or to have this done by a third party at the Contractor's expense.

10. CONTRACTUAL PROVISIONS


The Client's "General Purchase Conditions for supplies and services , version 05/2006, attached to the current tender apply. Contractual conditions of the Contractor are not binding to the Client, even if no objection has been expressly filed against said conditions. Contractual provisions of the Contractor only apply, if they have been expressly accepted in writing by the Client. The right to implied acceptance is excluded.
