Information Memorandum for Packaged drinking plant (PDW) plants to be set up at six locations A.

ScopeandDetailsofWork:
1 The PDW plant has to be set up at green Field site on land to be provided by Indian Rlys. The lease charges on the land shall be given in the RFP documents at the time of calling financial bid. Tentative sketch of the proposed land are enclosed as Annexure 1 to 5.

Email: edtandc@gmail.com 2 The Production capacity of plant shall be 8500 cartons (each having 12 bottles of one litre capacity) per day working on two eight hours shifts a day. In a year, Plant shall be operational for 327 production days. No production is to be done for 35 maintenance days (24 maintenance/sanitation days, 5 days for annual overhauling/maintenance and 6 days for breakdown maintenance) and 3 national holidays. 3 In peak summers and holiday season, the demand may rise and during such time, it should be possible to operate plant in third shift to increase production by approx. 40% or to 12000 cartons per day. 4 Packaging shall be done in 1000 ml and 500 ml PET bottles. It is expected that requirement of 500 ml bottles shall be 20%, plus minus 10% of total production. 5 Broad Specification and operational parameters of the Fully automatic plant shall be advised in RFP documents. Approval of Final Design and layout of Building and machinery/plant along with make (of the machinery and plant) shall be taken by the successful bidder before starting the process of setting up of plant. 6 Fully automatic plant means that there will be no human touch from the stage of loading Preforms in Bottle blowing machine to the stage of filling and capping of the water bottles. 7 All raw materials required for production of PDW shall be the responsibility of bidder. However, specification of the raw material to be used will be specified in RFP document. 8 The PDW shall be produced under brand name Rail Neer. Design of the Bottle, cap, label and carton will be specified in RFP document. 9 Except land, Indian Railways will not give any other resource required for production of PDW. It is essential to provide DG set for standby power supply so that production does not suffer on account of power failure from state electricity board.

10 Each plant shall make covered storage place for storing minimum ten days production or say 85 thousand cartons. 11 Before starting the work, study for Availability and Quality of raw water required so as to meet the installed production capacity has to be done through professional bodies. 12 Before commencing commercial production, all statutory clearances or certification have to be obtained. Some of these are BIS, Factory Inspector, State Pollution control Board, State Medical department, State electricity board, Central Ground water Authority, Boiler Inspector and others. IR shall not assist in any of above. B. Qualitycontrol:

1 The plant shall have Microbiologist and other staff for round the clock functioning of in house lab. Objective of In house lab is to test water quality during various stages of water treatment as well as to ensure that final product meets Quality norms given in BIS specification IS 14543: 2004. 2 Periodic checks/calibration of various measuring and monitoring instruments and ensures their proper working. 3 Ensure Housekeeping and cleanliness of Shop floor area, storage area and utility facility area. 4 Ensure proper storage and stacking of finished goods. Drive in Racking system along with Battery operated Fork lifter trucks are to be provided in plants. 5 For all equipments of the Plant, Firm shall ensure compliance of manufacturers recommended preventive maintenance schedules/overhaul practices, which includes replacement of spares where ever recommended. Maintain adequate documentation of the same to know about general health of the plant and also for information of IR. 6 Upkeep of all necessary documentation and records such as log sheets, charts, performance registers, inventory registers, equipment history, power consumption, laboratory test reports, daily, weekly, monthly, performance reports, chemicals and reagents consumption reports and all such other related documentation as advised by IR. 7 Indian Railways shall be free to either post Quality control personnel in plant or appoint a Supervisor and Technical Agency to check the quality of water, packing

material, labeling, storage, exit of the produce etc to have an over view and control of the quality of the product and of the plant operation. 8 Periodic inspection of the Plants by senior officers from Indian Railways, or their authorized representatives will be facilitated. 9 Compliance with all the labour laws and other statutory laws shall be the responsibility of the bidder. All statutory taxes shall be paid by the firm including taxes imposed by the Government during the term of contract. C. Sale and Distribution: 1. IR will assure 100% off-take for the PDW manufactured by the plant. For this IR will purchase water from the plant and it would be IRs responsibility to sell this in the railway market or outside market, at its own discretion. 2. It will be responsibility of IR to transport and distribute the PDW. All activities related to sale and collection of money will be responsibility of IR.
