BACKGROUND

The Purchasing department at PROPer Aviation has found a new way to cut costs through new methods (basically buying tires from any source). This specification is to be used to gauge whether or not aviation tires are suitable for our aircraft. In order to determine if the aviation tires are suitable, the flow chart below is necessary in all decision making and for completing the required answer sheet for the AMT MSC. FIGURE 1.

1.0

GENERAL This specification contains the requirements, qualification procedures, and inspection requirements for new and retreaded aircraft tires. All aircraft tires for PROPer Aviation must comply fully with the four sections of this specification. The requirements of this document and its revisions supersede those of any other documents published or otherwise expressed.

2.0 2.1

NEW TIRE SPECIFICATION PROCEDURES. Processes, materials or other requirements not covered by this specification must comply with the following documents: 2.1.1 2.1.2 Airframe Manufacturer's Load - Speed - Time - Curves. TSO-C62c or later revision.

2.2

AIRCRAFT TIRE SUPPLIER QUALIFICATION 2.2.1 New Tire Suppliers. To be considered for approval as a source for aircraft tires, a supplier must submit for review by Quality Control and Engineering evidence of compliance with the following criteria: Maintenance of an effective quality control organization. Maintenance of individual tire process controls and tire inspection records by serial number. Ability to supply tires in the quantities required. Compliance with all parts of TSO-C62c or later.

2.3

AIRCRAFT TIRE QUALIFICATION 2.3.1 New Tire Qualification and Requirements To be approved by Quality Control and Engineering as qualified, new tires must meet the following criteria and documentation requirements. Have FAA approval per the requirements of TSO-C62c or later. Have capability of multiple retreads according to AC 145-4 and industry retreading standards. All tires must meet dimensional standards in accordance with TSOC62c or later. Tire weight will not exceed the applicable aircraft manufacturer's limitations. Tires will be designed, constructed and retreaded so that air loss will not exceed five (5) percent of rated pressure in 24 hours after correction for initial stretch and growth. Tire must have markings on the sidewall in accordance with TSOC62c, or later, and AC145-4. New tires shipped to PROPer Aviation must be less then 24 months old. Tires 24 months and older cannot be accepted by PROPer Aviation.

Except as noted, FIGURE 2 lists the only approved tire sizes for PROPer Aviation. If any new tire is received, or found, that does not appear on this list, it cannot be used for any reason as a new tire.

2.4

NEW TIRE SIZES APPROVED FOR USE AT PROPer AVIATION The below referenced chart (FIGURE 2) lists all approved new tire sizes, designs, and part numbers which can be used on PROPer Aviation aircraft. Note: Tires not meeting the requirements of Section 2, FIGURE 2 may meet the requirements for retreads, SECTION 3.

2.5

NEW TIRE IDENTIFICATION REQUIREMENTS 2.5.1 The following information shall be located in each sidewall of all new tires: Tire Serial Number (required in one sidewall only) Tire size. Ply rating. Speed rating. Part Number. TSO-C62c or TSO-C62d markings. Tire Name. Name of manufacturer. One balance mark (red or off-red dot) is to be applied to every unused new tire on the serial side (only). Multiple balance marks are not acceptable. Worn tires received or purchased for immediate service, or eventual retreading, are not required to have a red dot.

APPROVED TIRE MANUFACTURERS 2.6.1 The following manufacturer is approved as qualified under this specification to supply new tires: The Goodyear Tire & Rubber Company 1144 East Market Street Akron, Ohio 44316 (All worldwide plants of manufacture)

3.0 3.1

RETREAD TIRE SPECIFICATION PROCEDURES Processes, materials or other requirements not covered by this specification must comply with the following documents: 3.1.1 3.1.2 3.1.3 Airframe Manufacturer's Load - Speed - Time - Curves. Retreaders Procedure Manual (As applicable to the FAA Repair Station Certificate). FAA Advisory Circular AC 145-4 (Retread Tires).

3.2

AIRCRAFT TIRE SUPPLIER QUALIFICATION 3.2.1 Retread Suppliers To be considered for approval as a source for aircraft tires, a supplier must submit for review by Quality Control and Engineering evidence of compliance with the following criteria: Maintenance of an effective quality control organization. Maintenance of individual tire process controls and tire inspection records by serial number. Ability to supply tires in the quantities required. Hold an appropriately rated and current FAA Repair Station Certificate.

3.3

AIRCRAFT TIRE QUALIFICATION 3.3.1 Retread Tire Qualification and Requirements To be approved by Quality Control and Engineering as qualified, retread tires must meet the following criteria and documentation requirements. Have passed the dynamometer test requirements of the latest revision of AC 145-4 or comply with AC 145-4 Section 6, b, (3), (i). Have FAA approval per the requirements of TSO-C62c or later. Have capability of multiple retreads according to AC 145-4 and industry retreading standards. All tires must meet dimensional standards in accordance with TSOC62c and later. Tire weight will not exceed the applicable aircraft manufacturer's limitations.

Tires must have markings on the sidewalls in accordance with TSOC62c or later, AC145-4, or as follows: o Tire Serial Number (required in one sidewall only). o Part Number. o TSO-C62c or TSO-C62d markings. Retread tires shipped to PROPer Aviation must be less then 36 months old from time of retread manufacture. The casing age of retreads can be up to 60 months old. Tires not meeting this requirement cannot be accepted by PROPER Aviation. Except as noted, FIGURE 3 lists the only approved retread tire sizes for PROPER Aviation. If any retread tire is received, or found, that does not appear as specified on this list, it cannot be used for any reason.

3.4

RETREAD TIRE SIZES AND RETREAD RESTRICTIONS The below referenced Table (FIGURE 3) lists all approved retread tires which can be retreaded and/or used on PROPer aircraft.

3.5

CARCASS REPAIRS Carcass repairs not specifically prohibited in this specification may be made in accordance with the retreaders FAA approved repair manual. Repair of the following types of damage is specifically prohibited on PROPer Aviation tires. Tires exhibiting such damage may not be retreaded. 3.5.1 3.5.2 3.5.3 3.5.4 3.5.5 3.5.6 Any structural ply separation detected by air needle inspection. Heat damage causing reversion or brittleness of the rubber in the bead seat area. Oil, grease or hydraulic fluid saturation in cord body. Any damage to bead area or bead wires. Sidewall cracking or cuts extending into the cord body ply. Foreign object damage which extends fully through the tire tread or sidewall area. Note: Repair of foreign object damage must comply with AC145-4. Liner wrinkles in the shoulder area of the tire.

3.5.6 3.6

RETREAD TIRE IDENTIFICATION REQUIREMENTS 3.6.1 The following information shall be located in the shoulder rubber of the recap of all retreaded tires (specific order is not required): Tire size. Ply rating. Speed rating. Skid depth. Month/Year the retread was produced. Number of retreads (R number). Retread plant code (A or L only). Name of retreader. A new balance mark (red or off-red dot) is to be applied at every retread on the serial side. Any old balance marks are to be obliterated. Multiple balance marks are not acceptable. Worn retread tires received or purchased for immediate service, or eventual retreading, are not required to have a red dot.

APPROVED RETREAD TIRE MANUFACTURERS 3.7.1 The following supplier is approved as qualified under this specification to retread aircraft tires as noted: Goodyear Aviation Products 100 Business Center Drive Stockbridge, Georgia 30281 Plant Code = A Under FAA Approved Retread Processing Procedures No. 21224 and No. 21225. Goodyear Aviation Products 4105 Mohave Airport Drive Kingman, AZ 86401 Plant Code = L Under FAA Approved Retread Processing Procedures No. 21224 and No. 21225.

4.0 4.1

TIRE INSPECTION, HANDLING, AND SERVICEABILITY PURPOSE. The purpose of this document is to set forth and describe the inspection, handling, and serviceability criteria for PROPer aircraft tires, new and retread. SCOPE. This document is to be used by all maintenance associates to help determine usability of aircraft tires received and/or used for service operations. This document supersedes all other documents published, including airframe and manufacturers published materials, unless otherwise specified. TIRE ACCEPTANCE CRITERIA 4.3.1 INSPECTING FOR USE Inspect all new and retread tires per the following guidelines. IDENTIFICATION. Inspect all new and retread tires to proper tire markings. The markings must be legible, consistent, and be applicable to the tires listed in the approved tire use tables for new or retread tires. GENERAL INSPECTION: TIRE EXTERIOR. Perform a visual inspection of the exterior of the tire for acceptable and unacceptable conditions. o The tire must have no exposed cord/fabric on the tire sidewall, shoulder, or tread area. o The tire must have no signs of deterioration or contamination by contact with solvents or related chemicals. Signs of unacceptable damage would include isolated soft rubber spots, swelling, and/or a bulged area. TREAD GROOVES. Inspect the tread area for adherence to new or retread requirements. o The tire is to have circumferential tread grooves completely around the tire. o The number of grooves is to be as stated in FIGURE 2 and FIGURE 3. o The grooves must not be connected or interrupted in any way. o Tires with non-conforming grooves can be sent for repair/retreading, if applicable. FOREIGN OBJECT DAMAGE. Inspect the tread and sidewall for cuts and/or foreign object damage (FOD). o Tires with major surface cuts/FOD which exposes fabric (underneath the rubber surface) in the tread or sidewall are not to be used as new tires. o Tires found to have cuts, or FOD, which are not completely through the tire, but do expose fabric, are to be sent to the

retread facility for further analysis and potential repair/retreading, if applicable. o Tires found with cuts, or FOD, completely through the tire are to be scrapped immediately. o Tires found with superficial cuts/FOD can be used in service. CRACKING: GROOVE AND/OR SIDEWALL CRACKING. All tires are to be inspected for cracking. Groove and/or sidewall cracking are acceptable as long as adjacent fabric is not exposed. Tires found unacceptable are to be returned to the retread facility for potential repair/retreading, if applicable. LINER AREA. Perform a visual inspection of the tire interior (liner area) for unacceptable conditions: o Loose balance pads or loose liner repair patches, if equipped. o Foreign material/objects found in the liner should be removed. o The liner area is to be inspected for liner wrinkles or other obvious anomalies. Any tire found with liner wrinkles in the shoulders is to be scrapped immediately. BEAD AREA. Perform a visual inspection of the bead area for unacceptable conditions: o General condition and smoothness. Clean dust/dirt from beads as needed with dry cloth. o Cuts, damage, or other condition which cannot be corrected by PROPER Aviation and may hamper the ability of the tire to seat properly on the wheel. TIRE AGE LIMITATION. Tires must conform to required age limits. See Sections 2 and 3 for more details. Note Reference Goodyear Aviations Tire Care & Maintenance Manual for determining casing age. Though Goodyear aircraft tires have no age limits, PROPer Aviation sets tire age to ensure first-in first-out procedures at all locations.

4.4

INSPECTING FOR USE PARTIALLY USED TIRES 4.4.1 OVERVIEW. It may become necessary to return a partially used tire back into service, due to an unnecessary early removal. Cases may include, but are not limited to, tire/wheel assemblies removed due to a wheel, brake, or convenience-type removal. In such cases, it is the responsibility of the acting mechanic or acting associate to determine the suitability of the tire for service use. Serviceable tires may be sent back for service use as worn, unserviceable tires should be sent back to the manufacturer or scrapped, depending on the above criteria in this specification. DETERMINE TIRE SERVICEABILITY. Suitability of used tires (mounted or dismounted) for continued service should be determined by

reference to Section 2, Section 3, and Section 4 of this manual, as well as Goodyear Aviations Tire Care & Maintenance Manual. Tires found to be below 1/32 remaining skid depth at any point in the centermost one, or two, grooves may not be returned to service. They are to be dispositioned depending on acceptability of Sections 2, 3, and/or 4. 4.5 MANDATORY COMPLIANCE DATES.
