Ventura Unified School District, Ventura Adult and Continuing Education, and Technology Development Center
Workforce Investment Board of Ventura Countys first Adult Grant W.I.A. funding outside of county human services. Created from scratch Virtual One Stop within local school districts adult education and vocational training campus. Serviced constant rotation of job hunters across almost all spectrums of the Workforce Investment Act eligibility criteria. Populations served were Adult Unemployed, Dislocated Workers, Incumbent Workers, and Out-of School and Low Income Young Adults with Additional Barriers. Additional populations served were Young Adult or Soon to be Adult Parents, Wards of the State, Recently and Soon to Be Emancipated, Veterans, Veterans with Post Traumatic Stress Disorder, Domestic Abuse Survivors, Refugees, English as Second Language Learners, Young Latino Second Generation, Senior Citizens, Battered Women, Refugees, English as Second Language Learners, Paroled Felons, and Prisoners on Work Release.

Oversee activities directly related to helping the unemployed formulate and market the value of their skills and services to the job market so that they can gain employment and become self sufficient members of our community. Conduct and review abilities, aptitude, interest, personality characteristics and skill assessments to create meaningful and obtainable individual employment plans that fit participants' career goals. Create effective, principled, and methodical job hunting campaigns for an entire spectrum of job hunters from entry level to the advanced executive level. Contact employers to solicit participants for job vacancies and possible opportunities to, determining their requirements and recording relevant data such as job descriptions. Instructed job applicants in presenting a positive professional image by providing help with resume writing, personal appearance, and interview techniques. Monitor and record grant participants job hunting progress to ensure that activity goals and objectives are being met in a timely and effective manner. Overcome barriers to employment by identifying, trouble shooting and problem solving personal problems and soft skill barriers to participants employment, such as inaccessible work sites, inflexible schedules, transportation problems, and personality and social difficulties, and worked with job hunter to develop strategies for overcoming these barriers. Prepare and maintain W.I.A. documentation in both paper and electronic records (virtual one stop software) related to events such as hiring, termination, leaves, transfers, and promotions.

Inform job hunters of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, and promotion opportunities of possible career paths. Prevent transition to employment mishaps by maintaining close contact with placements through probation period and helped resolve problems related to preparedness, workplace and personal challenges. Provide information to supervisors, and co-workers, to discuss their options and goals in regards to how the workforce grant can fulfill obligations. Developed and maintained relationships with community referral sources, such as schools, teachers, administrators, housing authority, Chambers of Commerce, Foster Care, and other community groups. Counseled young adults to adopt a professional identity and lifestyle that postponed immediate gratification, obtain goals, and maximize their independence by becoming employable. Counseled participants to help them understand and overcome personal, social, and behavioral problems affecting their educational or vocational situations. Conferred with teachers, administrators, and other W.I.A. professionals to discuss participants progress, resolved behavioral, academic, and other problems, and determine and manage joint plans of actions. Maintained accurate and complete W.I.A. records as required by local, state, and federal laws and regulations. Prepared participants for later vocational training experiences by encouraging them to explore learning opportunities and to persevere with challenging tasks. Counseled participants regarding vocational training issues, such as course and program selection, class scheduling and registration, school adjustment, truancy, study habits, and achieving in demand skills. Career Employment Specialist Santa Barbara, CA Workforce Investment Board of Santa Barbara County, CA

Planned, organized, and coordinated the development activities of a W.I.A./A.R.R.A. funded Summer Youth Employment Program for 400 low income youth. Increased capacity from 59 participants at 1 work site to 350 participants with 418 worksites to choose from. Grant was evenly distributed across a diverse geographic and demographic markets. Also included case management duties of 75 participants at over 60 of the worksites. Managed 3 paid grant participants.

Established administrative procedures to meet objectives set by Local Workforce Investment Board to turn around A.R.R.A. Funded Summer Youth Employment Program. Researched and analyzed County Demographics to determine program directions and goals. Participated in the determination of organizational policies regarding such issues as coordinating the logistics of participant eligibility, program requirements, and program benefits. Established and maintained relationships with other almost all County Government Agencies, all Municipal Governments, and hundreds of non-profits which resulted in the effective engagement of hundreds of full time volunteers.

Outreached to community groups, explained and interpreted the purpose and policies of the young adult paid work experience program. Directed activities of entry-level staff members to be effective and contributing members of a meaningful project. Interpreted federal, state, and county Workforce Investment Act laws, regulations and policies. Evaluated the work of supporting staff and volunteers to ensure that employment experiences were both meaningful and that resources were being used effectively.
