KPI is degrading on 3G PS Inter-RAT Handover Success Rate( from UTRAN to GSM)(%). If you have
any suggestions please let me know

take the counter from OMCR & find out the cells who is failed. then check the IRAT Nbr by
the latest RNC dump with help of tool, also the parameter like external2G NCC,BCC,BCCH
LAC,RAC,BCCH. are same as BSC dump.

Anton Tymoshenko PS CSSR consist of RRC and RAB setup procedure, you need to
find where is problem, RRC or RAB.
After you need to investigate which of failures counter is abnormal.
Possible reasons:
wrong configuration of parameters (3G->2G neighbors, thresholds, ect.)
Not reasonable algorithm settings
Resource Congestion

RF issue (overshoot, ect.)

Mohammad Faisal Akhter Karim Usually its recommened to disable PS-IRAT.

However, check the IRAT triggering cause: whether it is RSCP/EcNo, and if required
change the 2d/2f thresholds accordingly to remain more on 3G. Check whether you have
PDCH congestions on 2G.

For improving,PS IRAT HO Success rate, its very important to know the cause for
degradation:
1. Whether the neighbor 2G cell is having congestion
2. Due to external intf on 2G cell. Usually in this case both CS and PS IRAT success rate
will be poor.
3. Due to poor 3G coverage or quality (as indicated by Mr. Mohd. Faisal)
Hence you should also know the reason for Triggering PS IRAT whether RSCP or EcNo.
4. 2G neighbor cells having H/W issue.
You can play with the 2D/2F thresholds or the 3A thresholds for improving PS IRAT HO
Success Rate. The counters for the same are given below:

VS.IRATHO.FailOutPSUTRAN.Other, if yes check, And also check the monthly trend for the
same if it is not the same, kindly check reason might be RELOC PSOUT IU REL CMD
TIMEOUT. If yes then need to check with core team for further parameters optimization at
core end.

(configuration unsupported) is 1%, number of failed PS outgoing inter-RAT HO initiated by
RNC (Physical channel failure) is 12% and VS.IRATHO.FailOutPSUTRAN.Other is 87%

time check core network parameter, SET SOFTPARAOFBIT: DT=BYTE, PARANUM=52,
VALUE=1, POSITION=3; SET SOFTPARAOFBIT: DT=BYTE, PARANUM=59, VALUE=1,
POSITION=3; I hope you will get better results.!!

Nebiyou B If you take the number of attempts from 1 to 10000 the success rate is
almost 60% on average(+/- 10%) So I think adjusting the PS IRAT handover threshold
might not be significant. for the CN param I will check.
