STEPS OF THE EIA PROCEDURE

There are a number of steps or stages to be followed in EIA process in Tanzania. These are the following: First, Register the proposed project with NEMC, where you will be required to fill in a Preliminary Environmental Assessment Registration Form for your project. The Registration fee is Tshs 20,000/= only; Second, Return to NEMC two copies of a dully filled Registration Form attached with a Project Brief for screening by NEMC. The contents of the Project Brief should be as directed in the EIA and Audit Regulations of 2005; [to be approved by the council within 45 days from the date of submission of the brief as per Regulation 10(1)] Contract an Environmental Expert/EIA Consultant to prepare a Scoping Report and Terms of Reference (TORs) for conducting the Environmental Impact Assessment (EIA) and submit them to NEMC for review and approval before the commencement of the EIA study. A list of EIA Consultants is available at the Council and can be accessed by proponents. [The approval of TOR should be done by the Council within 14 days as per Regulation 13(2)] Conduct EIA study (by the consultant) according to the approved TOR and adhere to the Environmental Management Act No 20, of 2004 and Environmental Impact Assessment and Audit Regulations of 2005; Submit an Environmental Impact Statement (EIS) also called Environmental Impact Assessment (EIA) Report to NEMC for review by a Cross-sectoral Technical Advisory Committee (TAC); [The Council shall within 60 days following submission of EIS carry out its review as per Section 87(1) of the Environmental Management Act,No.20 of 2004] Facilitate the review process by paying the review costs to NEMC as required; Make corrections and improvements of the draft EIS according to the comments and recommendations raised by the TAC. Submit the improved (final) version of the EIS to NEMC for final scrutiny and prepare recommendation to the Minister responsible for Environment for final decision making. [The Minister may approve or disapprove the EIS within 30 days as per Section 92(1) of the Environmental Management Act, No.20 of 2004]

Submit the improved (final) version of the EIS to NEMC for final scrutiny and to prepare recommendation to the Minister responsible for Environment for final decision making.
The Minister may approve or disapprove the EIS within 30 days as per Section 92(1) of the Environmental Management ActAct,No.20 of 2004
