Susan,

Dekkers is part of the 9/11 story, our Congressional mandate. He ran Huffman Aviation, which under INS rules
had to be certified to accept foreign nationals. He accepted Atta and at Shehhi into his school as walk-ins
(without a previously issued M-1), and with their pending applications at his schools, both were given legal cover
to stay in the US pending adjudication of their applications to attend Huffman. Both used that cover story to get
back into the US in January 2001.

John and I discussed this yesterday, and I agreed that the school certification issue, and any immigration issues
arising out of Huffman or Hanjour's attendance at the Cockpit Resource Management Airline Training Center in
Scottsdale, AZ in 1998 would be my responsibility to cover. We need to touch on this in the monograph, and the
place to expand upon it is partly in the expanded staff statement, and partly in my current draft of CIPRIS. Any
FAA guideline issues relating to the flight schools would be covered by Team 7.

DOJ OIG concluded that Huffman should NOT have been certified, and we can rely on that information. The
information about Dekkers adds another layer, as he himself was under investigation. It need not be a long
explanation in the monograph, but a description such as this is: (1) a family question that came up in our
conversation yesterday with them; (2) relates directly to the layers of enforcement problems that plagued INS; and
(3) part of the 9/11 story.

Hanjour's school review (whether INS should have been certified) may be easy, or may not. That one will take a
bit of research.

Huffman should not take a lot of effort and is a simple document request for one file in re Huffman. I already
reviewed related docs at DOJ Mon/Tue.

Dekkers was under investigation by INS for fraudulent activities after Huffman aviation came to
light. He may have obtained his non-immigrant E-2 visa by fraud. There were also reports that
he had fled from some sort of criminal activity in Europe. The case is still under investigation.

The FBI also investigated Dekkers and Huffman Aviation after 9-11. The State of Florida also
had a case against him but that was dropped. We should request a copy of the A-file,
investigative reports (G-166's) and all supporting documents from DHS. We will also need copies
of the FBI investigative reports.
